Before his position as President of the United States, McKinley (1843-1901), a Republican, served as Ohio's 39th governor from 1892 to 1896. He was a popular congressman prior to his election to governor. As governor, he helped to reduce state debt by enacting a new and broader tax system. In response to labor tension during his administration, McKinley established a state board of arbitration to resolve disputes and called out the National Guard to resolve a major coal strike in 1894.

The article discusses the use of information and communication technologies in the training of specialists with in-depth knowledge of the history and culture of Islam at the Faculty of Asian and African Studies of St. Petersburg State University using the example of the online course "Islam: history, culture, practice". It is used both by students to consolidate and deepen their knowledge in the framework of the educational process, and by a wide audience to get acquainted with the basics of Islam and understand the peculiarities of the existence of this religion. In addition, the article touches on the prospects of using massive open online courses in the Russian education system, since distance and e-learning are gradually becoming an addition to traditional forms of teaching. The active production of online courses allows to talk about their use in order to increase the competence of the student, modernize the educational process, popularizing scientific knowledge and increasing the target audience.
Purpose The purpose of this paper is to explore and analyze the context and concept of higher education for sustainable development (HESD) in Nepalese higher educational institutions (HEIs).
Design/methodology/approach The research gathers facts and information both from primary and secondary sources. Five open-ended questions were developed to interview university high-ranking officials, such as VCs, registrars, deans and the chief of the planning division.
Findings The inclusion of 17 sustainable development goals in the country's Fifteenth Plan, national policy documents, and the University Grants Commission-led higher education reform programme provides sufficient context for HESD. In the absence of HESD literacy and a persuasive strategy, university leadership is less active in lobbying for SDG 4.7 with the government and funding agencies, university faculties and trade unions. In fact, both insights and initiatives to conceptualize HESD are lacking.
Research limitations/implications This study's setting is distinct and the interpretation of the HESD concept is based on a small sample size. Thus, the generalization of its findings is intrinsically limited in the context of a country in the geographic region. However, the findings of this research provide practical insights to implement HESD in Nepalese HEIs.
Practical implications This study is intended to inform and prepare the Nepalese academic community, urging HEIs to implement HESD with a well-defined plan of action. It contributes to the literature by considering how the current context and concept of HESD suites to promote sustainability in Nepalese HEIs, transforming the traditional academic structure and making academic leaders aware that HESD is only a means to an end.
Originality/value This research is Nepal's first study of its type with a broad understanding of the context and concept of HESD. It also provides information for HEI leaders on how to initiate the HESD acceleration process.
While Ethiopian higher education is hailed for its expansion in the past years, its quality remains seriously challenged. The supply of low quality teachers and ill-prepared students, along with the high demand for new teachers forcing the government to massively recruit mediocre graduates, continues the vicious circle.

AbstractHow representative are conference delegations in state legislative chambers? I argue that differing conference rules across state legislative chambers influence majority party control over conference delegations. With an original data set encompassing all state-level conference committees from 2005 to 2016, I compare the observed policy preferences between conference delegation and majority party medians when the majority party unilaterally appoints and when the minority party has influence over conferee selection. My results show that in state legislative chambers where the minority can influence conference appointments, delegations are ideologically biased away from the majority party. These findings underscore how majority parties are limited when minorities have procedural rights.
