?Seit der jungsten Staatsschuldenkrise ist das europaische Zahlungsverkehrssystem TARGET2 aufgrund der angestiegenen TARGET2 Salden stark umstritten. Der zirkulierende Geldkreislauf von EU Mitgliedstaaten innerhalb dieses Abwicklungssystems ist mit schlummernden Risiken verbunden. So sind die TARGET2-Verbindlichkeiten von Notenbanken aus hochverschuldeten EU-Staaten bei Austritt aus der EU oder aus dem Euro fur die Glaubigerlander gefahrdet. In der Finanzliteratur wurde dieser Entwicklung bisher kaum Rechnung getragen. Petra Karadzic und Andreas Keller erklaren die Grundlagen sowie die Funktionsweise des TARGET2-Systems, um die Entstehung und Auswirkung der TARGET2-Salden zu verdeutlichen. Der Einbezug von Argumenten der Befurworter und Kritiker hilft, das undurchsichtige komplexe System als Ganzes zu verstehen. In acht unterschiedlichen Szenarien werden mogliche Folgen fur Europa dargestellt und durch Experteninterviews abgerundet.

Rechtswissenschaft ist das, was durch die Federstriche des Gesetzgebers nicht zu Makulatur wird. Der Wert des vorliegenden Buchs für methodische und dogmatische Grundlagenforschung war durch den Übergang zum Lissabon-Vertrag nicht beeinträchtigt worden. Doch versteht es sich von selbst, dass für die praktische Seite des Werks die methodengeleitete Dogmatik entsprechend umzuarbeiten und die umfangreiche neueste Rechtsprechung und Literatur konstruktiv zu integrieren waren: etwa zur Rolle genetischer Konkretisierung (Art. 53 Abs. 7 EUGRC, neue Vertragsmaterialien), zum effet-utile-Argument, zu den Spannungen zwischen dem EuGH und den einzelnen Obersten Gerichtshöfen, zwischen Unionsrecht und nationalem Verfassungsrecht wie auch zum Völkerrecht, besonders auch im Bereich der europäischen Grundrechte seit der Grundrechtscharta. Die Frage des Anwendungsbereichs der Unionsgrundrechte erforderte vor dem Hintergrund judizieller Schwankungen beim EuGH eine intensive Untersuchung, wie auch die Diskussionen um »Abwägung«, »Prinzipien« und »richtlinienkonforme Rechtsfortbildung«. Expert working groups EWG-14-12 / 14-21 were convened under STECF to assess balance indicators for key fleet segments, review national reports on Member States efforts to achieve balance between fleet capacity and fishing opportunities, and assess Action Plans submitted for fleet segments where Member States identified structural overcapacity. EWG-14-12 was held in Salerno, Italy from the 27-31 October 2014; EWG-14-21 was held in Ispra, Italy from the 13 – 15 January 2015. Independently calculated balance indicators, based on DCF economic data and stock assessment information were provided to experts, and the evaluation of these balance indicators is reported here. Member State fleet capacity reports were assessed by using the scoring system developed and applied in previous STECF EWGs. Fleet segment Action Plans submitted by Member States for fleet segments with identified structural overcapacity as identified by the Member States in their reports in line with Article 22.4 of Regulation (EU) 1380/2013 were evaluated for the first time. The Commission requests that an analysis of balance between fleet capacity and fishing opportunity be made using a standard approach across all EU fleet segments and based on DCF information. Where possible, evaluation should use data reference year 2009 to 2012 or 2013 if data are available. In 2012 the assessed fleet segments represented over 70% of the value of landings of the EU. This paper aims at empirically assessing the effect of the adoption of the euro on the ability of euro area member states to smooth consumption and share risk. With the objective of evaluating the economic performance of euro area countries in the scenario where the euro had not been adopted, we construct a counterfactual dataset of macroeconomic variables via the Synthetic Control Method. In order to get some preliminary measures of risk sharing, we compute correlations between consumption and GDP within a country, bilateral consumption correlations, and Brandt-Cochrane-Santa Clara indices across euro area member states. We then decompose risk sharing in different channels by means of the Asdrubali, Sorensen and Yosha (1996) output variance decomposition. Our difference in difference estimates show that the euro has not affected the level of international risk sharing across euro area countries, but has partially reduced the ability of member states to smooth consumption. We attribute this change to the higher GDP growth generated by the adoption of the euro, which has been accompanied by a greater output volatility. We also report differential effects for euro area core and periphery countries, showing that the former have not suffered any negative effect from the adoption of the euro in terms of risk sharing whereas the latter are now less able to smooth consumption. ; The ADEMU Working Paper Series is being supported by the European Commission Horizon 2020 European Union funding for Research & Innovation, grant agreement No 649396.

The tide of 'Europe of the Regions' rhetoric that dominated much political discussion and thinking in the 1980s and 1990s has gradually ebbed. Governance in Europe today may be characterized as 'multi-level', but the nation state remains the dominant level for many purposes. Are Europe's regions, and European regionalism, therefore of little ₆ and diminishing ₆ consequence? This book addresses this question by examining the experiences of regions and regionalism across western, central and eastern Europe. A team of leading country specialists presents analyses of both the larger states of Europe and many of their smaller counterparts, updated to include the impact of the EU enlargements of 2004 and 2007. The conclusions of this book are that there is a growing diversity of European regions, and a wide variety of regionalizing imperatives.
