We examine the regulation of virtual and digital assets as stored and transmitted over the Internet by blockchain. We do this in the context of how funds are raised from the public through Initial Coin Offerings. Our paper includes the regulation of the infrastructure provided by Virtual Asset Service Providers. In particular, we investigate the primary and secondary markets of Initial Coin Offerings by such entities. We find that there is considerable ambiguity in existing legislation within and across jurisdictions. We make recommendations in respect of both securities law and consumer law. We conclude that investors would be better protected by greater regulation of Initial Coin Offerings that promote virtual assets. We provide recommendations for appropriate regulation in both primary and secondary markets, as well as under consumer and securities law.

Emisija suvremenoga kovinskog novca, uz ispunjenje određenih uvjeta, može, osim monetarnih učinaka, imati i niz drugih, ponajprije gospodarskih i numizmatičkih učinaka. U radu autor analizira recentnu hrvatsku emisijsku djelatnost i politiku u segmenu kovinskoga novca, uočavajući pojedine faze u emisiji toga novca. Unatoč kratkoj suvremenoj emisijskoj djelatnosti, Hrvatska različitim emisijskim politikama toga novčanog oblika daje znatan doprinos razvoju te djelatnosti. Neka nova umjetnička rješenja pokazuju tu aktivnost. ; Under certain conditions, issuing contemporary coins may have other effects besides monetary, in the first place economic and numismatic. In this article the author analyses the newest Croatian coin emission and policy and notes some stages they went through. Despite the short time, Croatia is giving a significant contribution to the development of these activities through its various emission policies. Some new artistic solutions also show activities in this sphere.

In October 1997 the Times of London announced the sale by
auction of fourteen hundred gold coins that formed part of the hoard
lost by Clive of India when the East Indiaman Dodington was
wrecked in Algoa Bay on July 17, 1755. The wreck and its contents lie
within South African territorial waters and are protected by South
African heritage legislation. Very little gold has ever been reported
recovered, despite ongoing excavations, and only a single permit has
been issued for the export and sale of twenty–one gold coins. This article will consider the legal steps taken to repatriate the coins, and the difficulties encountered when taking such steps before a foreign court. It evaluates the extent to which existing international conventions, including the recently adopted UNESCO Convention on the Protection of Underwater Cultural Heritage, are able to assist states in repatriating stolen or illegally exported underwater cultural heritage.
