Author's introductionThis review of recent feminist analyses and theorizing of labor markets uses a global lens to reveal the forces shaping gender inequality. The first section introduces the key words of globalization, gender and work organization. Next, I examine gender as embodied labor activity in globalized worksites, and the effects of globalization on gendered patterns of work and life. Putting gender at the center of globalization discourses highlights the historical and cultural variability of gender relations intersecting with class, race and nationality, and highlights the impact of restructuring on workers, organizations and institutions at the local, national and regional as well as transnational levels. Then I turn to look at labor market restructuring through commodification of care, outsourcing of household tasks and informalization of employment to show how these processes shape the complexity of relationships between and the interconnectedness of social inequalities transnationally and in global cities. Place matters when analyzing how service employment alters divisions of labor and how these labor market changes are gendered. Global restructuring not only poses new challenges but also creates new opportunities for mobilization around a more robust notion of equality. The final section explores the development of spaces for collective action and the rise of new women's and feminist movements (e.g., transnational networks, non‐governmental agencies). By tracing the lineage of current feminist literature on globalization to women and development research, Joan Acker shows both the continuities and distance traveled from the previous terrain of debate. New feminist scholarship on globalization owes a debt to these important, albeit limited, studies of women at work in Latin America, Africa and Asia, but acknowledges the need to go beyond the category of women to analyze specific forms and cultural expressions of gendered power in relationship to class and other hierarchies. One of the major advances in feminist theory comes under the microscope of Acker's keen analysis when she excavates how gender is both embodied and embedded in the logic and structuring of globalizing capitalism. This extends the case she made in her earlier pioneering research on gender relations being embedded in the organization of major institutions. For the study of globalization, Acker posits that the gendered construction (and cultural coding) of capitalist production separated from human reproduction has resulted in subordination of women in both domains. Acker uncovers the historical legacy of a masculine‐form of dominance associated with production in the money economy that was exported to and embedded in colonialist installation of large‐scale institutions. By the late 20th Century large‐scale institutions promoted images and emotions that expressed economic and political power in terms of new articulations of hegemonic masculinity. As an article outlining debates on the nature of globalization and of gender, it serves as a good introduction to the topic.Chow, Esther Ngan‐Ling 2003. 'Gender Matters: Studying Globalization and Social Change in the 21st Century.'International Sociology 18, 3: 443–460.Chow's introduction to the special issue on 'Gender, Globalization and Social Change in the 21st Century' in International Sociology (2003) reviews the literature on gender and globalization and provides an excellent overview of 'gender matters.' Her definition of globalization captures salient features of the current era. This definition encompasses the economic, political cultural and social dimensions of globalization. Further, she offers a framework for studying the 'dialectics of globalization', as 'results of conflicting interaction between the global and local political economies and socio‐cultural conditions…' A dialectics of globalization is a fruitful approach for studying transformative possibilities. This article could serve as background reading or as part of an introductory section.Arlie Russell Hochschild, Arlie Russell. 2003. 'Love and Gold.' Pp. 15–30 in Global Women: Nannies, Maids and Sex Workers in the New Economy, edited by Barbara Ehrenreich and Arlie Russell Hochschild. Metropolitan Books.Hochschild's chapter in Global Women examines the transfer of traditional women's work to migrant women. Women in rich countries are turning over care work (nannies, maids, elder care) to female migrant workers who can be paid lower wages with few or no benefits and minimal legal protections. This global transfer of services associated with a wife's traditional role extracts a different kind of labor than in prior migrations based on agricultural and industrial production. Emotional, sexual as well as physical labor is extracted in this current phase of globalization; in particular, emotional labor and 'love is the new gold'. Women migrate not only to escape poverty, but also to escape patriarchy in their home countries by earning an independent income and by physical autonomy from patriarchal obligations and expectations. Many female migrants who leave poor countries can earn more money as nannies and maids in the First World than in occupations (nurses, teachers, clerical workers) if they remained in their own country. Thus, migration can be seen as having contradictory effects on women's well‐being and autonomy. Their detailed research comparing three localities in Greater London is a corrective to the oft‐cited multi‐site study of global cities by Saskia Sassen. They find that Sassen underestimates gains and losses for both men and women in the 'new' economy. Place makes a difference when assessing the impact of women's increased rates of labor market participation on income inequality and patterns of childcare. The article outlines a new research agenda by 'placing' working women's lives at the center of analysis.Parrenas, Rhacel Salazar 2008. The Force of Domesticity: Filipina Migrants and Globalization. New York: New York University Press.Rhacel Salazar Parrenas brings together her influential research on Filipina migrants and extends her path‐breaking ethnographic analysis to include Filipina domestic workers in Rome and Los Angeles and entertainers in Tokyo. David Eng incisively captures the importance of Parrenas's analysis when he states, 'Extracted from home and homeland only to be reinserted into the domestic spaces of the global north, these servants of globalization exemplify an ever‐increasing international gendered division of labor, one compelling us to reexamine the neo‐liberal coupling of freedom and opportunity with mobility and migration'. The book is well suited to illuminate discussions of domesticity and migration, transnational migrant families, the impact of migration laws in 'home' and 'host' countries, and transnational movements among migrant women.Walby, Sylvia. 2009. Globalization and Inequalities: Complexity and Contested Modernities. London: Sage.This book introduces new theoretical concepts and tests alternative hypotheses to explain variation in trajectories of gender relations cross‐nationally. It synthesizes and reviews a vast literature, ranging from the social sciences to the natural sciences to construct a new approach to theorizing the development of gender regimes in comparative perspective. Sylvia Walby seeks to explain the different patterns of inequalities across a large number of countries. The analysis differentiates between neo‐liberal and social democratic varieties of political economy, and makes explicit the gender component of institutions and their consequences. The project builds on Walby's pioneering work on comparative gender regimes, and extends the research by operationalizing empirical indicators for a range of key concepts, and by analyzing links between a wide set of institutions (including economy, polity, education and violence) and how these are gendered in specific ways. As in the past, Walby is not afraid to tackle big questions and to offer new answers. Throughout the book, like in her previous body of research, Walby takes on the question of social inclusion/exclusion and critically interrogates concepts of democracy, political participation, equality and rights. Walby uses a comparative lens to examine the democratic 'deficit' in liberal and social democratic countries, and how migration restructures patterns of inequality and the consequent reconstitution of national and ethnic relations within countries. There is more to the book than abstract theoretical debates. Walby poses and assesses alternative political projects for achieving equality. This paper reviews the Republic of Korea's experience with electronic tax invoices for its value-added tax regime from the perspectives of tax policy makers and administrators. The paper evaluates Korea's implementation of electronic tax invoicing and analyzes its effect on tax compliance through enhanced transparency of business transactions and taxpayer services. First implemented in 2011, mandatory electronic tax invoicing has been credited with lowering tax compliance costs and raising the transparency of business transactions. Effective policy design and implementation have contributed to the country's success with electronic tax invoicing. Measured in transaction value, the electronic tax invoice adoption rate reached 99.8 percent in the first year and rose to 99.9 percent by 2013, compared with 15 percent before electronic tax invoicing became mandatory. According to a survey of taxpayers and tax practitioners in Korea that was conducted as part of this research study, 69.4 percent of the respondents agreed or strongly agreed that mandatory electronic tax invoicing has contributed to curbing value-added tax evasion by raising transaction transparency, and 72.9 percent agreed or strongly agreed that it has improved taxpayer service by facilitating the convenience of tax filing or automating the issuance of invoices. The review of Korea's experiences gives credence to the contention that well-planned and well-executed compulsory electronic tax invoices can materially enhance tax compliance through significant institutional and perceptual changes in tax administration.

The Doing Business data highlight the important role of the government and government policies in the day-to-day life of domestic small and medium-size firms. The objective is to encourage regulations that are designed to be efficient, accessible to all who use them and simple in their implementation. Where regulation is burdensome and competition limited, success tends to depend on whom one knows. But where regulation is efficient, transparent and implemented in a simple way, it becomes easier for aspiring entrepreneurs to compete on an equal footing and to innovate and expand. In this sense Doing Business values good rules as a key to social inclusion. Enabling growth, and ensuring that all people, regardless of income level, can participate in its benefits, requires an environment where new entrants with drive and good ideas can get started in business and where good firms can invest and grow, thereby creating more jobs. Doing Business was designed with 2 main types of users in mind: policy makers and researchers. Doing Business is a tool that governments can use to design sound policies for the creation of firms and jobs. But this tool should not be used in isolation. Doing Business provides a rich opportunity for benchmarking by capturing key dimensions of regulatory regimes. Nevertheless, the Doing Business data are limited in scope and should be complemented with other sources of information.

Real gross domestic product (GDP) grew at 6.7 percent in FY11, continuing the upward trend in growth after declining during FY06-09. This strong performance can be repeated in FY12 if exports continue to grow and if garment exports benefit from the agreement reached during the recent India-Bangladesh Summit, remittances continue to recover, and if investment is boosted by improved infrastructure services particularly power. Risks in the global economy can affect Bangladesh in several ways. The standard and poor (S&P) downgrade of US debt as well as the debt problems in the Euro Zone are affecting the international markets and renewing fears of another global slowdown. This time around, limited fiscal and monetary space in developed countries increases the chances of a protracted slowdown. If this slowdown occurs, it can affect Bangladesh's balance of payments through its impact on exports and remittances, put pressure on the exchange rate, increase economic uncertainty, and, in turn, weaken investment and growth. Domestic policies will also affect Bangladesh's economic prospects. A slow pace of reforms in the investment climate can affect domestic and foreign investment, as can inadequacies in energy supply and the poor quality of roads. The reversal of trade reforms as well as weakening of the financial sector can also affect export growth and investment. Expansionary macroeconomic policies could increase risks on the current account and make inflation management more difficult. Unlike in 2008, Bangladesh has insufficient policy space to cushion the impact of a second global slowdown through fiscal stimulus. packages and monetary easing. Rapid growth in subsidies, sustained high rate of growth of credit to the private sector as well as recourse to monetary financing of the fiscal deficit have led to the erosion of the fiscal and monetary policy space. Much improved fiscal and monetary discipline combined with stronger efforts to address the energy and infrastructure deficits will be critical for sustaining growth performance. Maintaining the long-established tradition of sound macroeconomic management will also be important.

Over the last decade, Kenya's society and economy have changed fundamentally and these deep trends will continue. Rapid population growth and urbanization will create many new challenges which need to be managed well to support Kenya's economic take-off in the medium-term. This fourth edition of the Kenya economic update argues that Kenya can turn the tide in turbulent times and make the most of the ongoing structural shifts. In 2011, Kenya will need to address short-term domestic and international shocks, including higher inflation, pressures on the exchange rate and, most importantly, a volatile political environment. The government will need to navigate through these shocks successfully and to continue with its economic reform program to achieve higher growth. At the same time, the government will be making major strategic decisions in Kenya's decentralization architecture which will shape the medium-term development prospects of the country. Economic success is possible, as the 5.6 percent growth in 2010 has shown. If growth will accelerate to an average of 6 percent this decade, Kenya will achieve middle income country status by 2019.

Sustainable investment (SI) has a strong niche foothold in Sub-Saharan Africa, anchored in the region's largest investment market, South Africa. Yet more work is needed, at policy and portfolio levels, to grow this investment theme. This report recommends measures to expand SI in Sub-Saharan Africa. It forecasts that over the next five years there will be considerable growth of environmental, social, and governance (ESG) considerations applied to investment in South Africa, Kenya, and Nigeria. While these three countries form the basis of the study, the lion's share of data and observations emerged from South Africa, which is home to the continent's most developed capital markets.

While diversification of exports is often a desirable trade objective, it is far from clear how best to tap into new opportunities. This paper discusses the range of avenues of diversification, including (i) expanding the range of markets into which existing products are sold (geographic diversification); (ii) upgrading the value of existing products, including agricultural exports (quality diversification); and (iii) taking advantage of opportunities to expand non-merchandise exports (services diversification), in addition to introducing entirely new export products. All offer opportunities for cost?effective positive policies relating to the incentive regime, backbone services, and export support institutions.

It is widely recognized that broadband is of fundamental importance to the social and economic development of a nation. The focus of the paper is on infrastructure-related actions; measures to stimulate demand for broadband are, therefore, only marginally addressed. This paper aims to provide a platform for debate with the Russian counterparts in the sector, and to discuss the measures needed to develop broadband in support of actions aimed at economic growth. This paper examines the broadband market in Russia and preconditions for its sustainable development. It begins by presenting arguments demonstrating the importance of broadband to the overall economic development of Russia, including from the perspective of diversification of the economy and new job creation. The paper benchmarks Russia s broadband performance with Organization of Economic Cooperation and Development (OECD) comparators, as well as with other nations leading the way in broadband diffusion. The paper takes stock of the existing broadband market structure in Russia and its main players as they stand today, including the regulatory and legal environment of the market for both fixed and mobile broadband. Finally, the paper provides a set of recommendations that addresses the issue of sustainability in Russian broadband delivery, and how it can continue its acceleration in the years to come.

Retail payment systems play an important role in the smooth functioning of any economy, and thus any inefficiency in the retail payments market can send negative effects cascading throughout the financial realm. The World Bank Global Payment Systems Survey 2010 has shown that inefficiencies persist in the payment systems of many middle-income and low-income countries, with cash continuing to be the most widely used instrument for small-value payments. A number of issues are responsible for this pattern, and the lack of a coherent, holistic strategy for the development of retail payment systems is among the most common. The lessons learned during more than a decade of World Bank Group technical assistance, along with the research findings of other international and national agencies, have been merged into a comprehensive package for the development and reform of the national retail payments system: a) developing a comprehensive national retail payments strategy aims to provide public authorities and market participants with detailed guidance on how to develop and implement a comprehensive, strategic retail payments reform ; b) a practical guide for retail payments stocktaking identifies a methodology for undertaking a detailed stocktaking of a countrys retail payments landscape; c) from remittances to m-payments: Understanding alternative means of payment within the common framework of retail payments system regulation explores the development of a normative framework to underpin an efficient retail payments industry, including the so-called innovative payment mechanisms; and d) innovations in retail payments worldwide: a snapshot: outcomes of the global survey on innovations in retail payments instruments and methods 2010 presents the results of the first World Bank survey among central banks that collected information on innovative retail payment products and programs.

The Government of Peru is committed to improving rural electrification coverage, aiming to increase rural coverage from an estimated 55 percent at the end of 2010 to 88 percent by 2020. To achieve this goal, the Directorate General of Rural Electrification (DGER) of the Ministry of Energy and Mines (MEM) has been implementing and executing the National Plan for Rural Electrification, prepared annually, based on the 2006 Rural Electrification Law, to extend service and attract participation of the population, local governments and electricity distribution companies. Within this program, the World Bank (WB) and Global Environmental Facility (GEF) are supporting the Directorate of Competitive Funds (DFC) of the DGER in the implementation and execution of the Rural Electrification (RE) Project, initiated in July 2006 and the Second Rural Electrification Project initiated in July 2011, to assist electricity distribution companies to implement rural electrification. Among the activities underway in the first RE Project is the implementation of a pilot program to develop the productive use of electricity, promoting opportunities for income generation in rural areas. This report provides an early assessment of the productive uses of electricity in Peru under the RE Project.

Emerging market economies have been experiencing high credit growth and high delinquency rates amongst retail banking customers in recent years. However, collections practices have not always kept pace with this rapid growth; many collectors still rely on relatively unstructured processes and weak oversight frameworks. It is therefore important to consider how fair and ethical treatment of borrowers can be better promoted in these markets. To this end, International Finance Corporation (IFC) commissioned a study in 2009 to examine the question of what guiding principles should financial institutions follow to raise their responsible and ethical standards in collections. IFC has subsequently commissioned Oliver Wyman to study existing global retail debt collections practices and recommend tangible actions that lenders and collectors can take to promote responsible and ethical standards in the field. The conclusions of this study are based on field research conducted by IFC and Oliver Wyman, industry experts analysis and opinion, and a survey of institutions in 20 emerging markets.

The sales of goods and services are exposed to a significant number of risks, many of which are not within the control of the supplier. The highest of these risks and one that can have a catastrophic impact on the viability of a supplier, is the failure of a buyer to pay for the goods or services it has purchased. In today's challenged domestic and global economic climate, recognizing and managing future risks has become a priority for businesses. Losses attributed to non-payment of a trade debt or bankruptcy can and do occur regularly. Default rates vary by industry and country from year-to-year, and no industry or company is immune from trade credit risk. The essential value of trade credit insurance is that it provides not only peace of mind to the supplier, who can be assured that their trade is protected, but also valuable market intelligence on the financial viability of the supplier's customers, and, in the case of buyers in foreign countries, on any trading risks peculiar to those countries. As well as providing an insurance policy that matches the client's patterns of business, trade credit insurers will establish the level of cover that can reasonably be provided to the supplier for trade with each individual buyer, by analyzing the buyer's financial status, profitability, liquidity, size, sector, payment behavior and location.

This report reviews the status, opportunities and constraints of the Royal Government of Bhutan's e-Governance program, and recommends actions to enhance and accelerate it. The report is structured as follows: Part II is a strategic view and executive summary of the present situation, opportunities, constraints and suggested strategy for acceleration of e-Governance in Bhutan. Parts III through VII look at the various dimensions of the strategy, namely human resources (Part III), institutional framework (Part IV), e-governance architecture (Part V), interoperability framework (Part VI) and implementation roadmap (Part VII). The Appendices expand upon various aspects of the report and provide complementary information. Appendix (VIII) subsection F, describes an alternative strategy suggested by an external peer reviewer of the final report, which can enable the rapid rollout of e-Government in the Bhutanese context using a commercial Enterprise Resource Planning system purpose built for the public sector, albeit with certain limitations and costs which need to be evaluated in further detail.

This paper analyzes how investment incentives may or may not be used to foster private investment, particularly in developing countries. As practitioners and policymakers can attest, political economy exerts a powerful influence on incentives. Many incentives especially generous ones have persisted because of lobbying by special interests and politicians' need to curry favor. Yet little research has been done on how political economy affects incentive policy. Second, the paper sheds light on the role that political economy plays in the popularity of incentives and the related shortcomings. Incentives are sometimes used to dole out favors to investors, so investors who benefit from incentives resist attempts to eliminate them. This paper suggests a way to tackle such problems. Third, the paper compiles good practices on managing and administering incentives in developing countries, drawing on government and private sector experiences. Finally, the paper provides policymakers with a framework for analyzing the efficacy of investment incentives based on the sector and level of development involved, and suggests reforms for moving toward best practice.
