Debate on public issues--and where candidates stand on them-- have traditionally represented the focal point of presidential campaigns. In recent decades, however, rather than asking where candidates stand on the issues, the public increasingly wants to know who they are. The issue of character has thus come to dominate presidential elections. While there is increasing public awareness that the psychology, judgment, and leadership qualities of presidential candidates count, the basis on which these judgments should made remains unclear. Does it matter that Gary Hart changed his name or had an affair? Should Ed Muskie's loss of composure while defending his wife during a campaign speech, or Thomas Eagleton's hospitalization for depression, have counted against them? Looking back over the past 25 years, Stanley Renshon, a political scientist and psychoanalyst, provides the first comprehensive accounting of how character has become an increasingly important issue in a presidential campaign. He traces two related but distinctive approaches to the issue of presidential character and psychology. The first concerns the mental health of our candidates and presidents. Are they emotionally and personally stable? Is their temperament suitable for the presidency? The second concerns character. Is the candidate honest? Does he possess the necessary judgment and motivation to deal with the tremendous responsibilities and pressures of the office? "Deep South Dynasty: The Bankheads of Alabama, 1865-1946 is an epic family biography that reflects the complicated and evolving world inhabited by three generations of the extremely accomplished--if problematic--Bankhead family of northwest Alabama. The book traces the careers of five members of the family: John Hollis Bankhead (1842-1920); his sons, John Hollis Bankhead Jr. (1872-1946) and William Brockman Bankhead (1874-1940); his daughter, Marie Bankhead Owen (1869-1958); and, to a lesser extent, his granddaughter, Tallulah Brockman Bankhead (1902-1968). From Reconstruction through the end of World War II, the Bankheads served as the principal architects of the political, economic, and cultural framework of Alabama and the South. A Confederate veteran and the son of a slaveholder and a Confederate veteran, John Hollis Bankhead rose to prominence over a twenty-year period after the Civil War during which he played a key role in crafting a conservative political culture, legal code, and economic system that relied upon and perpetuated white supremacy in Alabama. With the consolidation of single party rule, he was elected to the U.S. House of Representatives in 1886. He would serve in Congress-first the House, then the Senate-for 33 years in all, playing a pivotal role in the development of federal transportation policies and securing funds to build roads and harness waterways to aid economic opportunities for cotton farmers, coal barons, and emerging industries across the South. Two of Bankhead's sons, John Jr. and William, followed in their father's political footsteps, beginning with John Jr.'s participation in Alabama's 1901 constitutional convention and his subsequent work drafting the election laws which disenfranchised blacks and poor whites from political life in the state for decades to come. William's election to the House of Representatives in 1916 was followed by John Jr.'s election to the Senate in 1930. Both were key New Deal Democrats who were integrally involved in shaping federal agricultural reforms during the Depression. These policies weren't designed for an even playing field, however-the Bankheads and other Southern lawmakers saw to it that the New Deal's programs primarily benefitted white recipients. William's worldview expanded to some degree due to his adroitness in advancing President Franklin D. Roosevelt's legislative agenda in the House; shortly after assuming a leadership role as House Majority Leader, he was elected Speaker of the House in 1936, a position he held until his death in 1940. John Jr.'s death in 1946 marked the close of the Bankhead's political dynasty as the post-WWII era was beginning. Marie Bankhead Owen exercised her social capital in partnership with her husband, Thomas M. Owen, the first director of the Alabama Department of Archives and History, a position she assumed on his death in 1920. An outspoken arbiter of social norms and civic virtue, Marie wielded enormous power over the cultural landscape of Alabama, the South, and, in some ways, the white imagination at large. Working with the United Daughters of the Confederacy and other organizations, she was an instrumental advocate for the Lost Cause ideology that romanticized the antebellum era and rural life generally, legitimized secession, valorized the Confederate soldier, minimized poor whites' contributions to society, and all but erased African Americans from existence. After the death of her brothers, Marie continued working in a variety of capacities for another decade, including as keeper of the family legacy. In this, she was often challenged by William's daughters, especially her outrageous niece, actress Tallulah Bankhead, whose life diverged from the fold in so many ways and yet kept the family name in the public eye and memory long after her more august relatives had passed from the stage. Magistrska naloga obravnava in analizira odnose med županom kot najvišjim političnim funkcionarjem in direktorjem občinske uprave kot najvišjim javnim uslužbencem. V prvem delu sta predstavljeni zgodovina lokalne samouprave v Sloveniji in Ustava Republike Slovenije, ki je najvišji splošni pravni akt in lokalni samoupravi posveča svoje poglavje. Načela, ki vodijo lokalno samoupravo in so pomembna za uspešno delovanje in razvoj lokalne samouprave, so načelo avtonomije, načelo subsidiarnosti in načelo regionalizacije. Slovenske občine se vedno bolj vključujejo v skupne občinske uprave za opravljanje posameznih nalog, saj so občinske uprave v manjših občinah kadrovsko nedohranjene. Prav tako se občine vključujejo v združenja občin, saj lahko na ta način bolje zagotavljajo svoj skupni interes na področju lokalne samouprave. Občine med seboj sodelujejo tudi na podlagi sporazumov o pobratenju, ki ima pozitivne učinke na lokalno samoupravo in lokalno okolje, saj gre za stik z mednarodnimi partnerji, izmenjavo izkušenj in pridobitev različnih novih znanj. V drugem, raziskovalnem delu naloge je prikazana primerjava lokalnih skupnosti v dveh izbranih evropskih državah. Na podlagi intervjujev je bila izvedena primerjava odnosov med oblastjo v lokalni samoupravi in politiko. V intervjujih so sodelovali župani in direktorji občinskih uprav manjših slovenskih, hrvaških in avstrijskih občin. V nalogi so predstavljena tudi mnenja županov in direktorjev občinskih uprav o njihovih odnosih v občinah. ; This research work discusses and analyses the relationship between the mayor, as the highest political official and the director of municipal administration as senior civil servant. The first section presents the history of local government in Slovenia and the Constitution of the Republic of Slovenia, which is the highest general legal act and the local government has its own chapter in the Constitution. Principles that lead local government and are important for a successful operation and development of local self-government is the principle of autonomy, the principle of subsidiarity and the principle of regionalization. Slovenian municipalities are increasingly involved in Joint Municipal Administration to perform specific tasks, as the municipal administration in small municipalities are understaffed. In addition, the municipalities integrate themselves in the Association of Municipalities to ensure their common interests better in the field of local self-government. Municipalities cooperate with each other based on agreements of town, which has a positive impact on local government and the local environment, because of the contact with international partners, exchange of experience and the acquisition of various new skills. In the following part of the work levels of local government in the neighbouring countries, the Republic of Croatia and the Republic of Austria are presented. The second part of the research work, a comparison of local communities in the two selected European countries, is presented. A comparison was made about relations between the authorities and the local government policy based on interviews. In the interviews, the mayors and directors of municipal administrations of small Slovenian, Croatian and Austrian municipalities participated. The thesis also shows the opinions of mayors and the directors of municipal administrations of their relations in the municipalities.

The Complexity of Self Government represents a revolutionary approach to political science. Bottom-up theory turns political and social analysis upside down by focusing analytic attention not on vacuous abstractions but on the individual men and women who either consciously or inadvertently create the institutions within which they live. Understanding this practical level of human activity is made possible through complexity theory, recently developed in computer models, but of wider use in understanding everyday human behaviour.
