В связи с подготовкой и проведением торжественных мероприятий, посвященных 70-летию победы в Великой Отечественной войне, заметно активизировалась деятельность псевдонаучных организаций, обществ и групп, которые в своем подавляющем большинстве преследуют одну цель переписать историю, закамуфлировать (обелить) преступную деятельность средствами, выходящими за рамки (пределы) общечеловеческих, национальных, моральных, религиозно-конфессиональных и культурно-бытовых факторов и ценностей. В этой сложной и противоречивой мазаике объективных условий функционирования и развития социальных систем в их субъектно-личностном выражении, особую актуальность и значимость приобретает проблема научного и непредвзятого анализа, истоков, подлинных причин и предпосылок развязывания Второй Мировой войны, подписания различных Договоров и Пактов, создания блоков и коалиций. Авторы статьи задаются вопросом: «А была ли альтернатива у СССР и Германии (Сталина и Гитлера) подписанию Московского договора 1939 года (пакта Риббентропа-Молотова) и отвечают на него да, была». Однако на пути реализации данной возможности возникло много препятствий и трудностей, среди которых особое место занимает позиция польского руководства, раскрывающая сущность политики балансирования между интересами СССР, Великобритании, Франции и, особенно, Третьим Рейхом, а также патологическая (панская) неприязнь всего советского (православно-русского), стремление любыми средствами распространить свое влияние на Восток и выход к украинскому чернозему и черноморским берегам. Наряду с анализом позиции Польши, как союзника Германии по отношению к Чехословакии, авторы раскрывают неблаговидную роль Англии и Франции в расчленении и захвате немцами Чехословакии. На начало Второй Мировой войны чехословацкая армия была одной из самых сильных не только в Центральной и Восточной Европе, но и во всей Европе в целом. Более того, она располагала развитой аэродромной системой, мощной инфраструктурой, используя которую, авиация СССР смогла бы практически уничтожить всю оборонную промышленность Германии и, тем самым, изменить сроки нападения Германии на СССР или предотвратить Вторую Мировую войну в целом. Но ситуация сложилась по-другому сценарию, а история, как известно, не имеет сослагательного наклонения. Советское правительство вынуждено было заключить Пакт с Германией и, тем самым, отодвинуть границы с Третьим Рейхом на 250-300 км и изменить военные планы Японии на Востоке. ; In connection with preparation and realization of solemn measures devoted 70-летию of a victory in Great Domestic war, the activity of pseudo-scientific organizations, societies(communities) and groups was appreciablly made active which in the overwhelming majority pursue one purpose to copy a history, закамуфлировать (обелить) преступную activity by means leaving for frameworks (limits) universal, national, moral, religious -конфессиональных both cultural household factors and values. The authors of clause are set by a question: and whether there was an alternative at USSR and Germany (Сталина and Гитлера) signing of the Moscow contract of 1939 (pact Риббентропа-Молотова) and answer him(it) yes, was. However, on ways of realization of the given opportunity there were many obstacles and difficulties, among which the special place is borrowed(occupied) by(with) a position of the Polish management(manual) revealing essence of politics балансирования between интересами USSR, the Great Britain, France and, especially, Third Reich, and also pathological (панская) hostility of all Soviet (православно-Russian) and aspiration by all means to distribute the influence to East and output(exit) to Ukrainian чернозему and Black Sea coast. Alongside with the analysis of a position of Poland, as ally Германи in relation to Czechoslovakia, the authors open a unseemly role of England and France in a partition and capture немцами of Czechoslovakia. Нa beginning of the Second World war the Czechoslovak army was one of strongest not only in Центральной and East Europe, but also in all Europe as a whole. Moreover, she had the advanced air field system, powerful infrastructure, using which авиация USSR could practically destroy all defensive industry of Germany and, thus, to change terms of an attack of Germany on USSR or to prevent the Second World war as a whole. But. The situation has developed in another way to script, and the history, as is known, has no a subjunctive inclination. The Soviet government вынуждено was to conclude the Pact with Germany and, thus, to remove borders with the Third Reich on 250-300 km and изменить the military plans of Japan in East.

Drawing from the examples of newly formed and former democracies, the article examines the directions which the transformation of this political concept has taken in context of the expansion of the public sphere and changes in how the democratic process is implemented. Attention is drawn to how the transition of the forefront of political life from traditional centers of its "distribution"- governments, parliaments, and municipal authorities, to the "fatherland" of the public sphere and media of varying quality has become one of the reasons for the accelerated proliferation of politics of the populist variety. The rise of media in Ukraine, where it falls under complete ownership of centers of oligarchy, provides grounds for mentioning a special type of "oligarchic democracy", which serendipitously exploits the opportunities offered by populism. At the same time, the examples of democratic crises in other nations have become widespread enough, so that they encourage casting doubt on crucial democratic processes, including elections: electoral democracy has formally taken place, although it hasn't fulfilled its essential function of including the citizenry in making key social decisions. Researchers assert that media is not the only source that breathes life into populist politics as a means to seize power. This carries the threat of destroying the very institutions through which the democratic form of government is realized. Transitional democracies are also subjected to the erosion of populism through problems with asserting the supremacy of law and difficulties with establishing liberal market economics, which should have been synchronized with their political transformation. Authors refer to the fact, that populism is a problem shared by governments with diverse histories of democratic life. Behind democracy always lurks the threat of false self-rule, which can lead to the rise of new authoritarian regimes under the guise of populist conservative declarations and national protectionism. Russia could become an example of this, after its wholly democratic process of voting on amendments to its national constitution, which is expected during 2020. Controversy in equal or greater measure has also surrounded the future of Great Britain after Brexit. ; W artykule zostały przeanalizowane kierunki przemian systemu politycznego w kontekście poszerzania sfery publicznej i zmian w stosowaniu procedur demokratycznych na przykładach nowych i tradycyjnych demokracji. Zwraca się uwagę, że przesunięcie proscenium życia politycznego ze zwykłych ośrodków jego "rozmieszczania" - rządu, parlamentu, jednostek samorządu terytorialnego - do sfery reklamy i mediów różnej wielkości stało się jedną z przyczyn przyspieszonego rozwoju polityki populistycznej. Oddziaływanie mediów na Ukrainie, gdzie są one całkowicie zdane na łaskę ośrodków oligarchicznych, pozwala mówić o ukształtowaniu się na tym etapie rozwoju społeczeństwa szczególnego typu "demokracji oligarchicznej", która z powodzeniem wykorzystuje potencjał populizmu. Badacze są przekonani, że media nie są jedynym narzędziem zapewniającym podbój i utrzymanie władzy. Populizm grozi zdyskredytowaniem tych instytucji, które w rzeczywistości urzeczywistniają demokratyczną formę rządów. Demokracje tranzytowe cierpią z powodu erozji spowodowanej nadmiarem populizmu, także w wyniku problemów z ustanowieniem państwa prawa w tych krajach i powstaniem liberalnej gospodarki rynkowej. Pozytywne zmiany w tych obszarach należy zsynchronizować z deklarowanymi przemianami ustrojowymi. Autorzy zwracają uwagę, że populizm jest częstym problemem państw o odmiennych historiach demokratycznych rządów. Za tym grozi powstanie pseudopopularnych rządów, które ostatecznie kończą się pojawieniem się nowych autorytarnych reżimów pod pozorem populistycznych, konserwatywnych idei i państwowego protekcjonizmu. Обращено внимание на то, что перемещение авансцены политической жизни из привычных центров ее «дислокации» – правительство, парламент, органы местного управления – в сферу публичности и медиа разного калибра стало одной из причин ускоренного развития политики популистского толка. Влияние медиа в Украине, где они тотально находятся во власти олигархических центров, дают основания говорить о формировании на этом этапе развития общества особенного типа «олигархической демократии», которая успешно эксплуатирует потенциал популизма. В то же время примеры кризиса демократии в других странах оказались настолько распространенными, что поставили под сомнение ключевые демократические процедуры, в частности выборы: электоральная демократия формально состоялась, но не выполняет своей задачи привлечения граждан к процессу принятия важных общественных решений и политического участия в целом. Исследователи убеждены, что медиа не единственный инструмент, который обеспечивает завоевание и удержание власти. Популизм несет угрозу дискредитации тех институтов, которые, собственно, и делают реальностью демократическую форму правления. Транзитные демократии страдают от эрозии, вызванной переизбытком популизма, еще и в следствие проблем с утверждением в таких странах верховенства права и становлением либеральной рыночной экономики. Позитивные изменения в этих сферах должны синхронизироваться с декларируемыми политическими трансформациями. Авторы указывают на то, что популизм является общей проблемой для государств с разной историей демократического правления. За этим просматривается угроза становления псевдонародовластия, что в конечном итоге завершается появлением новых авторитарных режимов под прикрытием популистских консервативных идей и государственного протекционизма. Примером может стать Россия после вполне демократического процесса голосования о внесении поправок в Конституцию РФ уже 2020 году. Не менее противоречиво с точки зрения использования демократических электоральных процедур и их результатов выглядит будущее демократии в Великобритании после Brexit и во время правления популиста Бориса Джонсона.

ÖZETBu çalışmanın ana hedefini II. Meşrutiyet yönetimlerinin Arap vilayetlerine yönelik merkeziyetçilik politikalarının Basra vilayeti örnekleminde incelenmesi oluşturmaktadır. Bu noktadan hareketle Osmanlı devlet aygıtının II. Meşrutiyet dönemi Basrası'nda nasıl işlediği, devlet iktidarının nereye kadar uzanabildiği, yerel muteberan ve aşiret reislerinin bu müdahaleye nerede dur dediği mercek altına alınmış ve Basra vilayetinde devletle toplum arasında ne tür bir ilişkinin hakim olduğu göz önüne serilmeye çalışılmıştır. Bu çalışma, merkezden çevrenin nasıl göründüğünü, Basra vilayetinin problemlerine karşı hükümetlerin takındıkları tavırları ve aldıkları kararları incelediği gibi bunun yanı sıra çevrenin merkez algısını da yansıtmayı amaçlamakta ve vilayetteki yerel elitin bakış açısına ışık tutmaktadır.Bu çalışma sonuçları itibariyle II. ABSTRACTThe main objective of this study is to analyse the centralization policies in the Second Constitutional period towards the Arab periphery in the sample of the Basra Province. From this standpoint, the workings of the Ottoman state apparatus in a provincial setting, the kind of relations between state and society and the meaning of political practice of provincial actors trying to define such hegemony have been put under the spotlight. In the same way, the relations between the Ottoman state and Basra provincial society is sprawled into consideration. In this study, the way that periphery is seen from the center, the decisions taken by the governments and the attitude of the center to the problems of the Basra Province is examined. In addition, this work aims to reflect attitude and perceptions of the center to the provincial periphery and sheds light on the local elite's perspective as well.The results reached in this study shows that centralization policy applied in second constitutional monarchy period at Basra province was largely unsuccessful. Centralization which had tried to be constructed via appointed officials at Basra, mostly has led to collaboration of high-ranking officials with the local elite. The change in the form of relationship building with the local elite in this period, has first led the local elite to percieve center as a threat, and subsequently cause this perception to become bilateral. Changing politics and centralization initiatives of governments after 1908 which were mainly based on the land towards tribal organisations is able to be partially effective. In the final analysis "public order and peace" aimed by the center in the rural parts of the provice could not be achieved and struggles between the tribes could not be put an end. One of the areas of defeat on the centralization policy in the Basra Province was the political struggle between Ottoman Empire and Great Britain. Both the impact of the international conjuncture, as well as changing policies after the second constitutional monarchy towards the local elite, has led to rupture in the region rather than centralization and as a consequence of this policy Basra became the first Arab land which was lost during the First World War.Key Words: Basra, Iraq, CUP, centralization, provincial periphery.
