What principles should guide how society distributes environmental benefits and burdens? Like many liberal theories of justice, Martha Nussbaum's "capabilities approach" does not adequately address this question. The author argues that the capabilities approach should be extended to account for the environment's instrumental value to human capabilities. Given this instrumental value, protecting capabilities requires establishing certain environmental conditions as an independent "meta-capability." When combined with Nussbaum's nonprocedural method of political justification, this extension provides the basis for adjudicating environmental justice claims. The author applies this extended capabilities approach to assess the distribution of benefits and burdens associated with climate change.

The majority of the literature related to Amartya Sen´s Capability Approach (CA) has been devoted to questions of development and developing countries. In this paper, however, with a theoretical concept and first empirical results at hand, we shed some light on Sen´s argument that the CA is also relevant to wealthy countries (Sen, 1999, p. 6). First, we discuss the political background of CA applications in the case of Germany. Second, we sketch out a new analytical framework for the assessment of poverty and wealth in affluent countries in general from a CA perspective. Third, we show how this framework can be based on a corresponding set of feasible indicators and up-to-date representative information in the German Socio-Economic Panel Study (GSOEP). Finally, three selected empirical examples underline the resulting possibilities for analyses of gender inequalities, the unequal distribution of political participation and interdependencies between financial and nonfinancial issues of poverty and wealth within this integrative framework.

The objective of this article is to answer the question to which extent a respective concentration on Alliance approaches is really indispensable. A substance of the answer is to be found in the outcomes of analysis made on defence planning processes of NATO nations and EU member states. This analysis indicates to which extent national planning processes correlate with principles of NDPP and EU capability development. The analysis outcomes point out a significant diversity of approaches to national defence planning processes, the fact which stems from different interests of their national security and defence policies and, at the same time, the outcomes substantiate that the centre of gravity of national approaches does not lean on implementing principles of NDPP but on achieving outputs of the NDPP.

This report primarily focuses on the first objective: informing cities' growth agendas by identifying industries in each metropolitan area that offer viable and effective paths toward accelerated growth. Our analysis uses the empirical insights of economic complexity, which focuses on the capabilities required for industries to emerge and on pathways to strategically diversify a city's industrial base. This approach provides a unique assessment of each city's capabilities to host new industries and each industry's propensity to spur growth. We find that our data-driven metrics of city and industry complexity, which have proven predictive at the country level,1 also predict growth at the city level. Through our metrics, policymakers can anticipate the future needs of their city as they strive for more inclusive growth. The report outlines four cities' industrial choices. These options are proposed in the context of transformational trends, such as the rise of automation and the proliferation of contract work—shifts that require a re-prioritization of policies to help people adapt. We emphasize industries that offer good jobs—those that provide living wages and benefits. Policymakers around the country face similar challenges as they strive to lure expanding businesses or retain local industries, but they require tailored, location-specific solutions. Using an economic complexity lens, our methodology provides a map for investing in keystone industries that are both viable and foster future growth.

The focus of the study is to examine and relocate gender equality in higher education using Capability Approach as the background frame. The paper discusses how gender relations are rooted in the socio-cultural matrix in India. It attempts to explore the factors prevalent in the structure which impacts woman's opportunities and functionalities in the higher education. The database includes faculty from one of the central universities of South India, the study deals with the dynamics of constructs in Science and Technology indicating socio-psychological obstructions faced by women. Based on thorough analysis, the oppressed capabilities are conceptualized thereby enabling the researchers to relocate the gender equality and the capabilities that need to be enriched for women can be contemplated which helps in reducing the existing disparity. The intention of the study is essentially not to quantify the attributes of inequality to make them measurable but to choose attributes which enable an effective comparative basis to address inequality. The empirical study reveals an existence of the element of stereotyping as a single entity and capability approach restores the uniqueness by the fractional combination of capabilities listed.

I then discuss the reception of this alleged 'liberal paradox' within the fields of political theory and welfare economics. In particular, I examine the criticisms made by Brian Barry, and their wider implications for the field of social choice theory. It is argued that the various criticisms made on Sen's characterisation of liberty are fundamental, and that Sen's subsequent defence of his position is unconvincing. Moreover, there remain some wider doubts as to the usefulness of social choice theory's SWF approach to individual rights and freedoms.

The aim of this paper is to analyse participatory video as a participatory action research method through the lenses of the capability approach. In order to do this, we used a participatory video experience that took place in the municipality of Quart de Poblet (Valencia, Spain) from February to March 2014. The participants were 11 young people between 16 and 24 years of age, severely affected by the economic crisis that has hit Spain in recent years. To develop our analysis, we introduced the participatory video as a technique and a process within the participatory action research methods. Then, we analysed the participatory process to verify the extent to which it had contributed to expanding the capabilities and agency of the participants. The evidence revealed a significant expansion of the awareness capability and, in some cases, of the capability for voice. In contrast, the capability to aspire and the agency of the participants were not expanded, due to contextual factors and the limitations of the process itself.
