La Transition numérique verte et la gouvernance des données sont des composantes essentielles du développement soutenable, tant au Nord qu'au Sud. Cet article met en lumière l'importance de ces concepts et leurs implications pour la soutenabilité environnementale et le développement équitable. La Transition numérique verte fait référence à l'intégration des technologies numériques et des pratiques durables pour relever les défis environnementaux. Elle englobe des initiatives telles que l'intégration des énergies renouvelables, les réseaux intelligents, l'économie circulaire et la planification urbaine soutenable. La gouvernance des données, quant à elle, se concentre sur la gestion des données de manière responsable, sécurisée et transparente. Elle implique la collecte, le stockage, le partage et l'utilisation des données dans le respect de la vie privée et des considérations éthiques. Le Nord et le Sud sont confrontés à des défis et des opportunités distinctes dans la mise en œuvre de ces concepts. Le Nord possède une infrastructure numérique avancée, mais doit faire face à des préoccupations concernant la confidentialité et la sécurité des données. En revanche, le Sud est confronté à des limitations en matière d'infrastructures, mais peut dépasser les modèles de développement traditionnels en adoptant des technologies numériques soutenables. Il est essentiel de combler le fossé numérique et de garantir un accès équitable à la technologie et aux mécanismes de gouvernance des données. La collaboration entre le Nord et le Sud peut favoriser l'échange de connaissances, le renforcement des capacités et l'harmonisation des politiques. Une approche holistique intégrant la Transition numérique verte et la gouvernance des données est essentielle pour parvenir à un développement soutenable et inclusif à l'échelle mondiale.

AbstractThe use of Gross Domestic Product (GDP) per capita as a measure of economic growth has been recently subject to wide criticism by many economists. It has been observed that although some countries have experienced economic growth in recent years, income inequality and poverty continue to be exacerbated. Recently, sustainable development goal 8 has been geared to promote inclusive growth. Considering this fact, this study expands the literature by examining the relationship between tourism development and inclusive growth for a panel of 44 African countries over the period 2000–2020. Further, the study also adds to the literature by examining the moderation of governance quality on the tourism‐inclusive growth nexus. The investigation is made using the generalized method of moments as an estimation technique. The result indicates that tourism and governance quality appear to promote inclusive growth. Moreover, the results indicate that good quality of institutions or governance could complement tourism development to promote inclusive growth, as positive synergies are apparent from the role of governance in moderating the incidence of tourism on inclusive growth. Policy implications are discussed.

Water governance has been at the centre of societal formations. From 'hydraulic societies' headed by 'oriental despots' to community-based models of water governance all point to the centrality of this naturally available resource defining state-society-citizen relations. Accessing water under the modern welfare state came to be seen as a 'material' emblem of citizenship. Later, neoliberalism paved the way for commercialisation and privatisation riding high on the slogan of 'universal access' and discourse of 'scarcity'. These paradigmatic shifts signalled changes in water governance. This article charts a broad-brush history of changes in the governance structure and logic of water supply over the last seven decades in Delhi. It focuses on a specific aspect of water governance, that is, mechanisms to supply drinking water in post-colonial Delhi. The case of the capital city of a developing country has been used as a prism to comment on the trajectory of water governance in post-colonial societies.

AbstractThe Berggruen Governance Index (BGI) is a new and innovative entry into the crowded domain of quantitative governance research. In its effort to contribute to the field, the BGI builds off of and acts in dialogue with several other governance indicator projects from across the globe. As part of a collaborative outlook, the BGI convened the first of three symposia at the UCLA Luskin School in October 2022, titled 'Advancing Governance Indicator Systems: The 2022 Conference'. The event invited representatives from other indicator projects to share their thoughts on the BGI, present their own projects and discuss avenues for further research and development of 'planetary' indicators. This article discusses the highlights and key contributions from the conference.

During his long, prolific career, Henri J. M. Claessen was a major contributor to the comparative study of political organizational change. Starting with The Early State (1978), edited with Peter Skalník, Claessen's writings served to broaden and enrich evolutionary approaches in anthropology by recognizing key axes of diversity in political forms and variation in temporal sequences. Furthermore, he recognized that studies of long-term political change required multiscalar concepts that included analytical lenses larger in size than single polities. Claessen drew on his encyclopedic knowledge of ethnographic and historical cases in challenging and expanding the mid-twentieth century approaches to social evolution. With his passing, now is an appropriate time to build on the theoretical advances that Claessen forged, most specifically by taking fuller account of what archaeological research has discovered during the years coincident with his academic career. Grounded in these findings, further steps toward a comparative framing aimed at understanding diversity and change in human political organization and cooperation are advanced.

AbstractThis article explains migration governance in East and Southeast Asia by comparing guestworker programs that have institutionalized labor migration flows between Southeast Asian countries (especially Indonesia, the Philippines, and Vietnam) and the two largest Northeast Asian recipients of labor migration, Japan and South Korea. It demonstrates how these programs have led to heightened competition for skilled labor between countries of destination, while facilitating greater migration flows between countries in Southeast and Northeast Asia. Bilateral economic agreements have engendered highly uneven, underdeveloped frameworks for protecting migrant rights and facilitating migrant integration in countries of destination. The analysis also provides insights into theories of complex interdependence and global migration governance, and shows how migration interdependence (MI) can lead to both cooperation and conflict.

Abstract
Collaborative governance initiatives often seek innovative solutions to longstanding policy dilemmas, as well as agreements on those solutions among longtime political adversaries. Producing both innovations and agreements in combination is difficult: the diversity among collaborators that enable innovations can complicate their attempts to reach agreements, while unifying factors that support agreements may diminish the prospects for innovation. This article introduces three phases of collaborative agreement and pinpoints drivers of agreements on collaborative innovations. We analyze how each driver connects to the cross-pressure between unity and diversity in collaborative governance and generate propositions that relate each driver to the production of different phases of agreements. Our propositions indicate that collaborators seeking agreements on innovations must strike a balance between factors that support innovations (but may hinder agreements) and factors that support agreements (but may hinder innovations). We recommend ways practitioners can foster and sustain that balance by varying rules governing collaborative participation, information discovery, deliberation, and decisions. We conclude by proposing new research using our conceptual refinements to study whether specific conditions surrounding collaboration are associated with the achievement of different phases of agreement on collaborative innovations.
