Die vorliegende Arbeit widmet sich der Beantwortung der Fragestellung, inwieweit die NATOisierung Polens und Tschechiens im Bereich der zivil-militärischen Beziehungen erfolgreich war, und aufgrund welcher Akteure, Praktiken und Bedingungen die Normübernahme (nicht) erfolgte. NATOisierung wird hierbei als Sozialisationsprozess im Politikfeld Sicherheit begriffen. Konzeptioneller Ausgangspunkt für die theoriegeleiteten Fallstudien bildet die Entwicklung eines Forschungsdesigns, mittels dessen der rational-institutionalistische und der konstruktivistisch-institutionalistische Strang der internationalen Sozialisations-forschung für die Analyse der NATOisierung postkommunistischer Sicherheitspolitik nutzbar gemacht werden kann. In Kritik an der Mehrheit der Sozialisationsstudien, die die Übernahme von Normen internationaler Institutionen seitens der postkommunistischen Staaten entweder als Verhandlungs- und Anpassungsprozess strategisch handelnder Akteure oder als sozialen Lern- und normativen Überzeugungsprozess intrinsisch motivierter Akteure betrachten, argumentiert diese Studie, dass die Wahl eines komplementären Zugangs sowohl aus theoretisch-konzeptionellen als auch empirisch-phänomenologischen Erwägungen unabdingbar ist. Die hierbei zu Grunde liegende Methode der doppelten Interpretation, mittels derer der Verlauf und das Ergebnis der NATOisierung Polens und Tschechiens im Bereich der zivil-militärischen Beziehungen sowohl aus Sicht des rationalen als auch des konstruktivistischen Institutionalismus beleuchtet worden sind, hat sich als tragfähig erwiesen. In der Tat variiert die Erklärungskraft beider theoretischer Ansätze im Hinblick auf die unterschiedlichen Akteure, Phasen und/oder Kontexte des sicherheitspolitischen Sozialisationsprozesses. Wenngleich die NATO durch ihre Sozialisationspolitik den Demokratisierungsprozess Polens und Tschechiens im Politikfeld Sicherheit begünstigte, bestätigt die empirische Analyse die weit verbreitete Betrachtungsweise der 'Partnerschaft für den Frieden' als ausschließliche Erfolgsgeschichte nicht. Vielmehr war die Erweiterungs- und Sozialisationspolitik der NATO mit gravierenden (nichtintendierenden) Konsequenzen verbunden, die sich hinderlich auf die Transformation der zivil-militärischen Beziehungen postkommunistischer Staaten auswirkten. ; This study answers two central questions: Firstly, to what extent was the NATOization of Polish and Czech security policy in the field of civil-military relations successful? Secondly, which actors, practices, and conditions caused the adoptation or, prevented the adoptation of civilian-democratic control of the armed forces rnThe analysis is based on four assumptions: Firstly, NATOization is perceived as a process of international socialization in the field of security. Secondly, NATO- socialization policy has to be studied as an unsettled question which can result in both reinforcing and impeding the civil-military democratization process. Thirdly, the explanation of the Polish and Czech NATOization calls for a complementary approach integrating the rationalist and constructivist approaches of socialization theory. Finally, Poland and the Czech Republic are perceived as 'representative cases' which are especially suitable for testing the complementary research design. rnThe application of the rationalist-institutionalist and constructivist-institutionalist hypotheses to the study of Polish and Czech NATOization is based on process-tracing and the method of double interpretation. Indeed, the explanation power of rationalist and constructivist institutionalism varies with regard to different actors, phases, and contexts of Poland- and the Czech Republic- NATOization. Though NATO partially furthered both states" civil-military democratization, this study does not confirm the very widely-held assessment of the "Partnership-for-Peace" as being solely a success story. Rather, NATO- enlargement and socialization policy also had grave (non-intended) consequences which impeded the civil-military transformation process of Eastern European states.
Die vier Beiträge der vorliegenden Dissertationsschrift untersuchen das Entscheidungsverhalten von Landwirten in unterschiedlichen Entscheidungssituationen. Das übergeordnete Ziel ist es, die Präferenzstruktur und Zahlungsbereitschaft von Landwirten in den untersuchten Entscheidungssituationen zu analysieren, um so die Informationsgrundlage als Entscheidungsbasis für Politiker und Berater sowie der Landwirte selbst zu erweitern. Hierzu findet die Methode der Discrete Choice Experimente in allen vier Beiträgen Anwendung. Im Einzelnen werden in den Beiträgen folgende Forschungsfragen untersucht: Der erste Beitrag prüft welche Faktoren die Entscheidung von Landwirten beeinflussen, den Preis für ihr Erntegut ex ante abzusichern. Im zweiten Beitrag werden die Präferenzen von Landwirten für das Eingehen einer Kooperation unter expliziter Berücksichtigung von nicht-monetären Faktoren analysiert. Der dritte Beitrag geht der Frage nach, welche Rolle die finanzielle Flexibilität in Investitionsentscheidungen von Landwirten spielt. Wie Anbauverträge für Biogas-Zuckerrüben aus Sicht der anbauenden Landwirte ausgestaltet sein müssen, wird im vierten Beitrag geklärt. ; The four papers included in this dissertation examine the decision behavior of farmers in different decision situations. The overall aim is to analyze the preference structure and willingness to pay of farmers in the examined decision situations and, in this way, to extend the information based on which politicians, consultants and farmers can make their decisions. To do so, the method of discrete choice modelling is applied in all four papers. In detail, the following research questions are examined: The first paper tests, which factors influence the decision of farmers to use price hedging instruments. In the second paper, farmers' preferences for establishing CAs under explicit consideration of non-monetary factors are analyzed. The third paper examines to what extent decision makers consider the effects on the financial flexibility of the individual farm when making their investment decisions. The fourth paper provides an answer to the question how supply contracts for sugar beets as biogas substrate should be designed from farmers' point of view.
