Прагнення України інтегруватися у європейський простір вищої освіти, увійти до Євроатлантичного союзу (НАТО) формують нові вимоги до компетентності науково-педагогічних працівників (НПП), а також вимагають зміни стандартів підготовки фахівців вищої кваліфікації – докторів філософії.Мета статті. Проаналізувати стан, визначити тенденції та перспективи розвитку організації підготовки здобувачів ступеня доктора філософії в країнах Європейського союзу та Україні.У політичних і громадських колах ЄС існує думка: оскільки людські ресурси є найважливішим багатством, політика у сфері освіти має бути спрямована на реалізацію трьох стратегічних цілей – підвищення якості європейської освіти, її доступності, а також відкритості для всього світу.Діюча, на цей час в Україні, система атестації наукових кадрів передбачає триступеневий процес експертизи дисертацій. Визначення особистого внеску здобувача в науку здійснюється на першому етапі під час попереднього захисту в науковому колективі, де безпосередньо виконувалась робота. Другий і основний етап – захист дисертації на засіданні спеціалізованої вченої ради. Тут дається аргументований висновок фахівців щодо новизни, достовірності, наукової та практичної значущості результатів дисертації. На третьому етапі експертна рада Міністерства освіти і науки України контролює відповідність вимог до наукової та практичної цінності, які висуваються до дисертацій спеціалізованими радами.Головна проблема існуючої системи атестації – багаторівнева відповідальність, яка побудована нераціонально як з організаційної (розподіл відповідальності між установами та організаціями (радами) ‑ не виправдано підвищує формальні вимоги до дисертаційної роботи та створює коло "пов'язаних" осіб), так і з економічної ‑ веде до невиправданого дублювання експертних робіт. На нашу думку, необхідно прибрати дублювання функцій контролю змісту дисертацій, і в цій частині, уточнити функції експертної ради, одночасно розширивши повноваження та відповідальність проектних груп та їх керівників (гарантів спеціальності).Очевидно, що адекватне реагування на виклики, які постають перед системою підготовки докторів філософії є перспективами її розвитку. У цих умовах визначені тенденції об'єднання зусиль європейських країн задля створення загальноєвропейського науково-освітнього простору і прагнення ввести певні рамки стандартизації у підготовку наукових і науково-педагогічних кадрів вищої кваліфікації в межах Болонського процесу мають сприяти реагуванню на зазначені виклики. ; Стремление Украины интегрироваться в европейское пространство высшего образования, войти в Евроатлантический союз (НАТО) формируют новые требования к компетентности научно-педагогических работников (НПП), а также требуют изменения стандартов подготовки специалистов высшей квалификации ‑ докторов философии.Цель статьи. Проанализировать состояние, определить тенденции и перспективы развития организации подготовки соискателей степени доктора философии в странах Европейского союза и Украины.В политических и общественных кругах ЕС бытует мнение: поскольку человеческие ресурсы являются важнейшим богатством, политика в области образования должна быть направлена на реализацию трех стратегических целей ‑ повышение качества европейского образования, его доступности, а также открытости для всего мира.Действующая, в настоящее время в Украине, система аттестации научных кадров предусматривает трехступенчатый процесс экспертизы диссертаций. Определение личного вклада соискателя в науку осуществляется на первом этапе во время предварительной защиты в научном коллективе, где непосредственно выполнялась работа. Второй и основной этап ‑ защита диссертации на заседании ученого совета. Здесь дается аргументированный вывод специалистов по новизне, достоверности, научной и практической значимости результатов диссертации. На третьем этапе экспертный совет Министерства образования и науки Украины контролирует соответствие требований к научной и практической ценности, предъявляемые к диссертациям специализированными советами.Главная проблема существующей системы аттестации ‑ многоуровневая ответственность, которая построена нерационально как с организационной (распределение ответственности между учреждениями и организациями (советами) ‑ не оправдано повышает формальные требования к диссертационной работы и создает круг "связанных" лиц), так и с экономической ‑ ведет к неоправданному дублированию экспертной деятельности. По нашему мнению, необходимо устранить дублирование функций контроля содержания диссертаций, и в этой части, уточнить функции экспертного совета, одновременно расширив полномочия и ответственность проектных групп и их руководителей (гарантов специальности). ; The desire ofUkraineto integrate into the European higher education area, to enter the Euro-Atlantic Union (NATO) form new requirements for the competence of scientific and pedagogical workers (NPP), and also requires changes in the standards for training highly qualified doctors of philosophy.The purpose of the article. Analyze the state, identify trends and prospects for the development of the organization of the preparation of candidates for the degree of PhD in the European Union andUkraine.There is an opinion in the political and public circles of the EU: since human resources are the most important wealth, educational policies should be aimed at implementing the three strategic goals to improve the quality of European education, its accessibility, and openness to the whole world.The current, inUkraine, system of certification of scientific personnel provides for a three-stage process of examination of dissertations. The determination of the personal contribution of the applicant to science is carried out at the first stage during the preliminary defense in the research team where the work was directly performed. The second and main stage is the defense of a thesis at a meeting of the academic council. It gives a reasoned conclusion of experts on the novelty, credibility, scientific and practical significance of the results of the thesis. At the third stage, the expert council of the Ministry of Education and Science of Ukraine controls the compliance with the requirements for scientific and practical value imposed on dissertations by specialized councils.The main problem of the existing certification system is multilevel responsibility, which is built irrationally both from organizational (distribution of responsibility between institutions and organizations (councils) is not justified, increases the formal requirements for the dissertation work and creates a circle of "connected" persons), and from economic leads to unjustified duplication of expert activities. In our opinion, it is necessary to eliminate duplication of control functions for the content of dissertations, and in this part, clarify the functions of the expert council, at the same time expanding the powers and responsibilities of project teams and their leaders (specialty guarantors).

ANTECEDENTES: La mejora humana es una modificación destinada a mejorar las características y capacidades humanas a través de intervenciones científicas o tecnológicas en el cuerpo humano, comenzando desde una "condición de integridad" y no desde un estado de enfermedad. Por lo tanto, debemos valorar si la mejora es perjudicial para la dignidad humana o si es una herramienta útil para mejorar la condición de la vida humana. MÉTODOS: En un principio nos centramos en la investigación bibliográfica dedicada a la clasificación de la HE a través del análisis de las definiciones de salud y mejora, confrontando la perspectiva biojurídica como, por ejemplo, los posibles efectos negativos sobre la dignidad, identidad, libertad, igualdad de una persona; y comparar teorías científicas y humanísticas. Posteriormente examinamos en detalle el marco legal nacional y supranacional de los últimos diez años, desde el Estudio de Mejoramiento Humano de la Evaluación de Opciones Científicas y Tecnológicas hasta las opiniones del Comité Nacional de Bioética. A partir de esta clasificación localizamos y analizamos algunas tipologías de mejoramiento, utilizando un enfoque metodológico social médico y profundizando cada tema desde el perfil tanto doctrinario como jurisprudencial. RESULTADOS: El dopaje, la cirugía estética y la prohibición del mejoramiento genético prenatal son técnicas ya disciplinadas. Los fármacos inteligentes y la estimulación cerebral profunda son técnicas ya disciplinadas con fines terapéuticos, pero a veces su aplicación se encuentra fuera de la terapia de la enfermedad. La mejora militar y biológica son técnicas en fase experimental. Hemos representado las dificultades particulares para identificar los límites de legalidad de cada una de estas tipologías de mejora. CONCLUSIONES: Podríamos plantear la hipótesis de un enfoque de derecho 'caso por caso', porque es dúctil y capaz de adaptarse a las características peculiares de cada forma de mejora, evaluando al mismo tiempo el impacto político, legal, ético, social y de seguridad, en un contexto de homogeneidad de las Tecnologías de Mejoramiento Humano que no permite un marco normativo uniforme capaz de satisfacer plenamente las necesidades individuales y colectivas. ; BACKGROUND: Human Enhancement is a modification aimed to improve human's characteristics and capabilities through scientific or technological interventions in the human body, starting from an 'integrity condition' and not from a state of disease. Therefore, we need to value if the enhancement is harmful of the human dignity or if it's anuseful tool to improve the human life's condition. METHODS: At first we focused on the bibliographic research dedicated to the HE's classification through the analysis of health's and enhancement's definitions, confronting with the bio-juridical perspective as for example the possible negative effects over a person's dignity, identity, freedom, equality; and comparing scientific and humanistic theories. We later examined in detail the national and the supranational legal framework of the last ten years, from the Science and Technology Options Assessment's Human Enhancement Study to the Comitato Nazionale per la Bioetica's opinions. Starting from this classification we located andanalyzed some typologies of enhancement, using a medical social methodological approach anddeepening each subject matter from both doctrinaire and jurisprudential profile. RESULTS: Doping, cosmetic surgery and prenatal genetic enhancement's prohibition are techniques already disciplined. Smart drugs and deep brain stimulation are techniques already disciplined for therapeutic purpose, but sometimes their application lies outside the disease's therapy. Military and biological enhancement are techniques in an experimental phase. We have represented the particular difficulties inidentifying the limits of lawfulness of each of these typologies of enhancement. CONCLUSIONS: We could hypothesize a 'case by case' law's approach, because it's ductile and able to adapt on the peculiar characteristics of every single form of enhancement, evaluating at the same time political, legal, ethical, social and safety impact, in a context of in homogeneity of the Human Enhancement Technologies that it doesn't allow an uniform normative framework able to fully satisfy individual and collective needs. ; BACKGROUND: Il potenziamento umano consiste in una modifica volta a migliorare caratteristiche e capacità umane attraverso interventi scientifici o tecnologici sul corpo umano, partendo da una "condizione di integrità" e non da uno stato di malattia. Occorre pertanto valutare se il potenziamento sia lesivo della dignità umana oppure strumento utile a migliorare le condizioni di vita dell'uomo. METODI: In un primo momento si è proceduto alla ricerca bibliografica dedicata all'inquadramento dello HE mediante l'analisi dei concetti di salute e potenziamento, affrontando gli aspetti di pertinenza biogiuridica come ad esempio i possibili impatti negativi su dignità, identità, libertà ed uguaglianza, e mettendo a confronto teorie scientifiche ed umanistiche. In un secondo momento si è proceduto all'analisi dettagliata del quadro normativo nazionale e sovranazionale degli ultimi dieci anni, dallo Human Enhancement Study dello Science and Technology Options Assessment ai pareri del Comitato Nazionale per la Bioetica. A partire da tale inquadramento sono state individuate e trattate alcune tipologie di potenziamento, utilizzando un approccio metodologico medico sociale ed approfondendo ciascuna tematica sotto il profilo sia dottrinario sia giurisprudenziale. RISULTATI: Doping, chirurgia estetica e divieto di selezione eugenetica sono tecniche già disciplinate. Smart drugs e deep brain stimulation sono tecniche già disciplinate per utilizzo a scopo terapeutico, ma talvolta il loro utilizzo esula dalla cura di patologie. Potenziamento militare e Potenziamento biologico sono tecniche in fase sperimentale. Di ciascuna di esse sono state rappresentate le peculiari difficoltà nell'identificazione dei limiti di liceità. CONCLUSIONI: Sembrerebbe ipotizzabile un approccio "case by case" del diritto, poiché duttile ed in grado di adattarsi alle caratteristiche peculiari di ogni singola forma di potenziamento valutandone al contempo l'impatto politico, legale, etico, sociale e di sicurezza, in un quadro di disomogeneità delle Tecnologie di Potenziamento Umano che non permette una cornice normativa unitaria in grado di soddisfare pienamente i bisogni individuali e collettivi. ; peerReviewed

En efecto, la ecología y la preocupación por el medio ambiente han generado una redefinición en la política de los últimos años. El análisis y el estudio del medio ambiente ha dejado de ser un área exclusiva de la ecología y ha generado un sin número de debates y literatura en las Ciencias sociales, lo que ha provocado un giro en las Ciencia Política contemporánea (Valencia, 2007). Para el caso de Colombia y más específicamente Bogotá, la evaluación del programa del saneamiento del Rio Bogotá entre los años 2008 y 2013, llevada a cabo por la Contraloría de Bogotá D.C, menciona el grado de contaminación del Río Bogotá ha llegado a tal extremo, que se ha llegado a clasificar como la alcantarilla a cielo abierto más grande de la ciudad y del país." (Cuervo et al. 2014, p.2). Por otra parte, el mismo estudio de la Contraloría menciona que "los esfuerzos y los recursos invertidos han estado dispersos y desarticulados de forma que las acciones ejecutadas han sido parciales y poco efectivas, lo cual no ha solucionado el problema de fondo" (Cuervo et al. 2014, p.3). Ante esta problemática ha sido el Estado, el único actor que ha tomado parte activa y ha demostrado cierto nivel de compromiso para mejorar las condiciones de este cuerpo hídrico. Sin embargo, este modelo de política pública fundamentado en acciones directivas, y generalmente coercitivas desde el Estado, ha demostrado su baja efectividad, no solamente por la falta de coordinación entre las diferentes entidades en cada uno de los niveles sino también por los bajos niveles de compromiso en la solución por parte de los otros dos actores clave, y a su vez causantes principales del estado actual del Río, la ciudadanía y la empresa privada. Los beneficios de lograr una mejora sustancial en el proceso de descontaminación del Río Bogotá son entre otros y como lo afirma Pérez Preciado (2006): la valorización de la tierra, la posibilidad dar uso recreacional y turístico al Río y sus riberas, mejorar la calidad de los cultivos que a hoy son regados con sus aguas, mejorar la salud de la población, especialmente infantil, expuesta directa o indirectamente a sus aguas (más de 8 millones de personas), capitalizar los costos de oportunidad del uso que podría darse al agua no contaminada y la recuperación de la fauna y flora del Río. Es en este contexto que esta investigación buscará identificar las principales causales que han dificultado el éxito la política pública para lograr la descontaminación del Río Bogotá y a partir de estas proponer un nuevo modelo para el diseño, la implementación y el seguimiento de una nueva política pública que permita corregirlas y mejorar estos resultados de manera sostenible. ; Indeed, ecology and the concern for the environment have generated a redefinition in politics of recent years. The analysis and study of the environment has ceased to be an exclusive area of ecology and has generated a great number of debates and literature in social sciences, which has led to a turn in contemporary political science (Valencia, 2007). In the case of Colombia and more specifically Bogotá, the evaluation of the sanitation program of the Bogotá River (made between 2008 and 2013) and carried out by the Contraloria de Bogotá DC, mentions the pollution of the Bogotá River has reached such an extreme level, that has been classified as the largest open-air sewer in the city and the country. "(Cuervo et al., 2014, p.2). On the other hand, the Contraloria mentioned in the same study that "the efforts and resources invested have been dispersed and disjointed so the actions executed have been partial and ineffective, which has not solved the underlying problem" (Cuervo et al. al., 2014, p.3). The state has been the only actor that has taken an active part in this problem, and has shown a certain level of commitment to improve the conditions of this water body. However, this model of public policy based on directives, and generally coercive from the State, has demonstrated its low effectiveness, not only due to the lack of coordination between the different entities in each of the levels, but also due to the low levels of commitment in the solution on the part of the other two key actors, and the main cause of the current state of the river, citizens and private enterprise. The benefits of achieving a substantial improvement in the process of decontamination of the Bogotá River are, among others, as stated by Pérez Preciado (2006): the valorization of the land, the possibility of giving recreational and tourism use to the River and its banks, improving the quality of the crops that are now irrigated with its waters, improve the health of the population, especially children, exposed directly or indirectly to its waters (more than 8 million people), capitalize on the cost from the opportunity of the use that could be given to water that isn't contaminated and the recovery of the fauna and flora of the River. It is in this context that this research will seek to identify the main causes that have hindered the success of the public policy to achieve the decontamination of the Bogotá River and from these, propose a new model for the design, implementation and monitoring of a new public policy that allows to correct them and improve these results in a sustainable manner.

The relevance of the topic of research of information management as a modern direction of the development of society is that in the 21st century the development of modern civilization has accelerated in the direction of globalization - economic, political, and cultural. The central problem for the development of informational civilization is information as one of the most important attributes and resources of human activity, which grows into knowledge.The problem of research is information management as a science that is not yet sufficiently developed in modern scientific literature; therefore, it is very important to study all new approaches to its development. The purpose of the research is the conceptualization of information management as a science, based on information and communication technologies and informatization mechanisms that help to identify the information and innovation potential of our country, develop information standards and implement intellectual human capital based on information.The article substantiates the essence, tasks and main directions of the development of the concept of information management, determined by informationalism. The transition to a new information civilization has the character of a "technocratic project", based on the innovative development of society, which is based on the information infrastructure. The development of information management is promoted by the "knowledge society", which cultivates a creative person, the formation of which is based on information and knowledge. The research tasks are the conceptualization of information management, its essence, content and main directions of development, which are introduced into the practice of the educational process of high school. The methodological basis for the formation and development of the concept of the information society is informationalism, studied by M. Castells (2000), as well as Autopoese methodology of Maturana and Varela. The results of the research are the formation of the concept of information management as one of the most modern trends in the development of the 21st century society, which is quite innovative, requiring the development of an informative and innovative society and an informative and innovative personality. Conclusions - the concept of information management should be introduced in all areas of the development of society, including high school, which requires the formation of a creative personality as a subject of an informative and innovative society ; Актуальність теми дослідження інформаційного менеджменту як сучасного напрямку розвитку суспільства в тому, що в умовах ХХІ століття укорінився розвиток сучасної цивілізації у напрямі глобалізації – економічної, політичної, культурної. Центральною темою для розвитку інформаційної цивілізації є інформація як один з самих важливих атрибутів і ресурсів людської діяльності, що переростає у знання. Проблема дослідження – інформаційний менеджмент як наука, що недостатньо ще розроблений у сучасній науковій літературі, тому надзвичайно важливо вивчити всі нові підходи до його розвитку. Мета дослідження – концептуалізація інформаційного менеджменту як науки, в основі якого виступають інформаційно-комунікативні технології та механізми інформатизації, що впливають виявленню інформаційно-інноваційного потенціалу нашої країни, розвитку інформаційних стандартів та реалізації інтелектуального людського капіталу, в основі якого інформація. Η Κοσμοθεωρία του Μετασχηματισμού (ΚΜ) ως διαδικασία της παιδαγωγικής για την Ειρήνη, σε προηγούμενες έρευνες και μελέτες, έχει αποδειχθεί εξαιρετικά αποτελεσματική στη μετατροπή της αρνητικής και διχαστικής κοσμοθεωρίας σε θετικές και διαλλακτικές πεποιθήσεις. Συγκεκριμένα μετά την συμφωνία του Dayton στη Βοσνία-Ερζεγοβίνη εφαρμόστηκε ένα παιδαγωγικό πρόγραμμα για την Ειρήνη βασισμένο στις αρχές της ΚΜ με στόχο την επούλωση τραυμάτων του παρελθόντος και την προώθηση θετικών πεποιθήσεων μεταξύ Σέρβων, Βόσνιων και Κροατών. Η παρούσα διατριβή εξέτασε την αποτελεσματικότητα της ΚΜ στα πλαίσια μιας παρατεταμένης εθνοκοινοτικής σύγκρουσης: την περίπτωση της Κύπρου. Ένα πρόγραμμα ΕΓΕ, παρόμοιο με αυτό που χρησιμοποιήθηκε στη Βοσνία – Ερζεγοβίνη, αναπαράχθηκε και εφαρμόστηκε σε τέσσερεις Ελληνοκυπριακές τάξεις σχολείων πρωτοβάθμιας εκπαίδευσης. Μια ομάδα εθελοντών δασκάλων επιλέχθηκε και στη συνέχεια εκπαιδεύτηκε με στόχο την κατανόηση των αρχών της ΚΜ, καθώς και το πώς αυτή η μέθοδος μπορεί να ενταχθεί στα προγράμματα των μαθημάτων τους. Το πρόγραμμα της ΚΜ υλοποιήθηκε κατά τη διάρκεια ενός ακαδημαϊκού εξαμήνου από τον Ιανουάριο έως τον Ιούνιο του 2012. Οι τρείς βασικοί στόχοι της παρούσας μελέτης ήταν η αποτελεσματική αξιολόγηση των κοσμοθεωριών των μαθητών και μαθητριών, η καταγραφή πληροφοριών που επιβεβαιώνουν την πρακτική εφαρμογή αυτών των αντιλήψεων και η ακριβής επισήμανση οποιασδήποτε βελτίωσης στις κοσμοθεωρίες και εθνοτικές αντιλήψεις. Συνεπώς σχεδιάσαμε και χορηγήσαμε ερωτηματολόγια στους μαθητές/μαθήτριες καθώς και σε ομάδες ελέγχου πριν και μετά το πείραμα που αξιολογούν τους προαναφερθέντες στόχους. Τα αποτελέσματα του πειράματος δείχνουν ότι το πρόγραμμα ΕΓΕ ήταν πράγματι αποτελεσματικό στη βελτίωση των αντιλήψεων, αλλά τελικά ήταν ανεπαρκή για την επίτευξη σημαντικών μεταλλαγών. Η Ανάλυση Συνδιακύμανσης (Analysis of Covariance) χρησιμοποιήθηκε για να επισημάνει τις σημαντικές διαφορές μεταξύ της ομάδας παρέμβασης και της ομάδας ελέγχου. Συγκεκριμένα, οι μαθητές μεγαλύτερης ηλικίας παρουσίασαν σημαντικές αλλαγές στην αντίληψη της κοσμοθεωρίας τους, ενώ οι νεότεροι μαθητές επέδειξαν πιο θετική στάση απέναντι στον «άλλο » μετά την παρέμβαση . Όσον αφορά τη στάση τους απέναντι στη «σύγκρουση», η συμμετοχή στην παρέμβαση επέφερε μια μέτρια θετική αλλαγή. Τα αποτελέσματα έδειξαν ότι σε αντίθεση με τις αρχικές εικασίες, οι μαθητές δεν διατηρούσαν ισχυρές κοσμοθεωρίες βασισμένες στη σύγκρουση ή φανερά αρνητική στάση. Η συνεχιζόμενη παράταση της σύγκρουσης και η ελλιπής παιδαγωγική θεωρούνται ότι έχουν αρνητική επίδραση στην επιτυχή εφαρμογή της προσέγγισης ΚΜ. Περαιτέρω έρευνα απαιτείται για την απομόνωση και εξερεύνηση των προαναφερθέντων παραγόντων με μεγαλύτερη λεπτομέρεια. Η έλλειψη της κοσμοθεωρίας με βάση την επιβίωση ανάμεσα στα παιδιά συμπληρώνει τις πρόσφατες θεωρίες της κοινωνικής ψυχολογικής ανάπτυξης και, επομένως, αντιτάσσεται τη θεωρία του Danesh για την εξέλιξη της κοσμοθεωρίας. ; This dissertation explores the effectiveness of a particular approach to peace education, known as Worldview Transformation (WT) (Danesh & Danesh 2002a, 2002b, 2004b). The WT approach to peace education, in previous experiments, has been shown to be an effective pedagogical model. Following the cessation of violence in Bosnia-Herzegovina (BiH), an educational program, based on the principles of WT was implemented to reconcile past traumas and foster positive attitudes between the Bosniaks, Serbs and Croats. This research sought to test the applicability of the WT approach in the conflict of Cyprus While the cases of Cyprus and BiH retain many similarities, particularly in their ethno-nationalist origins, each conflict however, retains unique dynamics, characteristics and root causes. The results of this research are particularly significant due to the incredibly limited scientific evaluation of in-school peace education programs in Cyprus. While many studies have explored the effectiveness of peace education in overcoming nationalist narratives, increasing empathy, mutual tolerance and respect in the case of Cyprus, they have all been conducted in out-of-school contexts. Furthermore, this research also represents the first exploration of the effectiveness of WT in protracted conflicts generally. An EFP program, similar to that which was utilized in BiH was replicated and implemented in four Greek Cypriot primary school classrooms. Intrinsically motivated volunteer teachers were selected and subsequently trained to understand the principles of WT, as well as how it can be integrated into their classrooms. The EFP program was implemented over the course of one academic semester from January to June 2012. A total of 64 primary school students participated in the EFP program in the intervention group, with 42 students comprising the control groups. Pre and post intervention surveys were given to both groups which were designed to extract their worldviews in accordance with the principles and concepts of WT. Analysis of covariance was utilized to reveal significant differences between the intervention and control groups. Specifically, the older students reported significant change in the perception aspect of their worldview, while the younger students exhibited more positive attitudes toward the 'other' following the intervention. With respect to their attitudes toward 'the conflict', participation in the intervention resulted in a moderately positive change. The results showed that contrary to the initial assumptions, the students did not maintain strong conflict-based worldviews or overtly negative attitudes. The continued protraction of the conflict and a challenging pedagogy are assumed to have a negative effect on the successful application of the WT approach. Further research is needed to isolate and explore the aforementioned factors in greater detail. The lack of survival-based worldview amongst the children complements the recent theories of social psychological development and thus contradict Danesh' theory of worldview progression.

[spa] La crisis financiera que afecta a las economías occidentales desde el año 2008 ha acarreado una serie de consecuencias sociales especialmente devastadoras para los segmentos de la población que viven en los barrios más desfavorecidos. Partiendo de una coyuntura extremadamente desfavorable, esta tesis analiza el desarrollo, impacto y transferibilidad del Contrato de Inclusión Dialógica (CID) en contextos urbanos. El CID es uno de los resultados aportados por el proyecto del 6º Programa Marco de Investigación la Comisión Europea INCLUD-ED, Strategies for inclusion and social cohesion from education in Europe (2006-2011). Este consiste en un proceso dialógico a través del cual end-users, investigadores e investigadoras, profesionales de los ámbitos socioeducativos, responsables políticos y otras personas implicadas en los procesos de transformación social recrean actuaciones de éxito en su contexto con el objetivo de superar las situaciones de desigualdad. En esta tesis doctoral nos centramos concretamente en el análisis del proceso de desarrollo y en el impacto social del CID en una de las áreas urbanas más desfavorecidas del contexto español, el barrio de La Milagrosa (Albacete). Además, en ella se amplía el conocimiento sobre la transferibilidad del CID a través del caso del barrio Montserrat (Terrassa). Los dos barrios seleccionados presentan altos índices de pobreza y concentración de minorías culturales. La Milagrosa acoge a un elevado porcentaje de población gitana mientras que el barrio Montserrat está compuesto principalmente por población inmigrante de origen norteafricano. La tesis nos ha permitido dar respuesta a las siguientes preguntas de investigación: ¿existe alguna relación entre la implementación del CID y el aumento de la calidad de vida de las personas del barrio de La Milagrosa?; ¿cuál ha sido el proceso de aplicación del CID en el barrio de La Milagrosa?; el CID, ¿es un procedimiento transferible a otros barrios desfavorecidos?; ¿cuáles son las implicaciones del CID en relación al papel que desempeñan las ciencias sociales frente al incremento de las desigualdades? Esta investigación ha sido llevada a cabo siguiendo la metodología comunicativa (Gómez, Puigvert & Flecha, 2011) y utilizando técnicas cualitativas de orientación comunicativa centradas en el análisis en profundidad de un estudio de caso. Como resultado, se han obtenido evidencias empíricas que avalan la idoneidad del CID para favorecer procesos de transformación social en barrios desfavorecidos. Además, el CID ha demostrado atender a la multidimensionalidad de la pobreza a través de respuestas integrales articuladas desde la escuela y ubicando en el centro de la toma de decisiones a las personas tradicionalmente excluidas. A partir de la implementación de este proceso, se han identificado mejoras en el ámbito educativo, laboral, urbanístico y en los propios procesos de intervención social, elemento que ha posibilitado la superación de la pobreza por parte de los vecinos y vecinas del barrio de La Milagrosa. Asimismo, hemos evidenciado que el CID es un proceso transferible que atiende a las necesidades específicas de cada comunidad y contribuye a la mejora de las condiciones de vida independientemente de las características contextuales o culturales del barrio en el que se implementa. Basándonos en estas contribuciones, el CID se plantea como un procedimiento capaz de generar una ciencia pública orientada a la superación de los problemas sociales. ; [eng] The financial crisis that has been affecting most Western economies since 2008 has entailed a number of social consequences which have been particularly harsh on those segments of the population with lower economic incomes. On this thesis we aim at analyzing the development, impact and transferability of the Dialogical Inclusion Contract (DIC) in urban contexts. The DIC is a dialogical process through which end-users, researchers, socio-educational professional, political representatives and other agents re-enact interventions which have proven successful in overcoming situations of inequality. We first focus on the application of the DIC in one of the most disadvantaged suburbs in Spain, La Milagrosa (Albacete), and then analyze the transferability of the DIC by looking at its application in the Montserrat neighborhood (Terrassa). Both neighborhoods display high poverty indexes and a strong concentration of cultural minorities. The underlying research questions that we have answered are: How exactly was the implementation of the DIC in La Milagrosa? Is there any connection between this process and the increase in quality of life perceived by the inhabitants of the neighborhood? Is this type of process transferable to other disadvantaged neighborhoods? And, finally, what are the implications of the DIC with respect to the role of social science in the face of growing inequalities? All the research that we have carried out follows the communicative methodology and employs qualitative techniques. We have found empirical evidence of the suitability of the DIC for fostering transformational processes in disadvantaged neighborhoods. The DIC is shown to tackle the multidimensionality of poverty through a number of comprehensive interventions in the areas of education, employment and urban planning, which furthermore are articulated from the schools and place in the center of the decision-making people that have traditionally been excluded from these type of processes. Finally, we have also shown that the DIC is a transferable process that is able to cater to the specific needs of each community while improving the life conditions of its members regardless of its contextual and cultural traits. We conclude that the DIC is an outstanding example of a public science aiming at the overcoming of social problems.

The Department of Archaeology was established in 1940 and later often reorganized, merged with other departments or even closed down. The work of the Department was significantly influenced by the state of political affairs in Lithuania. After Lithuania's incorporation into the Soviet Union, the archaeological research as well as training of specialists, faced a rather complicated situation. In 1966 the Department was closed down and the Department of the History of the Lithuania SSR was set up by the then authorities in its place. The Department remained closed during the whole soviet period and was re-established in 1990 under the name of Department of Archaeology and Ethnology. In 1993 it was reorganized and renamed as Department of Archaeology and the speciality of archaeology was then initiated. The aim of this article is to offer a review of the activities of the Department since its restoration until the present day.1990 was the beginning of a new stage of archaeological research and studies at Vilnius University. Soon after its re-establishment, the Department set up a library and in 1999 publication of a periodical scientific publication "Archaeologia Lituana" was launched, with prof. M. Michelbertas as editor in chief. The Department of Archaeology not only participate but also organize scientific events, such as conferences, symposiums, seminars, etc. The first scientific conference, organized by the re-established Department, took place in 1991. Since 1996 the international conference "In honor of Jonas Puzinas" has been organized on a regular basis. Five scientific conferences of this type have been arranged until now. Other scientific activity, which is not less important, is also pursued. One field of such activity includes participation in scientific projects. The Department have participated in and supervised both national and international projects. At present we have two national projects, namely "ARCHEOLITAS – Compilation and Digitalization of the List of Archaeological Lithuanian Sources", headed by assoc. prof. A. Luchtanas and "ARCHAEOLANDSCAPE – the Development of the Landscape According to the Archaeological Data and Natural History", headed by assoc. prof. V. Šimėnas. Assoc. prof. of the Department A. Luchtanas is the research adviser of the international project "The Archaeological – Heritage Preservation Mission in Ghor Province, Afghanistan".The period of two decades witnessed changes in the field of archaeological studies. In 1991 when the two-level system of bachelor and master studies was approved, the Academic Commission of the Board of Vilnius University projected a number of specializations, one of which was archaeology and ethnology. Two years later, in 1993, a sitting of the Senate of Vilnius University approved initiation of the speciality of archaeology. On 1 September that year 10 students were admitted to the first year course of the speciality of archaeology and since then the number of students has increased to 43. In 1993 Vilnius University also launched a postgraduate programme of archaeology. That same year the Department opened the possibility to maintain doctoral dissertations, which was undertaken not only by the staff of the Department, but also archaeologists of other Lithuanian institutions. By now, a total of 25 doctoral dissertations have been maintained. During the working period of the re-established Department the subject courses and study programmes underwent numerous changes and renewals. Since 1996 archaeology students and lecturers take part in the Erasmus Program in a number of European Universities. Students have the possibility to participate in fieldwork practice in archaeological sites of various types and periods. The number of locations for fieldwork practice has increased from two in 1990 to six-seven. They are headed by the Department lecturers who have carried out investigations at important Lithuanian archaeological sites, such as Kernavė (A. Luchtanas, G. Vėlius), Dubingiai Castle site and the old town of Trakai (A. Kuncevičius), Paragaudis barrow cemetery (M. Michelbertas), flint quarry and flint working site at the Titnas lake (E. Šatavičius), Šereitlaukis settlement and Jašiūnai burial mounds (V. Šimėnas), Stančiai settlement and Jogučiai burial ground (L. Tamulynas), Benaičiai, Turlojiškės and Meškučiai archaeological complex sites (A. Merkevičius).The Department lecturers often travel to lecture abroad. They have lectured at various European Universities. Besides lecturing, the Department staff have been on scholarships and fellowships in various foreign archaeological institutions, where they also collected archaeological evidence and did research work. In cooperation with archaeological institutions of other countries, the Department invites to deliver lectures to foreign archaeologists: Š. Milišauskas (Buffalo University), V. Lang (Tartu University), A. Vasks (University of Latvia), K. Randsborg (Copenhagen University), I. Jansson (Stockholm University), M. Müller-Wille (Ch. Albrecht University), V. Besides scientific and educational activities, the Department is also involved in search for archaeological sites and popularization of archaeology. Every year the researchers present their investigation results to the media.During the last two decades the Department has grown into one of the major archaeological institutions in Lithuania. Turkey is a rising regional and global power facing, as is the United States, the challenges of political transitions in the Middle East, bloodshed in Syria, and Iran's pursuit of nuclear weapons. As a result, it is incumbent upon the leaders of the United States and Turkey to define a new partnership "in order to make a strategic relationship a reality," says a new Council on Foreign Relations (CFR)-sponsored Independent Task Force. The bipartisan Task Force is chaired by former secretary of state Madeleine K. Albright and former national security adviser Stephen J. Hadley, and is directed by Steven A. Cook, CFR's Hasib J. Sabbagh senior fellow for Middle Eastern studies. The Task Force includes twenty-three prominent experts who represent a variety of perspectives and backgrounds. The relationship should reflect "not only common American-Turkish interests, but also Turkey's new stature as an economically and politically successful country with a new role to play in a changing Middle East," argues the Task Force in the report, U.S.-Turkey Relations: A New Partnership. Turkey is more democratic, prosperous, and politically influential than ever before. Still there are worrying domestic developments that raise questions about Turkey's democratic practices. According to the Task Force, these concerns include: "the prosecution and detention of journalists, the seemingly open-ended and at times questionable pursuit of military officers and other establishment figures for alleged conspiracy against the government, the apparent illiberal impulses of some Turkish leaders, the still-unresolved Kurdish issue, and the lack of progress on a new constitution." The Task Force finds that overall, Turkey is not well understood in the United States. The Task Force "seeks to promote a better understanding of the new Turkey--its strengths, vulnerabilities, and ambitions--in order to assess its regional and global role and make recommendations for a new partnership of improved and deepened U.S.-Turkey ties." To make the vision for a new U.S.-Turkey partnership a reality, Ankara and Washington should observe the following principles: equality and mutual respect for each other's interests; confidentiality and trust; close and intensive consultations to identify common goals and strategies on issues of critical importance; avoidance of foreign policy surprises; and recognition and management of inevitable differences between Washington and Ankara. --Publisher description

More than two decades after 9/11, with a staggering price tag of $8 trillion and the tragic loss of nearly 5 million lives, the horror of the events and its aftermath continue to haunt. While the overt conflicts of the "Global War on Terror" have receded with the U.S.'s departure from Iraq and Afghanistan, many of today's tensions and political unrest can be directly traced to the forces set in motion during the NATO-led global war.
Anti-terror funding continues to flow with few checks and balances, supercharging security forces and the global military industry. West Africa's ongoing surge in coups highlight the pitfall of Western aid bolstering military institutions at the expense of civil governance.In the Global North, anti-terrorism experts, having rebranded themselves as holistic security pundits, advocate a more hawkish confrontational approach toward China and Russia. Similarly, in Central Asia, global networks and organizations have concocted a developmental aid industry not always in line with the needs of people on the ground, but the buzzwords of "terrorism" and "security" are music to international donors' ears. Meanwhile, in places as varied as Nepal, the ripples of the GWOT can be felt first-hand with the revival of Gurkha training institutes, once used by coalition forces in Iraq and Afghanistan, but now at the disposal of the private security industry. The vast resources and networks mobilized by war do not simply dissipate, but forge new channels, continually reshaping the global landscape.
Beyond its military footprint, the GWOT has spawned a draconian wave of securitized logics and invasive legal frameworks. From the United Kingdom and France to India and Indonesia, nations have invoked their own "9/11 moments" in the wake of domestic terror incidents, unrolling a cascade of repressive laws still in operation. These edicts have authorized prolonged detentions without trial, and wide-ranging privacy infringements demanding compromise on liberty for security. Leaders in Central Asia and the Middle East, despite their authoritarian credentials, have reinvented themselves as indispensable to a U.S.-led security architecture, leveraging the GWOT's prevailing ethos to quell internal opposition. Even in Latin America, seemingly distant from the 9/11 epicenter, governments have weaponized these legal tools against a broader spectrum of perceived adversaries, including civil society and grassroots organizations. A hyper-securitized world is now our new normal.
Muslims worldwide remain in the crosshairs, even as the echoes of 9/11 grow fainter. In China, age-old frictions between the central authority and its peripheries have been repackaged, using the GWOT narrative to amplify oppression against the Uyghur minority. Muslims in the diaspora, especially in the West, find themselves walking a tightrope — compelled to constantly justify their "anti-Taliban" convictions and reassert their fidelity to liberal ideals. Across media platforms, hackneyed stereotypes of Muslims persist. Even well-intentioned gestures, like the CBS sitcom about an Afghan interpreter for the U.S. military and Marvel's recent embrace of Muslim characters, can end up ensnared in the familiar and limiting motifs of the GWOT. But many Muslim communities refuse to be silent. In Northwest Pakistan, for example, opposition to drone bombing sparked a grassroots political movement that has united people against both imperialism and extremism.
Young adults today may view 9/11 as distant history. The COVID pandemic, climate disasters, and the war in Ukraine dominate their global purview, not the drone-strikes, surveillance apparatus, and aftershocks of the Global War on Terror. But just as the repercussions of World War II dictated the contours of global dynamics for decades, the ongoing legacies of the GWOT continue to sculpt our world in both overt and insidious ways. They demand remembering, archiving, and vigilant attention.

AbstractThe New Public Management (NPM) has achieved many successes in public service delivery, but practitioners frequently observed failures in developing and transitional economies. For instance, China's public–private partnerships (PPP) since 2014 have failed to transfer risks to the private sector, to involve private skills and expertise, and to reduce local government's debt. This article claims that PPP failures in China are associated with the contractual type of nonconcessions and the contractual choice is influenced by both political opportunism and transaction costs. Utilizing data of PPP projects in China during 2014–2016, we find that more opportunistic bureaucrats seek to increase projects of nonconcessions, but transaction costs caused by product complexities hinder governments' reliance on nonconcessions. This research extends the core analysis of PPPs in the literature from transaction costs to political opportunism, which widely exists in developing and transitional economies. Thus, our findings partially explain the failure of their NPM practices.新公共管理运动在公共服务供给领域取得了瞩目的成就,但在发展中国家与转型经济体中也经历过挫折。例如,自2014年以来,中国推行的政府与社会资本合作(PPP)模式就未能实现将风险转移到私营部门、引入私营部门的技术和经验及减轻地方政府的债务负担的初衷。正鉴于此,在2017年时,中国财政部对PPP项目进行了大范围的整改。针对这一现象,本文理论分析认为,其主要原因在于地方政府采用了大量非特许经营合同,而该类合同具有低风险、弱运营及政府付费的特征。政府之所以选择此类合同,则基于政治机会主义与交易成本两个方面的考量。进一步,本文基于中国2014–2016年PPP项目的数据,通过实证研究发现:地方主政官员晋升压力越大,其短期拉动GDP增长的动机越强,从而通过非特许经营合同上马的基建项目就越多;但是,项目自身的复杂性会导致非特许经营合同在长期产生高昂的交易成本,从而抑制地方政府上马此类项目。本研究将PPP的研究视角从交易成本拓展到政治机会主义,从而更为全面地阐述了新公共管理运动在转型国家更易遭遇挫折的原因。

In Colombia, it is formally recognized that fundamental rights have higher normative roots. In the case of the 2016 Peace Agreement, signed between the Government and the current political party Fuerza Alternativa Revolucionaria del Común FARC, the mechanism adopted for its endorsement was the plebiscite. This research article argues that the Final Agreement, due to its binding political-legal nature, as it has an impact on the materialization of the fundamental right to peace, should not have been submitted to consultation of the majorities through the plebiscite of October 2, 2016. Methodologically, what was affirmed in judgment C 379 of 2016 is discussed in two senses. First, in the Final Agreement fundamental rights are developed that must be safeguarded; and second, the implementation or not of the Final Agreement impacts on the materialization of the constitutional mandate of the Colombian State to guarantee peace and its enjoyment as a fundamental right. It is concluded that it is constitutionally inadmissible to submit the materialization of the Final Agreement, which embodies the constitutional mandate of the State to guarantee the fundamental right to peace, to the fickle will of the people. ; En Colombia formalmente se reconoce que los derechos fundamentales tienen raigambre normativa superior. En el caso del Acuerdo de Paz de 2016, firmado entre el Gobierno y el actual partido político Fuerza Alternativa Revolucionaria del Común FARC, el mecanismo adoptado para su refrendación fue el plebiscito. En este artículo de investigación se sustenta que el Acuerdo Final, por su naturaleza político- jurídica vinculante, al repercutir sobre la materialización del derecho fundamental a la paz, no debió someterse a consulta de las mayorías a través del plebiscito del 02 de octubre de 2016. Metodológicamente se discute lo afirmado en la sentencia C 379 de 2016 en dos sentidos. Primero, en el Acuerdo Final se desarrollan derechos fundamentales que deben salvaguardarse; y segundo, la implementación o no del Acuerdo Final impacta sobre la materialización del mandato constitucional del Estado colombiano de garantizar la paz y su disfrute como derecho fundamental. Se concluye que resulta constitucionalmente inadmisible que se someta a la voluble voluntad popular la materialización del Acuerdo Final, mismo que encarna el mandato constitucional del Estado de garantizar el derecho fundamental a la paz. ; Na Colômbia, os direitos fundamentais são formalmente reconhecidos como tendo raízes normativas mais elevadas. No caso do Acordo de Paz de 2016, assinado entre o governo e o atual partido político Fuerza Alternativa Revolucionaria del Común FARC, o mecanismo adotado para seu endosso foi o plebiscito. Este artigo de pesquisa argumenta que o Acordo Final, devido a sua natureza jurídico-política vinculante, não deveria ter sido submetido à consulta das maiorias através do plebiscito de 2 de outubro de 2016, pois tem um impacto sobre a materialização do direito fundamental à paz. Metodologicamente, o que foi afirmado na Instrução C 379 de 2016 é contestado em dois aspectos. Primeiro, o Acordo Final desenvolve direitos fundamentais que devem ser salvaguardados; e segundo, a implementação ou não do Acordo Final tem um impacto na materialização do mandato constitucional do Estado colombiano de garantir a paz e seu gozo como um direito fundamental. A conclusão é que é constitucionalmente inadmissível submeter a materialização do Acordo Final, que incorpora o mandato constitucional do Estado para garantir o direito fundamental à paz, à vontade inconstante do povo.

For small island developing states (SIDS), tourism is often seen as a passport to development and wellbeing. The happiness phenomenon among residents of tourism destinations is usually linked to the concept of quality of life (QoL).The happiness literature suggests that there is a positive correlation between happiness and income of residents in SIDS, but there is not a clear directionality. In this correlation a large impact of non-income factors linked to wellbeing, such as own feelings and attitudes, belonging feeling to a community, identification with cultural and natural heritage, or a fair government that fulfills residents´ needs.Thus, the goal of this research is to uncover the Caribbean model of happiness according to the relationship between tourism and wellbeing in a SIDS.To test this hypothetical-conceptual model of this work, a questionnaire was administered to obtain suitable data for measuring the quality of life based on a total of five constructs and 27 indicators among residents directly involved in the tourism activity. Partial Least Square-Structural Equation Model (PLS-SEM) was the technique used to test this hypothetical conceptual model.This work bring empirical evidence to the happiness literature deepening in the model of wellbeing Dominican Republic characterized by three maxims: 1) the Dominican model of individual happiness is not based on material goods but emotions, and thus, greed is considered a poverty condition among rich people; 2) having more is having more to share with and 3) the public sector continues to be the object of mistrust among Dominican population, without covering their expectations in terms of justice administration or reliability on political leaders, despite perceiving the political environment as stable. ; Para los Pequeños Estados Insulares en Desarrollo (PEID), el turismo a menudo se considera un pasaporte para el desarrollo y el bienestar. El fenómeno de la felicidad entre los residentes de los destinos turísticos suele estar ligado al concepto de calidad de vida (CV).La literatura sobre felicidad sugiere que existe una correlación positiva entre la felicidad y los ingresos de los residentes en SIDS, pero no existe una direccionalidad clara. En esta correlación existe un significativo número de factores ligados al bienestar, como sentimientos y actitudes propias, sentimiento de pertenencia a una comunidad, identificación con el patrimonio cultural y natural, o un gobierno justo que satisfaga las necesidades de los residentes. Así, el objetivo de esta investigación es revelar el modelo caribeño de felicidad a partir de la relación entre turismo y bienestar en un PEID.Para probar este modelo hipotético-conceptual, se administró un cuestionario para obtener datos adecuados para medir la calidad de vida en base a un total de cinco constructos y 27 indicadores entre residentes directamente involucrados en la actividad turística. La técnica de Ecuaciones Estructural de Mínimos Cuadrados Parciales (PLS-SEM) fue utilizada para probar este modelo hipotético-conceptual.Este trabajo aporta evidencia empírica a la literatura sobre la felicidad profundizando en el modelo de bienestar de República Dominicana caracterizado por tres máximas: 1) el modelo dominicano de felicidad individual no se basa en bienes materiales, sino en emociones, por lo que la codicia es considerada una condición de pobreza entre las personas de clase alta; 2) tener más es tener más para compartir y 3) el sector público sigue siendo objeto de desconfianza entre la población dominicana, sin cubrir sus expectativas en cuanto a la administración de justicia o la confiabilidad de los líderes políticos, a pesar de percibir el entorno político como estable.

The article is devoted to analyzing periodicals of Ukrainian nationalist organizations outside the Ukrainian Soviet Socialist Republic in the 1950s - early 1990s and their role in creating an information space in the diaspora. Periodicals are considered a means of providing information communication between nationalist organizations, their membership, and Ukrainian communities. The article describes the journals and newspapers of nationalist organizations of the diaspora: «Independent Ukraine», «Ukrainian word», «Way of Victory», «Liberation Way», «Ukrainian Independent». Much attention is paid to the thematic and problematic content of the press, its importance for promoting the nationalist ideology and political programs of organizations and preserving national identity. The topics of nationalist press publications, their purpose, and information potentials are considered in detail. It is identified the main topics of publications: the ideology of organizations, the strategy of restoring the independence of Ukraine, the concept of an independent state, official resolutions of organizations, socio-political events in the diaspora, the situation in the USSR, and the policy of Soviet government, formation of national identity and historical memory. Based on the study of the content of periodicals, it was concluded that a significant place in the publications was occupied by information about events in the USSR because nationalist organizations aimed to create a sense of integrity for the Ukrainian people in Ukraine and abroad and mobilize the diaspora to change the situation at homeland. The article identifies problematic aspects in the press of nationalist organizations: the lack of a single universal publication, the strengthening of the emigration nature of the press, the low print quality of publications, the conflict between Ukrainian nationalist organizations on the pages of publications. It was concluded that using press publications, nationalist organizations created an information space in the diaspora, which popularized nationalist narratives, united Ukrainians from around the world, acted as a means of national identification for migrants, promoted the movement to restore the independence of Ukraine. ; Стаття присвячена аналізу періодичних видань українських націоналістичних організацій поза межами УРСР в 1950-х – поч. 1990-х рр. та їхньої ролі у створенні інформаційного простору в діаспорі. Розглянуто періодичні видання, як засоби забезпечення інформаційного зв'язку між націоналістичними організаціями, членством та українськими громадами діаспори. У статті охарактеризовані часописи націоналістичних організацій діаспори: «Самостійна Україна», «Українське слово», «Шлях перемоги», «Визвольний шлях», «Український самостійник». Особливу увагу приділено тематично-проблемному наповненню часописів, його значенню для популяризації націоналістичної ідеології та політичних програм організацій, збереження національної ідентичності. Детально розглянуто тематику публікацій націоналістичної преси, їх мету та інформаційний потенціал. Виділено такі основні тематичні напрямки: ідеологія організацій, стратегія відновлення незалежності України, концепція самостійної держави, офіційні рішення організацій, суспільно-політичні заходи в діаспорі, ситуація в СРСР та політика радянської влади, формування національної ідентичності та історичної пам'яті. На основі вивчення періодики встановлено, що значне місце у виданнях займала інформація про події в УРСР, що пов'язано з намаганням націоналістичних організацій створити відчуття цілісності українського народу на території України і за її межами та мобілізувати діаспору до активної діяльності для зміни ситуації на Батьківщині. У статті визначені проблемні аспекти, що мали місце у пресових виданнях націоналістичних організацій: відсутність єдиного універсального друкованого органу, посилення еміграційного характеру часописів, низька поліграфічна якість видань, розгортання конфлікту між організаціями українських націоналістів на сторінках видань. Зроблено висновок, що за допомогою пресових видань націоналістичні організації створили інформаційний простір в діаспорі, який популяризував націоналістичні наративи, об'єднував українців з різних країнах світу, виступав засобом національної ідентифікації для мігрантів, сприяв активізації руху за відновлення незалежності України.

The article considers one of the most common and most effective forms of cross-border cooperation between the countries of the European Union, namely the European groupings of territorial cooperation. The role of territorial cooperation in the European Union is constantly growing as it is the basis of political, economic and social cohesion, which is an integral part of Ukrainian society. The development of territorial cooperation is due to the change and development of national, regional or local participants in this process. The Schengen Agreement, the common internal market and the common currency, as well as the emergence of numerous new cross-border projects and the development of cross-border territories, are integral parts of this process. The article examines the EGTC Tisza, which was established in October 2015 in the Transcarpathian region of Ukraine together with the Hungarian region of Szabolcs-Szatmár-Bereg and the municipality of Kisvárd. It is noted that the union has received broad social and political support from both sides at the regional and local levels. This event was decisive for both Ukraine and the EU, as for the first time such an association was created with the participation of a non-EU country. This was a long-awaited step, as the participating regions have long been cooperating together in various fields, including the implementation of grant projects. Many issues need to be addressed together, including flood protection, the rehabilitation of wastewater treatment plants, transport and the development of economic ties. We can say that today Euroregions are the most developed form of cross-border cooperation in Ukraine, but their activities also show a range of problems that hinder their effective functioning. This includes a large number of participants with different cultural and economic characteristics, disparities in the legislation and administration of the country, the low level of business structures and non-governmental organizations. Issues such as the lack of a systematic approach to the organization of Euroregional cooperation, the low level of regional government and the lack of financial support are also worth mentioning. ; У статті розглянуто одну з найпоширеніших та найефективніших форм транскордонної співпраці між країнами Європейського Союзу, а саме європейські об'єднання територіального співробітництва. Роль територіального співробітництва в Європейському Союзі постійно зростає, оскільки він являє собою основу політичної, економічної та соціальної згуртованості, яка є невід'ємною частиною українського суспільства. Розвиток територіального співробітництва зумовлений зміною та розвитком національних, регіональних чи місцевих учасників даного процесу. Невід'ємними чинниками, що сприяють цьому процесу, є наявність шенгенської угоди, спільний внутрішній ринок та спільна валюта, а також поява численних нових транскордонних проєктів, розвиток транскордонних територій. У статті досліджено європейське об'єднання територіального співробітництва «Тиса» (Tisza), що був створений у жовтні 2015 року на Закарпатській області України разом з угорськими областю Саболч-Сатмар-Берег та муніципалітетом Кішварда. Зазначається, що об'єднання отримало широку соціальну і політичну підтримку із двох сторін на регіональному та локальному рівнях. Ця подія стала визначальною як для України, так і для Європейського Союзу, оскільки вперше таке об'єднання було створено за участю країни, що не є членом Європейського Союзу. Це був довгоочікуваний крок, оскільки регіони-учасники вже давно співпрацюють разом у різних сферах, зокрема й у рамках реалізації грантових проєктів. Багато проблем потрібно вирішувати спільно, серед яких захист від паводків, відновлення заводів з очистки стічних вод, транспорт та розвиток економічних зв'язків. Можемо стверджувати, що натепер єврорегіони є найбільш розвиненою формою транскордонного співробітництва в Україні, проте їхня діяльність також показує і коло проблем, що заважають їхньому ефективному функціонуванню. Це і велика кількість учасників із різними культурними й економічними особливостями, диспропорції в законодавстві й адмініструванні країни, низький рівень структур підприємництва та неурядових організацій. Такі питання, як відсутність системного підходу до організації єврорегіональної співпраці, низький рівень регіональної влади та відсутність фінансової підтримки, також варто згадати.
