Die Organisation für Sicherheit und Zusammenarbeit in Europa (OSZE) ist für die Gestaltung von Frieden, Sicherheit und Stabilität in Europa unverzichtbar. Revealed and stated preference techniques are widely used to assess willingness to pay (WTP) for non-market goods as input to public and private decision-making. However, individuals first have to satisfy subsistence needs through market good consumption, which affects their ability to pay. We provide a methodological framework and derive a simple ex post adjustment factor to account for this effect. We quantify its impacts on the WTP for non-market goods and the ranking of projects theoretically, numerically and empirically. This confirms that non-adjusted WTP tends to be plutocratic: the views of the richest-whatever they are-are more likely to impact decision-making, potentially leading to ranking reversal between projects. We also suggest that the subsistence needs-based adjustment factor we propose has a role to play in value transfer procedures. The overall goal is a better representation of the entire population's preferences with regard to non-market goods.

We study competition for the market in a dynamic model with network externalities, focusing on the efficiency of market outcomes. We propose a representation of the strategic advantages of incumbency and embed it in a dynamic framework with heterogeneous consumers. Then, we completely identify the conditions under which inefficient equilibria with several platforms emerge at equilibrium; explore the reasons why these inefficient equilibria arise; and compute the value of incumbency and analyze why static models generally exaggerate it. ; National audience

This paper considers an e-commerce market wherein a vertically integrated marketplace competes downstream with a single retailer and upstream with an independent parcel delivery operator. Because of the information collected by the marketplace on customersíhabits and preferences, the integrated parcel delivery operator has lower delivery costs than its competitor. Products are di§erentiated according to the retailer and the parcel operator who delivers them. The representation of product di§erentiation is inspired by the Anderson, De Palma and Thisse (2002) discrete choice model. We study several scenarios each representing a speciÖc policy implemented to regulate the marketplace. The Örst one is a data sharing policy. The integrated marketplace has to share its information with the other delivery operator which in turn will lower this operatorís cost of delivering the marketplaceís product. The second one is vertical separation under which the parcel delivery operator previously owned and managed by the marketplace becomes independent. Finally we consider a full dismantlement scenario under which there is both vertical and horizontal separation. We show that the optimal policy is either complete dismantlement or data sharing. The relative impacts on consumer surplus and total welfare of these two options involve a tradeo§ between the increased competition implied by complete dismantling and the data related delivery cost advantage achieved under data sharing. When this cost advantage is small, completely dismantling dominates, while data sharing is the best policy when the cost advantage is large.

The struggle against terrorism in the Middle East, and the success of the Islamic State in Iraq and Syria in its use of social media to spread its ideas, has led to a search for new messages to counter the appeal of violent extremists. Thus far, United States counter-messaging has failed to articulate a normative position that is compelling to its target audiences. The US has also not found an effective way to speak to and with other parts of the Muslim world. The article shows that these failures are not accidental but reflect profound factors in American culture and society. The US' normative position has also failed to take into account the crucial differences between 'liberals' and 'moderates' in the Muslim world. To proceed one must acknowledge that there are two fundamentally different interpretations of Islam, both of which are supported by a close reading of the Qur'an and other major texts. To draw on that difference, the article shows, requires drawing on voices and resources not available in the US. The article proposes a way forward that both acknowledges the inherent weaknesses and liabilities of the US government as a messenger and points to more credible messengers within the Muslim world. Regulation (EU) No. 211 of 16 February 2011 on the European Citizens' Initiative (ECI), as one of the major innovations of the Treaty of Lisbon, represents the first supranational instrument of direct democracy that took effect on April 1, 2012, creating the direct legal link between the European Union citizens and the European institutions. Within the present paper we will give a general overview of the European Citizens' Initiative instrument, trying also to analyse briefly certain citizens' initiatives that have been already registered on the European Commission's website where the online collection of a million signatures is still running, bearing in mind the important role of the citizens as "co-authors" of the law within the European decision-making process. From our point of view this participation will increase the responsibility of the citizens to be more active and to use their new right in the best conditions and without any obstacles.
