Plans are underway for the construction of a High-Speed Rail (HSR) connecting Singapore and Kuala Lumpur. The planned service is to bring travel time down to 90 minutes, enabling an unprecedented degree of connectivity between the two cities. Following buy-in from the governments of Singapore and Malaysia in 2013, progress has been consistent. The location of the terminals in both countries has been decided, and agreements on operational details should be finalized this year. Design and tendering should begin in 2017 and construction the year after, for an estimated roll-out in 2023-24.

The Chinese government's initiation of the Silk Road Economic Belt and the 21st Century Maritime Silk Road are similar to previous ones which had sought to expand Chinese economic engagement with its neighbours, such as the championing of Guangxi as "a gateway to ASEAN" and the touting of Yunnan as a "bridgehead" into Southeast Asia. The purpose, then and now, is to strengthen cooperation and exchanges with the rest of Asia. "One Belt, One Road" seeks to accommodate the development strategies of neighbouring nations, create a new corridor for international economic cooperation, and put into place a smooth and efficient regional thoroughfare. Southeast Asia is the prime route for the 21stCentury Maritime Silk Road to take, with "One Belt, One Road" being argued to be complementary to the ASEAN Economic Community.

It is well recognized in the literature that a country's transport system plays a central role in its development. In this paper, we show the economic impacts of improvements in the transport system by studying experience of the Philippines with the Roll-on/Roll-off (Ro-Ro) policy that promotes the use of Ro-Ro ferry terminal system. Using difference-in-difference strategies in analyzing agricultural household income and children's education, we find that the operation of Ro-Ro ports largely benefitted the households living near the Ro-Ro ports. More specifically, our estimates suggest that agricultural households gained higher income from the operation of these ports because both agriculture and non-agriculture related activities were stimulated. Our results also imply the boost in non-agriculture related activities on the islands where the Ro-Ro ports are located. Meanwhile, our analysis on children's education reveals an increase in school attendance of males and females in municipalities near the Ro-Ro ports. We likewise confirm that there was an increase in family income in these areas, thereby suggesting the increased capacity of households to send children to school. As a whole, our study demonstrates some examples of short-run and long-run impacts of improving a country's transport system. Likewise, it highlights the importance of an efficient and affordable transport system in an archipelagic country like the Philippines.

Ho Chi Minh City (HCMC) has seen its population and the number of vehicles on its roads rapidly increase over the last ten years. Today, there are close to 8 million motorbikes in the city, and over half a million cars.1 The city has engaged in a range of responses to these strains on transport infrastructure and congestion. Most recently HCMC authorities, following their counterparts in Hanoi, have been considering the implementation of a motorbike ban in the urban core, to be implemented as early as next year. Urban planners have advised against such a drastic measure, citing that such a ban privileges one of the primary causes of the traffic—the growth in the number of cars in the city, while regressively punishing those without cars who presently have limited public transportation options. HCMC, however, does have a comprehensive public transportation plan in place, involving a series of ring roads, light-rail/metro-rail lines, bus rapid transit and city bus corridors. While these plans are ambitious and on the surface represent a comprehensive approach to public transport, the city will need to overcome a number of challenges first.

This report represents an effort to show in granular terms how different cities are innovating in distinct ways around sustainable urbanization. Over the last decade, long-term sector-specific plans in energy, transportation, and urban development have become the standard way through which many municipal governments try to influence sustainable development for the medium and long term. We believe practice must move beyond the realm of good planning and into accountability. Is a city delivering on its long-term targets and policies? Is it forging new forms of governance that foster collaboration across the public, private, and civic sectors and at all levels of government—city, suburban, state, and federal? And is it doing so in a way that can be rapidly adapted by other cities and scaled by national governments and global markets?

Across the world, rapid urban growth offers enormous opportunity to those living in cities and suburbs. Urban residents tend to earn higher incomes than their rural peers, and enjoy the benefits of living in closer proximity to vital services and commerce. However, the same influx of people and economic activity also places enormous pressure on the built environment, straining existing transportation systems across the developed and developing world. In turn, residents and businesses increasingly struggle to reach one another, and they often place a premium on locating in neighborhoods with the greatest urban access. In other words, people want to live where it is easy to reach key destinations. This can drive up the price of land and contributes to a toxic mix of income inequality and spatial inequity. In response, urban leaders need to plan, design, and deliver transportation services and develop land in a way that prioritizes inclusive access. Striving for greater and more inclusive access requires a new vision for urban areas in the years to come and should inform longer-term strategies and policy decisions. This new framework should aim to optimize access for all people regardless of demographic characteristics, ensure the built environment is responsive to their needs, and promote development of a transportation system in line with an urban area's long-term fiscal and financial health.

In recent years, skills development has become a priority among developed and developing countries alike. The World Bank Group, in its quest to end extreme poverty and promote shared prosperity, has joined efforts with countries and multilateral development partners to ensure that individuals have access to quality education and training opportunities and that employers can find the skills they need to operate. The skills towards employability and productivity (STEP) skills measurement program is part of the World Bank's portfolio of analytical products on skills. The STEP program consists of two survey instruments that collect information on the supply and demand for skills in urban areas: a household survey and an employer survey. STEP has been implemented in waves, the first surveys being implemented in seven countries in 2012 (Bolivia, Colombia, Ghana, Lao Peoples Democratic Republic (PDR), Ukraine, Vietnam, and the Yunnan Province in China), and the second in five countries in 2013 (Armenia, Azerbaijan, Georgia, Kenya, and Macedonia, Former Yugoslav Republic of (FYR)). The data presented in this publication correspond to these countries. It illustrates the similarities and differences among groups that have completed different education levels on a wide range of issues and outcomes. Section one analyzes the trajectory of skills acquisition: participation in early childhood education programs, educational attainment by gender, and participation in training and apprenticeship programs. Section two explores background conditions associated with educational attainment, including the socioeconomic status of survey respondents at age 15, the educational attainment of their parents, their households' asset levels, their health (as expressed by the presence of chronic illness), and their overall satisfaction with life. Section three covers cognitive skills: writing, numeracy, and reading (which is also evaluated through a direct reading assessment). Section four covers job-relevant skills, which are task-specific and which respondents possess or use on the job; and section five covers socio-emotional skills, using established metrics to measure personality and behavior. Section six covers the status of survey respondents in the labor market: whether they are employed, unemployed, or inactive.

By helping to expand economic opportunities and services, and providing people with access and mobility, transport contributes to poverty reduction and inclusive growth. Yet transport also consumes resources and often has negative side effects, including congestion, air pollution, and road crashes. Transport is already responsible for nearly a quarter of energy-related CO2. On balance, the contribution of transport to sustainable development depends on how accessible and affordable it is for people to use, what resources it consumes, and what negative side effects it has. It is therefore necessary to select the types and mix of transport that will fully realize its positive contribution and minimize negative effects. Based on these considerations, our institutions have been adjusting our support for the sector to focus on sustainable transport – transport that is accessible, affordable, efficient, financially sustainable, environment friendly, and safe. These are reflected in the policies, strategies and initiatives of our institutions, as summarized in the table overleaf.

The physical condition of roads is critical to any transport network. However, unless roads are adequately maintained, they inevitably deteriorate, leading to higher road user costs and longer travel times. Routine maintenance is often delayed due to various factors, such as lack of funds or insufficient technical knowledge. When simple routine maintenance is postponed for long periods, there is often a need for more extensive rehabilitation, which is much more costly. The manual is the outcome of the small-scale technical assistance (SSTA) pilot project linked to the Yunnan Integrated Road Network Development Project. The SSTA pilot project built on the experience of a previous pilot project on Community-Based Routine Road Maintenance by Women's Groups, which was financed by the ADB Gender and Development Cooperation Fund. The SSTA sought to improve the approach developed under the first pilot project by introducing performance-based payments with the aim of reducing the resources required for supervision and inspection. It also aimed to improve the financial sustainability of the approach by reducing the investments required and promoting policy changes regarding the use of road maintenance funding. This manual guides the maintenance groups at the operational level in the use of appropriate tools and techniques in their work. It teaches the maintenance group members technical and managerial skills for routine maintenance of rural roads, based on the experience gained from the two pilot projects carried out in Dehong Prefecture, Yunnan Province.

In Central America, cargo is transported almost entirely by road. The movement of imports and exports to and from international seaports is done by truck. Rail service is almost nonexistent and air transport serves less than one percent of the cargo generated within the Central American Common Market (SIECA, 2004). Intra-regional trade is much more important in Central America than it might seem at first glance. The second largest trading partner of Central America is the region itself. In 2010, one quarter of the exports from Central America were destined for final consumption within the region. Half of the exports of Central America (54 percent in 2010) correspond to agricultural products and a large proportion of them supply markets inside the region. Nearly 40 percent of intra-regional exports consist of food, beverages, animals and plants (SIECA, 2011). Perishable food products are transported on trucks, and spatially restricted by the geography and the road infrastructure. In this context, inefficiencies in the supply chain and delays in freight flows lead to economic losses and amplify the negative impact of the distance to the markets on trade. A gravity model of trade showed that the negative effect of distance1 on total intra-regional exports is 77 percent higher in Central America than in the European Union (World Bank, 2010). More precisely, an increase in distance by 1 percent is expected to reduce intra-regional bilateral exports in Central America by 1.65 percent. In terms of volume, the negative effect of distance within the region exceeds the effect in Europe by 50 percent in grains and up to 550 percent in processed food. In the latter case, an increase in distance by 1 percent is expected to reduce intra-regional bilateral exports of processed food in Central America by 2.88 percent.
