The European Commission's Directorate General for Neighborhood and Enlargement Negotiations approached the World Bank to develop an evidence base and to deliver policy advice and technical assistance for supporting the effective reintegration of (Roma) returnees in the Western Balkans: Albania, Bosnia and Herzegovina, the former Yugoslav Republic of Macedonia, Montenegro, Kosovo, and Serbia. This synthesis report presents the results of that research. This report documents the main socio-economic factors that drive migration from the Western Balkans to the EU. Returnees emphasize that they migrate to escape poverty, lack of housing, unemployment, the lack of or insufficient access to social security, and a consistent struggle and inability to provide a basic standard of living for themselves and their families. Poverty, discrimination, and historic marginalization reinforce one another and constitute strong push factors. Estimates suggest a substantial number of returnees belong to the Roma minority and that Roma are over-represented in migration and returnee flows. In addition, Roma and ethnic minorities have had to contend with systemic economic and social exclusion and institutional discrimination. Roma communities lack access to basic infrastructure and social services, are more likely to be underemployed, and have limited earning potential due to low incomes from unskilled jobs in the formal and informal sectors.
Much recent thinking about international politics and world order reflects a number of challenges, at the levels of both theory and praxis, to the global hegemony of Western modernity. It converges upon a major critique of the universalist aspirations for one united world that have emerged from the utopian or idealist traditions of international political theory. Three elements of this critique are of particular importance: the reassertion of the value of nationalism and the autonomy of the state in the face of a tradition of thought which has usually viewed the state as the major problem to be overcome; an emphasis on the importance of 'culture' as a central focus of analysis; and the attempt to canvass non-Western cultural traditions as a necessary part of the search for a 'just' world order. This study is concerned to delineate the way in which each of these issues appears if examined in the context of recent critiques of the conventional categories of modern sociopolitical theory. It argues that there is a possibility that the critique of Western hegemonic discourse will become co-opted into the categorial scheme of that discourse. It also suggests that the external challenge to Western hegemonic discourse impinges directly upon a knot of difficulties within this discourse itself. It concludes that it is the convergence of these external and internal critiques which is important, for they both underline the extent to which many attempts to transcend the sterility of the conventional categories of world order thinking are subverted by a dichotomous logic of we/they, subject/object, universal/plural. Recognition of the limits of the current language of world order discourse clarifies the possibilities for transformation.
Foreign Front describes the activism that took place in West Germany in the 1960s when more than 10,000 students from Asia, Latin America, and Africa were enrolled in universities there. They served as a spark for local West German students to mobilize and protest the injustices that were occurring worldwide.

First: English-speaking foreigners from among politicians, parliamentarians, journalists. Second: young Ukrainians who grew up in emigration and did not learn Ukrainian.The main principle of the editorial policy of the magazine was proclaimed: to be an authoritative source of information about the situation of Ukrainians under the occupation of Russia, to explain the distinctness of the history of Ukrainians and their statehood aspirations to foreigners, to get them acquainted with culture, literature and traditions of Ukrainians.In the analysis of the magazine's mass circulation policy the attention is drawn to the fact that for 38 years circulation was 1,500 copies, minimum – 950. Half of this press run was accounted for subscribers, the other half was distributed free of charge. The magazine was distributed in accordance with an addressees' list. It was sent to libraries, academic institutions, newspaper editors, political parties, universities, colleges and schools, as well as to individual politicians, scholars, journalists, parliamentarians in most parts of Western Europe, America and Asia. In the analysis of financial grounds, it was stressed that losses from the magazine's publication were covered exclusively by donations from Ukrainians.

The author tries to map the role of Finland in the economic, political and military strategy of the West, the United States as well as western Europe, after the Second World War. It is pointed out that US policy vis-à-vis Finland has not resorted to any conspicuous influence attempts, but has rather applied fairly subtle economic and diplomatic means of influence. In the late 1940's the United States applied a mixture of punishments and rewards and since then has resorted to influence attempts in the crisis situations in Finnish-Soviet relations. Special attention is paid to the role of Finland in the grey-zone doctrine of NATO in the late 1960's. The policy of western Europe has concentrated on economic means and should be seen in the context of the over-all integration policy of the European Community. On the Finnish side the development of economic integration in western Europe has resulted in a complex interplay of economic and foreign policy factors.
