THIS ESSAY FOCUSES ON THE RELATIONSHIP OF THE MARKET TO DEMOCRACY AND THEREFORE TO CIVIL SOCIETY. IT PROBLEMATIZES THE ASSUMPTION OF MUCH OF CURRENT WORK ON THIS ISSUES, THAT THERE IS A CONGRUENCE BETWEEN A MARKET ECONOMY AND A DEMOCRATIC POLITY. IT DOES THIS BY SETTING OUT THE CASE FOR AND AGAINST THE ABOVE PROPOSITION--THAT THERE IS A CORRELATION BETWEEN MARKET ECONOMY AND POLITICAL DEMOCRACY--AND CONCLUDES THAT THE MARKET IS AT ONCE SUPPORTIVE AND UNDERMINING OF DEMOCRACY. IT CONCLUDES THAT THE IMPORTANT ISSUES IS HOW TO REGULATE, CONTAIN AND SUPPLEMENT MARKET FORCES SO THAT THE NECESSARY "CIVILITY" OF SOCIAL RELATIONS INS A DEMOCRATIC POLITY CAN BE PROTECTED AND ENHANCED, RATHER THAN TO ARGUE ABOUT WHETHER THE MARKET SHOULD OR SHOULD NOT BE PLACED WITHIN THE AMBIT OF CIVIL SOCIETY.

Since the 1990s, African armed forces have been the subject of significant amount of doctrinal production devoted to Security Sector Reform (SSR). However, beyond the efforts to rebuild fragile security apparatuses, it's worth to indicate that one dimension has been underestimated: the process of civil-military hybridisation of the armed forces, which is less commonly used under the expression "dual forces" constitutes the main objective of this study. The dual function of the army is its ability to conduct defense and development missions. In this perspective, the military engineers, "building arm" of the State of Cameroon, is regularly commissioned to carry out local development missions. How do Cameroonian military engineers apprehend the concept of "dual force"? What are the effects of civil-military action on the relationship between the army, politics and the population? How does this public policy evolve? Using a qualitative approach, this study shows that dualisation is no longer an accidental process implemented in a sporadic way, but constitutes a structured public policy. However, it encounters difficulties: on the one hand, the political authorities are cautious of the negative developments of a practice likely to set up the army as an economic actor with the drifts observed in the Egyptian model. On the other hand, the army is still very attached to its martial identity. Nevertheless, dualisation consolidates the relationship between the military, politics and the population, holding the hope for strengthening the army-nation nexus. ; Depuis les années 1990, les forces armées africaines sont l'objet d'une importante production doctrinale consacrée à la Réforme du Secteur de la Sécurité (RSS). El artículo caracteriza las trayectorias profesionales, perfiles disciplinares y ciertas representaciones de los funcionarios nombrados en puestos vinculados a la obra pública durante los primeros años de la última dictadura militar. Siguiendo una metodología histórica de análisis de publicaciones periódicas del universo de la construcción, decretos y currículums, se logra caracterizar los diversos perfiles que predominaron en el período, su vínculo con las propias tradiciones del sector de obra pública y con las diversas orientaciones que convivían al interior del aparato estatal en el contexto del Proceso. A partir de este análisis, se observan fuertes líneas de continuidad en los perfiles de los funcionarios ligados al quehacer de la obra pública, así como orientaciones diversas entre los distintos grupos que ocupaban esas reparticiones estatales, en diálogo con las orientaciones que coexistían al interior del Proceso así como los posicionamientos de los distintos actores del sector. ; The article characterizes the professional trajectories, disciplinary profiles and certain representations of the civil servants in positions related to public work during the first years of the last military dictatorship. The article uses a historical methodology of analysis which focuses on periodical publications, national decrees and curriculums. Based on those historical sources, the article characterizes the diverse profiles that prevailed in the period, its relation with the previous traditions and with the diverse orientations that coexisted in the interior of the state apparatus. The conclusions show the strong lines of continuity in the profiles of civil servants linked to public work, as well as different orientations among the various groups that occupied these state agencies, in dialogue with the orientations that coexisted in the Dictatorship as well as the positions of the different actors in the sector. ; Facultad de Humanidades y Ciencias de la Educación
