This study examines how the institutional provisions of the Nice Treaty & the constitutional reform of the European Union (EU) will affect agricultural decision-making in the enlarged EU. Although the agricultural sector is a core EU policy domain, we have little knowledge about the effects of institutional reform following the accession of 10 relatively small & poor countries, each having a large primary sector. Based on an input-output taxation model, we identify the positions of old & new member states in the two-dimensional space of EU agricultural politics. This allows us to investigate whether & how Council decision-making will change if the Nice Treaty's provisions for qualified majority voting are replaced by those of the draft constitution of 2004. Our analysis shows that the constitution is an advance providing for more policy change but it falls behind the Laeken proposal, which would have effectively reformed EU agricultural decision-making. 3 Figures, 43 References. Tendencies of European disintegration – culminated in Brexit – have laid bare the lack of a future plan for Europe. Few extant studies contain a future outlook and often lack a public opinion perspective, albeit the latter's relevance in the 'constraining dissensus' between citizens and political elites about European integration. Focusing on European Union–non-European Union relations, this study presents comparative evidence on peoples' preferences for the future of EUrope and their underlying reasons. We map citizen preferences using original open-ended survey question responses across eight European countries from within and outside the European Union. Our results show that non-European Union citizens' preferences deviate more strongly from the status quo compared to those of European Union citizens. In contrast, risk-taking attitudes play no role for citizen preferences.

Contributors offer new approaches to the study of the European Neighbourhood Policy. While the main emphasis is on the empirical assessment of the impact that the ENP has had to-date and on the factors that have shaped its implementation, it also provides new theoretical and methodological perspectives on how to study this policy area

An interdisciplinary approach to the study of the EU in UN human rights and environmental governance which addresses the legal and political science dimensions. With contributions from academics and policy-makers, this volume is a comprehensive analysis of how the challenges it faces impact on the EU's position in UN fora.

We argue that the European currency union (ECU) reduced the de facto monetary policy autonomy of EU countries abstaining from introducing the euro. The large share of imports from euro zone countries renders a close alignment of monetary policy to the interest rate set by the European Central Bank (ECB) necessary if the monetary authorities of countries outside the ECU want to impede the import of inflation from the euro zone or a declining competitiveness of the domestic industry. In turn, the increasing role of the euro as an international reserve medium equal to the US dollar reduced the monetary policy autonomy of countries importing more goods and services from the euro zone than from the dollar zone. An empirical analysis of monetary policy in the United Kingdom, Denmark and Sweden lends support to our theoretical argument. Analysing the shortterm adjustments of central bank interest rates in these three EU countries, which did not introduce the euro, we show that these countries' monetary policies more closely follow the ECB's policy than they followed the Bundesbank's policy before 1994. In addition, we demonstrate the diminishing influence of the dollar on monetary policy in the UK, Denmark and Sweden since the countries of the Economic and Monetary Union harmonized monetary policies.
