(IAB)

A comprehensive study of transfer of technology for deep sea-bed mining under the 1982 Law of the Sea Convention and the controversies that have arisen about it. The book also discusses transfer of technology in international law in general and examines developments since the adoption of the 1982 Convention. These include national mining legislations of industrialized countries, extensive work by the Preparatory Commission for the establishment of the International Sea-Bed Authority and the International Tribunal for the Law of the Sea, and the new compromise Agreement relating to the deep sea-bed mining régime adopted by the General Assembly on 28 July, 1994. The book appears at the time when the Convention enters into force (16 November 1994). It will be of interest to academic lawyers and economists with an interest in the deep sea-bed mining issue, as well as to all those in the sea-bed mining industry, in public service (governmental and inter-governmental) and in UN organizations, who are likely to get involved in deep sea-bed mining and/or transfer of technology issues

A central provision of The Patient Protection and Affordable Care Act (PPACA) requires the establishment of exchanges in each state, online marketplaces through which eligible individuals and small business employers can compare and select health insurance coverage from participating health plans. Exchanges are to begin enrollment by October 1, 2013, with coverage to commence January 1, 2014. States have some flexibility with respect to exchanges by choosing to establish and operate an exchange themselves (i.e., state-based), or by ceding this authority to HHS (i.e., federally facilitated). Human rights violations occurring as a consequence of drug control and enforcement are a growing concern, and raise questions of treaty interpretation and of the appropriate balancing of concomitant obligations within the drug control and human rights treaty regimes. Tracing the evolution of international drug control law since 1909, this book explores the tensions between the regime's self-described humanitarian aspirations and its suppression of a common human behaviour as a form of 'evil'. Drawing on domestic, regional and international examples and case law, it posits the development of a dynamic, human rights-based interpretative approach to resolve tensions and conflicts between the regimes in a manner that safeguards human rights. Highlighting an important and emerging area of human rights inquiry from an international legal perspective, this book is a key resource for those working and studying in this field
