PSC (Public Safety Center) 119 Takalar adalah layanan yang diberikan kepada masyarakat untuk kondisi gawat darurat. PSC (Public Safety Center) 119 Takalar berada di bawah naungan Dinas Kesehatan Kabupaten Takalar. Kondisi gawat darurat membutuhkan kesiapan matang bagi aparat untuk memberikan pelayanan publik. Kesiapan aparat tidak hanya diukur dari aparat tapi banyak indikator yang dibutuhkan. Pelayanan yang efektif di masa sekarang dapat diwujudkan dengan pengimplementasian E-Government. Terlebih di layanan PSC (Public Safety Center) 119 Takalar yang masih baru karena berdiri pada tahun 2019. Sehingga kesiapan sumber daya aparat sangat penting untuk mewujudkan pelayanan yang efektif. Jenis penelitian menggunakan penelitian kualitatif dan jumlah informan sebanyak lima orang yang ditentukan secara purposive sampling. Teknik pengumpulan data menggunakan teknik observasi, wawancara dan studi dokumentasi. Teknik analisis data menggunakan reduksi data, display data dan conclusion. Hasil penelitian ini menemukan bahwa kesiapan sumber daya aparat di PSC (Public Safety Center) 119 Takalar diukur melalui beberapa elemen yaitu political environment, leadership, planning, stakeholder, budgets, transparancy dan technologhy. Selain itu, untuk penerapan E-Government juga terdapat elemen yang harus dipenuhi yaitu support, capacity dan value. Berdasarkan elemen tersebut kesiapan sumber daya aparat PSC (Public Safety Center) 119 Takalar untuk penerapan E-Government belum efektif karena teknologi belum memadai. Meskipun aparat PSC (Public Safety Center) 119 Takalar telah siap dan mahir namun, terhalang oleh anggaran yang tinggi sehingga sistem aplikasi E- Government belum diperadakan. Namun di sisi lain PSC (Public Safety Center) 119 Takalar telah memiliki website dan sosial media dimana website dan sosial media tersebut merupakan tahapan awal dari penerapan E-Government.

Предметом исследования выступают федеративные отношения современных государств и роль местного самоуправления в этом процессе. Задачами исследования являются: рассмотрение вопросов идеального территориального устройства государства; сравнительный анализ федеративных и унитарных форм организации власти; выявление недостатков децентрализованной формы построения государства; рассмотрение сущности суверенитета при территориальном разделении властных полномочий. Рассматривая сущность федеративного и унитарного государственного устройства, а также роль автономий и местного самоуправления в распределении и использовании властных полномочий, автор приходит к выводу, что федеративное государство может и должно существовать только в постановке понимания государственной власти как единственной и неделимой не по территориальному, а тем более по национальному признаку. Власть субъекта федерации не является государственной, так как не обладает необходимым признаком – суверенитетом (верховенством). Местное же самоуправление является спасительным институтом в структуре федеративного государства, построенного по принципу сильной централизованной власти. В Российской Федерации на данный момент местное самоуправление как таковое отсутствует. ; The object of research is the federal relations between modern states and the role of local self-government in this process. The objectives of research are consideration of questions of the perfect territorial division of the state; comparative analysis of federal and unitary forms of the organization of power; observation of shortcomings of the decentralized form of building a state; consideration of the essence of sovereignty in the territorial division of authority powers. Considering the essence of a federal and unitary state system, and also the role of autonomies and local self-government in distribution and use of authority powers the author comes to a conclusion that the federal state can and has to exist only when there is understanding of the government authority as only and indivisible neither according to territorial, nor to the national principles. The power of the subject of federation is not the same as the state power as does not possess a necessary feature – the sovereignty (supremacy). The local self-government is helpful institute in the structure of the federal state constructed according to the principle of the strong centralized power. Presently in the Russian Federation the local self-government is absent in its essence.

While much research utilisation literature shows an increasing emphasis on the added value of structural partnerships, which should facilitate prolonged interactions between researchers, policy makers and professionals, the question of how such collaborative structures develop over time and what consequences that has in terms of collaboration is usually neglected. This paper offers an empirical analysis of a Dutch partnership format developed over a period of four years, based on two interview rounds conducted between 2007 and 2010, supplemented with document analysis and a focus group. It focuses on changing challenges and dilemmas in different development stages and outlines which strategies are used.

This Paper examines the enforcement of occupational safety and health (OSH)regulations; it validates the state of enforcement of OSH regulations by extracting the salient issues that influence enforcement of OSH regulations in Nigeria. It's the duty of the Federal Ministry of Labour and Productivity (Inspectorate Division) to enforce the Factories Act of 1990, while the Labour, Safety, Health and Welfare Bill of 2012 empowers the National Council for Occupational Safety and Health of Nigeria to administer the proceeding regulations on its behalf. Sadly enough, the impact of the enforcement authority is ineffective, as the key stakeholders pay less attention to OSH regulations; thus, rendering the OSH scheme dysfunctional and unenforceable, at the same time impeding OSH development. For optimum OSH in Nigeria, maximum enforcement and compliance with the regulations must be in place. This paper, which is based on conceptual analysis, reviews literature gathered through desk literature search. It identified issues to OSH enforcement such as: political influence, bribery and corruption, insecurity, lack of governmental commitment,inadequate legislation inter alia. While recommending ways to improve the enforcement of OSH regulations, it states that self-regulatory style of enforcing OSH regulations should be adopted by organisations. It also recommends that more OSH inspectors be recruited; local government authorities empowered to facilitate the enforcement of OSH regulations. Moreover, the study encourages organisations to champion OSH enforcement, as it is beneficial to them; it concludes that the burden of OSH improvement in Nigeria is on the government, educational authorities, organisations and trade unions.

This article uses crash data, highway classification, and traffic statistics to estimate the crash cost per truck vehicle mile traveled (VMT) from 2002 to 2006 for trucks that diverted from the Ohio Turnpike to avoid paying higher toll rates imposed by the Ohio Turnpike Authority. The data show that the truck crash cost per VMT is lowest for rural interstates such as the Turnpike and highest for the roads to which truck traffic diverted. Using the elasticity of demand for truck use of toll roads, we then estimate that the crash cost of trucks diverted from the Ohio Turnpike to other roads during 2004 at more than US$38 million, which far exceeds the revenue benefit. The article discusses implications of these results for road infrastructure pricing.

Common beliefs in relation to safety in small business are of two types; a) small businesses are more unsafe, apply unsafe practices, and thus have a higher incidence of occupational injury and a higher average severity of injury, and b) small business have poor knowledge of, and exhibit low compliance with, laws, rules and regulations, and are increasingly difficult to control. A survey of 100 small business operators in the suburbs of Melbourne, Australia was undertaken. Ten different industries - farming, nurseries, fishing, printing, metal manufacturing, concreting, electrical work, cleaning services, cafes and restaurants, women's hairdressing - were included in the regional sample. The face-to-face conducted interview included questions on educational background, business experience, number and type of staff, own ill health, perceptions of hazards, experience of work-related injury or illhealth in the company, comparison of risks at work with risks outside work, claims experience, knowledge of experience rating system, attitudes to investment in risk-reduction, to safety and productivity, attitudes to the nature of safety problems at work, willingness to pay, decision-making style, relation between debts and assets in the business, recent and future investment in safety, and contacts with government bodies, insurers and OH&S professionals. Small business operators seemed to know quite well which type of risks they, and their family and staff, are exposed to. Educational background, the long average trade/ business experience, the risk exposure from the practical and hands-on type of work that virtually all owners/managers in this study do, their experience of work-related ill-health and traumatic injury, together with the perceived risks reported from the different industries, support this. This study employed a multiple baseline design with a reversal to evaluate the effects of two interventions for improving pedestrian safety: (a) a pedestrian safety awareness campaign and (b) a training, feedback, and reinforcement package. Elementary school children in grades one through six were the participants. Six behaviors pertinent to pedestrian safety were targeted by this study: (a) waiting at the curb, (b) looking all ways, (c) watching vehicle distance, (d) walking, (e) continuing to look, and (f) using the cross walk. During baseline, safe crossing behavior averaged 52%. During the national awareness program, crossing behaviors averaged 54%. When the intervention package was implemented, the average pedestrian safety increased to 74%. When the intervention package was withdrawn, the average pedestrian safety decreased to 57%. The results of this study suggest that the inclusion of behavioral-intervention strategies with awareness training will facilitate the acquisition of pedestrian safety behaviors.
