US-Präsident Donald Trump setzt in der Handelspolitik auf strikte Reziprozität im Marktzugang; Messlatte sind bilaterale Handelsbilanzen. Die transatlantischen Wirtschaftsbeziehungen dürften somit deutlich schwieriger werden. Daher müssen Deutschland und die EU auch ihre eigenen handelspolitischen Hausaufgaben entlang eines 5-Punkte Plans machen: 1. Auf dem G20-Gipfel in Hamburg müssen sich die Staaten gemeinsam gegen Protektionismus und für offene Märkte stark machen, zur Not auch ohne die USA. 2. Die EU sollte sich für eine Modernisierung des WTO-Handelsrechts einsetzen und weitere bilaterale Handelsabkommen abschließen. Dabei muss sie dafür sorgen, dass möglichst viele von den Vorteilen des Handels profitieren. 3. Die EU sollte die Gefahren der Handelspolitik von Trump nicht unterschätzen, da er einen großen Spielraum hat, um Importe einzuschränken. 4. Das Projekt TTIP darf nicht aufgegeben werden. Die Verhandlungen sollten aber erst dann wiederaufgenommen werden, wenn es auf beiden Seiten ernsthafte Aussichten auf Erfolg bei Verhandlung und Ratifizierung gibt. 5. Die EU sollte die transatlantischen Dialogformate wiederbeleben. Dazu gehört auch der Transatlantische Wirtschaftsrat, der die TTIP-Gespräche zu Regulierungsfragen weiterführen könnte.
