Zero-Acreage Farming in the City of Berlin: An Aggregated Stakeholder Perspective on Potential Benefits and Challenges

How can buildings be combined with agricultural production and what are the major potential benefits and challenges for the introduction of zero-acreage farming (ZFarming) in Berlin from the relevant stakeholders' perspectives? These questions were explored through a series of interviews and stakeholder workshops held between 2011 and 2013. The aim was to identify the most suitable building-integrated farming model for the Berlin metropolitan area and to develop guidelines for the model's successful and sustainable implementation through a stakeholder-driven approach. This paper provides an aggregated synthesis of the outcomes derived from the qualitative interviews and stakeholder workshops. As the results reveal, the stakeholders perceive potential benefits and challenges related to the issue of ZFarming in all dimensions (economic, social, environmental and political). They largely agreed on the importance of focusing on local resources, using energy-efficient production—including social and educational aspects—and developing new market structures when introducing ZFarming to the city of Berlin. The stakeholders identified urban rooftop greenhouses (RTG) as the most promising farming model for Berlin. In a joint collaboration of all stakeholders, a manual for RTG was developed within the participatory innovation process that addresses the identified problems and challenges associated with future implementation and governance of RTG in Berlin and beyond.

Chaos, co-existence, and the potential for collective action: HIV-related vulnerability in Brazil's international borders
In a country where quality HIV/AIDS prevention and care has been foremost on the national agenda, Brazil's extensive and diverse borders are one of the last unstudied potential hotbeds of HIV vulnerability. We carried out a rapid assessment of HIV-related services and the social context of HIV/AIDS at the Brazilian borders including current governmental and community response. The assessment was implemented in six frontier municipalities using the WHO's strategic approach methodology, which combines existing epidemiologic data with field-based qualitative data collection techniques, including observation of service delivery points and in-depth interviews and focus groups with local leaders, providers, and community members, in order to recommend context-specific HIV prevention strategies. This paper focuses on the qualitative findings regarding the role of the social context in shaping HIV vulnerability at the Brazilian borders. We documented a profound lack of governmental structure and response to HIV/AIDS at the borders as well as a notable absence of social cohesion and mobilization among the diverse population groups and communities situated at the borders with regard to HIV/AIDS. The weak governmental and community response is situated within a larger socio-political context of economic inequity and social division, which must be addressed if an effective response to HIV can be developed at Brazil's international borders. Possibilities for encouraging a collective response among the diverse border populations are explored.

Best Practices in Managing Reductions in Force: Lessons Learned From the Australian Public Service Reform

Confronted by limited resources and the pressures of cutback management, reductions in force (RIFs) have received much attention from both practitioners and scholars in the public sector in recent years. It has often been argued that a RIF constitutes a very difficult task for administrators, who are universally reluctant to lay off personnel, and that enormous levels of organizational stress are experienced when workforce reductions become necessary. Nevertheless, a strategically planned RIF, along with other productivity improvement strategies, may help conserve valuable human resources even in uncommonly bad economic times. This article examines best practices followed in managing a RIF in the Australian Public Service and suggests factors that should be considered for successful RIF processes in the public sector elsewhere, should the necessity arise.
HYBRID WAR AS A FORM OF ARMED FORCES ; ГІБРИДНА ВІЙНА ЯК форма ЗБРОЙНОЇ БОРОТЬБИ
In the article the authors attempted to analyze the character of changes in forms of confrontation and armed struggle as one of its elements. They turn the spotlight on views of Russian theorists who purposefully prepared to the war.The article clarifies main forms and means of conducting hybrid war as a phenomenon that emerged long before but received exact definition at the beginning of the millennium. The authors confine attention to redistribution of roles when methods of information, political and economic confrontation take center stage instead of classical armed struggle. The main instrument in hybrid war becomes the notorious «the fifth column» that is turncoats, controlled by the enemy legal and clandestine opposition groups, their active social basis, different irregular armed formations of local population.The following difference is in accelerated legalization of political forces that oppose the state authority by means of their right to represent people who allegedly clamor against tyranny of the acting rulers. Meanwhile, all methods of struggling for power (including armed struggle) on the part of controlled by the aggressor turncoats and opposing political groups (including insurgents) are acknowledged as legitimate.Characteristic peculiarity of wars of modern type is the fact that political elites and state population do not straightaway recognize what happens. Uncertain attempts of political authority to stabilize situation in the country appear to be inefficient in most cases.Waging war against Ukraine, Russia tries to overcome its own inferiority complex regarding The United States laying claim to the status of a hyper-power state. And though nowadays nobody threatens to attack Russia, anti-Western frenzy is used once again to deflect attention away from domestic economic and social problems.Key words: struggle; hybrid war; armed forces; confrontation; military conflict; forms and means of struggle. ; У своїй статті автори зробили спробу проаналізувати характер змін форм протиборства і збройної боротьби як одного з її елементів. Висвітлено погляди російських військових теоретиків, які готувались до війни цілеспрямовано.Розкрито основні форми і способи ведення гібридної війни як феномену, що проявляв себе давно а отримав конкретне визначення тільки на початку тисячоліття. Серед них автори акцентують увагу на перерозподіл ролей, коли замість класичної збройної боротьби на перше місце виходять методи інформаційного, політичного і економічного протиборства. Головним інструментом гібридної війни стає горезвісна «п'ята колона» – агентура впливу, контрольовані противником легальні і підпільні опозиційні групи, їх активна соціальна база, різні іррегулярні збройні формування місцевого населення.Наступна відмінність – прискорена легалізація політичних сил, що виступили проти державної влади, шляхом визнання їх права представляти народ, який нібито виступив проти тиранії правителів, що діяли. При цьому всі методи боротьби за владу (включаючи збройну) з боку підконтрольних агресорові агентур впливу і опозиційних політичних угрупувань (зокрема незаконних збройних) визнаються правомочними.Характерною особливістю війн нового типу стає те, що політичні еліти і населення держави не відразу усвідомлюють, що відбувається. Невпевнені спроби політичного керівництва стабілізувати обстановку в країні найчастіше виявляються невдалими.Веденням гібридної війни з Україною Росія намагається подолати власний комплекс неповноцінності відносно Сполучених Штатів, претендуючи на статус великої держави. І хоча на сьогоднішній день ніхто не погрожує напасти на Росію, антизахідна істерія знов використовується для відвернення уваги від внутрішніх економічних і соціальних проблем.Ключові слова: боротьба; гібридна війна; збройні сили; протиборство; військовий конфлікт; форми і способи боротьби.

En este trabajo se presenta un planteamiento que teje lo ontológico, lo epistémico y el método para presentar una posible ruta metodológica de abordaje participativo que permita visibilizar las experiencias y fortalecer los procesos de las organizaciones autogestivas que accionan desde intereses distintos a los de las organizaciones modernas. En ella se da preponderancia al cambio de valores ligados a una ética de reciprocidad y responsabilidad hacia las y los integrantes del colectivo y a la ampliación de los espacios de vida. Para ello analizamos la experiencia de la Red de Huertos Educativos y Comunitarios de Xalapa, Veracruz, México, partiendo del análisis del lugar desde el que se enuncia la investigación y de las diversas decisiones y reflexiones metodológicas que se fueron tomando hacia la co-construcción de categorías de análisis.
