Public higher education has been strangled in Brazil by personnel policies, fragmentation through privatisation and competition with a growing private sector. Central to the productivist turn in Brazil is the annual 'CAPES report' which ranks departments and determines their funding. The Forum of Executive Officers of Graduate Programs in Anthropology was created, years ago, to discuss problems regarding anthropology's teaching and research. Its efficacy depends on the political skills of its members to influence interlocutors. We need to understand the sociology of change around us and the power structures of the agencies structuring our field of action to be able to propose solutions.

The emerging global media system reveals the newest stage of class struggle under capitalism. The neoliberalist call for government deregulation of the media & communications markets is essentially a call for their "re-regulation" to serve corporate interests. With stunning speed, seven multinational corporations -- Disney, AOL-Time Warner, Sony, News Corporation, Viacom, Vivendi, & Bertelsmann -- have gained global domination. The second tier in media industries has quickly emerged gaining national & regional dominance. They form ties & joint ventures with the global oligopoly that allows the major giants to showcase local control while they exercise domination of politicians, promote pro-business policies, & expand the global media market, at the expense of large segments of local populations. The demise of public broadcasting, the inefficacy of Third World resistance, & the hidden fist of the US military reveal much about renewed imperialism & the challenge to political democracy, & highlight the need for socialists to defend social justice & democratic values through making media issues part of their political platforms. The case of Northern Ireland is discussed as an exception to neoliberal peacebuilding, focusing on the use of state resources for social reconstruction to build a lasting peace. Ireland has been characterized by a policy of violence containment, in which conflict management brings time for social reforms, thus allowing more resources to be directed toward the political forum & providing a base for international cooperation. In a move toward reconciliation, the British agenda in Ireland shifted from disinterest to a broad agenda of equality & reconciliation. Contemporary British intervention has affected Irish economic interests & social interventions, including antidiscrimination reconciliation projects in schools & community groups. It is concluded that recent policies have brought progress toward social justice, & that this tentative peace in Ireland is not a neoliberal peace. 17 References. T. Noland

In the 1980s more and more Latin American countries attempted to address daunting economic problems with variations on the so-called neoliberal theme. While one should have expected governments to implement some form of short-term fiscal and monetary adjustments to address the region's generalised fiscal crisis, it was less inevitable that this neoclassical formula should coincide with a more long-term structural adjustment formula, including such neoliberal (or neo-orthodox) policies as privatisation of State-owned companies, liberalization of tariffs, and reduction of the public sector workforce. As a result of this policy mix, the normal recessionary impact of adjustment intensified. The clamour for protection from that impact, and/or for putting an end to the policies themselves, has also intensified not only from the popular sector (that perennial target of all adjustments), but from the ranks of economic elites as well.
