The concept of civil-military relations in the Western countries has essentially evolved out of secularism and the separation of the civilian component from the military component of government, with the former acting as controllers and the latter as the subordinate professionals. In Islam, even the concept of separation has no place, since there is no background of secularism and no distinction between the military functionaries and civilian functionaries. An overwhelming majority of Muslim states consequently are military-ruled or military-dominated. The only ideology that seems to be popular and effective in Islamic countries is the Islamic ideology which, if anything, tends to be pro- military and excludes alternate ideologies from gaining ground. Thus, the trend of Islamic polities indicates a permanence of the past patterns of military domination and Islamic ideological support for military governments.

Setzt man sich mit dem Schari'a-Islam auseinander, so stellt sich nicht nur die Frage nach dem Verhältnis von Recht und Religion, sondern vor allem nach der Macht und Deutungshoheit in der islamischen Welt. Nach eigenen Maßstäben versteht sich der Islam als eine Religion des Friedens und der Toleranz. Juden und Christen gelten jedoch nur als "schutzbefohlene Minderheiten". Anhand der Arbeiter-Union "Hak-Is" und der Vereinigung unabhängiger Industrieller und Businessmen "MÜSIAD" zeichnet die Autorin den Zuwachs des politischen Islam in der Türkei nach. Beide richten sich gegen die vom Staat getragene Modernisierungskampagne und gegen freie Marktwirtschaft, unterscheiden sich jedoch hinsichtlich ihrer sozialen Modelle. Während "MÜSIAD" um wirtschaftliche Beziehungen mit anderen islamischen Ländern und mit Asien bemüht ist, orientiert sich "Hak-Is", ohne ihre islamische Identität einzubüßen, primär an modernen Gewerkschaften, wie sie im Westen entstanden sind.
