This article discusses the impact of the Second World War and its impact on the country's financial life, the deterioration of social life and the need for monetary reform, the card system, the decline in consumer goods, the black market, the deficit of money, and the Soviet government's troubles. Deficits in the state budget, increase in payments from the population, changes in working conditions, labor resources, mobilization of military products instead of consumer goods, measures to launch westernized industrial enterprises, and increase of military expenditures are provided by sources. The market price, the proposed currency swap, as well as simultaneous emergence of new Soviet currency and its replacement for short-term monetary targets have been identified as the major means of monetary reform, the recovery of money circulation, the "black" market and its functions, money exchange rate, preparations for monetary reform, special trade system development activities in the years ahead of reform in major cities, private retail stores and universals analytic comments on the sale of deficit food and industrial goods at commodity prices, closing down the price level of the market price, and the price increase. The monetary reforms in post-war years in the Soviet Union are analyzed by monetary reforms in other European countries in this period. In the post-war years in the Soviet Union, serious anti-money laundering measures and their consequences were investigated.
We present a model of a monetary economy with two systems of wage setting: a decentralized system and a centralized system. In the decentralized system there is a union per firm that sets the firm's wage. In the centralized system there is a unique union that sets a common wage for all firms. We find that, when there is unemployment, the equilibrium wage set in the centralized wage setting system is lower than the one set in the decentralized wage setting and that both depend on the size of the unemployment benefit and on the degree of pro-workerism of the government. When the unemployment benefit is a given quantity, we find that monetary policy has real effects in both systems and implies nominal wage rigidity in the centralized system. On the contrary, when the unemployment benefit grows with the size of the economy, monetary policy has no real effects and implies real wage rigidity in both systems. ; Financial support from the Spanish Ministry of Education through DGICYT grant PB96-1160-C02-02 is gratefully acknowledged.
Mit der Verwirklichung der Wirtschafts- und Währungsunion (WWU) ist der Europäischen Union ein entscheidender Integrationsschritt gelungen. Bisher ist die Einführung des Euro ein voller Erfolg: steigende Preistransparenz, der Wegfall von Wechselkursrisiken und sinkende Transaktionskosten intensivieren den Wettbewerb innerhalb des gemeinsamen Währungsraums. Der vertiefte Finanzbinnenmarkt erhöht zudem Europas Attraktivität als Investitionsstandort. In der Summe entsteht durch die Währungsunion mehr Planungssicherheit und monetäre Verlässlichkeit. Der Euro ist zugleich eine entscheidende Antwort Europas auf die Internationalisierung der Weltwirtschaft und auf die immer härter werdende Standortkonkurrenz im globalen Wettbewerb. Die WWU ist auch ein Ausdruck des politischen Willens der Mitgliedstaaten, den Weg der Stärkung gemeinsamer politischer Handlungsfähigkeit fortzusetzen. Dies gelingt um so besser, je leistungs- und anpassungsfähiger die gemeinsamen Regeln und Verfahren sind. Mit Blick auf die Vollendung der WWU zeigt sich jedoch, dass der gegenwärtige Handlungsrahmen der Gründungsgemeinschaft immer weniger eine ausreichende Gestaltungs- und Regierungsfähigkeit auf europäischer Ebene gewährleisten kann. Es ist folglich zu fragen, wie zukunftsfähig die gegenwärtigen Vertragsgrundlagen sind. Sie müssen garantieren, dass im weiteren Verlauf der Wirtschafts- und Währungsintegration das Prinzip der gleichen Wettbewerbsbedingungen für alle Mitgliedstaaten Bestand hat. Darüber hinaus muss das ordnungspolitische Regelwerk der Gemeinschaft in der Lage sein, den Spannungsbogen einer kontinuierlich erweiterten WWU konstruktiv auflösen zu können. Dieser reicht von der Intensivierung der wirtschaftspolitischen Zusammenarbeit, der schrittweisen Erweiterung und Vertiefung der WWU bis hin zur Schaffung einer gemeinsamen Wirtschaftsregierung. Als ersten Schritt gilt es daher zu prüfen, welche Aufgabenfelder und Bestimmungen der Materie der Vollendung der Wirtschafts- und Währungsintegration zuzurechnen und dementsprechend in eine gemeinsame Wirtschafts- und Finanzordnung zu überführen sind. Dazu müssten die elementaren Grundzüge einer europäischen Wirtschaftsverfassung aus den bisherigen Vertragsbestandteilen herausgearbeitet werden. Daraus lassen sich in einem zweiten Schritt klare Kategorien für die politischen Aufgabenfelder sowie die Zuständigkeitsverhältnisse ableiten. In einem dritten Schritt sollten diese Kategorien die Neuordnung der wirtschaftspolitischen Bestandteile der Gemeinschaftsverträge ermöglichen. Im Ergebnis entsteht eine stringente Ordnung mit klaren Zuständigkeiten und einer übergeordneten ordnungspolitischen Zielrichtung. (Autorenreferat)
Price determination theory typically focuses on the role of monetary policy, while the role of fiscal policy is usually neglected. From a different point of view, the Fiscal Theory of the Price Level takes into account monetary and fiscal policy interactions and assumes that fiscal policy may determine the price level, even if monetary authorities pursue an inflation targeting strategy. In this paper we try to test empirically whether the time path of the government budget in EMU countries would have affected price level determination. Our results point to the sustainability of fiscal policy in all the EMU countries but Finland, although no firm conclusions can be drawn about the prevalence of either monetary or fiscal dominance. A common currency, as envisioned in the Maastricht treaty, is thought to be the surest way to "lock in" commitments to monetary cooperation among sovereign states. But historical evidence suggests otherwise. Comparative analysis of six currency unions demonstrates that while economic and organizational factors are influential in determining the sustainability of monetary cooperation, interstate politics matters most. Compliance with commitments is greatest in the presence of either a locally dominant state, willing and able to use its influence to sustain monetary cooperation, or a broad network of institutional linkages sufficient to make the loss of monetary autonomy tolerable to each partner.
Über den aktuellen Stand der Krise in Europa wird viel geschrieben und noch mehr spekuliert. Doch wie groß ist die Gefahr, dass Volkswirtschaften auf externe finanzielle Hilfe angewiesen sind? Eine aggregierte Messgröße, die dieses Risiko basierend auf einer ökonometrischen Schätzung bewertet, fehlt bis heute. Der neue Krisenmonitor des Instituts der deutschen Wirtschaft Köln (IW) soll das ändern. Der Monitor ist so konzipiert, dass eine einzige Maßzahl beschreibt, wie groß die Gefahr für eine Volkswirtschaft ist, auf Hilfen von außen angewiesen zu sein. Die Einflussgrößen des Indikators und ihre Gewichte sind nicht ad hoc gewählt, sondern basieren auf einer empirischen Panel-Schätzung. Für eine zeitnahe Bewertung der Lage in den EU-Ländern arbeitet der Krisenmonitor mit Quartalsdaten.
Die Parlamentswahl in Griechenland offenbart, dass die Europäische Währungsunion (EWU) kein fest umrissenes Verfahren hat, wie sie mit reformunwilligen Staaten im Hinblick auf die Hilfsprogramme des Euro-Rettungsschirms umgehen soll. Eng mit dieser Lücke im Regelwerk verbunden ist die Frage, ob ein Austritt oder Ausschluss aus der EWU eine gangbare Option sein kann. Das Institut der deutschen Wirtschaft Köln spricht sich dafür aus, Zahlungen des Euro-Rettungsschirms konsequent einzustellen, wenn ein Staat deutlich und nachhaltig gegen das mit einem Hilfspaket verbundene Reformprogramm verstößt. In diesem Fall ist - als Ultima Ratio, aber auch nur dann - nicht auszuschließen, dass Reformverweigerung und die Einstellung der Hilfszahlungen zu einem EWU-Austritt des Landes führen. Denn die Konditionalität von Hilfsprogrammen des Euro-Rettungsschirms fungiert aus ordnungspolitischer Sicht als eine zentrale Säule der neu geschaffenen Krisenbekämpfungsarchitektur des Euroraums. Sie darf unter keinen Umständen aufgegeben oder nachhaltig gefährdet werden. Anderenfalls drohen massive Fehlanreize. Mit einem EWU-Austritt wären große ökonomische Risiken für das austretende Land verbunden, weil eine hohe Unsicherheit und die drohende starke Abwertung einer neuen Währung zu Kapitalflucht und zu Überschuldung vieler Wirtschaftsakteure und des Staates führen dürften und diese Effekte insgesamt im jeweiligen Land eine massive Banken- und Liquiditätskrise verursachen würden. Ordnungspolitisch kann die Drohkulisse eines solchen Krisenszenarios das Konditionalitätsprinzip stärken. Diese Studie entwickelt auf Basis der bestehenden Literatur einige wirtschaftspolitische Empfehlungen, nicht zuletzt auch deshalb, um die drohenden gravierenden ökonomischen Probleme bei einem Austritt zumindest ein wenig zu mildern. Erstens wird gefordert, mittelfristig einen rechtlichen Weg für einen EWU-Austritt (ohne EU-Austritt) zu schaffen. Denn das Fehlen einer rechtlichen Regelung würde derzeit einen ungeordneten und daher ökonomisch noch schädlicheren Weg aus der EWU erzwingen. Zweitens sollte die Troika regelmäßig eine quantitative Reformerfüllungsquote publizieren. Unterschreitet diese Quote einen bestimmten Wert, muss die Troika in einem qualitativen Bericht bewerten, ob ein substanzieller Verstoß gegen das Reformprogramm vorliegt. In diesem Fall muss auf politischer Ebene der EU entschieden werden, die Hilfszahlungen einzustellen. Drittens ist bei einer grundsätzlichen Reformverweigerung zu erwägen, die Zentralbankgeldversorgung des betreffenden Staates durch das Eurosystem grundsätzlich aufzugeben und dem betreffenden Staat - nach Vorbild der Ausschlussregelungen des IWF - das Stimmrecht im EZB-Rat zu entziehen. Dies würde einen faktischen Ausschluss aus der Währungsunion bedeuten.
В статье рассматриваются вопросы становления и развития экономической и социальной интеграции на постсоветском экономическом пространстве, что в конечном итоге привело к образованию Таможенного союза между Российской Федерацией, Казахстаном и Республикой Беларусь, который вступил в действие с 1 июля 2011 года. В результате проведенного исследования автор приходит к выводу, что выбор в пользу ТС и ЕЭП а это "жесткий" вариант региональной интеграции, предполагающий передачу существенной части национальных полномочий в области экономической и торговой политики на наднациональный уровень, был обусловлен стремлением реализовать давно задуманное (тем более, что определенный путь был уже пройден), а также осознанием того, что никакое иное решение, кроме прорывного, не даст возможность преодолеть инерцию центробежных процессов и не позволит надежно обеспечить интересы самих стран-участниц на общем пространстве. Вместе с тем, автором выделяются четыре основные группы рисков в развитии интеграционного проекта ТС-ЕЭП. Первая группа рисков обусловлена сложившимся и увеличивающимся отрывом интеграционной межгосударственной политической надстройки и договорно-правовой базы от материальных факторов интеграции и фактических уровней торгово-экономического взаимодействия сторон. Вторая группа рисков вытекает из избранного странами "жесткого" формата интеграции ТС-ЕЭП и необходимости соблюдения четкой восходящей классической последовательности интеграционного развития вплоть до создания экономического и валютного союза. Третья группа рисков охватывает преимущественно операционноуправленческие риски, связанные с функционированием наднациональных институтов и реализацией наднационального регулирования, адекватностью интеграционных механизмов и их способностью обеспечивать баланс интересов сторон. Четвертая группа рисков происходит из переходного характера экономик стран-участниц, находящихся в процессе выявления и формирования национальных конкурентных преимуществ, пока еще недостаточно устойчивых, чье благосостояние критическим образом зависит от мировой конъюнктуры, а Белоруссии, помимо этого, от уступчивости России по целому ряду вопросов (в первую очередь, по ценам на энергоносители). В такой ситуации велики риски "замыкания" стран на своих проблемах в периоды ухудшения экономической конъюнктуры и сокращения финансового донорства России в пользу Белоруссии, что может вызвать серьезные сбои в развитии интеграции. Таким образом, следует отметить, что на сегодняшний день в интеграционном процессе на постсоветском пространстве зримо существуют значительные группы рисков, имеются существенные структурные проблемы и дисбалансы сложившейся интеграционной конфигурации, которые являются серьезным препятствием на пути дальнейшего развития экономической и социальной интеграции в формате Содружества. ; The development of economic and social integration in post-Soviet space: the foundation of choice in favor of the Customs Union. The article discusses the formation and development of economic and social integration in post-Soviet economic space, which ultimately led to the formation of the Customs Union between the Russian Federation, Kazakhstan and Belarus, which took effect from 1 July 2011. The study author concluded that the choice in favor of the TC and the CES and it is "hard" variant of regional integration, involving the transfer of a substantial part of the national authority in the field of economic and trade policy to the supranational level, was due to the desire to realize the long-conceived (in order a certain way has already been passed), as well as the knowledge that no other solution but a breakthrough will not give an opportunity to overcome the inertia of the centrifugal process, and will not reliably protect the interests of the countries themselves participating in a common space. However, the author of four main risk groups in the development of the integration project TC-SES. The first group is due to the established risks and the increasing separation of the integration of interstate political superstructure and the legal basis of the material factors of integration and the actual levels of trade and economic cooperation between the parties. The second group of risks derived from selected countries "hard" format integration TC-SES and the need to observe a clear upward classical sequence of the integration of up to an economic and monetary union. The third group covers the risk mainly operational and management risks associated with the functioning of supranational institutions and the implementation of supranational regulation, the adequacy of the integration mechanisms and their ability to ensure a balance of interests. The fourth group of risks derived from transitional economies of the countries participating in the process of identifying and shaping national competitive advantages, are not yet sufficiently stable, whose welfare depends critically on the world market, as Belarus, in addition, from Russia concessions on a range of issues (primarily on energy prices). In this situation, high risk "closure" of countries on their own problems during periods of deteriorating economic conditions and reduce the financial donation of Russia in favor of Belarus, which can cause serious disruptions in the development of integration. Thus, it should be noted that to date in the integration process in the post-visibly there is considerable risk groups, there are major structural problems and imbalances in the current configuration of the integration, which are a major obstacle to further development of economic and social integration in the format of the Commonwealth.
