Résumé Rapport sur la situation démographique de la France en 1974. La population de la France a atteint 52,67 millions d'habitants à la fin de 1974. L'accroissement de la population en un an, bien qu'encore notable (330 000 personnes), est en recul du fait de la diminution importante des naissances et du solde migratoire. En 1974, le rajeunissement à l'âge au mariage, sensible jusqu'en 1972, semble stabilisé; la proportion des divorces est de l'ordre de 12 ou 13 % des mariages; en l'absence d'épidémie de grippe et du fait de la diminution des accidents de la route, la mortalité est particulièrement faible, ainsi que la mortalité infantile, tombée à 14 %c. L'immigration est limitée aux familles de travailleurs déjà établis en France. La deuxième partie du rapport est consacrée à une analyse détaillée de la baisse de la fécondité. En 1974, l'indicateur conjoncturel qu'est le « nombre des naissances réduites » s'est établi à 2,14 enfants par femme soit à peine au-dessus du niveau de remplacement des générations. Cette baisse, commune à tous les pays développés, correspond au vœu des couples : le « nombre idéal d'enfants » qu'ils désirent ne cesse de baisser. Elle porte surtout sur les enfants de rang 3 et 4, la proportion des couples sans enfant restant faible.

Aujourd'hui, l'échec du règlement de Dublin, pilier central du Régime d'asile européen commun (RAEC), semble ne plus faire de doute. En effet, ce texte normatif de l'Union européenne visant à déterminer l'État responsable de l'examen d'une demande de protection internationale, sème la discorde entre les différents États membres. Parmi les griefs, l'incapacité à juguler le phénomène dit des « mouvements secondaires » vers un autre État que celui responsable du traitement de la demande d'asile. Cet article vise à appréhender les fonctions cachées que peut revêtir ce régime gouvernant les mobilités indésirables en Europe, par-delà son échec apparent. À cette fin, il propose une analyse nourrie de plusieurs années d'enquête de terrain portant sur la manière dont les autorités françaises ont appliqué ce règlement depuis 2015 par le « placement en fuite » des « dublinés », pratique administrative assimilable à un bannissement. Ceci permettra d'abord d'éclairer les logiques à l'oeuvre dans la gestion des « flux » en Île-de-France et dans le Calaisis. Cela illustrera surtout comment, malgré de faibles taux de transfert des dublinés vers le pays responsable de l'examen de leur demande de protection internationale, les autorités françaises ont su tirer profit du régime de Dublin afin d'établir de nouvelles formes d'exclusion administrative moins coûteuses et plus dissuasives. Enfin, cela permettra de mieux saisir les fauxsemblants de l'« abolition » du règlement de Dublin que constituerait le Nouveau pacte européen sur la migration et l'asile (NPMA).

In presenting a biography of the interdisciplinary program in materials research (PIRMAT), we argue that: i) the PIRMAT denotes a failure of the French science policy in materials research; ii) the leadership of the CNRS led to a specific style of research, quite different from the engineering approach of Materials Science and Engineering, and characteristic of a French style in materials research.
