En date du 30 décembre 1874, la république de Salvador ayant accédé à la Convention de Genève du 22 août 1864, pour l'amélioration du sort des militaires blessés dans les armées en campagne, la Diète de la République majeure de l'Amérique centrale a, par décret du 16 mai dernier, déclaré adhérer aussi à cette Convention au nom des gouvernements des Républiques de Honduras et de Nicaragua. Par note datée du même jour, le secrétariat de la Diète nous a informés de cette adhésion, ce dont nous avons l'honneur de donner connaissance à Votre Excellence.

Le Conseil fédéral suisse a adressé la circulaire suivante à toutes les puissances signataires de la Convention de Genève:« Berne, le 2 octobre 1896.« Monsieur le Ministre,« Le 30 septembre dernier, Son Excellence M. This 22 page booklet contains the text of Governor Joseph Vance's message to the General Assembly of Ohio on December 4, 1837. Vance (1786-1852), the first Whig governor of Ohio and 13th overall, served from 1836 to 1838. He was a strong advocate of public education as well as the completion of the canal system. Vance also served as a Brigadier General during the War of 1812 and a member of the Ohio House of Representatives, the U. S. House of Representatives, and the Ohio State Senate.

The author examines the problems connected with enaction of choice of law rules regarding transborder flow of personal data into the Russian legislation, reasons dictating difficulties in working out of the unified choice of law rule determining applicable law in transborder flow of personal data and also statutory regulation of these relationships in the European Union. The author examines in details provisions of the Directive 95/46/EC of the Council and the European Parliament on the Protection of Individuals with Regard to the Processing of Personal Data and on the Free Movement of Such Data determining choice of law rules in transborder flow of personal data from the territory of the Member State to the territory of the foreign State. The author analyzes several versions ofthe Article 4(1) proposed and considered by the European legislators, connecting factor contained therein.
