"Dieser Beitrag erkundet die Möglichkeiten und Grenzen des Einflusses politischer Parteien auf die Staatstätigkeit in den etablierten verfassungsstaatlichen Demokratien von der Mitte des 20. bis zu Beginn des 21. Jahrhunderts. Er zeigt, dass die parteipolitische Zusammensetzung von Regierungen, die hier durch neu entwickelte Indikatoren der Regierungsbeteiligung von Parteien unterschiedlicher politisch-ideologischer Familienzugehörigkeit gemessen wird, einen beträchtlichen Unterschied in der Regierungspraxis machen. Allerdings ist die parteipolitische Zusammensetzung nur einer unter anderen Bestimmungsfaktoren der Staatstätigkeit. Obendrein hängt der Einfluss der parteipolitischen Zusammensetzung vom Demokratietypus ab - er ist in der Mehrheitsdemokratie meist größer und direkter als in der Verhandlungsdemokratie - und von der Zahl und dem Gewicht der Vetospieler im politischen Willensbildungs- und Entscheidungsprozess."
