L'article examine les implications politiques et théoriques du lien entre l'individu et l'histoire et prend comme référence le moment actuel de la pandémie COVID-19. Il met en lumière les réflexions de Fidel Castro, et d'autres penseurs marxistes qui l'ont précédé, sur le rôle des dirigeants dans l'histoire et les circonstances sociales dans lesquelles ils émergent et dirigent les masses. L'ouvrage reflète la crise du leadership politique international, dont l'incarnation est sans aucun doute le président des États-Unis Donald Trump, qui, dans le contexte de la pandémie, a fait preuve d'un mépris fondamental pour les peuples.

This article argues that there is no normative conflict between IIL and international cultural law, but a conflict between the cultural interest of host states and the interest of foreign investors ( the culture-investment conflict of interests ) instead. Beyond, this article puts forth, and aims at shedding light on, the 'sensitiveness' of IIL to cultural heritage, i.e. the fact that the conventional granting of rights to foreign investors does not result in a regulatory chill with respect to the protection/promotion of cultural heritage. Im 21. Jahrhundert ist eine verstärkte internationale Vernetzung der extremen Rechten zu beobachten, die mehr und mehr auch organisatorisch-systematisch verankert ist. Die internationale rechtsextreme Kooperation erstreckt sich auf Finanzmittel, Logistik, Personal und auch Motivation. Dabei lässt sich feststellen, dass eine Zusammenarbeit erst aufgrund weltanschaulicher Übereinstimmung bzw. gemeinsamer politischer Ziele verwirklicht wird. Diese Entwicklung untersuchend, beschreibt der Autor einen sich immer mehr verfestigenden Trend der Internationalisierung der extremen Rechten. Das Hauptaugenmerk gilt dabei der deutschen Szene. In einem ersten Schritt werden diejenigen Ideologieelemente und politischen Ziele dargestellt, auf deren Basis sich ein Großteil der gegenwärtigen rechtsextremen Internationale vernetzt. Im Anschluss wird die organisatorische Ebene beleuchtet, wobei an konkreten Fallbeispielen die internationalen Vernetzungen der extremen Rechten nachgezeichnet werden. Dabei lässt sich das Netzwerk des internationalen Rechtsextremismus wie folgt unterteilen: (1) Eine traditionelle internationale Vernetzung geht auf die Initiative von G. L. Rockwell, Gründer und Führer der American Nazi Party (ANP), aus dem Jahr 1959 zurück. Als (End-)Ziel wird eine arische Weltordnung propagiert, die Anhänger bzw. Hitler-Verehrer in Deutschland, Frankreich und Großbritannien findet. Daraus geht eine Reihe von Kadern hervor, die nach wie vor sehr aktiv sind. (2) Die pan-arische Internationale geht nicht nur von anderen historischen (post-Kalter Krieg), gesellschaftlichen (Erlebnisgesellschaft), ökonomischen und biographischen Voraussetzungen aus, sondern ihr stehen auch völlig andere technologische Mittel (Internet usw.) zur Verfügung. Hitler-Verehrung und NS-Ideologie bilden hier nicht mehr den Kitt internationaler Kooperationen, Hakenkreuz und Hitlergruss sind nicht die einigenden Symbole. In einer Zusammenfassung der Ergebnisse und Tendenzen verortet der Autor abschließend die grenzübergreifenden Aktivitäten im Globalisierungsprozess und bezeichnet die Rechtsextremen in diesem Zusammenhang als die globalisierten Antiglobalisierer: Rechtsextreme vernetzen sich verstärkt international, so dass man bereits von global players in der Szene sprechen kann. Despite the extraordinary proliferation of instruments of international environmental law since the 1972 UNCHE Conference in Stockholm, it appears that diverse forces are acting to maintain the internal coherence of this sub-field of international law, as well as its position firmly within the international law system. A range of institutions and processes ensure the continuing unitary nature of international environmental law within a unitary system of international law, notably including the universalist instincts of the International Court of Justice, the codification routinely undertaken by the International Law Commission, and the universal, pervasive and indivisible character of increasingly relevant human rights norms. These processes of "convergence" act to unify and enrich the fabric of the increasingly elaborate and sophisticated complex of rules, principles and institutional structures comprising international environmental law, while suggesting its growing developmental maturity after 50 years of frenetic evolution and supporting its continuing coherent elaboration.

An analysis of the psychol'al meaning of `rationality' to provide 'a framework within which the bases of internat'l att's can be more meaningfully interpreted than by recourse to superficial labels.' Rational act's are those that develop as logical consequences of the perceived relation of the event to one's values. Rationality implies both cognitive consistency & empirical validity. Non-rational att's, on the other hand, result from influences outside the individual's cognitive system. Thus, rather than 2 distinct types of people, two ideal types of thought process are seen. 2 pressures operate in the direction of the rationality of att structures: (1) those arising from the person's intimate contact with the event system to which the attitude structure refers, & (2) soc pressures toward cognitive consistency within Western culture. Influences toward nonrationality stem from: (a) the unconscious personality structure, & (b) soc systems in which the individual interacts. Thus, 'it would appear quite plausible that att's toward internat'l events maintained by the average citizen carry a strong flavor of non-rationality' because: (i) it is virtually impossible for the average individual to test empirically the applicability of his att's to the events themselves, & (ii) the realm of foreign affairs is generally remote from the most pressing concerns of individuals.
