The present impacts from coastal storms and high tides grow significantly over time due to SLR even over the relatively short period to 2060. Hydrodynamic model simulations of storm surge with and without sea level rise scenarios show that although flooding and inundation increases with increasing subtidal forcing and higher sea level, dissipation of the tide and storm surge in the estuary channel somewhat limits the maximum inundation that might otherwise be expected in the back marsh areas. The estuary is dominated by high marsh, which lies high in the intertidal zone and by 2060 it will convert to mostly low marsh unless it can build very rapidly (greater than 5 mm/year). The marsh supports fisheries and many charismatic birds, some marsh dependent, and provides a culturally significant view-scape across the estuary. The Sea Level Affecting Marsh Model (SLAMM) was used to predict habitat changes due to 0.73 m SLR by 2060 under different accretion rates and levels of protection for developed areas that became intertidal. Although the relative amounts of high marsh and low marsh varied dramatically, the overall marsh area remained within 5% of the current levels and mostly increased if marsh accretion rates exceeded 2 mm/year. Limited areas of intertidal flats supporting shellfish exist in present day, but in the near future culturally important recreational shellfish areas will convert to open water. However, areas that are currently low marsh will drown and may provide future shellfish areas. The open water harbor is important for boating, access to coastal waters and recreational fishing. Currently, the open water area is small, but may double in size by 2060 and the greater tides relative to the marsh elevation will create a different feel for the estuarine landscape in the future because high tides will regularly cover larger areas of the marsh with seawater. Outside of the estuary on the oceanfront, beaches and dunes support tourism and intensive recreational use as well as federally protected nesting shorebirds (piping plover, least tern). Most of the outer beach is exposed to Gulf of Maine waters. Where there are existing floodwalls, rising sea levels will worsen the storm danger and damage to the integrity of the walls. Unless walls are raised, storms will also transport massive amounts of beach sediments over the walls and across the barrier system. Beaches will have less width and steep ramping to the walls will severely decrease the value of the beach for tourism. In areas with dune systems, very little change is predicted for this area because the dynamic equilibria of the dune-beach system will allow the beach to build in elevation as sea level rises and wind-driven dune building will continue. Bedrock outcrops (at Plaice Cove, Great Boars Head and the inlet) help reduce landward erosion. The socio-economic impacts result in more people flooded as sea level rises, particularly of socially vulnerable populations, and more anchor institutions flooded. Residents presently living in the most socially vulnerable census blocks were 8.6 times more likely to be located in the flood zone, compared to those living in blocks with low social vulnerability. Under climate change,census blocks with high percentages of the population living in poverty were 17.7 times more likely to be located in the flood zone. This analysis more likely reflects the winter/spring population than the summer population. The estimated annual expected value damages in the present are approximately $0.90 M. In 2060 with SLR they are $4.8 M. Using a 7 % discount rate, the present expected value of these damages between 2018 and 2060 is approximately $27 M. There are many sources of possible error in this value due to missing data, and not including damages to infrastructure, human mortality and morbidity, lost business (particularly recreation), and other cascading and multiplier events. We also do not include the value of ecosystem services. The adaptation goal focused on protecting the socio-economic systems of the barrier beach areas. Engineering approaches that only use hard structures or grey solutions may weigh the communities down with severe debt, result in long term damage to the environment and degrade the charm and attractiveness of the area to tourists. On the other hand, allowing over-wash and marsh migration everywhere will reduce the number of people and tourists that benefit from the beaches and dunes, shellfish flats, marinas, fishing and marshes. Because marshes of limited area do not significantly decrease storm surge and there is limited wave activity on the western, inland side of the barrier beaches, the marshes may not directly contribute to reducing the flooding on the western side of the barrier beaches. Regional solutions such as building a berm or a floodwall (smaller footprint limits direct marsh losses) to limit land loss will prevent marsh migration. Flood protection berms to protect all residential development bordering the estuary will result in significant marsh loss. Individual site flood management actions such elevating buildings must be employed there. The most expensive adaptations are needed on the coastal side where the beach-dune system has been replaced by an armored shoreline (seawalls) designed for pedestrians and automobiles, but not beach goers. These walls need to be fortified; their expansion opens an opportunity to provide alternate transportation pathways that are safe (bike lane), green space, and a more attractive promenade (increasing ecosystem/cultural services for residents and visitors). The beaches need to be nourished to provide sandy areas at high tide (especially in the northern areas) to better support the tourism industry. The two oceanfront sections without walls or dune systems were especially vulnerable; these could benefit from green adaptation solutions that construct and maintain sacrificial dunes at relatively low cost. Residential areas landward of existing dune fields were deemed the best protected and only required low cost adaptation decisions (e.g., building sand barriers at beach access cuts and maintaining dune health). Heavily used roads that cross marshes on causeways will need to be raised. Although more expensive, roadways elevated above the marsh surface will reduce impacts from direct filling and provide better tidal exchange. Thus throughout the HSE, there are limited reasonable green options for coastal flood management here. The present value adaptation costs in 2018 including capital and maintenance costs discounted at 7 % is approximately $149 M. This adaptation cost is more than the previously estimated damage avoided cost or benefit of $27 M. Because, as noted earlier, this benefit estimate is significantly underestimated due to data and methodological limitations, we cannot really state this project is not cost-effective; it actually may be cost effective. A lower discount rate would also increase it cost-effectiveness. Adaptation would mitigate some of the direct impacts to social vulnerable populations, but in some areas would require towns investing in the protection of their individual residents instead of being part of a possibly less costly regional solution. The adaptation plan could provide important public health benefits through the addition of the green elevated walkway (in place of current parkingspaces) along the floodwall. We met with several local non-governmental (NG) and mixed governmental and NG organizations over the grant lifetime. They generally support our findings. One possible troubling possibility is that 75% of respondents of one relatively small, but representative, sample agreed that convincing residents to support flood protection measures that may benefit home-owners in the flood zone, at the perceived 'expense' of those residents who do not live in the flood zone, is a significant challenge to municipal adaptation planning and emergency preparedness. In response to the statement, "Residents generally would be receptive to implementing the green/gray strategies presented", 43% disagreed, 14% were neutral, and 43% agreed. As described above, the marshes themselves are not major contributors to present and future flood protection in the area. They are, of course, valuable for other reasons. Examples include habitat, runoff treatment, recreation, tourism, and carbon storage. An estimate of the annual values of these services in HSE are approximately $370 M under present and future SLR conditions. Thus, their preservation should be a priority.

Un aspecto fundamental en el estudio del pasado romano de Huelva es la incorporación de un cuerpo documental con todas las intervenciones arqueológicas realizadas con registro de adscripción romana. Esto ha supuesto un grueso importantísimo de esta obra en la que se incluyen tanto aspectos objetivos de la intervención (metodología, descripciones, planimetría, fotografía.) como posibles funcionalidades de las estructuras constructivas halladas. Un corpus que se convierte en la base fundamental de este trabajo, un compendio que nos proporciona los requisitos necesarios para plantear aspectos urbanísticos, políticos, sociales y económicos, en definitiva del funcionamiento y la morfología de esta ciudad hispanorromana del suroeste peninsular. Todos los datos obtenidos nos ha proporcionado los elementos necesarios para esbozar nuestras propias conclusiones sobre la ciudad romana de Onoba. Una de las ciudades de mayor extensión de las localizadas en la actual provincia de Huelva, el puerto exportador de las explotaciones mineras del interior del suroeste de la Bética, el muelle al que a la vez llegaban aquellos productos procedentes del Mare Nostrum y una de las primeras puertas de la ruta atlántica. Sería, pues, su vinculación al comercio marítimo, su actividad portuaria la característica más importante de este enclave desde tiempos pretéritos. Asimismo, abordaremos la explotación de los recursos del mar así como los agrícolas y el modo de explotar la tierra para este periodo histórico, y aspectos controvertidos en la investigación como son la condición jurídica de la ciudad en época romana, y que a día de hoy aún genera controversia fundamentalmente por la escasez de restos epigráficos existentes en la ciudad. Onoba es puerto. Su situación estratégica y vocación marítima son sus características más notables y, han originado, de un modo u otro, su devenir histórico. Así, para poder comprender el periodo romano de la dudad así como el control o implantación de la nueva potencia dominante en la Hispania Ulterior habré que retrotraerse en el tiempo, y conocer la larga tradición marítima de la ciudad y la presencia en ella de aquellos pueblos mediterráneos de larga tradición marinera (fenicios, griegos, cartagineses.). El desarrollo del portus onobensis estaría vinculado al devenir de las explotaciones mineras del sector occidental de la Bética. De este modo, la producción metalúrgica en crecimiento desde momentos augusteos hasta finales del siglo II d.C. se materializa en el puerto de igual forma. En un primer momento las minas se convierten en propiedad del emperador y el puerto adquiriría el estatuto de colonia con el único fin de controlar las exportaciones mineras y proteger los intereses económicos del Estado en la zona. Durante los dos primeros siglos las explotaciones mineras alcanzan su punto álgido y por ende el puerto consigue su máxima actividad comercial con grandes exportaciones e importaciones, y la ciudad alcanzaría su mayor extensión, un importante desarrollo urbanístico, y el auge demográfico para estos momentos. Será a finales del siglo II d.C., momento en el que la explotación metalúrgica desciende considerablemente, cuando comience a advertirse la recesión de la ciudad y, por tanto, del puerto de Onoba. En este sentido, se comprueba a través del registro arqueológico en Huelva como Onoba seguiría la pauta de muchos centros cívicos hispanos en los que la vida urbana entra en crisis en beneficio del ámbito rural. La evolución y la vida de la ciudad romana de Onoba Aestuaria está íntimamente vinculada a la actividad portuaria, siendo el factor económico aquel que ha dirigido su proceso histórico. Onoba es puerto, Onoba es ciudad, Onoba es el baluarte hegemónico más occidental de la Bética, y por cuya situación y economía Roma optó por dotarla de ciertas libertades pero también del control necesario en pro de los intereses del Estado. ; An essential aspect in the study of Huelva's Roman past is the incorporation of a documentary corpus including all the archaeological interventions recorded as Roman. This is a major part of this work, which includes both objective aspects of the intervention (methodology, descriptions, planimetry, photography, etc.) and possible functionalities of the constructional structures. A corpus which turns out to be the fundamental basis of this work, a compendium that provides us with the requirements to lay out urban, political, social and economic questions about the functioning and morphology of this Hispano-Roman city in the South-West of Spain. The data collected have provided us with the necessary elements to sketch our own conclusions about the Roman city of Onoba, one of the largest cities among those located in what is today the Spanish province of Huelva. It was the exporting port of the mining production of inland Baetica, the harbour which received the products coming from the Mare Nostrum and, at the same time, one of the first doors to the Atlantic route. It is, therefore, its connection to maritime commerce, its port activity, the most important feature of this site since ancient times. Besides, we will deal with the techniques used in the harvesting of marine resources and farming in this historical period as well as with some controversial aspects in this field of research, such as the legal condition of the city in Roman times, an issue which is still under debate due, basically, to the scarcity of epigraphic remains in the city. Onoba is essentially a seaport. Its strategic location and maritime vocation are its most remarkable features and have somehow marked the historical evolution of the city. Thus, in order to understand its Roman period as well as the control and establishment of the new hegemonic power in Hispania Ulterior, we will have to go back in time and get to know the long maritime tradition of the city and the presence of Mediterranean peoples with deeply-rooted sailing traditions (the Phoenicians, the Greeks, the Carthaginians, etc.). The development of the portus onobensis was heavily connected to the mining developments in the western area of Baetica. Thus, the increasing metallurgic production from Augustan times to the 2nd century AD, would become a reality also in the port. At first, the mines became the property of the emperor and the port acquired the status of colony with the aim of controlling the mining exports and protecting the economic interests of the state in the area. During the first two centuries the mining development reached its heyday and, consequently, the port reached the highest level of trading activity with large amounts of exports and imports, and the city reached its maximum size, an important urban development and demographic growth. It will be at the end of the 2nd century AD, moment in which the metallurgic production decreased considerably, that the decline of the city and, as a consequence, that of the port of Onoba starts to be noticeable. Thus, it can be proved, on the basis of the archaeological records in Huelva, that Onoba follows the pattern of many other Hispanic cities, in which urban life came into crisis to the benefit of the rural areas. The evolution and the way of life in the Roman city of Onoba Aestuaria are inextricably connected to the port activity, being the economic factor the one that has determined its historical development. Onoba is a seaport, Onoba is a city, Onoba is the most western hegemonic bastion of Baetica. Because of its location and economy, Rome chose to endow it with certain freedom but also exerted the necessary control in favour of the interests of the state.

The Ministers of the Environment from the Baltic Sea Countries and the High Representative of the European Commission in November 2007, within the framework of HELCOM, adopted the HELCOM Baltic Sea Action Plan (BSAP) concerning the Baltic Proper, the Gulf of Riga and the Gulf of Finland. The goal of the action plan is to achieve good environmental status by 2021. The action plan consists of around 150 different activities in four main segments; eutrophication, hazardous substances, biodiversity and nature conservation including fisheries, and maritime activities. At the Ministerial Meeting in Moscow 2010 it was recognised that there is a need to support activities agreed in the BSAP and to follow up the implementation of the Russian NIP with regard to e.g. the eutrophication and hazardous substances segments (mainly heavy metals) and to do that it is most important to have reliable monitoring and assessment.In the Copenhagen Ministerial Meeting 2013 the ministers decided on further actions and recommendations adding to the HELCOM Baltic Sea Action Plan including updated country-allocated nutrient reduction targets (CART). It further agreed to monitor and evaluate regularly the progress in implementing the measures to reduce the nutrient inputs and to develop and deliver operational assessments of pressures of e.g. nutrient and hazardous substances inputs (PLCs). In the review of the fifth Pollution Load Compilation (PLC 5.5) for the 2013 HELCOM Ministerial Meeting the PLC data sets were updated and for several countries also corrected and gap-filled. The Russian data were partly estimated due to serious gaps and uncertainties in data reported from the Russian Federation. The present document is a report from a joint co-operation project between Sweden and the Russian Federation "Capacity for Compliance with Baltic Sea Action Plan", named RusNIP II. The aim of the activities in RusNIP II is to contribute to the harmonisation of assessment methods in the Russian catchment area of the Baltic Sea in order to produce comparable and reliable data on pollution loads, mainly nutrients and selected hazardous substances. Such data are needed for use within HELCOM PLC assessments and the follow-up of measures taken to fulfil the BSAP requirements concerning nutrient reduction targets (CART). The project started in 2012, but the RusNIP II project has awaited the outcome of the EU BaltHazAR project before starting some of the RusNIP activities in order not to do any double work. The BaltHazAR II project was finalized 30 June 2012At the 2013 HELCOM Ministerial Meeting it was decided on new nutrient reduction targets for all HELCOM countries including both waterborne and airborne inputs to the Baltic Sea. Based on these figures new input targets (Maximum Allowable Inputs, or MAI) for waterborne nitrogen and phosphorus to sub-basins from Russia were calculated in order to estimate the distance o targets and the reductions required. Reduction targets for Russia are especially strict for phosphorus, and inputs has to be reduced by 50–60 % both for Gulf of Finland and Baltic Proper, as compared with the mean load during 1997–2003. For nitrogen a reduction of 11 % is required for Gulf of Finland and 19 % for Baltic Proper.Nitrogen waterborne load from Russia to Gulf of Finland is at present about 70,000 tons per year and it has not changed much during the period 1994 – 2010. The distance to target during 2008–2010 is about 5,000 ton/yr. For phosphorus a considerable reduction has occurred since 2005–2006, corresponding to about 1,500 tons of P/yr. or about half-way to the input target. The load development to the Baltic Sea from Kaliningrad area is uncertain due to lack of data.A main task of the project has been to assess if the Russian monitoring and assessment system can deliver data and information to HELCOM, in compliance with HELCOM PLC requirements. The overall conclusion is that this is not the case. Russia has not yet fulfilled the HELCOM requirements for annual reporting of PLC data. The main gaps are: a) loads from point sources are given in aggregated form, b) not all obligatory parameters are measured in monitored river, c) unmonitored areas are not reported. In perennial reportings (every 6 years) Russia has reported discharges from coastal point sources and the total riverine inputs, but no source apportionment of inland nutrient sources has been performed. The project has identified three main reasons for the above mentioned deficiencies: The first is that the organisational structure for collecting and compiling data for HELCOM PLC is very complicated and includes a large number of communication steps, from the regional up to the federal level. To simplify and improve the efficiency of data collection and reporting it is proposed that the Ministry of Natural Resources of the Russian Federation develops and approves legal documents that establish obligations for executors at all levels with regard to participation and submission of data and information to the Helsinki Commission on a regular basis. A second reason is insufficient funding. It is necessary to allocate additional funding from the federal budget, as well as to make necessary changes in the legislation of the Russian Federation. The latter refers specifically to regulatory documents and /or regulations that defines how the flow of information and timing regarding submission of the data to HELCOM, and specify the responsibilities of all levels of performers. A third reason is a lack of methodological basis and responsible authorities for the calculation and assessment of loads from unmonitored areas, diffuse sources, background load and retention. Such a basis is needed in order to be able to make complete source apportionments of loads from the Russian part of the Baltic Sea catchment rivers to the relevant Baltic Sea sub-basins. The project proposes several new methods in this respect. In order to be able to regularly perform calculations of source apportionment of nitrogen and phosphorus loads to the Baltic Sea, it is recommendable to use numerical models. A system for regular data collection, as part of the state monitoring, is needed to supply the models with indata and to update this information regularly. Specifically, we propose that the FyrisNP, or a similar model, should be set up for long-term use in all monitored rivers; Neva (downstream Ladoga), Luga, Narva and Pregolya. For Narva River this issue must be negotiated with Estonia. However, many of the challenges concerning river monitoring have been dealt with successfully. From now on Russia is able to fulfill HELCOM requirements for monitored rivers. Russia has also taken part in an inter-calibration exercise on chemical analyses of wastewater and river water within the HELCOM PLC 6 project.Within the project we have worked with test cases for modelling using the Swedish FyrisNP model and the Russian ILLM model. Advantages and disadvantages with these two numerical models were identified as well as information needed in order to use the models. A three day training course on the FyrisNP model was arranged at SLU, Uppsala in May 2012. In the course 12 Russian experts from authorities and institutions were present. Before the training course started a number of manuals were made available in Russian language. Further, the project has formulated a number of more detailed conclusions and recommendations in order to improve monitoring and assessments of pollution load from the Russian catchment area of the Baltic Sea. The different reports elaborated within the project have been discussed in working group meetings with responsible authorities and institutions which have given valuable comments and amendments to the final report and its annexes.

Dottorato di ricerca in Scienze e tecnologie per la gestione forestale e ambientale ; Fresh water is a finite and vulnerable resource, essential to sustain life and with a great economic value in all its competing uses and interactions with natural ecosystems as they strictly depend on water above all. Population and economies under rising growing lead to an increase in water demand while its availability remains constant in time. So that drought is actually an insidious hazard of nature for countries experiencing medium to high water stress due to its scarcity and to changed climate conditions showing a decreased amount of precipitation and higher temperature values. Drought is a severe problem in the Mediterranean basin: international conventions and Institutions such as the World Bank and the International Water Forum all consider the area in need of special attention due to problems resulting from its vulnerability to drought and its requirements for better water management. Moreover the European Community policy is directly involved in water scarcity issues, encouraging project development and actions to mitigate the effects of drought and to investigate measures to avoid or reduce drought risk in Mediterranean regions. The project MEDDMAN is a transnational approach in the field of drought and water management involving competent national authorities, leading research institutes and regional authorities and financed by European Union according to its Interreg III B MEDOCC policy. The DAF Department, Department of Environment and Forestry, Agrarian Faculty, University of Tuscia in Viterbo, has been involved in this project with a study area on Marta River Basin, located in the northern part of Latium region. The project's target is to develop an integrated system, capable of evaluating the state of surface water and groundwater resources in the MEDOCC regions preserving and improving the economic growth, developing efficient tools for sustainable water resources exploitation. Special attention is given to the environmental impacts of extreme meteorological and hydrological events, which affect the means of development and best interest of the locals. The focus is on the understanding of the 'water system' dynamics and functioning, enhancing the capability to predict its behavior in view of changes (including climate change), and underpinning its sustainable management and development. A simulation model at catchment scale, has been implemented for Marta river basin using SWAT (Soil Water Assessment Tool) code, developed in 90's by Dr. Jeff Arnold for USDA-ARS, United States Department of Agriculture, Agricultural Research Service. Swat is a comprehensive model that requires a diversity of information and produce reliable results with a rich dataset at disposal (morphological, soil, climatic, hydrologic data). It enables water balance estimation and models the loading of water, sediments and nutrients from land areas in a watershed or to the stream network from sources not associated with a land area and referred to as point sources, such as treatment plants. i The simulation period covers the years 1999-2006. The model was calibrated for the period 1999-2002 and then validated for the period 2003-2006. The implemented model shows a substantial reliability and accuracy in providing the watershed response in terms of discharge flowing and timing pointing out a rapid rebound on it as a consequence of heavy rainfall events. Statistical tests confirmed the truthfulness of its results. A good correspondence between observed and simulated values can be obtained also regarding nutrients movement and processes even if the available data were not so complete and comparable in terms of nitrogen and phosphorous, and their compounds, concentrations. Surely, the nitrate concentrations found in the monitoring campaigns carried out by the Regional Agency for Environmental Protection (ARPA Lazio) are quite well represented by model results. Such a hydrological and nutrient transport simulation model, can be certainly a powerful and reliable tool for water and natural resources planning in order to achieve a rational and prudent management of them taking into account anthropic needs (water demand, agricultural activities, wastewater treatment plants, hydroelectric power production and so on) but also ecosystems preservation (ichthyic life requirements, river Minimum Flow Requirement, biological communities and so on) and economic aspects allowing to evaluate and compare benefits, disadvantages and consequences for each suggested or hypothesized technical solution on watershed. For the particular characteristics and past of Marta basin, the implemented SWAT model can provides an overview of its multifaceted response to climatic and human pressures and also an estimation of the future available water resources quantity and quality. To have a general overview of the whole basin hydrologic behavior, a seawater wedge simulation model has been implemented for the coastal alluvial aquifer of Maremma Laziale applying Sharp_sar code (Santini, 2008) modified version of SHARP (Essaid, 1990). When the width of the transition zone is small relative to the thickness of the aquifer, saltwater and freshwater can be assumed as immiscible fluids separated by a sharp interface and this approach reproduces the general position, shape and behavior of the interface. SHARP model couples the freshwater and saltwater domains through the interfacial boundary condition of continuity for flux and pressure. With a simulation period of 10 years, Sharp_sar model was implemented on Maremma Laziale coastal aquifer and the results show that after of a pumping period of 10 years, saltwater intrusion might occur in the area between Fiora river and Arrone stream. The initial condition was set using the Badon-Ghyben (1889) e Herzberg (1901) laws to place the initial interface between fresh and salt water so that to ensure the model results after 10 years of simulation. ii The interface appears located along the coastline without showing clear signs of intrusive phenomena taking place in the middle and southern part of the coastal aquifer, while a retreat of the fresh water is clear in the northern part of it up to 1.2 km inland, in the area between Fiora river and Arrone stream and then confirming what emerged from the study for the establishment of coastal environmental state "(Chiocchini et al., 2005). Even with several uncertainties on number of existing wells, since it's not mandatory to declare a private well, on pumping amounts and periods the model results point out a supposed critical area with a particular vulnerability to saltwater intrusion phenomena. Other smallest areas in southern part of the coastal aquifer seem to be interested by saltwater intrusion phenomena falling in Tarquinia municipality. Coupling a SWAT model for hydrologic and nutrients transport simulation and investigation with a saltwater interface simulation model, such as SHARP_sar, for the coastal area of this basin, give the opportunity to take into account the several and different aspects and issues connected with the whole watershed behavior and evolution. A correct planning and management of the available natural resources involve a conscientious water bodies exploitation, with respect to habitats and local animal and plants requirements, avoiding saltwater intrusion phenomena and environmental damage, accomplishing people needs, economic, agricultural and tourist development and income, but, above all, ensuring citizens and buildings safety. In the local and actual context, regarding past and present events in the study area, an incisive and suddenly action from government is hoped in order to restore equilibrium conditions and environmental health for watershed. Going on in making information and investigation results available to all the stakeholders and people involved, directly or indirectly, in Marta river basin management, could allow an increase in awareness and consciousness and lead to quickening planning actions and works in a shared and advantageous way for all. Especially with regards to Minimum Flow Requirement, in relation with the water amount deviated for hydroelectric power generation, a rational regulation of the sluice-gates located on Marta river at the exit of lake Bolsena, is needed to ensure ichthyic life and ecosystem preservation together with simple turbines volumes required to correctly working. A multifaceted and integrated approach could certainly be applied in such a complex problem- solving, with the help of hydrologic and nutrients transport simulation models, saltwater intrusion position and movement simulation models and building all the data and results in a GIS platform as to provide a real and concrete Decision System Support.

Hochschulen, insbesondere deren Pressestellen, stehen aktuell vor drei großen kommunikativen Herausforderungen: Erstens müssen sich Hochschulen dem zunehmenden Wettbewerb untereinander sowohl international als auch national stellen. Zweitens kämpfen Hochschulen derzeit mit steigenden Studentenzahlen, da zum einen die geburtenreichen Jahrgänge von den Schulen abgehen und zum anderen etliche Bundesländer auf Abitur in zwölf Jahren umgestellt haben, so dass 2012 gleichzeitig zwei Jahrgänge an Abiturienten auf den (Aus-)Bildungsmarkt drängen. Drittens sind Hochschulen im Rahmen des Bologna-Prozesses und der damit verbundenen Schaffung eines einheitlichen europäischen Hochschulraumes bis 2012 dazu verpflichtet, auf Bachelor- und Masterabschlüsse umzustellen. Daraus ergeben sich folgende Problemstellungen für die Hochschulen: Erstens, der Wettbewerb nimmt durch den bereits erwähnten Bologna-Prozess und die Angleichung an einen einheitlicheren Hochschulraum in Europa zu. Dies äußert sich aber nicht nur im Konkurrenzkampf um Studenten oder Professoren und Dozenten, sondern auch im Wettstreit um Gelder, Forschungsaufträge der Wirtschaft und Industrie sowie der Wahrnehmung in der Öffentlichkeit allgemein. Zweitens führt eine Erhöhung der Zahl der potentiellen Studenten zu einer vergrößerten Zielgruppe, die mit Hilfe von Werbemitteln, Events und Messen angesprochen werden soll. Auch die Medien spielen eine entscheidende Rolle bei der Ansprache. Erfahrungsgemäß bedeutet eine vergrößerte Zielgruppe für dieses Kommunikationsinstrument, dass der Kreis der anzusprechenden Personen zunimmt, während gleichzeitig die Reichweite in diesem Personenkreis für die bisher genutzt Medien proportional hingegen kein Wachstum erfährt. Aus diesem Grund reicht es nicht aus, lediglich die Anzahl der Studienplätze aufzustocken. Vielmehr ist es auch notwendig, die Aufwendungen für den Bereich Kommunikation anzupassen. Sollte das Budget nicht mitwachsen und die Mediaplanung nicht entsprechend angepasst werden, kann man davon ausgehen, dass es zu erhöhten Streuverlusten kommt und damit bei gleichbleibender Kommunikation die durchschnittliche Kontaktzahl sinkt. Die Anzahl der erzielten Kontakte nimmt ab, da sie sich auf eine wesentlich größere Anzahl Personen verteilt, die es zu erreichen gilt. Gerade diese Durchschnittskontakte entscheiden aber über die Wahrnehmung in der Zielgruppe, denn nur wenn eine bestimmte Kontaktzahl erreicht wird, erfolgt die bewusste Wahrnehmung. Zu dem erhöhten Wettstreit zwischen den Hochschulen und der vergrößerten Zielgruppe kommt als dritter Punkt die Umstellung auf Bachelor- und Masterstudiengänge. Damit verbunden besteht ein hoher Informationsbedarf zu geänderten Angeboten und auslaufenden Diplomstudiengängen. Aber auch die sich ergebenden Chancen, wie z.B. die Möglichkeit des frühzeitigeren Jobeinstiegs durch die verkürzte Studienzeit oder die verbesserte internationale Vergleichbarkeit der Abschlüsse, müssen kommuniziert werden. Die veränderten Gegebenheiten am Hochschulmarkt machen es folglich dringend erforderlich, die Unterschiede zu den auslaufenden Diplomstudiengängen sowie dieses komplett neue Angebot verstärkt zu kommunizieren. Für die Hochschule der Medien wird der gesteigerte Wettbewerb bspw. durch die Zunahme ähnlicher Angebote bzw. Studieninhalte an anderen Hochschulen verursacht. Damit es der Hochschule auch weiterhin gelingt, Studenten mit hohem Potential für sich zu gewinnen, muss die Hochschule der Medien auf die gestiegene Zahl der Studienanfänger reagieren und in wachsendem Maße die Kommunikation des eigenen genau definierten Profils betreiben. Nur durch eine ausgeprägte und intensive Werbewirkung, verursacht durch eine hohe Anzahl von Kontakten, kann die notwendige Bekanntheit in der Zielgruppe gehalten bzw. gesteigert werden. Im Bereich der Umstellung auf das Bachelorsystem scheint die Kommunikation zu funktionieren, aktuell veröffentlichte Zahlen zeigen, dass sich analog zu den Diplom-Studiengängen auch für die Bachelor-Studiengänge wesentlich mehr Interessenten bewerben als Studienplätze vorhanden sind, und sich die zum Sommersemester 2007 eingeführten Studiengebühren nicht negativ auswirken. Im Vergleich dazu präsentieren sich bundesweit die Zahlen für den Bereich der Masterstudiengänge zwar schon recht positiv, wobei die Akzeptanz bei ausländischen Studenten derzeit noch höher als bei Inländern liegt. Auch für die Masterstudiengänge der Hochschule der Medien, die ab dem Wintersemester 2007/2008 belegt werden können, gilt es entsprechende Bewerberzahlen zu erzielen und für eine gute Auslastung der Kapazitäten zu sorgen. Gang der Untersuchung: Die vorliegende Diplomarbeit beschreibt eine Untersuchung zur Pressearbeit der Hochschule der Medien im Vergleich zu anderen Hochschulen mit Hilfe einer Medienanalyse. Untersucht werden die quantitativen und qualitativen Merkmale der Presseveröffentlichungen (Clippings). Dabei stehen vor allem die Themen im Vordergrund, mit denen die Hochschule der Medien und die Vergleichshochschulen in den Medien präsent sind. Neben den allgemeinen Informationen aus der Medienanalyse sollen Themen abgeleitet werden, die die HdM besetzen kann, die die Vergleichshochschulen wiederum nicht belegen bzw. nicht belegen können. Hochschulen wetteifern innerhalb Deutschlands nicht nur um Gelder für Forschungsprojekte, Personal und Sachmittel, sondern auch um wissenschaftliche Reputation oder öffentliche Anerkennung. Konkurrenten um staatliche Ressourcen sind dabei nicht mehr nur Hochschulen. In zunehmendem Ausmaß sind es staatliche, gesellschaftliche oder auch private Institutionen. International erhöht sich der Konkurrenzkampf aufgrund der zunehmenden Angleichung etwa im Zuge des Bologna-Prozesses und der damit verbundenen Schaffung eines europäischen Hochschulraumes durch Umstellung auf Bachelor- und Masterabschlüsse. Zudem wird die internationale Zusammenarbeit in Lehre und Forschung stetig ausgebaut und macht ein präzises Profil für die einzelnen Hochschulen notwendig. Um den beschriebenen Konkurrenzkampf erfolgreich zu bestehen, muss ein kommunikatives Ziel der Hochschul-PR die präzise Formulierung des eigenen Profils sein. Dazu gehört auch die Ausarbeitung von Alleinstellungsmerkmalen, die eine klare Abgrenzung und Unterscheidbarkeit vom Wettbewerb ermöglichen. Dies ist besonders im Hinblick auf das Etablieren der Hochschule als Marke von großer Bedeutung. Steigende Zahl der Studienanfänger: Laut einer Pressemeldung des statistischen Bundesamts sind die Geburtenraten auch 2006 weiter gesunken. Wie wirkt sich dieser seit einigen Jahren andauernde Trend auf die Zahl der studienberechtigten Schulabgänger und damit potentiellen Studienanfänger in Deutschland sowie insbesondere in Baden-Württemberg aus? Es scheint zu einer gegenläufigen Entwicklung zu kommen. Die Prognose der Kultusministerkonferenz vom Oktober 2005 für Studienanfänger, Studierende und Hochschulabsolventen bis 2020 geht davon aus, dass in Deutschland bis 2012 die Zahl der Studienanfänger auf bis zu 450.000 ansteigt, im Vergleich dazu waren es 2004 nur 368.000. Es wird aber weiterhin damit gerechnet, dass sich die Zahl bis 2020 bei maximal 390.000 Studienanfängern einpendelt. Ob diese Zahlen mit Einführung der Studiengebühren zum Sommersemester 2007 so eintreffen werden, ist noch abzuwarten. Der baden-württembergische Minister für Wissenschaft, Bildung, Forschung und Kunst, Prof. Dr. Peter Frankenberg, skizzierte auf dem Hochschulkongress der Landesregierung Baden-Württemberg Anfang 2006 die Zahlen für Baden-Württemberg wie folgt: 2000 gab es 42.500 Studienberechtigte, 2005 waren es bereits 52.000 und im Jahr 2011 werden es Hochrechnungen zu Folge 64.000 sein. Grund für diesen Zuwachs sind geburtenstarke Jahrgänge, die jetzt die Schule abschließen. Hinzu kommt die ohnehin steigende Quote in der Höherqualifizierung und die Umstellung einiger Bundesländer z.B. Baden-Württemberg auf das Abitur in zwölf Jahren, so dass 2012 aufgrund von doppelten Abiturjahrgängen 87.000 Abiturienten in Baden-Württemberg auf den Bildungsmarkt drängen. Auch wenn das Spitzenjahr 2012 nicht als Maßstab für die Entwicklung des Hochschulsystems in Baden-Württemberg bzw. bundesweit dienen kann, so rechnet Frankenberg doch langfristig mit einem Zuwachs an Studienberechtigten um 25 bis 30 Prozent, so dass sich die Zahlen bei 65.000 bis 70.000 Studienanfängern jährlich einpendeln werden. Um diesem Ansturm auf den Bildungsmarkt und dem zunehmenden Wettbewerb sowohl national als auch international Stand zu halten, müssen die Hochschulen quantitativ, strukturell sowie inhaltlich ausbauen und sich qualitativ neuorientierten. Hinzu kommt, dass gerade im internationalen Vergleich in Deutschland weniger Schulabgänger ein Studium beginnen und die Bundesregierung es sich zum Ziel gemacht hat, diese Quote zu erhöhen. Um diese gesteigerten Anforderungen zu erfüllen, gilt es, sich trotz des enormen Umfangs an Angeboten und einer gewissen Heterogenität der Leistungen im konkurrierenden Umfeld bewusst gesteuert, also mit dem gewünschten Image, zu positionieren. In dieser Ausarbeitung soll dabei nur die thematische Positionierung in den Printmedien vergleichbarer Hochschulen untersucht werden, d.h. mit welchen Themen eine Hochschule präsent sein kann. Auswahl der Vergleichshochschulen: Beschränkung der Auswahl: In Kapitel 2.1 wird das umfangreiche Bildungssystem mit seiner Vielzahl an Hochschulen abgebildet. Aus Gründen des Umfangs beschränkt sich diese Ausarbeitung für die Gegenüberstellung der Pressearbeit der Hochschule der Medien und der Pressearbeit von Wettbewerbern auf drei vergleichbare Hochschulen. Kriterien für die Auswahl sind Ähnlichkeiten in den Inhalten der Studiengänge im Vergleich zum Angebot der Hochschule der Medien. Stand Oktober 2007 wurden die Studieninhalte mit Hilfe der Internetauftritte der Hochschulen recherchiert. Durch eigene Recherchen wurden die Hochschule für Technik, Wirtschaft und Kultur, die Hochschule Pforzheim und die Hochschule München als für eine Gegenüberstellung geeignet bewertet und folglich ausgewählt. Im Folgenden werden die Studieninhalte der Hochschule der Medien abgebildet und denen der Vergleichshochschulen gegenüber gestellt. Vergleich der Studienangebote der relevanten Hochschulen: An der Hochschule für Technik, Wirtschaft und Kultur in Leipzig finden sich im Fachbereich Medien u.a. die Studiengänge Bibliotheks- und Informationswissenschaft (Diplom), Buchhandel/Verlagswirtschaft (Diplom), Druck- und Verpackungsherstellung (Diplom), Medientechnik (Diplom) oder Verlagsherstellung (Diplom), die den Studiengängen der Fakultäten I und III der Hochschule der Medien ähneln. Für diese Hochschulen wird untersucht, wie sich die Pressearbeit thematisch unterscheidet. Dabei stehen zwei Fragen im Vordergrund: Zum einen nach den Themen, die in der Presse besetzt werden und zum anderen welche Themen davon nur die Hochschule der Medien besetzen kann. Die Hochschule Pforzheim mit der Fakultät Technik und dem Studiengang Wirtschaftsingenieurwesen (Bachelor), der Fakultät Gestaltung und dem Studiengang visuelle Kommunikation (Bachelor) sowie mit den Studiengängen Marketing (Bachelor) und Werbung (Bachelor) der Fakultät Wirtschaft Recht bietet ähnliche Studieninhalte wie die Fakultäten I und II der Hochschule der Medien an. Gleiches gilt für die Hochschule München mit dem Studium des Wirtschaftsingenieurwesens (Bachelor und Master) der Fakultät Wirtschaftsingenieurwesen oder dem Studiengang Druck- und Medientechnik (Diplom, Bachelor ab Wintersemester 2007/2008) der Fakultät Versorgungstechnik, Verfahrenstechnik, Druck- und Medientechnik. Bedeutung von Medienanalysen: Aus der quantitativen Perspektive heraus betrachtet, leben wir in einer Informationsgesellschaft, in welcher das Informationsangebot stetig weiter ansteigt. Qualitativ betrachtet, kann man von einer Mediengesellschaft sprechen, in der Fiktionen zunehmend gleichberechtigt gegenüber Fakten auftreten und auf diese sogar substituierend wirken können. Die Agenda-Setting-Theorie geht davon aus, dass Medien aufgrund von enormen Mengen an Informationen als Gatekeeper fungieren, und die Meldungen nach deren Relevanz sortieren und aussortieren. Dadurch zeigen Medien lediglich Auszüge der Wirklichkeit, und es gilt: Nichts ist relevant, was nicht in den Medien ist. 'Wenn mittlerweile nur noch relevant ist, was von den Medien beobachtet wird, dann nimmt auch die Bedeutung der Medienanalyse als Beobachtung der Medien zu'. Nach Baerns sind Medienanalysen die schnellstmögliche Variante, um das öffentliche Meinungsbild und damit die eigene Wirkung nach außen zu untersuchen. Da aber die Medienlandschaft immer rasanter wächst und somit stetig unüberschaubarer wird, ist dafür eine systematische Beobachtung mit differenzierten Methoden notwendig. Ein Beispiel aus der Geschichte zeigt, wie erfolgreich die systematische Beobachtung und Inhaltsanalyse sein kann. Die Alliierten analysierten im Zweiten Weltkrieg die Veröffentlichungen des nationalsozialistischen Propagandaministers Joseph Goebbels, um an Informationen zur sog. "Vergeltungswaffe", einer Überschall-Rakete V2, zu gelangen. Da die Alliierten über keine Technik zur Abwehr dieser Rakete verfügten, waren sie bestrebt, den Bau dieser Waffe zu verhindern. Sie besaßen zwar Kenntnis darüber, dass die Rakete gebaut wurde, aber nicht an welchem Ort. Aus diesem Grund bombardierten sie verschiedene verdächtige Ziele, wussten aber nicht, ob sie das gesuchte Ziel getroffen hatten. Inhaltsanalytiker entwickelten den Ansatz, mittels Inhaltsanalysen zu prüfen, ob das richtige Ziel zerstört wurde. Man ging davon aus, dass über eine Bombardierung grundsätzlich in den Medien berichtet würde. Wird die Raketenfabrik nicht getroffen, so wird der Propagandaminister weiterhin mit der Vergeltungswaffe drohen und den Endsieg verkünden. Daraus schlussfolgerte man, dass die Bombardierungen an einer anderen Stelle fortgesetzt werden müssen. Die Berichterstattung wurde kontinuierlich analysiert, bis diese nach der Bombardierung von Peenemünde in der Nacht vom 17. auf den 18. April 1943 abbrach. Goebbels schwieg, so dass man davon ausgehen konnte, dass sich die Raketenfabrik in Peenemünde befand und zerstört wurde. Dieser historische Fall zeigt anschaulich, welcher Nutzen aus der Medienanalyse gezogen werden kann.

The Baltic States; Estonia, Latvia and Lithuania and Poland are situated along strategic trade corridors within Europe, constituting the EUs eastern border with Russia and other CIS countries. EU membership has triggered rapid economic growth for the Baltic States and Poland due to the removal of trade barriers and reduced transaction costs. A heavy influx of EU grants has targeted development and improvement of transport infrastructure, and this support will continue until 2015. The EU grants are largely used for development of international corridors, which play a key role in strengthening the competitiveness of these new member states. Since their accession to the EU in 2004, these countries enjoyed remarkable growth. While the countries underwent varying degrees of contractions in 2009, signs of recovery are showing albeit with considerable uncertainty in the future. Growth in Estonia, Latvia and Lithuania in recent years has been unsustainable and was driven by a disproportionate increase in the non-tradable sector (construction, financial intermediation, real estate). This has had negative implications for competitiveness. The global economic crisis in 2009 has ended Poland?s fast economic expansion over the recent years, but in contrast to its neighbors Poland has avoided a decline in economic activity. Over the medium term, growth in Poland is expected to accelerate steadily in line with an improving external environment. The Baltic States and Poland are relatively competitive in trade logistics and have initiated reforms to facilitate trade, compared to their eastern neighbors, particularly Russia. Despite the plunge in 2008, freight transport and logistics development in the region has potential to continue to grow in the medium-term as some signs of recovery have begun to appear. The current economic situation has triggered a significant overcapacity of transport and warehousing which is characterized by very low prices for these services. While Poland remains relatively stable, Estonia, Latvia, and Lithuania are exhibiting higher vulnerability to external shocks. The most critical bottlenecks of transport logistics in the Baltic States and Poland are found in the deteriorating condition of their transport infrastructure, particularly that of road networks, lessdeveloped intermodal connections, and inefficiency of custom processing at border crossing points. Deteriorating road condition in these countries is largely due to inadequate maintenance and a comprehensive asset management system, albeit improving. Intermodal connections that are often inefficient are partly attributed to institutional arrangement that lacks inter-agency collaboration at the level of policy development and public investment. Custom procedures are particularly cumbersome and inefficient at the borders to non-EU member states. Nevertheless, the Baltic States and Poland have relative strengths in efficiency of domestic transport/logistics, cost-efficiency of trucking industry, and price-competitive port operation. The report various recommendations for strategic policy priorities for the Baltic States and Poland to leverage their own strengths to respond to various opportunities and challenges.

The blue economy can be a driver of sustainable economic development, but it is both subject and a contributor to climate change and environmental degradation.Ocean health starts with freshwater health, but freshwater and ocean policies are disconnected, and water security is a blind spot in blue economy strategies.Subnational governments are competent in policy areas that can improve water quality, such as water and sanitation, waste management and land use; and their investment responsibilities in grey and green infrastructure can foster resilience to growing water risks.1. Understanding the blue economyThere is no single definition of blue, ocean or marine economy, which are often used. The Organisation for Economic Cooperation and Development (OECD) defines the ocean economy as "the sum of the economic activities of ocean-based industries, together with the assets, goods and services provided by marine ecosystems" (OECD, 2016), and divides ocean-based into "established" and "emerging" sectors. The classification of sectors differs from one framework to another: the EC and UN-World Bank propose a synthesised classification of 14 and 15 sectors respectively, while the OECD has a more detailed classification of 21 sectors (see table 1).Considering only established sectors, the OECD conservatively valued the ocean economy at USD 1.5 trillion annually in 2010, accounting for around 2.5% of global GDP and 30 million direct job. In a business-as-usual scenario, in 2030, these sectors are anticipated to employ over 40 million people and to grow to more than USD 3 trillion, maintaining its share of 2.5% of total global GVA (Gross Value Added). Across almost all sectors, employment would grow faster than average for the world economy.Economic growth and employment in many countries, regions and cities hinge upon water and ocean-based economic activities. For instance, Cambodia's blue economy has been valued at USD 2.4 billion in 2015, accounting for around 16% of the country's GDP and 2.4 million jobs (World Bank, 2023). In the state of California (United States), 1 in 9 jobs connects to port-related activity; in the state of Louisiana, the inland Port of South Louisiana ranks first in the country in terms of dry bulk cargo handled. In Barcelona (Spain), 15 000 people are employed in the blue economy, while in the region of Andalusia,the ocean economy accounts for around 10% of workers and 10.5% of GDP. However, given the range of differing definitions of the blue economy or ocean economy across countries, regions and cities, these estimates are challenging to compare – even within the same jurisdiction. For instance, the blue economy strategy of the city of Barcelona (Spain) highlights that estimates of the value of the blue economy are not comparable between the city, the region and the central government, as all three levels of government have different definitions of its scope. The blue economy also includes the ecosystem services or non-market benefits provided by freshwater, coastal and marine ecosystems (e.g. natural river systems, wetlands, mangroves and coral reefs), such as carbon storage, flood protection, food provision and cultural values. Globally, ecosystem services are worth 1.5 times total GDP (OECD, 2021). In the European Union, an average EUR 400 billion of ecosystem services are generated on a 10km coastal zone (European Commission, 2023). Coral ecosystems alone contribute an estimated USD 172 billion per year to the world economy with benefits such as food and raw materials, water purification, recreation and biodiversity (OECD, 2022). Mangroves across several Indonesian regions provide valuable ecosystem services (e.g., coastal protection, climate regulation, raw materials provision) that contribute to human wellbeing, providing on average USD 15 000 and 50 000 per hectare per year in benefits in Java and Bali respectively (WWF, 2022). Investing in natural assets such as mangroves and coral reefs can be beneficial for tourism as well as flood protection, carbon capture and biodiversity. For instance, investing USD 1 in mangrove conservation and restoration can generate a financial, environmental and health benefit of USD 3-17 over a 30-year period (Ocean Panel, 2020).The blue economy holds some of the keys to unlocking the energy transition. Water-based renewable energy (e.g. offshore wind power, floating solar panels or tidal energy) can power the clean energy transition; aquaculture solutions (e.g. oyster reefs) can mitigate coastal flood risks; and blue bioeconomy and biotechnology (e.g. seaweed farming) can capture carbon and nutrient pollution. The number of global ocean renewable energy inventions grew 7% annually on average between 2000 and 2019 (OECD, 2023). Offshore wind provided just 0.3% of global electricity supply in 2018, but it has the potential to generate more than 420 000 terawatt-hours per year worldwide, which represents 18 times current global electricity demand (OECD, 2022).However, the blue economy can be an important source of carbon emissions, pollution and other environmental stressors. Maritime transport alone accounted for almost 3% of global CO2 emissions in 2018, and pollution from shipping (e.g. noise, untreated sewage and oil spills) affects both freshwater and marine habitats and biodiversity. Moreover, ghost fishing gear contributes to around 10% of plastic pollution in the ocean (Greenpeace, 2019), and resource-intensive activities such as tourism and coastal development can be large water abstractors and waste generators. For example, coastal tourism in Greece leads to a 26% increase in plastic waste influx, contributing to the 11 500 tonnes of plastic leaking into the Mediterranean every year, 28% of which stems from sea-based sources such as ghost fishing equipment (WWF, 2019). An international review of water use in tourism suggested that direct water use in tourism varied between 80 to 2000 litres per tourist per day, depending on the geographic location and the type of hotel (Gössling et al., 2012), significantly above the average consumption of 124 litres per day in Europe (EurEau, 2021).Several blue economy strategies consider the importance of "greening" the blue economy (e.g. through decarbonisation or pollution mitigation) and preserving ocean and coastal ecosystems. For instance, Portugal's National Ocean Strategy (2021-20230) has 9 strategic goals including decarbonisation, supporting the country's efforts to achieve carbon neutrality by 2050 while improving the health of marine and coastal ecosystems. At subnational level, the state of Washington's (US) Maritime Blue Strategy (2022) aims to accelerate the decarbonisation of its maritime industry through technological innovations, infrastructure, and incentives to facilitate local, coastal, and international maritime operations (e.g. modernisation of state and regional ferries and shore-side infrastructure with cleaner low-carbon fuels). Similarly, the Port of Vigo's (Spain) Blue Growth Plan (2021-2027) has set a target to become a carbon sink by 2030 by increasing renewable energy use in port operations and business activities, using cleaner alternative fuels such as hydrogen on ships, and fostering seabed regeneration and CO2 sequestration through artificial reefs, for instance.Recognising the potential of the blue economy for sustainable economic development and the need to protect coastal and marine ecosystems, a growing number of international declarations and frameworks aim to boost its contribution to sustainable development agendas. Against the backdrop of the Paris Agreement on climate, the UN 2030 Agenda for Sustainable Development Goals (2015) and the UN Decade of Ocean Science for Sustainable Development (2021-2030), the blue economy discussion has seen:• Statements of intent making the blue economy a priority for sustainable economic development at global and regional levels, with the Nairobi Statement of Intent on Advancing the Global Sustainable Blue Economy (2018), the Jakarta Declaration on Blue Economy (2017) and the Communication on a new approach for a sustainable blue economy in the European Union (2021). • Guiding principles for a sustainable blue economy including the UN Sustainable Development Goals (SDG 14 – Life below water), UN Environment Programme Finance Initiative (UNEPFI) Sustainable Blue Economy Finance Principles and the Chennai High-Level Principles on Sustainable and Resilient Blue/Ocean-based Economy (2023) adopted by members of the G20. • International treaties aiming to protect the ocean from existing and emerging stressors, such as the ongoing meetings of the Intergovernmental Negotiating Committee established to develop an international legally binding instrument on plastic pollution, including in the marine environment (2022-2024), and the Treaty on the High Seas adopted by the UN General Assembly's Intergovernmental Conference on the conservation and sustainable use of marine biological diversity of areas beyond national jurisdiction (2023).• However, few of these national strategies, declarations and frameworks recognise subnational governments' crucial role in marine and freshwater conservation, water-related risk prevention and the blue economy. Recognising that subnational governments have a key but often underexploited role to play in unleashing the potential of a sustainable blue economy, the OECD programme on Cities and Regions for a Blue Economy aims to shed light on how a territorial approach to the blue economy can leverage place-based policies and subnational government competences to accelerate efforts towards sustainable blue economies.2. Water security as a condition for thriving blue economiesShedding light on the link between the blue economy and water securityClimate change magnifies water risks, which the OECD (n.d.) defines as "the risk of too much, too little, too polluted water and disruption to freshwater systems", by affecting the water cycle: more than 90% of natural disasters are related to water (UNEP, n.d.). Achieving water security means maintaining acceptable levels of these four water risks (OECD, 2013). Rooted in seas, coasts, rivers or lakes, blue economy sectors are particularly vulnerable to water-related risks in freshwater, coastal and marine environments, which are inextricably linked to one another. For instance, 72% of fish and invertebrate species representing 77% of total catch are estimated to be linked to river flows at some point in their life cycle (Broadley et al., 2022).Water risks can have severe economic impacts, especially in cities, which generate around 60% of GDP and employment in OECD countries. For example, a drought can cost up to 6% of GDP per annum by 2050 (World Bank, 2016), reduce a city's economic growth by up to 12% (Zaveri et al., 2021) and damage buildings and infrastructure due to the expansion and retraction of soils and land subsidence. Droughts, floods, and storms could wipe USD 5.6 trillion from global GDP between 2022 and 2050 (Aquanomics, 2023). "Too little" water can make rivers too shallow for fluvial transport or energy generation, with ripple effects beyond the blue economy. Shipping on the Rhine river was down 27% in 2018 due to low water levels, leading German industrial production to fall by 1.5%, and the production of chemicals and pharmaceuticals to drop by 10% for three months (OECD, 2023). Since mid-August, the persistent drought in the Panama Canal region has compelled authorities to impose traffic restrictions, resulting in a bottleneck of more than 100 large vessels transporting commodities thought to be worth billions of dollars (Earth.org, 2023). The Panama Canal anticipates a reduction of approximately USD 200 million in revenue during its upcoming fiscal year due to these crossing restrictions (Reuters, 2023).Floods, sea level rise and coastal erosion can disrupt marine and freshwater ecosystems while damaging waterfront infrastructure and assets such as ports and shipyards. With almost 11% of the global population living in Low Elevation Coastal Zones in 2020 (IPCC, 2022), sea level rise is projected to affect 800 million people living in one of the 570 cities exposed to sea level rise of at least 0.5 metre (C40 Cities, 2018). In the state of California (US), which has the largest ocean economy in the country valued at over USD 44 billion annually, USD 8-10 billion of existing property value is likely to be underwater by 2050, and an additional USD 6-10 billion to be at risk during high tides. In the San Francisco Bay Area alone, 104 000 existing jobs and the creation of 85 000 new jobs could be threatened by sea-level rise in the next 40-100 years (Ocean & Climate Platform, 2023).Water pollution from land-based sources can wreak havoc on both freshwater and marine ecosystems. Currently, about 60% of plastic marine debris is estimated to originate from urban centres, and around 80% of marine pollution comes from land-based sources such as untreated sewage (UNEP, 2021). The cost of water pollution exceeds billions of US dollars annually in OECD countries (OECD, 2017): for instance, in the US, the loss in lakefront property values due to nutrient pollution, which causes eutrophication and can trigger toxic algal blooms, has been estimated to cost between USD 300 million and USD 2.8 billion. Plastic pollution affects rivers and oceans alike: to date, 30 mega tonnes (Mt) of plastics have accumulated oceans, but more than triple that amount – 109 Mt – has piled up in rivers (OECD, 2022). Plastic pollution alone costs fisheries in the Gulf of Thailand USD 23 million per year (IUCN, 2020) and around EUR 13 million per year to the Scottish fishing industry (KIMO, 2010).Exacerbated by climate change, phenomena such as acidification, freshwater and marine heatwaves adversely impact fisheries, tourism and the ecosystem services provided by waterbodies (e.g. recreation, carbon capture and water purification). Marine heatwaves, whose frequency has doubled since the 1980s, can cause long-lasting or irreversible damage to many marine species, leading to mass mortality events and ultimately threating food security (OCP, 2023). Ocean warming and acidification cause damage to coral reefs (e.g. bleaching), which increases coastal flood risk and dampens reef-related tourism. In the state of Queensland (Australia), for example, the bleaching of the Great Barrier Reef could cause the loss of 1 million visitors to the region each year, equivalent to at least AUD 1 billion in tourism spending and 10 000 jobs (Australian Climate Council, 2017). In the state of Florida (US), coral reef degradation could increase the coastal flood risk to more than 7 300 people, costing an additional USD 823 million every year (Storlazzi et al., 2023).Water security in blue economy policyDespite the intrinsic link between water resilience and economic resilience, water security is generally a blind spot of national and subnational blue economy strategies, which tend to focus on boosting blue economy growth. Nevertheless, some blue economy strategies make the connection between the blue economy and water security. For instance, the US Blue Economy Strategic Plan (2021) piloted by the National Oceanic and Atmospheric Administration (NOAA) aims to increase the resilience of the country's coasts and oceans as well as the Great Lakes communities. The Blue Economy Vision for Scotland (2022) insists that the country's marine and inter-linked freshwater and coastal environments need to be sustainably managed, restored and resilient to climate change.Protecting and restoring the coastal and marine environment is considered in some strategies, but the resilience of coastal and marine environments and related economic activities is not often linked to freshwater resilience. This may be due to most blue economy strategies being led by government departments responsible for economic development or oceans, and freshwater and oceans often belonging to separate departments. Globally, government entities responsible for ocean health are often not the decision-makers or regulators of many of the activities that threaten its well-being in freshwater and on land (SIWI, 2020). The IPCC Special Report on the Ocean and Cryosphere in a Changing Climate (2019) highlights that water-related governance arrangements (e.g., marine protected areas, spatial plans and water management systems) are often too fragmented across administrative boundaries and sectors to provide integrated responses to the increasing and cascading risks from climate-related changes in the ocean and/or cryosphere. A counter-example is the Swedish Agency for Marine and Water Management, a newly created government entity responsible for protecting, restoring and ensuring the sustainable use of freshwater and marine resources, including fisheries management. Similarly, one of the departmental mandates of Fisheries and Oceans Canada is to protect oceans, freshwater and aquatic ecosystems through science, in collaboration with indigenous communities.3. The case for resilient, inclusive, sustainable and circular (RISC-proof) blue economies: a comprehensive frameworkThe blue economy has both a direct (e.g. pollution) and indirect (e.g. climate change) impact on freshwater, coastal and marine ecosystems. The literature reveals the dual dynamics at play. On the one hand, the blue economy is increasingly vulnerable to climate change, which mainly manifests through disruptions to the water cycle. This underscores the need for a blue economy that is resilient to climate change and inclusive of local communities adversely affected by water-related risks. On the other hand, as a potentially significant source of carbon emissions and pollution, blue economies should embrace sustainability by striking a balance between economic growth and environmental preservation while integrating circularity to minimise waste and promote resource efficiency.The OECD programme on Cities and Regions for a Blue Economy therefore suggests a framework encapsulating four dimensions that national and subnational governments ought to consider in the context of the blue economy: resilience, inclusiveness, sustainability and circularity (Figure 1). The Programme suggests that governments should aim for a blue economy that is:• Resilient to water-related risks exacerbated by climate change by using tools to ensure water security (e.g. disaster risk reduction, nature-based solutions, water pollution prevention, etc.). For example, in the French overseas archipelago of Guadeloupe, 400 companies in the fields of commerce, services and fishing experienced a combined revenue loss of nearly EUR 5 million in the first half of 2015 alone as a result of sargassum proliferation (CCI-IG, 2016). To tackle this issue, Guadeloupe joined the Sargassum Algae Cooperation Programme, which aims to strengthen the resilience of Caribbean territories by facilitating knowledge-sharing for sargassum management and valuation (e.g. to decontaminate agricultural soils loaded with pesticides).• Inclusive of local communities and stakeholders through engagement, employment opportunities in the blue economy and the protection of the most vulnerable (e.g. those living in informal settlements or sub-standard housing) from water risks. For example, the 2018 Maritime Strategy of Catalonia (Spain) prioritises community-led fishing management structures based on co-management, where each stakeholder interested in achieving sustainable fishing can participate with equal decision-making power and take on shared responsibilities in the co-management process. The strategy also aims to increase the share of women employed in fisheries and aquaculture, as they currently make up just 2.6% of the Catalan workforce in the sector. The Seine-Normandie Water Agency (France) organised Water Stakeholder Forums in 2022 to discuss the implementation of the Water Development and Management Plan (SDAGE) for 2022-2027 with around 900 local stakeholders. The Plan includes measures to protect and restore wetlands while limiting new coastal developments; collect and treat wastewater discharges from ports, boats, and campsites; and anticipate the need for drinking water in areas of demographic and tourist development to control water abstraction and prevent saline intrusion.• Sustainable environmentally, by limiting greenhouse gas emissions and pollution from blue economy sectors, sustainably managing coastal, marine and freshwater resources (e.g. fish and minerals) and conserving freshwater, coastal and marine ecosystems (e.g. wetlands). To promote sustainability, the Port of Seattle's (US) Smith Cove Blue Carbon Pilot Project is restoring underwater habitats and biodiversity, particularly with oysters, to sequester carbon, filter water and mitigate flood risk. In the port of Valencia (Spain), CO2 emissions dropped 30% between 2008 and 2019 despite activity growing 42%, due to initiatives such as fleet replacement with hybrid and electric vehicles, the adoption of cleaner fuels like liquid natural gas (LNG) and hydrogen, and the upgrade of lighting systems in port areas.• Circular, to foster resource efficiency and reduce waste, by using resources efficiently and keeping resources in use for as long as possible, preventing waste and transforming waste and/or by-products into resources. As part of a circular economy, the city of Rotterdam, Netherlands has created Blue City in 2019, a platform and accelerator for circular entrepreneurs that contribute to reducing waste and pollution by reusing existing products and materials. The nautical and naval industries of the region of New Aquitaine (France) and the state of Washington (US) carry out repair activities to maintain existing commercial and recreational vessels, thus keeping existing resources in use for as long as possible.To foster resilient, inclusive, sustainable and circular blue economies, the preliminary results of the OECD Programme on Cities and Regions for a Blue Economy point to three emerging priorities.First, better explore the role of subnational governments. Few of the mounting international declarations and agreements and national strategies related to oceans and the blue economy recognise the importance of a localised approach that leverages the role of place-based solutions, even though many of the most powerful tools for water security – land use, spatial planning, waste and water management – are in the hands of subnational governments. Cities and regions can also invest in infrastructure and nature-based solutions to mitigate flood risk and improve the resilience of local economies. They are also guardians of local culture and traditions linked to water-related economic activities, which can help ensure that solutions win the approval and active support of local communities. More broadly, cities and regions are crucial to achieving the SDGs: at least 105 of the 169 SDG targets will not be achieved without proper engagement and co-ordination with local and regional governments (OECD, 2020).Second, foster policy coherence across oceans, freshwater and land. Ocean and freshwater decision-making are often disconnected from one another, even though healthy oceans start with healthy freshwater. If freshwater and land do not have a seat at the ocean decision-making table, the ocean's main environmental stressors risk being overlooked. Similarly, coastal and inland cities cannot be disconnected from the basins they sit in. Basin organisations, which are set up by political authorities, or in response to stakeholder demands, deal with water resource management issues in river basins, lake basins, or across important aquifers. They can help cities and regions tackle the risks of "too much", "too little" and "too polluted" water and unlock the potential of the blue economy through engaging stakeholders across catchments, planning, coordination, data collection and monitoring.Third, create the right enabling environment. For a resilient, inclusive, sustainable and circular blue economy to thrive in cities and regions, technical solutions are not enough. Subnational governments need to find new funding mechanisms to support marine and freshwater protection; set sound incentives and frameworks to catalyse investments; develop partnerships with private actors, community organisations, cooperatives, think tanks and research institutes and stimulate blue entrepreneurship; create synergies across policies such as spatial planning, waste, energy, transport that affect the quantity and quality of water; and foster dialogue between scientists and policy makers, amongst others. These solutions are outlined in the Multi-Stakeholder Pledge on Localising the Blue Economy developed by the OECD in partnership with Atlantic Cities, International Association of Cities and Ports (AIVP), ICLEI - Local Governments for Sustainability, International Network of Basin Organisations (INBO), Ocean & Climate Platform, Resilient Cities Network, and United Cities and Local Governments Africa (UCLG-Africa).4. ConclusionThe blue economy is gaining traction as a means of combining economic growth with environmental protection, health and wellbeing. Considered as the sum of economic activities taking places in oceans, coasts, rivers and lakes, the blue economy can be a powerful driver of sustainable development in coastal and inland cities, regions and countries. However, the blue economy is both subject and a contributor to climate change, water risks and environmental degradation. This raises the need for a blue economy that is resilient to climate change; inclusive of local communities; sustainable, by balancing economic growth with environmental preservation; and circular, to minimise waste and promote resource efficiency. A review of the existing literature, including international declarations and agreements, national and subnational strategies related to the ocean and blue economy, reveals that water security and subnational governments are often absent from considerations. The anti-Soviet and anti-communist hysteria that typified the Cold War period is to a certain extent alive and well today with the rise of China. This is particularly true regarding prevalent sentiment among the U.S. strategic class about Latin America.Take for example U.S. Southern Command head Laura Richardson's testimony to the House and Senate Armed Services Committee in March, which invoked the word "malign" no less than 24 times: "malign actor," "malign influence," "malign effort," "malign activities," "malign intent," "malign narratives," "malign conduct," "malign action," and "malign agenda." Often, she was referring to suspected Chinese actors, and in some cases Russian ones. This echo of the Cold War brings to mind University of California San Diego scholar Peter Smith's argument about the core of the relations between the United States and Latin America: the crucial, historical factor of U.S.-Latin America politics has been the role and activity of extra-continental actors.According to a 2022 study by the RAND Corporation, "competition with China is qualitatively and quantitively different from competition with Russia and Iran in Latin America and the Caribbean." Moscow and Tehran may be opportunistic and provocative, but they lack the attributes to ensure an effective power projection in the area. China, however, has the resources, will, and opportunity to extend and sustain its influence. Hence, it is logical for Washington to be attentive to Beijing's messages, measures, and maneuvers.Still, the massive size of the U.S.'s own security presence in the region — and how small China's is in comparison — is often undiscussed in Washington. A look at the numbers suggests the idea of an imminent Chinese military threat is both exaggerated and misguided.We could start by examining what some have called the "iron river" of arms flowing into the region. According to the latest report from the Stockholm International Peace Research Institute (SIPRI) on arms transfers, the ranking of the largest arms suppliers to South America between 2019 and 2023 was: France (23%), the United States (14%), and the United Kingdom (12%). During those years, Russia did not supply arms to South America.An analysis of SIPRI data for 2000-2022 by Ryan Berg and Rubi Bledsoe of the Center for Strategic and International Studies shows that the United States is the source of 94.9% of Argentina's arms acquisitions, 93.4% of those acquired by Colombia, 90.7% of those acquired by Mexico, and 82.7% of those acquired by Brazil. This means that the four largest economies in Latin America have the United States as their main arms supplier.During that same timeframe, Russia was by far the largest arms supplier to Venezuela: Caracas's purchases amounted to $4.5 billion. China was the largest supplier (66.2%) of the $77 million in arms purchased by Bolivia. Just last month, President Javier Milei confirmed Argentina's commitment to buy 24 F-16s from Denmark with authorization from Washington.When it comes to geographic presence, the United States maintains a large military footprint in the region through the Guantanamo Naval Base in Cuba and the Soto Cano Base in Honduras. U.S. Southern Command is responsible for three "cooperative security locations" in El Salvador, Aruba, and Curacao. For decades, SOUTHCOM has regularly conducted various types of multi-nation (such as UNITAS, Tradewinds, PANAMAX, and Southern Cross) and bilateral military (for example, Southern Vanguard with Brazil and Relámpago with Colombia) exercises on land, sea, and air. Russia has occasionally conducted military exercises with Venezuela and Nicaragua. China participated in a sniper test in Venezuela in 2022, and Beijing has increased its offering of courses and educational programs for military officials from Latin America.The United States, for its part, maintains its Western Hemisphere Institute for Security Cooperation, which replaced the controversial School of the Americas that trained anti-communist military forces during the Cold War. According to a Congressional Research Service report, Security Force Assistance Brigades were established in 2018 and distributed across six commands, including the U.S. Southern Command: "the first SFAB maintains a persistent presence in Colombia, Honduras, and Panama, while also expanding episodically to Peru, Ecuador, and Uruguay." Also, the National Guards of 18 states plus Puerto Rico and Washington D.C. have agreements with 24 nations in Latin America. Meanwhile, Washington has designated Argentina (1998), Brazil (2019), and Colombia (2022) as non-NATO allies. Nothing similar occurs with China or Russia in Latin America.China agreed with Argentina during the center left government of Cristina Fernández (2007-2015) to establish a Deep Space Station in the province of Neuquén. The arrangement meant the construction of a facility for tracking, command, and data acquisition, facilitated by a deep space antenna. The next government of the center right Mauricio Macri completed its construction by 2017 and in 2018 it swung security relations back toward the United States, securing Southern Command financing for an Emergency Operations and Coordination Center in Neuquén. This is part of SOUTHCOM's humanitarian assistance programs and exercises. In fact, several radar stations throughout Latin America are operated by SOUTHCOM.Another data point is security ties through their total dollar flows. The latest Congressional Research Service report on U.S. aid to the region reveals the extent of Washington's support for anti-drug efforts in the area over the years. Between 2000 and 2022, U.S. assistance to Plan Colombia exceeded $13 billion, while for the 2008-2021 period, aid for Mexico's Mérida Initiative amounted to $3.5 billion. From 2010 to 2022, funding for the Caribbean initiative totaled $832 million, while from 2008-2020, the Central American initiative received $2.9 billion. While not all of that assistance has been military in nature, out of the total U.S. assistance to Latin America for 2024, security-related funding amounts to 26.6% or $658.3 million. In no way has China shown the willingness to provide such extensive assistance on security issues, nor get involved in aiding anti-narcotics initiatives in the region.We can also view the U.S. regional footprint through its influence on the high seas. In 2020, the U.S. Navy announced that the U.S. Fleet Forces Command would be renamed the Atlantic Fleet to focus on closer regional threats. And in 2008, the Navy re-established the 4th Fleet with a purview over the Caribbean and Central and South America. Moreover, three of the last six commanders of Southern Command have been from the Navy.Meanwhile, since 2020, the U.S. Coast Guard has expanded its activities in Central and South America. Washington has turbocharged its naval deployment as part of efforts to combat Chinese illegal fishing. While Beijing aims to be a naval power with global reach, its presence in Latin America is limited. The U.S. strategy of denial of space and anti-access in the maritime domain shows clear signs of strength. If understood as a design to limit (denial) or prevent (anti-access) an enemy force from advancing in its operational area, the United States has boosted its position.The total U.S. military footprint in the region is much broader and includes cooperation deals surrounding ports, aerospace, and inland rivers. No Chinese analogues to these agreements exist. What becomes clear, when looking at this portrait, is that it appears that China is highly cautious about extending its military reach in Latin America likely because it knows that could cause tensions with Washington. Instead, it has focused, to considerable success, on economic engagement in the area, with trade, investment, and finance.Beijing's regional economic engagement has not stopped Washington from sounding the alarm about supposed Chinese malefic military projection. It is no secret that doing so bolsters the justification for Washington's own military spending. Indeed, SOUTHCOM has requested a near 50% budget increase for 2025. In a Latin America awash with sky-high homicide rates and firearms among the leading causes of death, rightsizing the Chinese military presence leaves us with a provocative question: what good is U.S. arms racing with a nowhere-near-peer competitor doing for the region?In short, the military preeminence of the United States in Latin America is undeniable. In practice, in defense and security matters, Washington has been reaffirming and strengthening its presence in the area. China's pragmatic projection of economic power has made undeniable progress. But the preponderance of the United States in the military realm has not weakened nor is it close to being replaced. What is evident is that the notion of an imminent Chinese military threat is exaggerated and misguided, especially when the material projection of the United States in the region is less significant and more rhetorical. By now it is obvious that the U.S has militarily outcompeted China in Latin America and Beijing is very far from displacing Washington on regional defense and security matters.

Den förestående reformen av EU:s jordbrukspolitik kan emellertid, rätt utnyttjad, också skapa utvecklingsmöjligheter inom nötköttsproduktionen. Frikopplingen av arealbidragen till bl. a. spannmålsodling minskar nämligen alternativkostnaden för åkermark som kan användas för produktion av bete och vintergrovfoder till köttdjur. Även på gårdar som slutar med mjölkproduktion friställs mark lämpad för nötköttsproduktion. Detta kan göra det möjligt att skapa stora nötköttsbesättningar baserade på befintliga betesmarker och åkermark som kommer att sakna lönsam alternativ användning. På så sätt kan arbets- och maskinkostnaderna per kg producerat kött minska tack vare storleksfördelar. En expansion av nötköttsproduktionen kräver dock i många fall nya byggnader och dessa får inte vara för dyra om investeringen skall bli lönsam. Det rimligt att anta att nivån på miljöersättningen för betesmarkerna i överskådlig framtid kommer att ligga på minst nuvarande nivå. Detta i kombination med lägre alternativkostnad för mark torde stärka den relativa konkurrenskraften hos extensiva produktionsmodeller med stor betesandel. Föreliggande rapport är därför inriktad på sådana produktionsmodeller. Projektets huvudsyfte är att beskriva och analysera system för betesbaserad nötköttsproduktion med övervintring i oisolerad byggnad eller utomhus samt att beräkna lönsamheten vid nyinvestering i sådan produktion. Ett delsyfte är att identifiera behov av ytterligare forskning för att förbättra produktionens ekonomiska och miljömässiga hållbarhet. Målgrupper för rapporten är producenter, rådgivare och forskningsfinansiärer samt politiker och myndigheter, vilka utformar de regler som påverkar nötköttsproduktionens förutsättningar. Arbetet omfattar beskrivning av olika inhysningssystem samt djurhantering, arbetsmiljö, djurmiljö, utfodring, växtnäringscirkulation, miljökonsekvenser, arbetsbehov och ekonomi i dessa system. Beskrivning och analys omfattar följande besättningstyper: 30 dikor och uppfödning av rekryteringskvigor 150 dikor och uppfödning av rekryteringskvigor 30 årsproducerade slaktungnöt av köttras med två övervintringar 150 årsproducerade slaktungnöt av köttras med två övervintringar Det förutsätts att besättningarna ligger i Mellansverige i område där det finns marginell åkermark samt naturbetesmark. Tjurkalvarna kastreras och föds upp som stutar med stor betesandel. I samtliga besättningar antas att djuren har fri tillgång till grovfoder. För varje besättningstyp behandlas följande system för djurens övervintring: Oisolerad byggnad med liggbås ("liggbås") Oisolerad byggnad med djupströbädd och gödselgång ("djupströbädd") Öppen ligghall med ströbädd samt rastgård ("ströbädd med rastgård") Tak i vindskyddat läge med utfodring utomhus ("utedrift med tak"). Dessutom görs orienterande jämförelser med byggnadslös ranchdrift. Planlösningar redovisas för de olika byggnadsalternativen och investeringskostnader för byggnad inklusive gödselvårds- och hanteringsanläggning beräknas med Jordbruksverkets program KDATA 2003. Investeringskostnaden per diko inklusive rekrytering varierar mellan som högst cirka 50 000 kr (liggbås vid 30 kor) och som lägst 15 000-20 000 kr (utedrift med tak vid 30 kor och ströbädd med rastgård vid 150 kor). Årskostnaden för avskrivning, ränta och underhåll utgör cirka 10 % av investeringskostnaden. Kostnaderna per vidareuppfött slaktungnöt med två övervintringar är i samma storleksordning som årskostnaden per ko – alltså 1 500-5 000 kr. För de dyrare byggnadsalternativen överskrider de beräknade byggnadskostnaderna i dikoproduktionen och vidareuppfödningen den totala köttintäkten för slaktdjuren. Beräkningar visar att investeringskostnaderna kan sänkas betydligt genom enklare utförande av byggnaderna. Systemen med liggbås, djupströbädd och ströbädd med rastgård har goda förutsättningar att fungera bra med hänsyn till djurhantering, arbetsmiljö och djurmiljö, möjligen med undantag för liggbåssystemet vid kalvning. Krav beträffande markförhållanden, naturliga väderskydd och skötsel för att även de billiga systemen utedrift med tak och byggnadslös ranchdrift skall fungera bra diskuteras i rapporten. Genomsläpplig, kuperad mark i anslutning till vindskyddande skog, tillräckligt stor yta per djur, torrt och kallt klimat samt personal med gott djuröga är några viktiga faktorer i sammanhanget. Generella regler för hur djur skall hanteras för att minimera riskerna för skötare och djur beskrivs. Härvid betonas behovet av ändamålsenliga djurhanteringsanläggningar vid behandling, vägning, sortering och utlastning. Stora besättningar förbättrar de ekonomiska förutsättningarna för att skaffa sådana anläggningar, liksom för att ha minst två erfarna personer som arbetar tillsammans vid riskabla arbetsmoment. Ur djurmiljösynpunkt är säker fodertillgång även för djur med låg rangordning och förhållandena vid kalvningen viktiga faktorer. Fri tillgång till grovfoder och tillräckligt många ätplatser är därför viktiga liksom torr och ren halmbädd i kalvningsbox och kalvgömma vid kalvning inomhus. I ranchdrift bör man vintertid sprida grovfodret i strängar över en större markyta, så att djuren kan stå utspridda och äta, och kalvningen bör ske under varm årstid i detta system. En litteraturgenomgång av klimatets effekt på djuren visar att tillväxt och foderutnyttjande kan försämras vid både köld- och värmestress. Risken för köldstress är störst för kalvar födda på vintern i oisolerade stallar eller i utedrift, och risken för värmestress är störst för snabbt växande ungnöt i varm miljö. För att förebygga köldstress är det viktigt att djuren har tillgång till torr och ren liggplats och att de vid kall väderlek får foder som antingen är ofruset eller har låg vattenhalt. I foderavsnittet påtalas också vikten av gruppindelning av djuren efter foderbehov samt att varje grupp får ett foder vars näringsinnehåll är anpassat till djurgruppen i fråga. Detta innebär bl a att senare skördat vallfoder ges till lågdräktiga kor och tidigare skördat vallfoder ges till högdräktiga och digivande kor. Överutfodring med protein kan leda till onormalt lös träck, samtidigt som risken för kväveförluster ökar. I rapportens miljöavsnitt behandlas åtgärder för att förbättra utnyttjandet av gödselns växtnäring och minimera riskerna för vatten- och luftförorening. Liggbåssystemet, där huvuddelen av gödseln hanteras i flytande form, är bäst i dessa avseenden. Detta är en fördel särskilt i ekologiskt jordbruk, där förlorad växtnäring inte kan ersättas med inköpt mineralgödsel. I system med djupströ- och ströbäddsgödsel blir ammoniakförlusterna stora. Vid utedrift, där djuren koncentreras på en liten icke hårdgjord yta, blir växtnäringsförlusterna stora. Utedrift med tak passar därför inte i eutrofieringskänsliga områden, men kanske på lämpliga marker i t ex inre Svealand och Norrlands inland, särskilt om huvuddelen av gödseln samlas upp och/eller avrinnande vatten passerar lämpligt vegetationsfilter innan det når känsliga vattensystem. För gårdar som inte kan övervintra djuren i "utedrift med tak" eller "ranchdrift utan byggnader" på grund av för liten areal, olämpliga markförhållanden eller brist på naturliga väderskydd, är alternativet "öppen ligghall med ströbädd samt rastgård" ett bra inhysningssystem. Extensiv ranchdrift, där djuren fördelas på stora arealer under vinterhalvåret genom att deras utfodringsplatser fortlöpande flyttas, ger upphov till mindre kväveförorening per ha än t ex spannmålsodling. Dikobaserad nötköttsproduktion kommer att få allt större betydelse för den inhemska nötköttsproduktionen och betesberoende naturvården i takt med att antalet mjölkkor och mjölkraskalvar minskar. För att nya generationer lantbrukare skall bygga upp nötköttsbesättningar i den omfattning som krävs för att tillgodose vår framtida efterfrågan på inhemskt nötkött och naturvårdsbete fordras troligen att produktionen ger minst lantarbetarlön för insatt arbete och låneränta plus riskpremie till investeringar. I företagsekonomiska kalkyler beräknas möjligheterna för en nystartare att uppnå full kostnadstäckning vid dessa lönsamhetskrav vid nybyggnad. I grundkalkylen ger samtliga undersökta byggnadsalternativ och produktionsmodeller stora underskott. Vid en ersättning på drygt 3000 kr per ha naturbetesmark och stor andel naturbete kan dock 150 dikor eller lika många stutar ge full kostnadstäckning så länge handjursbidragen delvis är kopplade till produktionen. För att 30-djursbesättningarna skall ge full kostnadstäckning fordras den billigaste byggnadslösningen (utedrift med tak), drygt 3000 kr per ha ersättning till naturbetesmark, stor naturbetesandel, delvis kopplat handjursbidrag samt ekostöd och kompensationsbidrag. Om stor andel naturbete eller krav förknippade med ekostöd resulterar i lägre djurtillväxt eller högre kostnader försämras naturligtvis möjligheterna att nå full kostnadstäckning. Analysen visar att frikopplingen av djurbidragen innebär att de ekonomiska förutsättningarna för produktion av nötkött i Sverige försämras. Dagens konventionella byggnadstyper och vanliga besättningsstorlekar blir mycket olönsamma vid marknadsmässiga krav på arbets- och kapitalersättning när det krävs nyinvesteringar. För att nötköttsproduktionen och naturvårdsbetet skall bibehållas och expandera krävs väsentligt högre investeringsbidrag, kompensationsbidrag och miljöersättning och/eller nya produktionssystem med lägre investeringskostnader. Förenklat utförande av konventionella byggnader kan leda till besparingar. För större besparingar krävs dock radikala lösningar såsom "utedrift med tak" och "ranchdrift utan byggnader". Osäkerheten i nuvarande läge med dessa system är bristande kunskap kring djur- och arbetsmiljö samt inverkan på den yttre miljön. Här krävs forskningsresurser för att utveckla svensk nötköttsproduktion mot en framtida ekonomiskt och miljömässigt hållbar produktion.
