Ghana is one of the developing world's success stories. The first sub-Saharan colony to gain independence, it is a stable democracy experiencing sustained economic growth. Yet as Ghana reaches for the material gains of participation in modern commercial life, its dual legal systems—the system of customary adjudication by traditional authorities and the formal court system—have come under increasing pressure. New legal developments have truncated the authority of traditional decisionmakers, while an overburdened court system lacks the resources to fill the resulting adjudicative gaps. To solve the problem, Ghana is now experimenting with a system of quasi-public dispute resolution, including contractual arbitration and courtconnected mediation. If successful, this experiment could provide a model for other emerging democracies seeking to promote greater access to justice while integrating traditional and national adjudicative structures.

The informal training model of construction tradesmen in Nigeria is performing poorly. This has resulted in the shortages of operatives needed for construction works and slowed down infrastructure delivery. The present stock of tradesmen is largely ageing  and have no new apprentices to mentor. Consequently, knowledge transfer is made difficult and this poses a great danger of extinction of the informal training and and the supply operatives needed for construction. This study therefore reviews the current state of the informal training model and analyses data from key stakeholders on the appropriate approaches for resolving the current challenges. The study recommends inter alia reforms in youth development policies, government interventions in skills acquisition, improved funding of informal training, re-orientation of youths on the dignity of labour, provision of incentives to attract youths and effective regulatory mechanism.Â

Abstract
The government of Bolivia led by President Evo Morales and the Movement Toward Socialism (MAS) party claims to be constructing a new postliberal or plurinational state. However, this alleged experiment in plurinationalism conflicts with two central elements of government and MAS party strategy: the expansion of the economic development model based on the extraction of non-renewable natural resources, and the MAS's efforts to control political space, including indigenous territories. This article analyzes these contradictions by examining how Bolivia's constitution and legal framework appear to support indigenous autonomy while simultaneously constraining it. Specifically, it explores how political and bureaucratic processes have seriously limited opportunities to exercise indigenous rights to autonomy. The article makes a comparative analysis of the implications of Bolivia's experience for indigenous autonomy and plurinationalism for other resource extraction–dependent states.

In this paper we analyze the evolution of the Romanian banking system after the 2007 financial crisis and the country's accession to the European Union. The first part analyzes the main elements of the banking system: ownership structure, number of employees and banking units, loans and non-performing loans. The second part analyzes the level of financial intermediation of the banking system. The results showed that majority of the capital is private and foreign, the top five banks held over half of the bank assets, number of employees decreased due to the crisis and non-performing loans share had increased by over nine times. Romanian banking system have a low degree of financial intermediation, but the new developments of the EU banking systems proved that it can be a strong point.

This article attempts to explore the way(s) contemporary Greek drama responded to social reality since the eruption of the economic crisis. Although Greek dramatists, in their struggle to redefine their relationship with the "polis," have rejected the polemical tone of traditional "political theatre," one wonders whether they have something, politically, new to propose. Focusing on the repertoire tendencies of the last five years, this paper argues that parody seems to have replaced the organized critique of social relations. Moreover, examining plays of contemporary authors, we detect an all pervasive determinist, passive and frequently self-destructive spirit. With this in mind, the question that seeks for an answer can be summed up this way: Can the Greek play re-imagine its role as a therapeutic mirror, rather than as a merely punitive and vindictive one?

The paper is devoted to an analysis of the Treaty on Stability Coordination and Governance (TSCG), also known as the "Fiscal Compact" Treaty signed between the EU member states in 2012. We argue than the TSCG, instead of helping to "repair" the institutional failures on which the Euro and the Eurozone are built, strengthens them and further weakens the construction on which the European member states operate. In this sense, the Treaty explains why the crisis in Europe is so deep and persistent, and why the member states of the Eurozone are having such difficulty in returning to a path of balance and growth. After defining the "core" of the Treaty more precisely, by describing the nature and significance of the new rules it has introduced in more detail, we explain why these rules create supplementary obstacles in the road to recovery.

Starting with a debate in September 2012 on the incorporation of domestic violence as a distinct offence in Hungary's new Criminal Code, the issue of gender and proper womanhood has regularly re-surfaced in statements made by ruling coalition MPs in parliamentary debates. Drawing on discourse analysis, this study investigates a selection of these statements in the context of the government's current policy and public discourse. The paper argues that these discourses outline an essentialist model reflective of a dominant ideology that is traditional, Christian, patriarchal and heteronormative, which, by hinting at women's accountability for certain social ills, also allows for a chain of associations that ultimately results in the subversion of the overall social status of women, dividing and marginalising them further and discrediting any claims or actions aimed at establishing a more egalitarian society in the country.

A former student of James Cameron's, Ian Hazlett contributes a paper very much in the spirit of his teacher. It considers the afterlife of the King's (or Negative) Confession, commissioned by James VI of Scotland in 1581 as a clear statement of his Calvinist credentials. By the time he gained the crown of England in 1603 however, his evolving religious views meant it had become a document he sought to distance himself from. Both Protestant and Catholic propagandists and publishers, keen to give a particular picture of the theological sympathies of the new English king, subsequently produced a surprisingly varied selection of versions of the Confession. These sources and what they can tell us about the theology and politics of the day are considered here for the first time in a scholarly study. ; Publisher PDF

The article argues against quantifying approaches to the study of violence which assume a decline of violence throughout history and seem to have gained new momentum with Steven Pinker's recently published important book. Instead, it explores the continuous and powerful impact of violence in modern history, even though "modern civilized" societies have been officially opposed to violence and its use for centuries. Analyzing particular configurations of violence and its different employments in both Europe and North America against different people and differently perceived bodies this article questions the paradigms of "civilization" and "modernity." Violence is ren-dered compatible with "modern civilization" through the regularity of its use, through its concealment, and through its deployment against those people who are not perceived as "subjects" and whose lives and suffering are deemed less "grievable" (Judith Butler).

In this new reality the main indicator is innovation.Various regions of European Union formulate Regional Innovation Strategies (RIS). The goal of this document is to formulateessential elements of regional development strategy. This kind of strategy was created for the Mazovia region. In the document wecan read that Mazovia is the most innovative region in Poland, however, it is still far behind regions in highly developed countries.The main strength of Mazovia is the fact that it is a capital region, which means a better access for enterprises to information, importantcontacts and promotion. Nevertheless, we still can experience many barriers, undermining regular regional development, suchas insufficient grants for scientific research or inadequate engagement of public administration to help entrepreneurs.KEYWORDS: innovation, strategy of development, business environment institutions, friendly administration, region.

International audience ; In a landlocked country like Chad, the access to outside flows of goods, persans and the information and energy they convey, has always been vital. Over time, the different itineraries ("trans-Sahara", "Atlantic") and directions of these flows have contributed to modify the economie, political and social structures of the country. This article analyzes the contradictory role played by recent access to oil and its rents on these existing structures. The authors argue that: firstly, access to oil has consolidated the "Atlantic itinerary". Secondly, that access to oil has initially consolidated the practices of the present Chadian elite - a result expected within a classic resource curse approach -, but at the same time it has created a space for bifurcation that has lasted, although it has not yet given way to a new trajectory.

In this paper, we present a technique for online generation of dual arm trajectories using constraint based programming based on bound margins. Using this formulation, we take both equality and inequality constraints into account, in a way that incorporates both feedback and feedforward terms, enabling e.g. tracking of timed trajectories in a new way. The technique is applied to a dual arm manipulator performing a bi-manual task. We present experimental validation of the approach, including comparisons between simulations and real experiments of a complex bimanual tracking task. We also show how to add force feedback to the framework, to account for modeling errors in the systems. We compare the results with and without feedback, and show how the resulting trajectory is modified to achieve the prescribed interaction forces. ; QC 20150630.
