Ziel der vorliegenden Arbeit ist es, eine wirtschaftshistorische Bestandsaufnahme der Faktoren der Krise der steirischen Industrie in den 1970er und 1980er Jahren zu erstellen. Diese wird einleitend in die allgemeine österreichische Politik und Wirtschaftssituation gestellt, die Kreisky-Phase der SPÖ-Alleinregierungen dargestellt, mit dem damals vorherrschenden Konzept des Austrokeynesianismus.Mit der genaueren Betrachtung der Steiermark soll die Besonderheit des Landes und dessen Entwicklung herausgearbeitet werden. Die Lage am ?Eisernen Vorhang? und die enorme Bedeutung und Präsenz der verstaatlichten Industrie beeinflussten die steirische Industrielandschaft stark. Um bestehende Probleme zu bearbeiten ? auch aus der spezifischen Situation der steirischen Industrielandschaft heraus - kamen der Ansatz der endogenen Erneuerung und weitere wirtschaftstheoretische Überlegungen zum Einsatz. Die Situation und Entwicklung besonderer Gebiete, wie des steirischen Grenzlandes und der wichtigsten Wirtschaftssektoren, wie der Landwirtschaft, Industrie, von Tourismus und Verkehr werden dargestellt. Besonderheiten in der historischen Entfaltung werden ebenso herausgearbeitet, wie die ?Entdeckung? des Thermenlandes.Im letzten Teil werden die Entwicklungen von vier, für die Steiermark bedeutende, Unternehmen genauer untersucht um auch hier die Einflüsse der Wirtschaft, der Politik und der Konjunktur zu zeigen. Vorgestellt werden explizit die Firmen Böhler-Uddeholm AG, Steyr-Daimler-Puch AG, Voestalpine AG und Andritz AG.Mit der Öffnung des ?Eisernen Vorhangs? in den 1980er Jahren wurden große Hoffnungen geweckt, die in der Steiermark mit der Zeit auch verwirklicht werden konnten und dieses Bundesland bis 1990 zu einer Konjunkturlokomotive Österreichs machten.Die Steiermark ist heute auch ein Hochtechnologieland (Chip-Produktion, Auto-Cluster, etc.).Mit dieser Arbeit soll ein sehr aufregender Abschnitt auf dem oft steinigen Weg dorthin genauer beleuchtet werden. ; The objective of the paper at hand is to draw up an economic historical appraisal of the crisis factors of the Styrian industry in the 1970s and 1980s which is introductorily presented within the framework of general politics and the economic situation in Austria together with the Kreisky phase of the SPÖ one party governments and the then prevailing concept of Austrokeynesianism.By taking a closer look at Styria, the distinctiveness of the country and its development are to be defined. The situation at the ?Iron Curtain? and the enormous significance and presence of the nationalized industry strongly influenced the Styrian industry landscape. In order to deal with existing problems ? also due to the specific situation of the Styrian industry landscape ? the approach of the endogenous renewal as well as further economic theoretical considerations were applied. The situation and development of special areas like the Styrian borderland and the most important economic sectors such as agriculture, manufacturing, tourism and traffic are described. Distinctive features of the historical evolvement are worked out as well as the ?discovery? of the thermal region.In the last part, the development of four companies which were important for Styria are scrutinized in order to show the influences of the economy, of politics and the business cycle in this respect, too. Explicitly, the following companies are presented: Böhler-Uddeholm AG, Steyr-Daimler-Puch AG, Voestalpine AG and Andritz AG.With the opening of the ?Iron Curtain? in the 1980s, big expectations were raised which could also be realized in Styria over the years. SUMMARY:
This is a Russian (and slightly edited) translation of the introduction to the volume Empire Speaks Out: Language of Rationalization and Self-Description in the Russian Empire (Boston and Leiden: Brill, 2009). The text traces the development of historical studies that, since the collapse of the Soviet Union, attempted to conceptualize the history of the Russian Empire as a space of domination, connexity, and diversity, and takes stock of the most recent attempts to theorize the problem of imperial government and the imperial space of social, religious, and cultural differences. The most recent trends under scrutiny include the rethinking of the history of the Russian Empire from the vantage point of borderland studies, confessional turn, and the comparative history of dynastic and composite imperial polities. Referencing the trends of historical study of empire outside of the Russian field and the revisionist trend of postcolonial studies in particular, the authors devise an approach from the vantage point of the cognitive turn. They suggest that the cognitive turn in nationalism studies advocated by Rogers Brubaker offers numerous insights for the field of studies of the Russian Empire. In particular, they note that the most popular historiographic models for understanding the Russian Empire (such as multinational empire) borrow the categories of imperial practice of the second half of the nineteenth century and early twentieth century as categories of analysis. With reference to Ann Stoler's critique of the comparative history of imperial formations based on the idea of discreet ideal types, the authors devise perspectives that can place the history of Russian imperial rule and the experience of diversity in multiple comparative contexts, bridging the gap between studies of coloniality and studies of multinational polities and nationalism. The published text is not a standalone piece. It references the main outcomes of the collaborative research project that takes the cognitive turn in studies of the Russian Empire further to the exploration of languages of self-description and the rationalization of imperial rule and experience of diversity. This project highlights the moments of rupture and crisis in the history of the Russian Empire as productive contexts for rethinking the imperial strategy and reframing the space of difference, and thus introduces an important counterpoint to the thinking about crises of empire in the teleology of "decline and fall." The text of the introduction summarizes the studies of languages of rationalization of empire from the impact of modern instrumental knowledge and paradigm of human sciences to the practice of socioeconomic modernization in the context of imperial diversity. It suggests an interpretative model for understanding tensions and hybridity of the Russian Empire since the reforms of Peter the Great, and especially in the postreform period, as constitutive of an imperial strategy of domination and experience of diversity.

For those who have conducted research on the fauna and flora of China and who have been curious about the "Reeves" in Muntiacus reevesi (the Chinese muntjac) or the "Cunningham" in Cunninghamia lanceolata (the Chinese fir), this book is a great revelation. Many wild plants and animals from China bear scientific names honouring Western naturalists, and this book is the first historical analysis of how Westerners conducted natural history research in China from the mid-18th to the early 20th century. By focusing on British naturalists during a period of dramatic change in the relationship between China and the West, the author has developed a richly textured account of the encounter between vastly different systems of knowledge and representation of the natural world. As such, this work is sure to be of great interest for scholars of the social sciences, cultural studies and the social construction of nature.Drawing on a vast and diverse array of scientific journals, personal correspondence, memoirs and administrative records from the period, the author convincingly ties British natural history research to larger imperial demands for useful information on natural resources in a vast area that was scarcely known by outsiders before the Opium War (1839–1842). The connection between commerce and natural history is exemplified by the English East India Company's interest in botanical, biogeographic and horticultural information on tea trees. Of greater significance still, according to the author, was the way in which knowledge of the natural world was produced through an elaborate network of relationships between British naturalists and Chinese people of all walks of life. The latter included not only the bureaucrats who monitored the already highly circumscribed lives of British expatriates in Canton [Guangzhou] at the beginning of the 19th century, but also collectors, who often made long trips into the interior in search of specimens, and painters, who had to learn an entirely new repertoire in order to provide scientific drawings to British patrons from the factories of Guangzhou to Kew Gardens. Indeed, one of the primary goals of the book is to "explain the formation of scientific practice and knowledge in cultural borderlands during a critical period of Sino-Western relations." The author sets himself a difficult task: to reconstruct the economic and cultural lineaments of "scientific imperialism" without ignoring "the indigenous people, their motivations, and their actions." Not only does the book succeed in this effort, it avoids facile demonization of the main Western actors in this drama. Instead, we see a compelling set of portraits of British men of widely differing backgrounds and interests who often made great sacrifices in their quests for scientific knowledge. Generally, these men were keenly aware of the degree to which they relied on local Chinese experts and indigenous knowledge for the success of their own endeavours.

После разделов Речи Посполитой перед новыми властями встала проблема определения статуса мелкой шляхты в сословной иерархии Российской империи. На рубеже XVIII-XIX вв. этот вопрос решался в Сенате. В апреле 1800 г. по представлению 3-го департамента Сената, Павел I подтвердил фискальный иммунитет мелкой шляхты и другие привилегии, которыми она пользовалась в Речи Посполитой. Однако в том же году после рассмотрения частного вопроса о налогообложении шляхты, оказавшейся в Новороссийской губернии, 1-й департамент Сената принял две резолюции, противоречащие смыслу апрельского постановления. В статье анализируются обстоятельства принятия департаментами Сената решений, которые отразили разные подходы к проблеме включения малоимущего нобилитета западных губерний в состав высшего сословия Российской империи. Постановление 3-го департамента предполагало кооптацию целой группы посредством законодательного признания ее привилегированного статуса. В основе резолюций 1-го департамента лежала установка на интеграцию в ряды российского дворянства каждого шляхтича в индивидуальном порядке. В итоге предпочтение было отдано второй модели, по которой принадлежность к шляхте должна была регулироваться в соответствии с российскими законами. ; After the partitions of the Polish-Lithuanian Commonwealth in 1795 the Russian empire faced a problem of determining the social status of petty Polish nobles (szlachta) in imperial hierarchy. At the turn of the 19th century the Senate was the governmental body that had to resolve this issue. In April of 1800 Paul I approved the proposal of the Senate's 3d department to confirm lesser szlachta's fiscal immunity and other privileges enjoyed by her under Rzecz Pospolita. Yet, in the same year the Senate's 1st department when deliberating on a separate case of szlachta's tax status in Novorossiysk province, passed two resolutions that contradicted the legal norm adopted in April. This paper focuses on the analysis of circumstances under which the Senate's departments came to different decisions on the same problem. Their resolutions reflected two approaches to the policy of petty szlachta's inclusion in the imperial nobility. The resolution of the 3d department, supported by Paul I, envisaged a co-optation of szlachta as a social group through legislative confirmation of its privileged status in the empire. The approach of the 1st department emphasized the necessity of szlachta's integration into imperial nobility on the individual basis (by submitting proofs of noble origin compliant to the Russian laws). As a result the imperial government gave preference to the second model of inclusion.

У статті представлена узагальнена система факторів (чинників) детер-мінації транскордонної злочинності. Проаналізовано підходи до виділення причині умов злочинності, що застосовуються в зарубіжній і вітчизняній кримінології.Встановлено криміногенні чинники, що детермінують транскордонні злочини.З огляду на різнооб'єктність даних злочинів, визначені причинні комплекси, щоє характерними для кожного з їх видів. Особливу увагу акцентовано на впливі назлочинність транскордонності в різних формах її реалізації з урахуванням її ди-наміки. Окремо проаналізовано з точки зору теорій раціонального вибору і стан-дартної діяльності роль ситуативних і віктимологічних факторів.Окрема проблема, що підлягає аналізу, є особливістю транскордонних зло-чинів. Мова про відмінності, що є в суміжних державах, щодо підходів до квалі-фікації та оцінки наслідків правопорушень. Це характерно для тих випадків, колиза відповідне правопорушення в сусідніх країнах встановлені різні види юридичноївідповідальності, наприклад, відповідно, кримінальна чи адміністративна. Абодля тих випадків, коли різними є мотиви протидії такому кримінальному право-порушенню в суміжних державах. Це найчастіше пов'язано з економічними, по-літичними (іноді культурними) передумовами.Констатовано те, що визначальним фактором транскордонної злочиннос-ті в Україні є високий рівень соціальної аномії. Дисонанс між офіційно задекла-рованими публічними цілями і прийнятними шляхами їх досягнення є ознакоюданого явища. В силу проблематичності досягнення цих цілей законним шляхом,прийнятною соціальною практикою стає вчинення транскордонних правопору-шень. Жителі прикордонних територій при цьому керуються різноспрямованимипо відношенню до транскордонної злочинності мотивами. Виходячи з цього, слідвживати заходів, спрямованих на стимулювання антикримінальної стійкостігромадян і недопущення криміналізації (в соціологічному сенсі) населення прикор-доння.Складність полягає в розробці ефективної єдиної методики оцінки факто-рів, які є передумовами різнооб'єктних транскордонних злочинів, що навряд чиможливо. Крім цього, слід враховувати, що нечасто зустрічається ідентичністьпідходу до криміналізації щодо схожих правопорушень в сусідніх державах. Більштого, законодавчі процеси криміналізації та декриміналізації, навіть у межаходнієї держави носять постійний характер.Обґрунтовано заходи, спрямовані на встановлення причин та умов в інтересахефективності механізму протидії транскордонній злочинності. Це, середіншого, необхідно для створення переліку відповідних ризиків, характерних длясусідніх держав, взаємодіючими правоохоронними органами цих держав, їх пері-одичного коригування та пріоритетного урахування в оперативно-службовій ді-яльності незалежно від політичної динаміки в кожній з даних держав. ; В статье представлена обобщенная система факторов детерминациитрансграничной преступности. Проанализированы подходы к выделению причини условий преступности, принятые в зарубежной и отечественной криминоло-гии. Установлены криминогенные факторы, детерминирующие трансграничныепреступления. Учитывая разнообъектность данных преступлений, выделеныпричинные комплексы, характерные для каждого из их видов. Особый акцентсделан на влиянии на преступность трансграничности в разных ее формахс учетом ее динамики. Отдельно с точки зрения теорий рационального выбораи стандартной деятельности проанализирована роль ситуативных и виктимо-логических факторов.Отдельная проблема, подлежащая анализу, является особенностью транс-граничных преступлений. Речь о различиях, проявляемых в смежных государствах,в отношении подходов к квалификации и оценке последствий правонарушений.Это характерно для тех случаев, когда за соразмерное правонарушение в странах-соседях установлены разные виды юридической ответственности, например,соответственно, уголовная или административная. Или для тех случаев, когдаразличны мотивы противодействия такому уголовному правонарушению в со-предельных государствах. Это чаще всего связано с экономическими или полити-ческими (иногда культурными) предпосылками.Констатировано, что определяющим фактором трансграничной преступ-ности в Украине является высокий уровень социальной аномии. Диссонанс междуофициально декларируемыми публичными целями и приемлемыми путями их до-стижения является признаком данного явления. В силу затруднительности до-стижения этих целей законным путем приемлемой социальной практикой ста-новится совершение трансграничных правонарушений. Жители приграничныхтерриторий при этом руководствуются разнонаправленными по отношениюк трансграничной преступности мотивами. Исходя из этого, должны принимать-ся меры, направленные на стимулирование антикриминальной устойчивостиграждан и недопущение криминализации (в социологическом смысле) населенияприграничья.Трудность заключается в разработке эффективной единой методики оцен-ки факторов, являющихся предпосылками разнообъектных трансграничных пре-ступлений, что вряд ли возможно. Кроме этого, подлежит учету то, что нечастовстречается идентичность подхода к криминализации в отношении схожихправонарушений в соседних государствах. Более того, законодательные процессыкриминализации и декриминализации, даже в пределах одного государства носятпостоянный характер.Обоснованы меры, направленные на установление причин и условий в инте-ресах еффективности механизма противодействия трансграничной преступно-сти. Это, среди прочего, необходимо для создания перечня соответствующихрисков, характерных для сопредельных государств, взаимодействующими право-охранительными органами этих государств, их периодического коррегированияи приоритетного учета в оперативно-служебной деятельности вне политическойдинамики в каждом из государств. ; The article presents a generalized system of factors determining cross-bordercrime. The approaches to the allocation of the causes and conditions of crime, adoptedin foreign and national criminology have been analyzed. Criminogenic factorsdetermining cross-border crimes have been established. Given the object difference ofthese crimes, the causal complexes, typical for each of their types, have been identified.The special emphasis has been made on the cross-border influence on crime in differentforms of its realization taking into account its dynamics. The role of situational andvictimological factors has been analyzed separately from the point of view of rationalchoice and standard activity theories.In addition, a separate problem specific to cross-border crimes is analyzed, namely,the differences that are often manifested in the neighboring states regarding approachesto assess their consequences. Often it takes place when one of the adjacent statesestablishes criminal responsibility for a certain act, and in another, for example, thereis an administrative one. Or, when combating an act that is formally recognized asa crime on the territory of both adjacent states with a different degree of interest. Thisis due to economic or political (less often cultural) preconditions.Conclusions have been drawn that a high level of social anomie is a significantfactor of public consciousness in Ukraine regarding the cross-border crime. Thisphenomenon characterizes the discrepancy between the formally declared public goalsand the approved means of achieving them. As a result of the impossibility of achievingthem by legal means, the accepted practice is to commit cross-border offenses. Thecommunity of the borderland population is characterized by multidirectional motivesconnected to cross-border crime. The measures aimed at stimulating the anti-criminalstability of citizens and preventing the criminalization of the part of the society relatedto the population of the borderland have been substantiated.The difficulty is that an effective methodology for assessing factors determiningof all cross-border crimes can not be elaborated. In addition, it should be taken intoaccount that the complete identity of the approach to the criminalization of the sameacts in neighboring states is quite rare. Also, within the same state, the legislativeprocesses of criminalization and decriminalization are permanent.Measures aimed at considering factors in the mechanism of combating crossbordercrime have been substantiated. This can be achieved, inter alia, through creatingof the map of relevant general risk by interacting law enforcement agencies of theadjacent states, their periodical refining and assigning these risks to the priority ofoperational and service activity regardless of the change in the political situation in anyof the neighboring countries.

Executive Summary The near collapse of the Venezuelan economy since 2015 and the concomitant erosion of public order have led to an exodus of over seven million people by mid-2023, the largest forced migrant flow in recent Latin American history and the second largest globally after Syria. It occurs against a global backdrop of a 400 percent increase in persons displaced across borders between 2010 and 2021. Colombia hosts the largest number of Venezuelan refugees — with about 2.5 million officially recorded by the government. This has occurred during a politically tumultuous period in Colombia, which has featured the reconfiguration of competing illegal armed groups since the signing of the 2016 Peace Accord between the government and the Fuerzas Armadas Revolucionarias de Colombia (FARC), a major COVID-19 outbreak in 2020–2021, and a crippling and protracted national strike in 2021. Within the hemispheric context, Colombia serves as a stop-gap to stem the flow of Venezuelan refugees northward, roughly similar to the role played by Mexico to intercept and diminish migration to the United States. This has especially been the case since the January 5, 2023 announcement by US President Biden, which specified that refugees cannot declare asylum in the US if they attempt to cross the US border without first seeking asylum in their initial transit country. For Venezuelan refugees, the first country they enter is typically Colombia. Further, in May 2023, the Biden administration announced it was considering sending US troops to the Darien Peninsula in Panama, and will perhaps train Colombian forces, to diminish the "trafficking" of Venezuelan refugees and other refugees passing through Colombia and headed north. The result, according to leaders of NGOs and other who work directly with refugees, has been more pressure on Colombia to retain them. The argument here is twofold. First, human security threats for Venezuelan refugees should be viewed intersectionally in the particular spaces through which they pass — from the collapse of order in their home countries (which qualifies them as refugees), through the borderlands with Colombia that pose specific threats to their safety and wellbeing, and to their destinations within Colombia that offer their own peculiar array of opportunities and human security challenges. Second, regularization programs such as the Estatuto Temporal de Protección de Migrantes Venezolanos (ETPMV) are the best way to promote human security for refugees in Colombia in the short and medium terms, but this process needs to be more inclusive.1 The first half of this paper discusses the conceptual underpinnings that link power/mobility/space to human security for refugees. The second part brings those concepts to life through interviews with an assortment of refugees. The paper draws from a database of interviews with 72 Venezuelan refugees in Colombia in 2022 and 2023 regarding the intersectional nuances of human security. It also relies on interviews with dozens of security, migration, and human rights experts in Colombia since 1997. A unique conceptual perspective is developed regarding critical human security for Venezuelan refugees.

The purpose of the study is to find out the specifics of land relations and forms of dependency of the peasants of Kyiv Voivodeship at the end of 16th – the first half of the 17th century. The research methodology is based on the use of general scientific (analysis, synthesis, generalization) and special and historical (problem-chronological, historical and systemic, retrospective) methods. The Scientific Novelty. For the first time in domestic historiography, this study has examined the transformation of the peasants' situation of the Naddnipryanshchyna which was conditioned by the official measures of the Polish-Lithuanian Commonwealth government in order to "develop the Eastern Borderlands" of the state, which was accompanied by changes in land relations and mass colonization of the region by magnates and gentry of both Ukrainian and Polish origin. The Conclusions. Introduction of the folwark economy within Kyiv Voivodeship at the end of 16th century, where the labour of subordinated peasants used, led to a significant increase in social exploitation, including through labour rents. However, the nobility and royal officials were forced to take into account the existing realities: the threat from the Moscow Empire, the danger of the Tatar attacks and the increase of the Cossack stratum among the population, and to regulate tax rules depending on the situation in each region. The transformation of the legal status of the peasants was evidenced by the active development of serfdom, the legal basis of which was enshrined in the Statute of Lithuania of 1588. Peasants of Kyiv Voivodeship still had the opportunity to move to another place of residence, but were obliged to pay a number of taxes in favor of owner. This led to their mass participation in the armed Cossack uprisings. Методологія дослідження спирається на використання загальнонаукових (аналіз, синтез, узагальнення) та спеціально-історичних (проблемно-хронологічний, історико-системний, ретроспективний) методи. Наукова новизна. Вперше у вітчизняній історіографії досліджено трансформацію становища селян Наддніпрянської України, зумовленого офіційними заходами уряду Речі Посполитої з «освоєння східних кресів» держави, які супроводжувалися зміною поземельних відносин та масовою колонізацією краю магнатами і шляхтою як українського так і польського походження. Висновки. Запровадження у межах Київського воєводства на схилі XVI ст. фільваркового господарства, в якому використовувалася праця підданих селян, стало причиною суттєвого зростання соціального визиску, зокрема, й через відробіткову ренту. Проте шляхта та королівські урядовці змушені були враховувати реальності: загрозу з боку Московського царства, небезпеку татарських нападів та збільшення козацького прошарку серед населення, та регулювати податкові норми залежно від ситуації у кожному регіоні. Про трансформацію правового становища селян свідчив активний розвиток кріпацьких відносин, юридична основа якого була закріплена у нормах Литовського Статуту 1588 р. Селяни Київського воєводства ще мали можливість переселитися на інше місце проживання, але при цьому зобов'язані були сплачувати цілу низку податків на користь власника. Це призвело до їх масової участі у збройних козацьких повстаннях. Ключові слова: селянство, трансформація, Київське воєводство, фільваркове господарство, кріпацтво.

H μελέτη δύο πρώιμων εικόνων αιγυπτιακής προέλευσης από τη συλλογή του Μουσείου Μπενάκη προσφέρει νέα, ενδιαφέροντα στοιχεία για τη ζωγραφική φορητών εικόνων στις επαρχίες και τις παρυφές της βυζαντινής αυτοκρατορίας, σε μία κρίσιμη περίοδο μεγάλων αλλαγών για το Βυζάντιο και την ανατολική Μεσόγειο. Η αποσπασματικά διατηρημένη εικόνα του Χριστού, έργο του 7ου αιώνα, είχε πιθανότατα αναθηματικό προορισμό. Φέρει δίγλωσση αφιερωτική επιγραφή, ελληνική και κοπτική, η οποία με την εμφατική αναφορά στον Χριστό Εμμανουήλ προέβαλλε πιθανώς τις μιαφυσιτικές θεολογικές αντιλήψεις του παραγγελιοδότη. Ο συνδυασμός της εγκαυστικής τεχνικής με την επιβεβαιωμένη αιγυπτιακή προέλευση της εικόνας, την συνδέει με μια ομάδα ανάλογων έργων που φυλάσσονται στη Μονή της Αγίας Αικατερίνης στο Σινά, αναδεικνύοντας έτσι την ανάγκη επανεξέτασης της καλλιτεχνικής προέλευσης των σιναϊτικών έργων, ίσως από την Αίγυπτο. Η άγνωστη αμφίγραπτη εικόνα με τον απόστολο Παύλο και τον άγιο απά Στέφανο, καλλιτεχνικά μέτρια αλλά εικονογραφικά εξαιρετικά ενδιαφέρουσα, προσθέτει ένα ακόμη παράδειγμα στην ευάριθμη ομάδα εικόνων που έχουν σωθεί από τους μεταβατικούς χρόνους (8ος–9ος αι.). Οι ελληνικές επιγραφές της εικόνας, οι στενές εικονογραφικές της συνάφειες με την περίφημη σταυροθήκη Fieschi Morgan, καθώς και οι ομοιότητες με το πλήθος των φορητών σταυρών-λειψανοθηκών που πλημμύρισαν τον βυζαντινό χώρο από τον 9ο αιώνα και μετά, αναδεικνύουν όχι μόνο τις κοινές ρίζες της κοπτικής και της βυζαντινής τέχνης, αλλά και την παράλληλη πορεία που σε πολλές περιπτώσεις ακολούθησαν, ακόμη και μετά την αραβική κατάκτηση της Αιγύπτου. Παρά ταύτα, μετά την οριστική απόσπαση της Αιγύπτου από την πολιτική σφαίρα της Βυζαντινής αυτοκρατορίας, η κοπτική ζωγραφική αυτονομήθηκε, και η αυτονόμηση αυτή προσέδωσε στην κοπτική τέχνη μεγαλύτερη ελευθερία στην εικονογραφική απόδοση των αγίων. ; The two icons discussed in the article provide interesting evidence about the painting of icons in the provinces or borderlands of the Byzantine world in a period of momentous change for both the empire and the Eastern Mediterranean. They belong to the Benaki Museum collection and come from Egypt. The fragmentary seventh-century icon of Christ with the Coptic votive inscription must have been intended as a votive offering and the emphasis on Christ Emmanuel probably proclaims the Miaphysite tendencies of the patron. Its encaustic technique and confirmed Egyptian provenance link it with a group of works of the seventh century preserved at St Catherine's Monastery in Sinai and once again raises the question of the provenance of those icons. The artistically modest yet iconographically surprising two-sided icon adds one more example to the small number of painted panels to have survived from the eighth and ninth centuries. The Greek inscriptions, the iconographic link with the Fieschi Morgan stavrotheke as well as its similarities with the reliquary-crosses that flooded Byzantium from the ninth century onwards bear witness to both the common origins of the Coptic art of Egypt under Arab rule and the art of Byzantium and some instances of parallel development. Nevertheless Coptic painting acquired a life of its own after the region broke away from the political sphere of Byzantium and this new independence gave Coptic painting greater flexibility in handling and adapting the iconography of the saints.

In the article, the author attempts to consider the nature of contemplation of the international community on the deportation of Ukrainians from ethnic lands in Poland during 1944-1946. The author implements this task through archival documentation, which to some extent justifies extensive quotations. Today, the subject of post-war resettlement for Ukrainians and Poles is ambiguous, both in interpretation and in the politics of memory. The deportation of Ukrainians of the borderlands is a conflict of the historical memory of both peoples: Ukrainians want to remember the history which Poles prefer to forget. We learn about the terrible conditions of social adaptation of Polish deportees in the USSR from the epistolary of deportees, which they had been sending abroad in hope that relatives would read the letters. However, the Ministry of Internal Affairs of the USSR had been intercepting those letters. In this sense, a conscious part of the local intelligentsia of the region was aware of the passive position of international politicians and the public on the unjustified eviction of autochthonous Ukrainians, but sincerely sought and expected its help. The analysis of The Open Letter of Ukrainians living behind the Curzon line entitled "To the whole civilized world" written in October 1945 convincingly evidences it. Losing hope of voluntary eviction, this letter was a kind of mouthpiece of Ukrainians in the region to the international community, hoping to be heard and supported. The author concludes that the international community did not live up to the hopes and expectations of Ukrainians who found themselves in a "war after war" and gradually lost their native lands, where they were indigenous. The deportation of 1944-1946, the local population from Lemkovschina, became a tragic ethno-political experiment of the USSR and Poland, which Lemkos had to survive in modern times. ; У статті автор робить спробу розглянути характер споглядальності міжнародної спільноти за депортаційними процесами українців з території етнічних земель у Польщі впродовж 1944-1946рр. Реалізацію завдання автор виконує через архівну документалістику, яка певною мірою виправдовує об'ємні цитування. Нині тематика післявоєнного виселення для українців і поляків є неоднозначною, як у трактуванні так і політиці пам'яті. Депортація українців прикордоння є конфліктом історичної пам'яті обох народів: українці хочуть пам'ятати історію, яку поляки воліють забути. Про жахливі умови суспільної адаптації виселених з Польщі в УРСР довідуємось з епістолярію виселених, який надсилався ними за кордон в надії, що листи прочитають родичі. Однак вони були перехоплені Міністерством внутрішніх справ УРСР. Свідома частина місцевої інтелігенції регіону усвідомлювала пасивну позицію міжнародного політикуму та громадськості щодо невиправданого виселення українців-автохтонів, але щиро прагнула і очікувала її допомоги. Про це переконливо засвідчує аналіз Відкритого листа українців, які живуть за лінією Керзона під назвою «Всьому цивілізованому світу» написаного у жовтня 1945р. Втративши надію на добровільне виселення цей лист був своєрідним рупором українців регіону до міжнародної спільноти, в очікуванні, що будуть почуті і підтримані. Автор робить висновок, що міжнародна спільнота не виправдала надій і сподівань українців, які опинилися у «війні після війни» втративши батьківські землі. Депортація 1944-1946рр., місцевого населення з Лемківщини, стала найтрагічнішим етнополітичним експериментом СРСР та Польщі, який доводилося пережити лемкам в новітню добу.

Abstract Perceptions of Finland and Finns held by Canadian government decision-makers underscore the relations between the two countries. The individuals involved had definite views of what Finland and Finns were like and these images were at times openly expressed or inferred from the archived government departmental files. Using an analysis of images, the evolving bilateral relations between Canada and Finland from the recognition of Finnish independence in 1919 until the early Cold War in 1948 can be understood from the Canadian perspective. The images are analyzed on a scale in terms of their positive or negative connotations. Positive images regarded Finland as a friendly, Northern, country, a borderland, cultured, Western, modern, progressive, liberal, and democratic. When these images were applied to Finns they were seen as honest, hardworking, reliable and the payers of debts. On the opposite end of the spectrum, Finland was an enemy and a trade competitor. The Finnish people could also be seen with negative images as dangerous and radical. These images existed before the establishment of diplomatic relations and carried over to interactions involving immigration, the League of Nations, trade, and scientific exchanges. They are also evident in relations between the two countries during the Winter War, in the decision to declare war against Finland during the Continuation War, during the armistice period, the peace process, and the during the early Cold War when normalized relations were established. The findings suggest that relations between Canada and Finland were most often impacted by events in Europe. The images of Finland and Finns did not directly impact relations as such, since the policies and actions taken were based on what decision-makers considered realistic assessments of the situation, as well as Canada's national interests and capabilities. However, the images appear frequently as a means to narrow the range of acceptable options, rationalizations for specific polices, and justification for particular actions. ; Tiivistelmä Kanadan hallituksen päätöksentekijöiden näkemykset Suomesta ja suomalaisista korostavat maiden välisiä suhteita. Hallituksen arkistot paljastavat, että päättäjillä oli selvä näkökuva Suomesta ja suomalaisista, ja siihen viitattiin joko avoimesti tai peitetysti. Kanadan ja Suomen suhteet Suomen itsenäisyyden tunnustamisesta vuonna 1919 aina kylmän sodan alkuun saakka vuonna 1948 ovat ymmärrettävissä Kanadan näkökulmasta käyttämällä näkökuva-analyysia. Näkökuvat analysoidaan joko positiivisella tai negatiivisella asteikolla. Positiiviset näkökuvat Suomesta kuvaavat sitä ystävällisenä, pohjoisena rajamaana, joka oli sivistynyt, länsimainen, nykyaikainen, edistynyt, suvaitsevainen ja demokraattinen. Suomalaiset nähtiin rehellisinä, ahkerina, luotettavina ja velkansa maksajina. Asteikon toisessa päässä Suomi nähtiin vihollisena ja kauppakilpailijana. Suomalaiset voitiin myös nähdä negatiivisesti vaarallisina ja radikaaleina. Nämä näkökuvat olivat läsnä ennen maitten välisten diplomaattisuhteiden perustamista, ja jatkuivat vuorovaikutuksissa koskien siirtolaisuutta, Kansojen liittoa, kauppaa ja tieteellistä vaihtoa. Ne ovat myös nähtävissä suhteissa talvisodan aikana, päätöksessä julistaa sota Suomea vastaan jatkosodan aikana, aserauhan aikana, rauhanteon aikana sekä paluussa normaaleihin suhteisiin kylmän sodan alussa. Following outbreak of the Syrian civil war in 2011, Turkey recorded an unprecedented inflow of migrants from its southern neighbourhood. The policy of opened borders in the initial years of war contrasted to securitization, the search for international support and other similar policies, which countries usually adopt in cases of migration crises. However, rising numbers of Syrian migrants, the deterioration of Turkish relations with the Assad government and the engagement of the Kurds as another important party in the Syrian conflict resulted in the switch of the Turkish border policy. In 2014, President Erdoğan initiated the construction of over 800 km long barrier on the border with Syria with an aim to build similar fenced walls on the Iraqi and Iranian border in 2017. Main aim of this paper is to analyze the development of the Turkish border policy (particularly concerning the border with Syria) in the aftermath of the 2011 events in the Middle East and identify factors, which led up to the shift from the policy of welcoming to the policy of building "Fortress Turkey". The first part of the paper will briefly summarize Turkish migration policy and focus on presenting the change of the initial 'open' approach to migration from Syria into the current state of building fences in the borderland. Subsequently, the paper will deal with selected factors, which might have caused this phenomenon. These include spread of terrorism and inflow of the Daesh fighters, who were using soft border regime to diffuse their activities to the Turkish territory; increase in smuggling and cross-border illegal trade; fears from the conflict spillover; but also territorial integrity concerns with regard to revival of the Kurdish activities in the region . ; W następstwie wybuchu wojny w Syrii w 2011 r., Turcja odnotowała bezprecedensowy napływ imigrantów z tego południowego kraju sąsiedzkiego. Polityka otwartych granic prowadzona w okresie pierwszych lat wojny została zastąpiona sekurytyzacją polityki dotyczącej ochrony międzynarodowej i innych polityk, które kraje zazwyczaj przyjmują w sytuacji kryzysu migracyjnego. Jednak wzrastająca liczba imigrantów z Syrii, pogorszenie relacji Turcji z rządem Assada oraz włączenie się Kurdów jako kolejnej ważnej strony w konflikcie syryjskim skutkowało zwrotem w tureckiej polityce granicznej. W 2014 r., prezydent Erdoğan rozpoczął budowę ponad 800-kilometrowego odcinka muru na granicy z Syrią wraz z zapowiedzią wzniesienia podobnych umocnień na granicach z Irakiem i Iranem w 2017. Głównym celem artykułu jest analiza rozwoju tureckiej polityki granicznej (w szczególności dotyczącej granicy z Syrią) w następstwie wydarzeń z 2011 r. oraz wskazanie czynników, które doprowadziły do przejścia od polityki gościnności do polityki wznoszenia "Tureckiej Fortecy". W pierwszej części artykułu krótko podsumowana zostanie turecka polityka migracyjna. Nacisk położony zostanie na przedstawienie zmiany początkowo otwartego podejścia wobec migrantów z Syrii na obecny stan budowy murów na pograniczu z Syrią. Następnie, w artykule przedstawione zostaną wybrane czynniki, które wywołały to zjawisko. Obejmują one rozprzestrzenianie się terroryzmu i napływ bojowników z Daesh, którzy wykorzystywali łagodny reżim graniczny do rozszerzania swojej aktywności na tureckim terytorium, wzrost przemytu i nielegalnego handlu transgranicznego, obawy o rozprzestrzenianie się konfliktu, ale także kwestie integralności terytorialnej w związku ze wzrostem aktywności Kurdów w regionie.

Stanisław Bułak-Bałachowicz. He who could have united the nations of the former Grand Duchy of Lithuania, yet did notRevered, fluent in all Borderland languages, an excellent soldier; Stanisław Bułak-Bałachowicz, back when he was a subordinate of Nikolai Yudenich, tried to rename the unit under his command to the "People's Army", or in other words, the Territorial or National Army. The territorial understanding of "Belarusness", in conjunction with the nearly atavistic antibolshevism of Bałachowicz, were a great asset in Józef Piłsudski's new political combination. Piłsudski decided to benefit from Savinkov's idealistic approach for his own purpose. The Russian Political Committee, Bałachowicz's troops and the statements of Vyacheslav Adamovich (father) were to support the establishment of Belarus for Belarusians. Not under Kaunas and Berlin, nor a Soviet one. A "Third Belarus". A Belarus friendly towards Poland. Following discussions with Savinkov, the builder of the "Third Russia", Piłsudski engaged himself after 6 March 1920 (Millerand Note) in supporting (inter alia financially) the Russian Political Committee. Based on the agreement of the Polish Supreme Command with B.V. Savinkov, all Russian formations on the Polish territory were subordinated politically to B. Savinkov. On 27 August 1920, on the orders of the Supreme Command, Bałachowicz entered a secret agreement with Savinkov. They both were also to seek convening the Constituent Assembly, providing land for the people and democracy, and to create a Union of Nations (i.e., a federation). In the event of Bałachowicz's unit succeeding "deeper into Russian territory", the local government and the administrative board were to be founded on his authority. This is how Bułak-Bałachowicz was to become the executor of the first phase of Piłsudski's new "concept for Belarus". Stanisław Bułak-Bałachowicz. Piłsudski postanowił wykorzystać nadarzające się romantyczne marzenie Sawinkowa o Trzeciej Rosji dla własnego celu. Rosyjski Komitet Polityczny, szable Bałachowicza i oświadczenia Wiaczesława Adamowicza ojca (Mozyrz, listopad 1920 r.) miały posłużyć do budowy – Białorusi dla Białorusinów. Nie "kowieńsko-berlińskiej" i nie "sowieckiej". "Trzeciej Białorusi". Białorusi przyjaznej Polsce. W wyniku rozmów z Sawinkowem, budowniczym "Trzeciej Rosji", po 6 marca 1920 r. (tzw. Nota Milleranda) Piłsudski zaangażował się we wspieranie (również finansowe) Rosyjskiego Komitetu Politycznego. Na podstawie umowy Polskiego Naczelnego Dowództwa z B. W. Sawinkowem wszystkie formacje rosyjskie na terytorium Rzeczypospolitej Polskiej zostały podporządkowane politycznie B. Sawinkowowi. 27 sierpnia 1920 r. z rozkazu Naczelnego Dowództwa Bałachowicz zawarł z Sawinkowem tajną umowę. Obaj z Sawinkowem dążyć mieli do zwołania w przyszłości Zgromadzenia Ustawodawczego, ziemi dla ludu, demokracji i utworzenia Związku Narodów (federacji). W przypadku posunięcia się oddziału Bułak-Bałachowicza "w głąb terytorium rosyjskiego" miały być przy nim zorganizowane samorząd lokalny i zarząd administracyjny. Właśnie w ten sposób Bułak-Bałachowicz miał być wykonawcą kolejnego "pomysłu" J. Piłsudskiego "na Białoruś".

This article examines the phenomenon of town-twinning between Idiroko (Nigeria) and Igolo (Benin). While transboundary town twinning is the integration of settlements across distinct state territories—an emerging pattern of borderland urban evolution—this seems to be a new impact of the colonially determined borders in West Africa. Despite the challenges posed by the partition of West African culture areas, town twinning has more recently turned into an established form of regional integration based on a "bottom-up" rather than "top-down" approach in the region. Using qualitative methodology based on descriptive analysis of oral interviews, government records, geographical data, as well as diverse literature, this paper uncovers the role of "borderlanders" in negotiating borders through increased non-state transnational sociospatial cooperation and networking. Apart from altering the traditional state-centric territoriality, this new development may entail broader economic and socio-political implications in the region.Spanish:

Cet article examine le phénomène des villes jumelles d'Idiroko (Nigéria)
et d'Igloo (Bénin). Alors que les villes jumelles transfrontalières sont le
résultat de l'intégration d'implantations au-delà de territoires étatiques
distincts -un schéma émergeant d'évolution urbaine en région frontalière-,
ce cas semble être un nouvel impact des frontières déterminées
par la colonisation en Afrique de l'Est. Malgré les défi s posés par la partition
des aires culturelles de l'Afrique de l'Est, les villes jumelles se sont
converties plus récemment en une forme établie d'intégration régionale
fondée sur une approche régionale de bas en haut plutôt que de haut en
bas. À partir de l''usage d'une méthodologie qualitative basée sur une
analyse descriptive d'entretiens, d'archives gouvernementales, de données
géographiques ainsi que sur une littérature diverse, cet article met
à jour le rôle des régions frontalières dans la négociation des frontières
à travers la coopération et la formation de réseaux socio-spatiaux trans nationaux non étatiques. En plus de modifier la territorialité traditionnelle
centrée sur l'État, ce fait nouveau peut entraîner des implications
économiques et socio-politiques plus larges dans la région.
