This collection examines the foreign and domestic policies of President George W Bush's administration. The subject of this analysis is the restoration of the institutions of local self-government in the two socialist states, Poland and Croatia, in the early 1990s, with some references to the past. The key research question involves the issue of constitutionalisation of local self-government in the two post-socialist countries. The article examines how the process of constitutionalisation proceeded, which specific phases can be identified in its evolution, and whether the constitutionalisation is part of broader Central European or even broader European trends. The basic research question is: What actual model of local self-government was drawn up by legislators in both the Polish and Croatian cases? Several research methods were adopted as appropriate for the analysis conducted – they include the legal-institutional analysis, historical-descriptive analysis and comparative method. The paper is written from the perspective of the science of politics and administration, but there are also threads undertaken in analyses originating from the legal sciences. We are of the opinion that the broadening of the research perspective should be regarded as a positive fact for the analytical conclusions obtained. ; Przedmiotem analizy jest przywracanie instytucji samorządu lokalnego w dwóch państwach socjalistycznych – Polsce i Chorwacji – na początku lat 90. XX w., z pewnymi odwołaniami do przeszłości. Kluczowe pytanie badawcze odnosi się do kwestii konstytucjonalizacji samorządów lokalnych w tych dwóch państwach postsocjalistycznych. Zbadano: jak proces konstytucjonalizacji przebiegał, jakie konkretne fazy można wyróżnić w jego ewolucji oraz czy konstytucjonalizacja wpisuje się w szersze środkowoeuropejskie, czy nawet szerzej – europejskie, trendy. Podstawowe pytanie badawcze brzmi: Jaki faktyczny model samorządu terytorialnego kreślili ustrojodawcy, zarówno w przypadku polskim, jak i chorwackim? Wykorzystano kilka metod badawczych, które uznano za właściwe dla przeprowadzenia analizy, w tym analizę prawno-instytucjonalną, analizę historyczno-opisową oraz metodę komparatystyczną. Artykuł został napisany z punktu widzenia nauki o polityce i administracji, ale obecne są w nim również wątki podejmowane w analizach rodem z nauk prawnych. Stoimy na stanowisku, iż poszerzenie perspektywy badawczej należy uznać za fakt pozytywny dla uzyskanych wniosków analitycznych.

The aim of the research is to classify the European Union (EU) countries based on the progress in the economic performance of agriculture. The originality of the paper stems from the fact that a new set of indicators (in relative form) was used to identify the clusters. The following indicators are used to assess the economic performance of the EU agricultural sector (by cluster analysis) for two periods (2015–2017 and 2018–2020): total labor force input, real income of factors in agriculture per annual work unit, total agricultural output, gross value added of the agricultural industry, and animal output. The study confirmed that EU countries, according to changes in agricultural performance, differ significantly. They were grouped into four relatively homogeneous clusters according to their similarity, with a clear geographical dispersion for both analyzed periods. Identifying development disparities between EU countries can be useful in future redesigns of the Common Agricultural Policy measures in terms of increased support to certain members. ; Celem badań jest klasyfikacja krajów Unii Europejskiej (UE) na podstawie postępu w wynikach ekonomicznych w rolnictwie. Oryginalność artykułu wynika z faktu, że do identyfikacji klastrów zastosowano nowy zestaw wskaźników (w postaci względnej). Do oceny wyników ekonomicznych sektora rolnego UE (poprzez analizę klastrów) dla dwóch okresów (2015–2017 i 2018–2020) stosuje się następujące wskaźniki: całkowity nakład siły roboczej, rzeczywisty dochód czynników w rolnictwie na roczną jednostkę pracy, produkcja rolna ogółem, wartość dodana brutto przemysłu rolnego oraz produkcja zwierzęca. Badanie potwierdziło, że kraje UE znacznie się różnią pod względem zmian wyników rolniczych. Zostały one pogrupowane w cztery stosunkowo jednorodne klastry według podobieństwa, z wyraźnym rozproszeniem geograficznym dla obu analizowanych okresów. Identyfikacja dysproporcji rozwojowych pomiędzy krajami UE może być przydatna w przyszłych przekształceniach środków wspólnej polityki rolnej pod kątem zwiększonego wsparcia dla niektórych członków.

Współcześnie w polityce dużych miast coraz większego znaczenia nabierają działania dotyczące kształtowania przestrzeni związanej z konsumpcją czasu wolnego. Tego rodzaju działania traktowane są współcześnie jako jeden z ważniejszych czynników rozwoju miast i regionów. Inwestycje w kulturę, rozrywkę, turystykę czy rekreację nie tylko wpływają na zwiększenie atrakcyjności turystycznej miast, lecz także podnoszą jakość życia mieszkańców, przyciągają inwestorów, poprawiają jakość przestrzeni miejskiej itp. Jednym z przejawów przemian przestrzeni miejskiej związanych z jej kształtowaniem w związku z czasem wolnym są działania podejmowane na obszarach, które pełniły wcześniej inne funkcje, głównie tereny poprzemysłowe, pokolejowe itp.

In March 2018, another presidential election took place in the Russian Federation. For the fourth time Vladimir Putin won the election by a large majority of votes. Alexei Navalny - an opposition candidate who had been preparing his election campaign since the end of 2016 - was not allowed to stand in the election. Regardless of his elimination from the election, Navalny remained an active member of Russian political life before and after the election; he carried out a boycott of the election, and organized post-election protests. Without a doubt, despite the ban on running in the election, Navalny was one of the main figures in the electoral process. Thus, the aim of this article is a detailed analysis of Navalny's preparations for the campaign - the authors focused not only on the candidate's opposition activity, but also on his unique measures and methods of running a campaign (Internet, social media, crowdfunding). The article examines the campaign preparations, as well as the reasons for the rejection of Navalny's registration as an election candidate, social support index, relationships with other candidates and the change of strategy after the Central Election Commission's decision. The analysis is based on Russian law, Central Election Commission's decisions, opinion poll results and information from the Russian and international media. ; W marcu 2018 r. w Federacji Rosyjskiej odbyły się kolejne wybory prezydenckie. Elekcję po raz czwarty, zdecydowaną większością głosów, wygrał Władimir Putin. Do udziału w rywalizacji na urząd prezydenta nie został dopuszczony Aleksiej Na¬walny - opozycjonista, który swoją kampanię wyborczą przygotowywał od końca 2016 r. Pomimo eliminacji z procesu wyborczego, A. Nawalny pozostał aktywnym uczestnikiem życia politycznego Rosji przed i po wyborach, przeprowadził także akcję bojkotu wyborów oraz zorganizował powyborcze protesty. Nie ulega wątpliwości, iż pomimo zakazu udziału w elekcji, A. Nawalny był jedną z kluczowych postaci procesu wyborczego. Dlatego też, celem artykułu jest pogłębiona analiza przygotowań do kampanii A. Nawalnego - autorzy skupili się nie tylko na opozycyjnej działalności kandydata, ale również na unikalnych środkach i metodach prowadzenia przez niego kampanii (internet, media społecznościowe, crowdfunding). W ramach artykułu omówione zostały nie tylko przygotowania do kampanii, ale również przyczyny odmowy rejestracji A. Nawalnego jako kandydata, wskaźniki społecznego poparcia, relacje z innymi kandydatami oraz zmiana strategii po decyzji komisji wyborczej. Analiza powstała w oparciu o badania nad aktami rosyjskiego prawa, decyzjami centralnej komisji wyborczej, wynikami badań opinii publicznej oraz przekazami w rosyjskich i międzynarodowych mediach

Celem podjętym w artykule jest przeanalizowanie modelu organizacyjnego szkoły demokratycznej. Przykładem, który posłuży do zobrazowania tego modelu, będzie najstarsza szkoła demokratyczna na świecie — szkoła Summerhill z Wielkiej Brytanii, działająca od prawie stu lat. Szczególną uwagę zwrócimy na wizję i wartości, które stanęły u jej podstaw, oraz wynikające z nich podejście do dziecka. W artykule przedstawione zostaną także konkretne rozwiązania dotyczące organizacji nauki i czasu wolnego oraz prac samorządu. Przyporządkujemy też model szkół demokratycznych do odpowiadającego im poziomu rozwoju organizacji. Posłuży do tego koncepcja dynamiki spiralnej Clare'a W. Gravesa (Spiral Dynamics Model). Koncepcja ta nie była wykorzystywana na gruncie polskim do analizy modeli organizacyjnych szkoły.

Sport brings to cities innovative solutions that influence urban life, yet considerations about sport still rarely contribute to the development of the very popular smart city concept. This raises the question: what is the perception of sport in the city from the perspective of the smart city concept? One of the challenges of future urban policy is to provide initiatives that ensure the wellbeing and promote the model of a healthy city, especially during the era of the COVID-19 pandemic. Therefore, sport creates an opportunity to combat these challenges. The study provides an in-depth literature review on sport factors influencing smart city domains through a systematic review process. Exploring this topic creates a paradigm for future studies regarding the discourse on smart cities and the impact of sport on the evolution of cities of tomorrow. In particular, it indicates potential areas of interest from the point of view of local authorities and policymakers, who are able to incorporate governance through sport agendas.

The aim of the paper is to provide an overview of the existing studies concerning the phenomenon of public trust in government. Low trust in government has been frequently defined as a key problem influencing the policy process in many countries. The economic crises reinforced the importance of trust and triggered public debates on the necessary reforms of the public sector. The paper examines the key theories and research conducted by social scientists with a particular emphasis on the role of trust in risk societies. The review of the existing literature concentrates on the drivers of trust, showing the importance of two interlinked logics: the logic of consequences (the performance approach) and the logic of appropriateness (the process approach). The first one explains trust as a result of outputs and outcomes of government policies and services. The logic of appropriateness claims that trust is built on values and identity and depends on the adoption by governments the rules of integrity, openness, responsiveness and transparency. Trust in government is also deeply rooted in a broader system of rules, norms and values known as the trust culture. The last part of the paper is an attempt to trace an impact of an economic crisis on public trust. Studies of public opinion do not fully confirm the opinions on low trust and a decline in trust in government and trust in public administration in times of crisis. Some studies reveal considerable fluctuations of public trust in selected countries. In other countries, the public evaluation of government and public administration is high and there are only slight modifications in citizens' perception of the government.

This article aims at discussing the values and principles of the so called AGILE management (AGILE methodologies) in the context of public policy making. In particular, an effort is put into answering the question on the possibility of including the AGILE values and principles in the conduct of policy making. Known from the IT sector, AGILE methodologies have been lately drawing more attention of public policy makers in the world. This approach seems to have a big advantage over hitherto applied modes of public operation, as it allows for a quicker adaptation of policies to changes of the environment. At the same time however, it seems to pose much bigger challenges on policy making bodies, as it requires a strong capacity for regulating diversity throughout the policy making processes in real time.
