The Constitution of the USSR guarantees religious freedom, but the Soviet Communist Party actively discourages religion. In the 1930s, there was comprehensive religious persecution, but despite the virtual disappearance of the Russian Orthodox Church as an institution, the believing population did not give up its faith. During WWII, Stalin adopted a new policy, giving the churches a limited institutional existence; in return, church leaders have been expected to speak favorably of Soviet political & social realities. Only a few of the clergy, however, work cooperatively with the government; a significant number of clerics try to serve the religious needs of their flocks as best they can. The ordinary believer is treated as a second-class citizen. Individuals who try to make the plight of Soviet Christians known in the world at large or to bear witness to their faith in public can expect reprisals from the authorities. HA

Several surveys of foreign area studies have been made on a state-wide basis, & at least 2 of them have led to concerted action: Ind & NY. The resulting programs to strengthen study of foreign areas by states have ranged from faculty training development to efforts to strengthen library resources & other materials useful in teaching about other peoples & cultures. Ind has been involved for the longest period, NY has been the most active, & now several other states, in varying ways have indicated interest or are making a beginning in meeting needs in this field. But if the states are to retain their central role in public educ, they must cast aside their characteristic provincialism & respond far more readily to the challenge of our revolutionary world to US Sch's, Coll's, U's. AA.

This national report has been prepared as a contribution to the Conference of the European Association of Tax Law Professors entitled 'Tax Avoidance Revisited: Exploring the Boundaries of Anti-Avoidance Rules in the EU BEPS Context. The conference is to be held in Munich, Germany, on 2-4 June 2016. The national report – quite comprehensively – deals with the phenomena of tax avoidance and tax planning by multinationals and the addressing of these in the Netherlands' corporation tax system. Topics addressed include: - General observations on tax avoidance, tax planning and aggressive tax planning; - National GAAR (fraus legis), and accompanying case law including case law on mismatches; - Tax Base Calculation/Transfer Pricing, and accompanying case law (e.g. "Non-Businesslike Loans", "Umbrella guarantee", "Mauritius" and "Italian Listed Company"); - SAARS (interest deduction limitations – 10a, 10b, 13l, and 15ad CITA) including case law; - SAARS (other than interest deduction limitations – 13(17), 13a, 13aa, 17(3)(b), 20(4), 20a CITA, 4(7) DWTA) and accompanying case law; - Case law on corporate interrelationships anti-abuse; - OECD BEPS impacts; - EU BEPS/EU interrelationships (soft law/hard law; both primary/secondary law – e.g. Freedoms, Parent- Subsidiary Directive); - Rulings practices; - Netherlands international tax policy aspects involving BEPS measures.

Bolivia is the only country of South America which has gone through a popular revolution of important political and social dimensions. It had to support one of the most severe and repressive dictatorships of the Andean region and at present has encountered democratic stability. Which factors help to explain this trajectory? And, furthermore, what factors have contributed to establish the democratic periods in this country? This article attempts to compare such democratic processes through points of encounter which permit to respond these questions, besides knowing the conditions which favor the government alliances and democratic stability and not authoritarian stability. The authoress uses Yashar's methodological approximation which proposes to analyze coalitions in favor of the establishment of democracy in a determined country. ; Bolivia es el único país de América del Sur que ha vivido una revolución popular de dimensiones políticas y sociales importantes. Tuvo una de las dictaduras más severas y represivas de la región andina y, en la actualidad, ha encontrado una estabilidad democrática. ¿Qué factores nos explican esta trayectoria? Y, más específicamente, ¿qué factores han contribuido a establecer los períodos democráticos en este país? El presente artículo pretende comparar dichos procesos democráticos a través de puntos de encuentro que permitan responder estas preguntas, además de conocer las condiciones que favorecen las alianzas de gobierno y la estabilidad democrática, y no la estabilidad autoritaria. La autora utiliza la aproximación metodológica de Yashar, que propone analizar las coaliciones favorables al establecimiento de la democracia en un país determinado.
