Union bargaining strength has declined signif'ly in recent yrs. New problems, esp automation, have arisen, which pose difficult, almost insurmountable tasks for unions. Union officers, both paid & unpaid, seem to be losing their vigor & sensitivity. Idealistic motivation of union activity seems to be on the decline, & petty corruption increasingly the norm. The membership is apathetic, or divided on crucial issues. management is on the offensive, & seems to be acquiring a new sense of sureness in dealing with labor relations. It has been winning more & more grievance cases, & has reduced the incidence of wildcat strikes & other forms of unofficial job activity. First-line supervisors have become more & more successful in raising production standards & eliminating excontractual employee benefits. Widespread unemployment & the threat of automation have strengthened manag's hand all the way. AA.

Liberal and conservative positions on foreign af fairs cannot be easily distinguished, for differences have dis appeared because of the hatreds, fears, and frustrations of the Cold War. Some students maintain that the left has disap peared from our politics, leaving a greatly expanded center and a swollen right. The issues of the Cold War are not debated. About a thousand extreme-right organizations dis tribute literature, and some of these are powerful. In for eign affairs, the extreme right sees conspiracies against the United States and equates liberalism with communism. In fact, present trends indicate that communism will not be the wave of the future. President Kennedy, by calling for in terdependence with a united Europe, has raised a standard to which Americans can rally.

Corporate managers must weigh the public con sequences of their decisions if they wish to keep the state from reasserting its proper authority vis-à-vis the corporation. The only defensible standard to guide them is the public interest defined in exclusively procedural terms. This definition should lead them to underwrite projects likely to keep the ultimate ends of life private, pluralistic, and uncongealed. Such a com mitment requires their support of practices which keep the political machinery in good repair but not their manipulation of the machinery so that it will produce some definite, substan tive result. If this is recognized as being too unnerving an assignment for corporate managers, legislation should free them to direct their energies once again to the single purpose of maximizing profits.

On June 3, 1960, the International Finance Corporation (IFC) announced an agreement with three other investors to invest the equivalent of £2.3 million in the Kilombero Sugar Company, Ltd., in Tanganyika, for a sugar production and refining project estimated to cost £3.2 million, production to begin in 1962. The investment was represented by the equivalent of £1.15 million in debentures bearing 7 percent interest and maturing by 1973; by, £500,000 in convertible income notes maturing by 1975 without fixed interest and bearing returns contingent on earnings; by, £650,000 in share capital; and by an option on ordinary shares. Additional financing for the project was to come from an issue of convertible preferred shares, totaling, £700,000, by the Standard Bank of South Africa and the Colonial Development Corporation, to be offered for sale to residents of Tanganyika.

By even the most conservative official definitions, close to a third of the nation is living at econ levels which, as a 1956 Congressional resolution put it, 'are below the prevailing standards of adequacy.' More gloomily, these millions are today living at income levels permanently, not temporarily, depressed. The aged, the unskilled workers, the migratory workers, & the non-white minorities constitute the vast majority of the 50 million Americans who represent the hard core of impoverished that did not escape from poverty to the LMc in the last decade. In large measure poverty is a separate culture with its own way of life. Our lack of concern with poverty is part of the temper of moderation that has ruled our policies for the past 2 decades. J. A. The thirty-fifth International Labor Conference was held in Geneva from June 4 to 28, 1952 under the presidency of Mr. de Segadas Vianna (Brazil), with Mr. J. B. Pons (Uruguay), Mr. V. V. Dravid (India) and Mr. G. P. Delaney (United States) as vice-presidents. The agenda was composed of nine items; 1) information and reports on the application of conventions and recommendations; 2) holidays with pay in agriculture; 3) objectives and standards of social security; 4) cooperation between public authorities and employers' and workers' organizations; 5) revision of the maternity protection convention of 1919; 6) protection of the health of workers in places of employment; 7) regulation of the employment of young persons in underground work in the coal mines; 8) the Director-General's report; and 9) financial and budgetary questions.

Presidential addresses have shown a decided trend in the last few years away from discussions of cases in which only a few were interested, and from controversial political subjects, toward themes more vitally touching our everyday life. Where a few years ago we found advocacy of a code of legal ethics and higher educational standards urged, we now take those things for granted. Our constitution still permitting the president one chance to air his views before passing into oblivion, I feel justified in following this trend, and will endeavor, therefore, to report on the stewardship of your officers for the past year, and direct your attention to a number of matters which during the year of service on your behalf have impressed me as worthy of our attention.
