Ghanas strukturelles Anpassungsprogramm (Beginn 1983) hat die Probleme der armen und benachteiligten Bevölkerungsschichten kurz- und mittelfristig verschärft, insbesondere durch einen Anstieg der Arbeitslosigkeit und Unterbeschäftigung. Diesen Folgen soll das Regierungsprogramm "PAMSCAD" (Beginn 1987) entgegenwirken. Der Bericht diskutiert die Ziele und einige der Probleme, die bei der Implementierung der geplanten 23 Einzelprojekte (Arbeitsbeschaffung, Arbeitslosenbetreuung, Ausbildungsmaßnahmen, Kreditvergabe u.a.) aufgetreten sind. Housing finance in Niberia, as banking more generally, is characterized by urban bias. Assuming that improved housing is a priority of rural people in Nigeria, and that surplus generated above subsistence would be invested in housing improvement, this paper proposes two new financing methods based on the social circumstances of rural people. The first uses farmers' crops as deposits converted to a monetary value by rural banks. The other option for financing rural housing development is to generate crop surpluses and aggregate rural savings in barefoot banks. (DÜI-Hns)

In two papers which were Malthusian in their prognosis James Meade examined during the 1960s the problem of policy formulation and prospects for development facing Mauritius. This article compares Meade's expectations with the actual development of Mauritius over the succeeding two decades. In analysing the reasons for the discrepancies between forecasts and outcomes, in particular in the case of the growth of manufacturing output and exports, it identifies endogenous and exogenous influences on the development process that were not incorporated into Meade's analysis. The authors conclude by evaluating the relative importance of policy interventions and market forces in this development episode. (DÜI-Hns)
