AbstractThis study examines the role elections play in negotiations between states and the International Monetary Fund (IMF). Although loans made by the IMF often require countries to introduce painful austerity measures that provoke a backlash from angry citizens, some governments are able to negotiate more favorable terms than others. Original data on the substantive content of IMF loans show that governments leverage imminent elections to obtain more lenient loan terms. Conditions that require labor market reforms in exchange for IMF financing are relatively less stringent in loans negotiated within six months before a pending democratic election, all else equal. The further away elections are from loan negotiations, the more stringent the labor conditions included in countries' loan programs. Elections give governments leverage in their international negotiations and this leverage is effective even when states negotiate with unelected bureaucrats during times of economic crisis.

Dieses Open-Access-Buch adressiert die durch Globalisierung und Digitalisierung zunehmende Internationalisierung der Wahrnehmung von Urheberrechten. Musikverlage, aber auch Urheber sehen sich dabei zwar der Option einer selbstbestimmten internationalen Wahrnehmung ihrer Urheberrechte gegenüber. Gleichzeitig ist dieser Schritt aber mit großen betriebswirtschaftlichen, technischen und rechtlichen Herausforderungen und Unsicherheiten behaftet. Dieses Buch soll an der Schnittstelle zwischen Wissenschaft und Praxis die Grundlagen, Konzepte und Technologien internationaler Verwertung vermitteln. Dabei strukturiert es sich entlang des Lebenszyklus, beginnend mit der Mitgliedschaft bei Verwertungsgesellschaften, über Werk- und Nutzungsmeldungen bis hin zu Abrechnungsprüfungen und Reklamationen. Die Autoren Dr.-Ing. Stephan Klingner ist Projektleiter am Universitätsrechenzentrum an der Universität Leipzig sowie am Institut für Angewandte Informatik e.V. (InfAI). Mihail Miller, M. AbstractResearch question/issueThis study examines (i) whether and to what extent differences in the level of compensation paid to men and women can be observed at the corporate executive (i.e., CEOs) level in an international setting and (ii) whether and how country‐level attitudes toward gender equality help explain the heterogeneity in the CEO gender pay gap observed across countries.Research findings/insightsUsing executive compensation data from 27 countries over the 2001–2016 period, this study documents a 3.3% average difference in the level of executive compensation between male and female CEOs in countries around the world. The results further indicate that firms that transition from a male to a female CEO tend to have a significantly lower level of compensation. These results are robust when controlling for an array of key CEO attributes including education, age, and work experience and when US firms are excluded from the sample. Our findings also suggest that attitudes related to gender equality across countries can be an important factor explaining the CEO gender pay gap observed in our study.Theoretical/academic implicationsThe results of our study suggest the existence of a CEO gender pay gap at the international level. Specifically, our study suggests that the difference in pay between men and women, which is well documented in the literature of many countries, not only applies to regular employees in an economy but can also be generalized to those who work at the chief executive level. More importantly, our study suggests that a country's institutional environment vis‐à‐vis gender equality can contribute to the gender pay differences observed in various countries around the world.Practitioner/policy implicationsWe provide evidence supporting the existence of a gender pay gap using executive compensation data at the CEO level. We further show that country‐level institutional characteristics related to gender equality partly contribute to gender pay differences between male and female CEOs across countries. Thus, the findings of our study provide new insights into the potential determinants of executive compensation (i.e., CEO gender and country‐level gender equality) and are valuable to policymakers in proposing legislative changes to reduce the gender pay gap.

Das TRIPS-Abkommen unter dem Dach der Welthandelsorganisation (WTO) gilt als Durchbruch beim internationalen Schutz geistigen Eigentums. Das Abkommen führt erstmals zu einer internationalen Angleichung des Schutzes geistiger Eigentumsrechte auf relativ hohem Niveau und verpflichtet damit die meisten Entwicklungsländer zu einer signifikanten Anhebung des Schutzniveaus auf ihrem Staatsgebiet. Die vorliegende Dissertation untersucht aus ökonomischer Perspektive die Frage, wie die internationale Stärkung geistiger Eigentumsrechte auf den Wissenserwerb in Entwicklungsländern wirkt. Die Verabschiedung des Statuts zur Errichtung eines Ständigen Internationalen Strafgerichtshofes (International Criminal Court, ICC) im Juli 1998 in Rom hat eine neue Ära in der internationalen Strafgerichtsbarkeit eingeleitet. Wenn auch bislang schon Globalisierungstendenzen auf eine verminderte Regelungs- und Regierungsfähigkeit der Staaten hinweisen sowie erste Schritte hin zu einer erhöhten Bereitschaft der Staaten erkennbar sind, Teile ihrer Souveränität an internationale Organisationen abzugeben. So ist doch mit der Strafgerichtsbarkeit ein Kerngebiet staatlicher Souveränität erreicht, das mit dem Statut von Rom an eine internationale Institution überwiesen wird. Der Gerichtshof besteht noch nicht, doch läßt sich anhand maßgeblicher Artikel des Statuts die Bereitschaft der Staaten ermessen, inwieweit sie tatsächlich zur Abgabe von staatlicher Souveränität bereit sind. Im Ergebnis läßt sich ein Wechselspiel staatlicher Kompetenzen und tatsächlicher Unabhängigkeit des Gerichtshofes festhalten, so daß mit dem ICC ein Instrument der Global Governance im Sinne einer Mehrebenenpolitik entstanden sein könnte. ; The adoption of the Statute to establish an International Criminal Court (ICC) in Rome in July 1998 introduced a new ere in the field of international criminal jurisdiction. The globalization marks a tendency of a reduced competence of States to regulate and govern and States seem willing to hand over parts of their sovereignty to international institutions. Still, criminal jurisdiction marks the core of sovereignty that will be given to an international institution according to the Statute of Rome. The Court does not yet exist, but the competent articles of the Statute allow to draw a first conclusion to what extent the States are ready to give up parts of their national sovereignty. The result seems to be an interplay of competences on the national level and those of the ICC which indicate its independence. Hence, a new instrument of Global Governance in the sense of "policy-making-on-several-levels" in the international field seems to be born.
