In the article there were analyzed the main ideas of Frankfurt School representatives, namely Theodor. W. Adorno, Max Horkheimer, Herbert Marcuse, Erich Fromm. The author attempted to identify the main causes of neototalitarianism formation and the formation of totalitarian regime in the 20th century. In the attempt the author based on the main researches and fundamental works of Frankfurt school representatives. It was established an interdependency between the Enlightenment practice and the mythologizing of consciousness; the role of culture was determined. The role of ideological system as one of the forms of social mythology was described. It was established the regularity between 'happy consciousness' of the Consumer Society and myths and ideological system effecting rooting in the society mass consciousness of the 20th century. The relevance of the article is determined by the need for critical thinking of the development of totalitarian states culture that today is becoming obvious. An awareness of the fact that social consciousness of post-Soviet states still guided by myths that were created and instituted by totalitarian culture makes us serious study of the problems mythologizing of consciousness and ideological influence. Therefore the deliverance from prejudice and the transition to a new round of democratic society is not possible without studying the formations foundations of mass society and the functions of culture in it. Moreover, the solution of modernity global problems and the transition on qualitatively new round of social and cultural development is impossible without definition of conditions that identified the construction of Western civilization. ; В статті проаналізовано основні ідеї представників Франкфуртської школи, а саме: Т. Адорно, М. Хоркхаймер, Г. Маркузе, Е. Фромм. Опираючись на основні дослідження та основоположні філософські праці представників Франкфуртської школи, зроблена спроба виокремити основні причини становлення неототалітаризму, та тоталітарних режимів у ХХ столітті. Встановлена взаємозалежність між Просвітницькою діяльністю та міфологізацією свідомості; визначена роль культури у цьому процесі. Окреслено роль ідеологічної системи, як однієї з форм соціальної міфології. Встановлена закономірність між «щасливою свідомістю» суспільства споживання і ефективним укоріненням міфів та ідеологічних систем у масову свідомість суспільства ХХ ст. Актуальність статті зумовлена тим, що необхідність критичного осмислення становлення культури тоталітарних країн сьогодні стає очевидною. Усвідомлення того, що суспільна свідомість пострадянських країн досі керується міфологемами, що були створені та впроваджені тоталітарною культурою, змушує нас серйозно вивчати проблематику міфологізації свідомості та ідеологічного впливу. Тому позбавлення від упереджень та перехід до нового витка демократичної свідомості неможливий, без вивчення основ становлення масового суспільства та функції культури в ньому. Das Buch ist der Biographie und dem wissenschaftlichen Nachlass von John Michael Steiner gewidmet – einem tschechisch-amerikanischen Soziologen, geboren 1925 in Prag, verstorben 2014 im kalifornischen Novato. Er hat Auschwitz und andere Konzentrationslager überlebt und ist einer der wenigen Verfolgten, die sich später in der wissenschaftlichen Täterforschung engagierten. Nach dem Krieg musste er wegen der Machtübernahme der KP aus Prag fliehen, zunächst nach Australien, dann in die USA. Er kam 1962 nach Deutschland und konnte seine Forschung auch nach seiner Promotion an der Universität Freiburg i.Br. fortsetzen, unterstützt durch Stipendien der Alexander von Humboldt Foundation und der Fulbright Commission. – Einzigartig ist seine vergleichende Untersuchung (1962 bis 1966) zwischen ehemaligen Angehörigen der Waffen-SS und SS und ehemaligen Angehörigen der Wehrmacht mit dem 1970 publizierten Ergebnis einer weiterbestehenden, relativ stärkeren autoritären Einstellung der ehemaligen Angehörigen der Waffen-SS und SS. In The Future of Human Nature, Jürgen Habermas raises the question of whether the embryonic genetic diagnosis and genetic modification threatens the foundations of the species ethics that underlies current understandings of morality. While morality, in the normative sense, is based on moral interactions enabling communicative action, justification, and reciprocal respect, the reification involved in the new technologies may preclude individuals to uphold a sense of the undisposability (Unverfügbarkeit) of human life and the inviolability (Unantastbarkeit) of human beings that is necessary for their own identity as well as for reciprocal relations. Engaging with liberal bioethics and Catholic approaches to bioethics, the article clarifies how Habermas' position offers a radical critique of liberal autonomy while maintaining its postmetaphysical stance. The essay argues that Habermas' approach may guide the question of rights of future generations regarding germline gene editing. But it calls for a different turn in the conversation between philosophy and theology, namely one that emphasizes the necessary attention to rights violations and injustices as a common, postmetaphysical starting point for critical theory and critical theology alike. In 2001, Jürgen Habermas published a short book on questions of biomedicine that took many by surprise.[1] To some of his students, the turn to a substantive position invoking the need to comment on a species ethics rather than outlining a public moral framework was seen as the departure from the "path of deontological virtue,"[2] and at the same time a departure from postmetaphysical reason. Habermas' motivation to address the developments in biomedicine had certainly been sparked by the intense debate in Germany, the European Union, and internationally on human cloning, pre-implantation genetic diagnosis, embryonic stem cell research, and human enhancement. He turned to a strand of critical theory that had been pushed to the background by the younger Frankfurt School in favor of cultural theory and social critique, even though it had been an important element of its initial working programs. The relationship of instrumental reason and critical theory, examined, among others, by Max Horkheimer, Theodor W. Adorno, and Herbert Marcuse and taken up in Habermas' own Knowledge and Interest and Theory of Communicative Action became ever-more actual with the development of the life sciences, human genome analysis, and genetic engineering of human offspring. Today, some of the fictional scenarios discussed at the end of the last century as "science fiction" have become reality: in 2018, the first "germline gene-edited" children were born in China.[3] Furthermore, the UK's permission to create so-called "three-parent" children may create a legal and political pathway to hereditary germline interventions summarized under the name of "gene editing."In this article, I want to explore Habermas' "substantial" argument in the hope that (moral) philosophy and (moral) theology become allies in their struggle against an ever-more reifying lifeworld, which may create a "moral void" that would, at least from today's perspective, be "unbearable" (73), and for upholding the conditions of human dignity, freedom, and justice. Desde el estallido de la crisis financiera internacional en 2008, el Estado de Bienestar ha sido seriamente cuestionado. Sus aparentas bondades y los excelentes beneficios conseguidos con respecto al nivel de vida de sus ciudadanos a través de un Estado robusto y fuertemente interventor, parecen ahora haberse convertido en los causantes de la debacle económica, especialmente en Europa. Más aun, las políticas de austeridad defendidas por Alemania e implementadas en países como Portugal, España y Grecia, entre otros, han puesto la mira en el recorte de gastos en áreas centrales del Estadio de Bienestar, como la salud, la educación y los beneficios sociales en áreas como el desempleo, la maternidad, etc.Esta seria crisis en la que se encuentra inmerso el "Welfare State", resulta sorprendente, en gran medida, si tenemos en cuenta que durante décadas ha sido uno de los rasgos más notables que los países en desarrollo han intentado "imitar" a los países europeos y especialmente a los escandinavos.Sin embargo, hurgando en la filosofía política del siglo XX – que vio la consolidación, como tal, del Estado de Bienestar – es fácil apreciar que las consideraciones realizadas por los las principales corrientes de pensamiento con respecto a esta forma organización política y económica del Estado no han transitado la aceptación casi unánime, presente en la política internacional, de que representa la mejor manera de cumplir con los principales objetivos del Estado en el marco de la democracia liberal y el sistema capitalista de mercado.Por el contario, siguiendo el recorrido del abanico ideológico que se mueve desde la teoría crítica (neo-marxismo) hasta el liberalismo más ortodoxo (llamado en su origen neo-liberalismo aunque impregnado de una carga peyorativa durante la década de 1990), es llamativa la resistencia que por diversas razones ha enfrentado el Estado de Bienestar.Este texto es un intento por recorrer las diversas posturas que con respecto a este tema nos ha dejado la filosofía política a lo largo del siglo pasado.Herbert Marcuse y la Escuela de FrankfurtCiertamente, y aunque el Estado de Bienestar parecería ser una de las principales aspiraciones de la izquierda democrática occidental, una de las más virulentas críticas realizadas a este modelo de organización política y social proviene justamente de la izquierda neo-marxista desarrollada por los teóricos de la Escuela de Frankfurt.Obligados a abandonar Alemania tras la llegada del nazismo al poder en la década de 1930, este grupo de filósofos, entre los que se encuentran personalidades tan relevantes como Theodor Adorno, Max Horkheimer, y Jürgen Habermas, debió exiliarse a Estados Unidos, donde su pensamiento se convirtió en la principal fuente de crítica al capitalismo consumista de la sociedad occidental.A través de su obra "El hombre unidimensional", publicada en 1964, Herbert Marcuse – incorporado a esta corriente en 1933 – representó la expresión más radical del pensamiento político frankfurtiano. El objetivo principal de Marcuse en su principal obra no era otro que el de realizar una crítica demoledor a la democracia capitalista burguesa surgida luego de la Segunda Guerra Mundial, a la que, de forma bastante sorpresiva, equiparaba al fascismo y al comunismo soviético bajo el rótulo de totalitarismos.La lógica argumental de Marcuse para llegar a estas conclusiones es de clara raigambre marxista. Según el autor, a pesar de las aparentes bondades de esta "sociedad de la abundancia" – como él mismo la calificó – se encuentra un mecanismo perverso por el cual se somete de forma pacífica a la ciudadanía y en especial a la clase obrera, a aceptar un sistema decididamente opresivo. De esta manera, al contar cada vez con mayor riqueza – al igual que el resto de la población – la clase trabajadora no solo carece de toda intención revolucionaria, como Marx había previsto para las sociedades altamente industrializadas, sino que además se encuentra a gusto disfrutando de la abundancia del Estado de Bienestar. Y esto representaba una clara ventaja para la clase opresora, que no debe ya reprimir al proletariado con medios violentos.Para Marcuse, los ciudadanos del Estado de Bienestar no son más que esclavos voluntarios, subyugados por una clase dominante que ha aprendido a utilizar las ciencias sociales como una herramienta de manipulación psicológica y, por ende, de opresión. Esta idea, que se encuentra inmersa en una crítica mayor a la idea de "razón instrumental" sostenida por la Escuela de Frankfurt en su conjunto, sugiere que el desarrollo de las ciencias sociales en la sociedad capitalista las ha convertido en un instrumento más a disposición de la clase dominante para oprimir al proletariado, y que, sumado a la abundancia del Estado de Bienestar, constituye una mezcla perfecta de soborno y manipulación imposible de eludir para los ciudadanos oprimidos.A través de la publicidad, los medios masivos de comunicación, la industria del entretenimiento y la instrumentalización de las ciencias sociales y psicológicas, la clase dominante consigue sobornar a las clases trabajadoras para que abdiquen de su libertad a cambio del confort. El éxito de esta estrategia, sostiene Marcuse, se debe la extensión de lo que Marx llamaba una "falsa conciencia", que busca reconciliar a las personas con el sistema ofreciéndole entretenimiento de segunda categoría y rellenando su tiempo libre, evitando así que comprendan la verdadera naturaleza del capitalismo burgués, a saber: el esfuerzo denodado por proveer falsas necesidades, que él mismo crea, ante la imposibilidad de satisfacer los genuinos anhelos de los ciudadanos.En resumen, lo que el Estado de Bienestar consigue es la inexorable "imbecilización" de la población, que corrompida por el consumismo y cegada por la imposición de una falsa conciencia, nos es capaz de ver la realidad que a los ojos de Marcuse resulta sumamente nítida. Es por eso que para él, la única manera de liberar a las clases oprimidas por este sistema que se erige sobre la abundancia será revelándoles su verdadera condición, tarea que se reserva, naturalmente, para él, pues, como se desprende de su argumentación, es quien posee la verdad y por ende quien debe revelarla. La revolución será, por último, la herramienta central para la total emancipación de los oprimidos.Friederich Hayek y la espontaneidad históricaPor otra parte, una de las críticas más sólidas y encendidas del Estado de Bienestar, proviene del extremo opuesto del espectro político en el que se encuentra Marcuse. El filósofo austríaco Friederich Hayek, ha ofrecido, desde el liberalismo más ortodoxo, una abrumadora argumentación en contra de cualquier tipo de intervención estatal en la en la vida de las personas y en especial desde el punto de vista económico.La idea de justicia social, tan discutida en nuestros tiempos e identificada plenamente con los resultados de las políticas sociales del Estado de Bienestar, es para Hayek algo tan indeseable como impracticable. No es que el autor sea partidario de la injusticia social, ni que defienda la existencia de una sociedad injusta, sino que, por el contrario, reconoce sin objeciones que la distribución de de la riqueza es injusta, o lo sería si hubiera sido deliberadamente planificada. Sin embargo, teniendo en cuenta que tales injusticias son creadas por el mercado en condiciones de total libertad, es muy difícil aceptar que dicha distribución sea verdaderamente injusta, dado que el mercado no puede hacerse cargo del carácter moral de sus actos. Hablar de justicia e injusticia con respecto a una distribución que nadie ha creado es para Hayek un error. El mercado es libre, y como tal, produce resultados que no han sido previstos ni planeados. Por lo tanto, el autor reconoce que, en gran medida, la posición de cada persona en la escala social depende de la suerte, puesto que el mercado no permia el esfuerzo, ni mucho menos el mérito, sino el valor económico del aporte que cada uno realiza al colectivo.Sería injusto, sin embargo, decir que Hayek era partidario del Estado mínimo en su acepción más tradicional. Por el contario, si bien rechaza de plano la intervención sistematizada del Estado en búsqueda de la justicia social, sí reconoce que este debe utilizar mecanismos coercitivos para obligar a sus ciudadanos a prestar una mínima ayuda a los más desfavorecidos (discapacitados, ancianos, desempleados, etc.) con el limitado objetivo de aliviar el sufrimiento y asegurar su supervivencia.Pero este matiz no evita que Hayek sea particularmente duro con las organizaciones sociales tendientes a la búsqueda de la justicia social, entendiendo esto como la aplicación de mecanismos dirigidos a la equitativa distribución de la riqueza generada por la sociedad en su conjunto. En un pasaje de "The Mirage of Social Justice" (1976, 46), el autor afirma que: "la expresión "justicia social" no es, como la mayoría de la gente probablemente cree, un expresión inocente del bien hacia los menos afortunados (…) Si la discusión política ha de ser honesta, se hace necesario que la gente reconozca que el término carece intelectualmente de validez, no es más que una señal demagógica o periodismo barato que los pensadores reputados deberían sentirse avergonzados de usar". Y es que para Hayek, la intervención en la economía para generar un sistema de tal categoría solo puede ser posible al altísimo costo de renunciar definitivamente a la libertad económica y a todos sus beneficios. Más aun, el autor está convencido de que una sociedad creada para tales fines solo podría ser un camino de ida hacia el totalitarismo. Vale decir aquí, en favor del filósofo austríaco, que esta referencia al totalitarismo apunta al comunismo soviético y el nacionalsocialismo alemán, dos regímenes en cuyos orígenes Hayek ubicaba el desprecio por el individualismo liberal y la planificación económica centralizada.Por otra parte, gran parte del pensamiento de Hayek se desprende de su influyente teoría del orden espontáneo, que vale describir al menos brevemente. Esta teoría, que generalmente le ha valido al autor el calificativo de "conservador", busca demostrar la existencia de reglas abstractas – creadas o simplemente desarrolladas en el tiempo – que gobiernan lo que el autor denominó "La Gran Sociedad" – que no es otra cosa que la sociedad moderna–. Específicamente, estas reglas pueden apreciarse en el comportamiento del mercado, o en ciertas normas de conducta social, aunque el ejemplo del lenguaje es sin dudas el más célebre. Según sugiere Da Silveira (2001, 58), de manera un tanto resumida, la teoría del orden espontaneo establece que: a) el orden social es fruto espontaneo de la acción no coordinada de una gran cantidad de agentes; y b) el orden que surge de la espontaneidad histórica tiene sus propias leyes internas, por lo que cualquier intención por modificarlo puede terminar destruyéndolo. Dadas estas características, agrega el autor, lo ideal para toda sociedad sería interpretar su lógica interna y adaptarse a ella, sin intentar, por ninguna razón, evaluar su carácter moral ni muchos menos modificarla.De esta manera, la búsqueda de la justicia social sería una profanación inaceptable de un orden espontáneo que, a través del devenir histórico, ha creado las patentes desigualdades presentes en las sociedades capitalistas modernas y que cuya eliminación implicaría la total destrucción de la gran fuerza civilizadora, tal y como Hayek denominó a la espontaneidad histórica.John Rawls y la búsqueda de la justiciaNo fue hasta la aparición de "A Theory of Justice" (1971), de John Rawls, que tanto la "izquierda" como la "derecha" políticas tuvieron una verdadera respuesta en defensa de una sociedad liberal y al mismo tiempo igualitaria. Resumida por Lessnoff (1999, 329) como la "síntesis sociopolítica contemporánea", la teoría de Rawls mezcla, de manera sistemática y argumentada, la democracia liberal, la economía de mercado y el Estadio distributivo de Bienestar.Retomando el universalismo moral kantiano, el autor construye una sólida teoría de la justicia social que pretende confrontar al utilitarismo dominante en la filosofía política anglosajona, pero que a su vez representa una contraargumento difícil de contrarrestar para las posturas sostenidas por Hayek y Marcuse. Tal es así que Robert Nozick (1974, 186), su compañero en la Universidad de Harvard escribió, en un libro dedicado a rebatir cada uno de los argumentos ofrecidos por Rawls: "De ahora en más los filósofos políticos deberán trabajar dentro de la teoría de Rawls, o bien explicar por qué no lo hacen".La propuesta del filósofo norteamericano es sumamente innovadora. Primero porque retoma la teoría del contrato social – en desuso desde el siglo XVIII –, y segundo porque pone el foco en lo que denominará la estructura básica de la sociedad, para la que buscará principios de justicia que logren resolver el principal problema de toda sociedad, a saber, justamente: el problema de la justicia. Pero Rawls no pretende la instauración de una sociedad estrictamente igualitaria, ni mucho menos – como temía Hayek – una en la cual el ingreso se distribuya en base a conceptos vagos como "merito" y "esfuerzos", lo que sin dudas traería innumerables problemas prácticos.La cuestión que guía el pensamiento de Rawls "es definir sí y en qué medida las desigualdades pueden ser justas" (Lessnoff, 1999, 335). Por lo tanto, el autor no se centrará en los resultados finales a los que llega la sociedad, sino por el contrario, focalizará su preocupación en cómo las principales instituciones sociales (estructura básica) distribuyen los derechos y obligaciones fundamentales que determinan la división de las ventajas resultantes de la cooperación social.Rawls argumenta, a través del concepto de merecimiento moral, que nadie, en una determinada sociedad, puede aducir que su situación se justifica desde un punto de vista moral. Nadie merece (moralmente) las ventajas o desventajas que le hayan tocado en suerte, ya sea desde una inteligencia prodigiosa o una deformidad física, hasta una habilidad deportiva o artística (1999, 273-277). Por ende, el autor se opone a la idea definitivamente conservadora sostenida por Hayek de que todo debe ser dejado como está, dado que es un resultado inapelable de la espontaneidad histórica. La propuesta de Rawls pretende construir un orden social que beneficie a los más desaventajados sin por ello atentar contra las libertades individuales, ni mucho menos convertir al sistema político en una especie de igualitarismo autoritario.Para esto, Rawls aduce que – reunidos en la a posición original y sometidos a las restricciones de información impuestas por el velo de ignorancia, como supone su propuesta contractualista –, con el objetivo de construir una sociedad igualitaria desde sus instituciones sociales y políticas básicas, los integrantes de toda sociedad elegirían los siguientes principios de justicia: I) cada persona tiene un igual derecho al más amplio esquema de libertades fundamentales que sea compatible con un esquema similar de libertades para todos; y II) Las desigualdades económicas y sociales han de satisfacer dos condiciones: tienen que (a) ser para el mayor beneficio de los miembros más desfavorecidos de la sociedad; y (b) estar adscritas a cargos y posiciones accesibles para todos en condiciones de igualdad de oportunidades.De esta manera Rawls logra cerrar una argumentación innovadora y desafiante que revitalizó a la filosofía política en el siglo pasado. La idea de una sociedad liberal, regida por la economía de mercado capitalista, pero a su vez diseñada desde su estructura básica para beneficiar a los menos aventajados sin por ello instaurar un régimen redistributivo del ingreso basado en principios arbitrarios, se constituye en una respuesta sólida al conservadurismo de Hayek, que teme la desintegración del orden social ante la excesiva intromisión estatal.En cuanto a Marcuse, sería arriesgado definir en que medía la propuesta de Rawls colabora con la liberación de las clases oprimidas, aunque me atrevería a decir que difícilmente lo haga, dado que no aporta ninguna solución concreta a la lucha de clases, el principal problema del marxismo. Sin embargo, el hecho de que los integrantes de la sociedad elijan los principios de justicia en una inusual situación de extrema igualdad, no deja de ser un atractivo nada despreciable para la izquierda no marxista.Sea como fuere, hemos recorrido aquí algunas de las principales corrientes filosóficas del siglo XX y su relación con un concepto tan familiar como lo es el Estado de Bienestar. Si bien su relación no ha sido del todo fácil, la teoría de la justicia social planteada por Rawls se ha convertido en un hito para quienes sostienen que es posible la búsqueda de una sociedad justa sin que ello implique la opresión de un segmento de la población ni la total destrucción de las libertades individuales.
