In: Arbeiterbewegung in Österreich und Ungarn bis 1914: Referate des österreichisch-ungarischen Historikersymposiums in Graz vom 5. bis 9. September 1986, S. 160-170
Auf der Grundlage seiner Arbeiten zum tschechisch-deutschen Konflikt stellt der Autor Thesen auf, wie die deutsch-österreichische Parteiführung der Sozialdemokraten mit dem Nationalitätenkonflikt innerhalb der Arbeiterbewegung umgegangen ist und welche Rolle diese Politik für die in der multinationalen Arbeiterbewegung Österreichs wirkenden zentrifugalen Tendenzen hatte. Es wurde zur Diskussion gestellt, daß die deutschen Parteiführer in Österreich in viel höherem Ausmaß von der Überlegenheit der deutschen Kultur und der deutschen Nation überzeugt waren, als vielfach angenommen: diese aus der deutschnationalen Tradition kommende Grundhaltung hat stets die Verhältnisse in der österreichischen Arbeiterbewegung geprägt; die 15 Jahre relativer Einheit wurden darauf zurückgeführt, daß die nichtdeutschen Sozialdemokraten zu schwach waren, die Vorherrschaft der Deutschen in Frage zu stellen. Des weiteren wurden die politischen Auseinandersetzungen zwischen den Parteiführungen von Wien und Prag thematisiert bis zum Augenblick der offenen Krise, als die nationalistischen und zentrifugalen Kräfte stärker wurden als der Gedanke der internationalen Solidarität. Damit wurde die Sozialdemokratie gerade in bezug zu den Nationalitätenkonflikten immer mehr von einem die herrschenden Verhältnisse transzendierenden Subjekt zu einem Objekt der gesellschaftlichen und politischen Krise, an der das Habsburgerreich zerbrach. Rationalist models have faced four persistent sets of critics as the research program of international relations has evolved. Under neorealism's structural constraints of international competition and selection, agents' rationality may appear superfluous. Psychological critics have presented neither a single theoretical alternative to rational choice nor contingent hypotheses that specify when psychological distortions of rational decision making are most likely. Both rational choice and psychological approaches must construct models of action for social entities that aggregate individuals. The rationality and individualism of beliefs is questioned by theorists who stress culture, identity, and norms as independent sources of action. Careful stipulation of scope, acknowledgment of methodological shortcomings, and precise definition of differences can serve to bridge the theoretical divide between rational choice models and their critics. Problem-centered research provides a level playing field on which theoretical competition can be established.

Der 2013 ausgehandelte Waffenhandelsvertrag weist eine ganze Reihe von Schwachstellen auf, seine unmittelbare Wirkung auf den internationalen Waffenhandel dürfte zunächst eher begrenzt sein. Dennoch ist er ein wichtiger Schritt zur Regulierung des Waffenhandels auf völkerrechtlicher Grundlage. (APuZ)

International Commercial Tax, 2nd edition takes account of the substantial developments of the last decade. With more than sixty percent new material, the book considers the outcomes of the OECD's BEPS project and the substantial consequential 2017 revisions of the OECD and UN Model tax treaties. With the continuing rise in the economic importance of non-OECD countries and the UK distancing itself from the EU, there has been a refocusing with less direct attention on UK domestic law and greater focus on the approaches of other significant countries, especially other common law jurisdictions. This provides greater flexibility as to how a particular point or issue is illustrated with practical examples. Greater attention is given to the UN Model, which is increasingly important. The book continues to compare the approach under model tax treaties with EU law and is updated with copious references and illustrations from the burgeoning jurisprudence of the EU Court.
