Middle Size Powers and the International Crisis, by Henri Simonet Countries which have played an important role in history owe this power to the conjonction of two phenomena: the will to determine their own destiny and a consensus between the goals of the rulers and the population. Small countries were the first to discover after 1945 that the epoch of full sovereignty had ended and that their own interest could best be met by the collective exercise of sovereignty. In trying to institutionalise the interdependence between States on the political, economic and strategic levels, these small States have played a positive role inside the Atlantic Alliance. Two new phenomena of withdrawal on the part of the small countries are altering this situation: the first is a refusal to participate in the cost of a political and economic security of which they are part, in what can be called a return to a neutralist stand; and the second, a third world type of analysis of the risks of world instability. This evolution is dangerous for the future of the Alliance and the EEC as well as that of the small countries, because it favours the tendency of the big countries to decide among themselves leading to the creation of a Directory inside the Alliance. Given this threat it is important to reaffirm the role of the small countries. They must participate with the US in the elaboration of a new division of labour inside the Alliance.
