Analyzes the main policies of privatization of the Italian National Health Service, focusing on the development of a taxonomy of different meanings of privatization & briefly describing the context in which privatization proposals have arisen. It is concluded that these policies, though very similar to those being discussed or implemented in continental & northern Europe, continue to be accompanied by the persistence of many of the traits of the so-called Mediterranean welfare state, above all, a poor administrative culture. 43 References. Revelations in recent years by high profile Mafia members allow for a better understanding than was previously possible of the organization, rules, norms of behavior, & activities of the Sicilian Cosa Nostra as well as other Italian organized crime groups. Here, interviews conducted in 1991 & 1993 with 2 informers, supplemented by research conducted since the late 1970s, are drawn on to examine the internal functioning of Cosa Nostra (its ideology, admission criteria, structure, relations, & modes of conflict regulation) & to consider the nature of its contemporary transformation in terms both of economic activities & its changing relationship with Italy's political class & secret societies. 1 Table, 36 References. Draws on Eurostat & other data to analyze how Spanish society is dealing with extreme poverty & social exclusion. Some of the social policy actions carried out during the last 15 years are the development of a means-tested benefit system, the creation of minimum income for social integration programs targeting the most excluded, & the building of a network of local public social services. Examines the development of the Spanish welfare state during the emergence of the democratic regime, 1975-1996, outlining the evolution of social policy both in the domestic transition era & under socialist rule. Over the past 20 years the Spanish state built on the Francoist regime's welfare state, expanding its coverage, decentralizing significant aspects of its organization & operation, & establishing cost control measures. Specific changes that occurred in income maintenance, health care, & personal social services are discussed as well as their impact on macroinstitutional design of the welfare system, access to service delivery, & social equality.
