"Die Bundesrepublik Deutschland erhielt am 5. Mai 1955 einen Teil ihrer Souveränität von den alliierten Siegermächten zurück. Dieser Beitrag zeigt auf, warum sich die Frage der Souveränität in Deutschland zu einem Problem weltweiten Ausmaßes entwickelte und das westliche Lager im Großen und Ganzen erfolgreich war, die DDR-Regierung für etwa zwei Jahrzehnte zu isolieren. Als Instrument diente dazu die 'Hallstein-Doktrin', die sich als erstaunlich erfolgreich erwies. Bis 1969 gelang es der DDR nicht, diplomatische Beziehungen zu nichtkommunistischen Regierungen aufzunehmen." (Autorenreferat)

Taking the example of the liberalization of the electricity supply industry, I analyze member-state negotiations in the European Union (EU). Confronting central tenets of the intergovernmental approach, I suggest that member-state executives act within the limits of bounded rationality and do not always hold clear and fixed preferences. I focus on the large member states Germany, France, and the United Kingdom and identify four institutional mechanisms that support outcomes above the least common denominator: (1) the role of norms that constrain strategic action and frame the negotiations, (2) the empowerment of supranational actors, (3) the decision routines of the Council of the European Union that provide standardized mechanisms for resolving conflicts and induce policy learning and preference changes, and (4) the vertical differentiation within the Council system that can unblock issue-specific controversies. Even if as a result of these techniques EU legal acts contain several flexibilization elements, they can trigger behavioral changes that clearly surpass their regulatory content. Die WTO-Konferenz zu Seattle (1999) ist zu einem politischen Lehrstück über die Tücken der politischen Beratungs- und Entscheidungsprozesse im Zeitalter der Globalisierung geworden. Der Abbruch der Konferenz ist auf drei Faktoren zurückzuführen: (1) auf die unangemessene unilateral-hegemoniale Konferenzdiplomatie der Clinton-Administration; (2) auf den passiven Widerstand der Repräsentanten der Staaten der Dritten Welt angesichts mangelnder Transparenz und Repräsentativität der Entscheidungsverfahren; (3) auf den lautstarken Protest der überraschend organisiert und diszipliniert auftretenden weltweiten "NGO-Szene". Over the past decade, most OECD countries have begun to reform fundamentally their agricultural policies. Some dispute has emerged over the extent to which policy-making at the international level has triggered and shaped these reforms. These disputes raise important theoretical questions about how we theorize and test for the degree of interdependence between international, European Union (EU), and domestic policy change. The concept of autonomous, linked games is offered as a possible theoretical route to follow, a route that also permits more systematic consideration of two possible roles of international organizations in policy-making: international mediators and entrepreneurial leaders. Drawing on these concepts, reform of the Common Agricultural Policy (CAP) is shown to be significantly shaped by proposals and outcomes in the international negotiations on agriculture during the GATT Uruguay Round, with the European Commission (EC) playing an entrepreneurial leader role. Anhand zweier Briefe afrikanischer Herrscher, Bala Demba von Baga (heutiges Guinea) und Behanzin von Dahomey (heutiges Benin) an den deutschen Kaiser Wilhelm I. bzw. Wilhelm II., wird auf die diplomatischen Beziehungen hingewiesen, die außerhalb der kolonialen Besitzungen des Deutschen Reichen geknüpft worden sind. Dieses historische Quellenmaterial zeugt vom politischen wie persönlichen Selbstbewußtsein der Verfasser, das sich unter anderem im Duktus der Korrespondenz niederschlägt. Darüber hinaus weist es darauf hin, daß die Haltung der Herrscher angesichts europäischer Gebietsansprüche nicht zwangsläufig in Gesten der Unterwerfung und Abhängigkeit einmündete. (DÜI-Rwd)

"Die Intensität des deutsch-israelischen Verhältnisses stellt für beide Länder ein wichtiges Element der Nachkriegsgeschichte dar. Sie leitet sich aus der 'Vergangenheit' ab, und wir Deutsche wollen mit den sich daraus ergebenden Verpflichtungen dafür einstehen. Unabhängig davon haben die Beziehungen jedoch einen Wert in sich gewonnen. Die Beziehungen zwischen beiden Staaten liegen im internationalen Vergleich in vielen Bereichen der Zusammenarbeit absolut oder jedenfalls relativ an der Spitze. Diese Zusammenarbeit wird nicht nur amtlich, sondern bezeichnenderweise zum guten Teil auch von privater Seite getragen. Deutschland setzt sich nicht zuletzt für enge Beziehungen Israels zur Europäischen Union ein. Der dort 1994 festgeschriebene 'priviligierte Status' Israels geht auf deutsche Initiative zurück. Wir bemühen uns auch darum, im Rahmen des Möglichen beim nahöstlichen Friedensprozeß - zusammen mit den europäischen Partnern und bilateral - nützlich zu sein. Dazu gehören flankierende politische Maßnahmen, wirtschaftliche Hilfe an die Palästinenser in der Westbank und dem Gaza-Streifen, aber auch die Stärkung Israels, um der einzigen Demokratie des Nahen und Mittleren Ostens die von ihr erwartete Rolle bei der wirtschaftlichen und technologischen Entwicklung der Region zu erleichtern. Die deutsch-israelischen Beziehungen sind von israelischer Seite Emotionen ausgesetzt, und sie besitzen nach wie vor besonderen Charakter. Je gelassener wir dies anerkennen, desto mehr werden sie sich im täglichen Miteinander weiter normalisieren." (Autorenreferat)
