The article tracks the symbolic role that law plays in the varying phases of the transition to democracy in Argentina. It offers a descriptive and conceptual account of how the struggle for legal recall was structured against the force of containment wielded by the state. Focusing on the social demand that comes before Judge Cavallo's 2001 ruling, which overturned the amnesty laws protecting the military from being prosecuted for past rights violations, the article concerns itself with how the resolve and desire for law are sustained. It thus reflects on how the unfulfilled promises for justice helped to shape a legacy, a pedagogical resource, which was utilized to contest the conciliatory politics and settlements brokered by the state.

In the last two years, Slovak foreign policy has acquired a new, efficient tool that could, when used in the right & effective way, provide the necessary dimension, dynamics & spark to our foreign relations -- the bilateral program of development assistance. The new program helps in fulfilling the moral & political obligations of Slovakia, such as the Millenium Development Goals & the obligations adopted at the Monterrey Conference & the Barcelona EU summit. It also opens broad opportunities for state, foreign policy & various Slovak entities, on the program & project level. It is only natural that bilateral development assistance creates a broad space for the cooperation of Slovakia with greater Europe, including the Western Balkans. 2 Appendixes. Terrorism has become a serious security risk. Due to the scale & gravity of some terrorist acts, it is difficult to regard them merely as criminal acts. The fight against terrorism consequently demands new methods, which can include even use of force. This article discusses under which circumstances States may exercise self-defence against non-State terrorism. It concludes that terrorist attacks can trigger the right of self-defence if such attacks are sufficient in gravity & attributable to a State. Anticipatory self-defence may be lawful if used after the initial attack in order to prevent additional attacks. But States may not exercise pre-emptive self-defence against terrorist threats. This article characterizes the electoral consequences of messages of institutional loyalty and disloyalty sent by incumbent House members to their constituents. We show that, for the contemporary House, there is variation in these messages—not all incumbents in the contemporary House "run for Congress by running against Congress." Moreover, we show that these messages can, under the right conditions, have significant electoral consequences, even after controlling for party affiliation and district political factors. In addition to demonstrating the electoral relevance of legislators' presentations, our results show an incumbent‐level link between constituents' trust in government and their voting behavior—a link created by interaction between constituents' perceptions, legislators' party affiliations, and the messages that legislators send to their constituents.

AbstractThis experiment assessed whether prior exposure to one visual stimulus could result in differential hemispheric responsiveness to a subsequent visual stimulus. The latency of saccadic orientation to a star‐shaped stimulus in the left or right visual field was assessed for 24 infants (mean age 22 weeks, SD 4.5) after exposure to either an upright or inverted facial pattern in the central visual field. The response to the lateral stimulus was equivalent in either visual field after exposure to the inverted facial pattern, but was significantly slower (p = 0.043) in the LVF (RH) than the RVF (LH) following presentation of the upright facial pattern. The outcome confirms that the processing of one visual stimulus may lead to differential hemispheric readiness to engage with a subsequent visual stimulus.

Examines how whiteness persists in the US, which claims to be "beyond race," & offers a prediction on the future of whiteness. The structural character of new post-civil rights racism is delineated before addressing why this new racism, underpinned by a color-blind racial ideology, developed. Its operation in social interaction is considered. It is then posited that whiteness will become Latin-Americanized, contending that the US will develop a triracial system with "whites" at the top, "honorary whites" intermediate, & "collective blacks" at the bottom. The political implications of this are contemplated & a political strategy for combating three-headed -- new racism, white color-blindness, & Latin-Americanization -- postmodern white supremacy in the US is sketched. 1 Table, 1 Figure. While there is growing interest in incorporating clients' spiritual beliefs
and values into social work practice, several studies have shown that social workers
lack the necessary training to address spiritual issues in a culturally competent
manner. This paper addresses this need by providing an annotated spirituality
training course for use in various settings. Topics or domains covered in the curriculum include
ethics and values, research and theory on spirituality, the nation's spiritual
demographics, the cultures of major spiritual traditions, value conflicts, spiritual
interventions, assessment approaches, and the rights of spiritual believers. A
number of potential assignments are offered,which are designed to promote practitioner
self-awareness, respect for spiritual diversity, and an enhanced ability to
assess and operationalize spiritual strengths to ameliorate problems in practice settings.

Research shows that social welfare expenditures in post-Communist Europe continued to increase during the dual transition. This article analyses the economic and political factors that influence these changes in budgets for total welfare spending, and more specifically, pension assistance. I find that the economic hardship and budgetary shortfalls of the transition play the most prominent roles in the adjustments to total spending levels. And while these factors also heavily influence the modifications to pension funding, the strength of the right parties in parliament has an independent impact in increasing pension changes. I argue that this relationship reflects a short-term association between the right's liberal economic plans, their policy structural adjustments and rising tension budgets. Examines how organized group protests & boycotts influenced scientific practice in the research of an experimental drug (AZT) for the treatment of acquired immune deficiency syndrome in San Francisco, CA, & Miami, FL, in the late 1980s & 1990s. Leading gay rights movements in the US protested against pharmaceutical research that administered placebos to patients for the sake of control groups. The clinic boycotts & public attention forced researchers & pharmaceutical sponsors to engage more with society in general & to redesign their research procedures. Increased communication between the activists & researchers created a more tranquil & productive setting for the scientists & prompted a valuable exchange between researchers & patients. This article looks at three measuring instruments—the Right‐Wing Authoritarianism Scale, the Social Dominance Orientation Scale, and the Attitudes About Reality Scale—used to examine covert ideology and its relationship to social and political beliefs and behaviors. These scales share similar ideological components involving abdication of moral responsibility to an outside agent, belief that one's own ideology represents the only form of truth, and negative beliefs about individuals who are not members of one's own group. Evidence is provided to suggest that radical fundamentalists and some groups within U.S. society share ideological beliefs that differ in degree rather than kind. These beliefs make it easy for them to divide the world into "us" and "them" and exacerbate the present conflict.

We show that U.S. withdrawal from the Kyoto Protocol is straightforward under political economy considerations. The reason is that U.S. compliance costs exceed low willingness to pay for dealing with global warming in the U.S. The withdrawal had a crucial impact on the concretion of the Protocol prior to its likely ratification at the end of 2002. Remaining non-EU Parties to the Kyoto Protocol gained veto bargaining power and, thus, were successful in asserting far reaching concessions from the EU on sink credits and tradability of emission rights. Taking these concessions into account, the Kyoto Protocol was essentially reduced to a symbolic treaty that codifies more or less business-as-usual emissions and makes compliance a rather cheap deal.

Manfred Steger argues that properly to evaluate the last writings of Friedrich Engels, theorists must situate his work historically. With such a perspective, the tensions in his last major political work (what has come to be known as his 'testament') are easily explained. Engels was trying to preserve his revolutionary principles while outlining policies appropriate to a non-revolutionary situation. That tension was resolved in a positive direction, according to Steger, by Eduard Bernstein who discarded the revolutionary husk to preserve the liberal, reformist and realistic kernel. This article argues that Steger, while right to situate Engels' writings in their historical context, misjudges the subsequent history of Germany. This history, far from vindicating Bernstein's revisionism, provides stunning confirmation of Engels' revolutionary socialism.
