Significant climate changes are foreseen in the coming years alongside major impacts of frequent and extreme weather conditions affecting cities, residents, and urban infrastructure systems. In parallel, demographic changes and increased urbanization are anticipated given that most of the world's population is expected to be residing in cities in the following decades. Therefore, adapting urban areas remains an urgent matter as cities are susceptible and vulnerable to climate change on one hand, and are exposing a large and an increased number of dwellers to major impacts on the other hand. This research focuses on medium-sized European cities, hosting millions of people and exposing them to the major impacts of global warming. These cities could be at disadvantage in comparison to larger cities given that they could have limited technical, financial, and human resources. However, they also present certain advantages as addressing the issue seems more manageable in limited geographical areas, in comparison to metropolitan areas. Additionally, small administrations benefit from straight and short lines of communication. The selected unit highlights the severity and magnitude of climate-related issues in urban areas and underlines the urgency to act. It also sheds light on the role of local governments and municipalities in addressing a topic of global relevance. Experimenting locally with adaptation approaches could present both opportunities and challenges given that climate change is a global issue. Hence, questions are raised to deduce the way forward in the governance of climate change adaptation in medium-sized cities. This study adds to the existing literature by underlining the impacts of climate change on urban systems in the selected mid-sized European cities. It also investigates the role of local municipalities and governments in developing and implementing environmental and adaptation action plans. This article aims to contribute to the understanding of transboundary waters governance complexity between Brazil and Bolivia. In this sense, three salient aspects of the process of border formation between these two countries, and their effects on transboundary water governance, are assessed: the role of rivers as territorial boundaries, the uses of shared water resources and the role of political organizations in transboundary water governance. Assessing these aspects allows the identification and organization of territorial processes in this South American region, as well as the main challenges to the conservation of transboundary water resources. Therefore, it is shown that state-led economic development initiatives have been guiding the governance of shared waters, however, are still needed institutional mechanisms to cope with socio-environmental and transboundary effects of these projects. ; El presente artículo pretende contribuir a la comprensión de la complejidad de la gobernanza de las aguas compartidas por Brasil y Bolivia. En este sentido, se analizaron tres distintos aspectos de la for-mación de la frontera entre estos dos países y sus efectos en la gobernanza del agua: el rol de los ríos como límites territoriales, los usos de los recursos hídricos compartidos y las organizaciones políticas para la gobernanza del agua. La presentación de estos aspectos permite identificar y organizar tanto los procesos territoriales contemporáneos en esta región sudamericana, así como los principales desa-fíos para la conservación de los recursos hídricos transfronterizos compartidos por Brasil y Bolivia. En este sentido, se demuestra que, si bien la gobernanza de los recursos hídricos ha sido guiada por ini-ciativas estatales de desarrollo económico, aún es necesario la construcción de construir mecanismos institucionales que se ocupen de los efectos socioambientales y transfronterizos de estos proyectos ; Los ríos y las cuencas hidrográficas transfronterizas son los elementos geográficos utilizados como factor de coherencia de la descripción geográfica de la frontera internacional Brasil – Bolivia. La descripción es un método que tiene una fuerte tradición en la ciencia geográfica con su preocupación de mostrar la asociación de los diversos fenómenos presentes sobre la superficie de la Tierra, en un área, explorando su localización y conexiones con otros fenómenos. Así, la descripción es ordenada según tres claves de interpretación: el rol de los ríos como límites territoriales, los usos de los recursos hídricos compartidos y las organizaciones políticas para la gobernanza del agua. La utilización de este método y de las claves de interpretación nos permite identificar y organizar los procesos territoriales contemporáneos en esta región de América del Sur, así como los principales desafíos para la conservación de los recursos hídricos compartidos por Brasil y Bolivia.

The concept of transformation towards sustainability is currently enjoying flourishing success in environmental science literature and beyond. Evolving at the crossroads of the concept of resilience of ecosystems in ecology and governance of social-ecological systems in social sciences applied to the management of territories and natural resources in the filiation of the ecological economics, this concept attaches fundamental importance to public policies and to collective action in the advent of systemic, integrative and adaptive management of human / environment relations. Described in the literature in a theoretical (normative) way and starting from the observation of concrete cases (empirical), this paradigm shift is supposed to allow to face global change thanks to its transformative virtues and its capacity to face shocks, absorb uncertainty and complexity. An approach that aims to be more proactive and radical than those of adaptation and transition and that would involve reviewing our ways of thinking and doing through a change in representations, values and practices. Consequently, it is advisable to pass this incentive to the change of paradigm, with the sift of social science of politics, by combining them with natural sciences, in order to contribute to the project of a global, critical and constructive ecology making it possible to envisage the trajectories of possibility or impossibility of transformation towards sustainability. The aim of this Habilitation thesis is to present the frameworks of a reflexive and operational approach on the analytical categories which tend to become categories of public intervention with a view to transformation, such as those of governance of social-ecological systems and adaptive management. El establecimiento de espacios de participación es un desafío abierto para gran parte de los Estados latinoamericanos. Su óptimo funcionamiento dependería de factores adicionales a la gestión institucional. Este artículo indaga cómo los Consejos Comunales de Organizaciones de la Sociedad Civil (COSOC) responden a requerimientos de gobernanza y deliberación democrática, que articulados con elementos de capital social y cultural, son componentes fundamentales del ejercicio de participación ciudadana. Para explorar este planteamiento, se tomó el caso del Consejo de la Sociedad Civil (COSOC), Chile. Los datos surgen del proyecto para la instalación del cosoc (Ley 20 500), ejecutado en la región del Biobío, Chile, en 2017. La metodología es mixta, predominantemente cualitativa, basada en el análisis de talleres participativos con apoyo de datos descriptivos tomados de las encuestas. Los principales resultados apuntan a la operatividad y eficacia de la participación y al valor que esta adquiere a partir de las condiciones del contexto y demanda social, es decir, cuestiones como la información disponible, el nivel de asociatividad, la formación cívica, las asimetrías de poder, entre otras. To investigate this approach, we took the case of Chile and the local experience of cosoc (Law 20 500), using data from the project 'Installation of Civil Society Councils and Proposal of Construction of two mechanisms of Citizen Participation according to reality territorial', executed in the Biobío Region, Chile, in 2017. The methodology is mixed, predominantly qualitative, based on the analysis of participatory workshops and the support of descriptive data from surveys. The main results point to the operation and effectiveness of the participation and the value that it acquires based on the conditions of the context and social demand. That is to say, issues such as the information available, the level of associativity, civic training, power asymmetries, etc. All of them are variables linked to the structure and conditions of the promoted spaces and the quality of their democratic processes.

The Doctorate thesis entitled 'Serious gaming, a tool of contributive governance and participant of well-being and health. Game design in video games for the 14 to 17 years old, a contrasted reality' is a work which comes within the scope of science of the information and communication study field. This interdisciplinary research makes sure to use many concepts and theories attached to the field of game studies and cultural studies but also to the field of health promotion and public health.The media in general and video games more particularly are already the object of several works incriminating it. Therefore, in this study, these objects will be analyzed from an exonerating point of view. The point here is to understand how these information and communication technologies can in the end become a tool allowing to tip the scale of risks and benefits in favor of the well-being and health of its users. This research focuses on a bibliometric study comprised between 2007-2015. The most relevant and significant themes are discussed, universities investigating the phenomenon of corporate governance (CG) in the public domain and magazines that address this issue. To this end 47 of the most prestigious journals and with international impact included in Public Administration were taken. The analysis of the results put on the relief CG implementation in the public sector in areas such as education, health and local government and the dominance exerted by the Anglo-Saxon culture through various academic journals of The Journal Citation Reports. ; Esta investigación se centra en un estudio bibliométrico comprendido entre los años 2007-2015. Se analizan las temáticas más relevantes y significativas, las universidades que investigan el fenómeno del gobierno corporativo (GC) en el ámbito público y las revistas que abordan esta temática. Para este fin, se tomaron las 47 revistas de mayor prestigio e impacto internacional incluidas en Public Administration. El análisis de los resultados pone sobre el relieve la implementación del GC en el sector público en áreas como la educación, la sanidad o los gobiernos locales y el predominio que ejerce la cultura anglosajona a través de las diversas revistas académicas del Journal Citation Reports. ; Esta pesquisa se concentra num estudo bibliométrico realizado entre os anos 2007-2015. The 'flexibilisation' of labour markets has led to the blurring of the work and home spheres, which has had implications on housing and planning. This thesis addresses the 'live-work mix', that is, the renewed intertwining of living and working activities in new housing production and urban development. This phenomenon is related to the focus on new target groups, the restructuring of housing provision and changes in urban agendas. The research addresses three overarching questions: (i) what are the different ontologies of live-work mix in contrasting institutional frameworks, (ii) what kind of governance arrangements are used to implement live-work mix and (iii) how do institutional frameworks influence the nature and governance of live-work mix. An embedded, comparative case-study analysis was conducted to tackle these questions, with three cities as main cases (Amsterdam, Brussels and Stockholm) and a typology of live-work mix as embedded cases. The analytical framework draws on path dependency and an institutionalist approach to collaborative governance. The first part of the thesis compares the housing and planning regimes as well as live-work mix strategies of the case-study cities. The analysis confirms the impact of early planning directions and shows how factors, such as historically dominant actors, impact local ontologies of live-work mix. Nevertheless, current issues conditioning live-work mix, such as the flexibilisation of tenure, apply across contexts. The second part explores the governance of live-work mix. The results indicate that local governments' intervention is essential in live-work development, whereas market parties remain focused on residential development. Live-work mix also requires new instruments and strategic uses of existing tools. Although the actors share interests to enhance the attractiveness of a specific location for target demographics, divergent views, for instance, about the nature of live-work mix can affect their collaboration. As a result, the projects delivered are likely to favour housing, and affordability and accessibility issues can arise. A comprehensive discussion reconnects the empirical findings to the conceptual framework. It confirms that live-work mix is purposed for specific groups and draws on the emergence of new (commodified) housing forms in locations prioritised in urban agendas. Although institutional frameworks affect several variables of live-work mix, the implementation of live-work goals is not always more effective in more regulated frameworks. The discussion closes with suggestions for the regulation and governance of live-work mix that will inform planners and decision-makers on a phenomenon that is likely to expand in the future.

Розкривати бачення основних напрямів розвитку державного управління, проводити системний аналіз накопиченого в сучасному світі досвіду його вдосконалення, наводити характеристики конкретних технологій управлінської діяльності. By increasing the effectiveness of the work that has been really studied, the political and civil servants of the leading countries of the world are using the form of humanistic models of democratic use. In recent years, the level of governance in the European Union has changed dramatically. A coherent system of open, democratic, rational and humanistic public governance has been established. As far as Ukraine is concerned, it is developing on European vector development, so it manages its followings. So today we mean progressive European norms, standards, models and management technologies. Update the provision of state and local government officials with up-to-date and up-to-date knowledge regarding the modernization of public administration. The Belt and Road Initiative (BRI) has emerged as a new model of regional governance at a moment of an increasing deficit of global governance and a governance dilemma in the European Union. In the past several years, during the consultations with the respective countries, the BRI has shocked the traditional western governance paradigm from the perspective of governance concept, structure and regulation. The BRI has also marked a change from Western governance emphasizing good-governance to Oriental and Chinese governance, emphasizing good-administration. From actor-oriented governance to topic-oriented governance and from pluralistic integration governance to multivariate, multibody governance. Those changes indicate the characteristics of the BRI based on resolving problems under shared circumstances, building consensus with shared ideals, searching for new ideas with shared needs, and would help to provide a regional governance transition with a feasible and referable model providing promising prospects. The Europeanization of South Eastern Europe led to the pre-accession process of Bosnia and Herzegovina joining the European Union. Bosnia and Herzegovina entered the pre-accession process as part of the Stabilization and Association Process with the European Union, which lasted from 1999 to 2015. Then, in 2016, Bosnia and Herzegovina submitted an official bid for entry into the European Union. This paper examines the impact of Europeanization during this period on the nature protection system in the case of Bosnia and Herzegovina while establishing multi-level governance of Natura 2000 protected areas. An analysis of the establishment of multi-level governance is performed as a case study in three cycles according to Archer's morphogenetic model. The case study is organized with the help of interviews and a desk analysis of the relevant documents. The first cycle explains Natura 2000 implementation projects in Bosnia and Herzegovina and its changing impacts on national legislation in the area of nature protection. The second cycle explains the role of the main actors in the establishment of multi-level governance of Natura 2000. The third cycle outlines the contributions to the establishment of multi-level governance of Natura 2000 in the nature protection system of Bosnia and Herzegovina and future challenges of the nature protection system of Bosnia and Herzegovina. The main conclusions emphasize the major changes due to the implementation of the European ecological network Natura 2000 into the national system of Bosnia and Herzegovina's nature protection, which led to the adoption of a coordination mechanism for governmental institutions, strengthening of non-governmental organizations and changing the relationships of governmental and non-governmental actors in the decision-making process within the national nature protection system. ; Proces europeizacije južne Europe rezultirao je pregovorima o pristupanju Bosne i Hercegovine Europskoj uniji. Pregovori su započeli Sporazumom o stabilizaciji i pridruživanju između 1999. i 2015. godine. Nakon toga, Bosna i Hercegovina je 2016. godine predala službeni zahtjev za pristup Europskoj uniji. U ovom radu analiziramo učinke europeizacije na sustav zaštite prirode u Bosni i Hercegovini tijekom tog razdoblja kroz uspostavu višestupanjskog sustava za upravljanje zaštićenim područjima "Natura 2000". Predstavljamo studiju slučaja kojom analiziramo morfogenezu uspostave višestupanjskog sustava upravljanja u tri dijela. Za studiju slučaja korištena je analiza relevantnih dokumenata te su provedeni intervjui s relevantnim akterima. U prvom dijelu objašnjava se projekt "Natura 2000" u kontekstu Bosne i Hercegovine te njegovi potencijalni učinci na državne zakone u području zaštite prirode. U drugom dijelu objašnjava se uloga glavnih aktera u uspostavi višestupanjskog sustava upravljanja "Natura 2000". U trećem dijelu ukazuje se na doprinos ali i izazove "Nature 2000" za sustav zaštite prirode u Bosni i Hercegovini. Glavni su zaključci da je implementacija Europske ekološke mreže "Natura 2000" u nacionalni sustav zaštite prirode u Bosni i Hercegovini rezultirao usvajanjem mehanizama bolje koordinacije između vladinih institucija, osnaživanjem nevladinih organizacija i promjenom odnosa između vladinih i nevladinih aktera u procesu donošenja odluka vezanih za nacionalni sustav zaštite prirode. ; Der Europäisierungsprozess Südeuropas führte zu Verhandlungsgesprächen über den EU-Beitritt von Bosnien und Herzegowina. Die Verhandlungsgespräche fingen mit dem Stabilisierungs- und Assoziierungsabkommen zwischen 1999 und 2015 an. Danach stellte Bosnien und Herzegowina 2016 seinen Antrag auf Beitritt zur EU. Im vorliegenden Artikel analysieren wir die Auswirkungen der Europäisierung auf das Naturschutzsystem in Bosnien und Herzegowina während dieser Periode durch die Erstellung eines mehrstufigen Systems der Verwaltung von Schutzgebieten "Natura 2000". Wir stellen die Fallstudie vor, in der wir die Morphogenese der Erstellung eines mehrstufigen dreiteiligen Verwaltungssystems analysieren. Für die Fallstudie wurde die Analyse der relevanten Dokumenten genutzt und es wurden Interviews mit relevanten Akteuren geführt. Im ersten Teil wird das Projekt "Natura 2000" im Kontext Bosnien und Herzegowina erklärt, sowie dessen mögliche Auswirkungen auf die staatlichen Gesetze im Bereich des Naturschutzes. Im zweiten Teil wird die Rolle der Hauptakteure bei der Erstellung des mehrstufigen Verwaltungssystems "Natura 2000" erklärt. Im dritten Teil wird auf den Beitrag sowie auf die Herausforderungen von "Natura 2000" auf das Naturschutzsystem in Bosnien und Herzegowina hingewiesen. Die wichtgsten Schlüsse sind, dass die Implementierung des Europäischen ökologischen Netzes "Natura 2000" ins nationale Naturschutzsystem in Bosnien und Herzegowina die Einführung von Mechanismen einer besseren Koordinierung zwischen Behörden, eine Stärkung von Nichtregierungsorganisationen sowie eine Änderung des Verhältnisses zwischen Regierungs- und Nichtregierungsorganisationen im Prozess der für das nationale Nturschutzsystem wichtigen Entscheidungsfällung zum Ergebnis hatte.
