Applying a social-constructivist approach to her richly detailed case history, Audie Jeanne Klotz demonstrates that normative standards such as racial equality can serve as much more than a weak constraint on fundamental strategic concerns. Norms can play a crucial role in the formation of global policy. After forty years of protest against apartheid, the world celebrated Nelson Mandela's inauguration as South Africa's first democratically elected president. Klotz considers why racial discrimination in South Africa became a global concern and why—in a remarkable change of practice—nations and international organizations adopted sanctions against the Pretoria regime. By explaining how the world community actively came to condemn apartheid, Norms in International Relations contributes to broader debates on the role of norms in global politics. Klotz rehearses a fascinating history, combining the power politics of economic sanctions and the normative politics of racial equality. She reenacts the events that resulted in the United Nations decision to oppose apartheid. Since 1990 the number of international military operations con- sisting of forces of coalitions of various countries has increased in the world. Latvia and its armed forces actively participate in international operations organised and implemented by the NATO and the European Union and in other events aimed at strengthening collective security. In practice, it is possible to enhance the compatibilitywith the armed forces of other countries, to carry out training and gain operations experience that is necessary for professionally trained soldiers with an aim to enhance the execution of tasks and improve combating skills. When carrying out the questioning and interviewing of soldiers who have served in military missions, it has been stated that differences of various cultures, countries and the perception of life can influence cooperation of multinational forces and the overall effectiveness of activities. Intercultural factors have an impact on communication and performance during missions at various levels and in all areas of activities. Understanding of cultural differences ensures the effectiveness of coalition forces both among them- selves and in the country where the mission is carried out.

In the paper the author attempts to describe the issue of refugees as a very important problem in international law, a problem which generates profits e.g. a rise in human capital, as well as losses e.g. costs, for the countries involved. The balance depends on the policy of a given country, whether this country is able to capitalize on the human capital or whether it is only counting costs. Sometimes obligations resulting from international law are not sufficient to convince societies that accepting refugees is the right decision. The paper will focus on how, with appropriate legislative tools, the united world can help people who are in danger. The author will also pose a question whether enough is being done, or whether the scope and methods currently in use should be amended. The paper discusses the issue of refugees from the perspective of various organizations involved i.e. global institutions like UNHCR, European Union institutions, non-government organizations (NGOs) and contains a review of relevant legal acts such as the Treaty of Lisbon, the Geneva Convention etc. The author also touches upon the practical side of the refugee policy execution in various countries.
Abstract: Should the laws of the world dealing with cross-border transactions be unified? Such unification presupposes an agreement on what we understand by 'law' and what its sources are. The drafters of uniform laws and lawyers who are preoccupied with comparative law often ask themselves: Is there, among the nations, a common core of legal values? If there is, this will facilitate legal unification. It will also make the international law-making easier if, in exceptional cases, a court is permitted to disregard a legal rule. Résumé: Faut-il unifier les droits nationaux en matière de transactions transfrontières? Une telle unification présuppose une convergence de vues relativement à ce qu'il faut entendre par 'droit' et à l'identification de ses sources. Les rédacteurs de lois uniformes et les autres spécialistes de droit comparé se demandent souvent s'il existe un noyau de valeurs juridiques communes à toutes les nations du monde. Si c'est le cas, l'entreprise d'unification en sera facilitée. Cela rendra aussi plus aisée l'élaboration d'une règle internationale lorsque, dans des hypothèses exceptionnelles, un tribunal a la possibilité de s'affranchir d'une règle juridique.
"A new economic order is essential for world peace," proclaimed President Carlos Andrés Pérez of Venezuela (1976) on November 16, 1976, at the UN General Assembly in fulfilling "the mandate which Simon Bolivar gave [the Venezuelans] more than 150 years ago" (Pérez, 1976: 28). Responding to this call of destiny and reaffirming Venezuela's claimed Bolivarian tradition of placing "its resources.at the service of its people, at the servi of Latin America, at the service of humanity" (Pérez, 1976: 28f President Pérez (nicknamed Simonsito) sought in and through the New International Economic Order (NIEO) a new Lebensraum, not of destructive territorial expansion, but of increased purchasing power, dignity, equality, and independence for the poor, weak, underprivileged countries (Pérez, 1976: 7, 11). The NIEO, "a moral obligation of all nations," "is required as a¡ desideratum of peace," especially since the disintegrating "old international economic order which emerged from the Second World War … was an unjust system of relations based on inequality … designed to benefit those countries which had accumulated the fruits of technical progress" (Pérez, 1976: 9).
It is a fact that universities around the globe devote a considerable part of their budget to guaranteeing the quality of their international strategy. Most higher education institutions have set up international offices with the aims of increasing the number of exchange students, faculty exchange programs, calls for joint international research projects, access to communities abroad by the use of Information Technology, or the links for academic cooperation and cultural understanding.However, in some institutions this is no easy task. Universities face financial problems – student and faculty exchange is expensive, getting visas and migration issues is a hassle, moreover most universities in the world offer programs only in their native tongue and, sometimes in a foreign language, mainly English.This paper lays out recommendations on how to match the international mission with a language development strategy, as well as a proposal of a paradigm shift from the "traditional" view to a "global view" on international education from a Linguistic perspective.
