Dr. Sherman P. Vinograd fulfilled the roles of Chief of Medical Science and Technology and Director of Biomedical Research at the National Aeronautics and Space Administration (NASA) from the fall of 1961 until the spring of 1979. In this role he shaped, organized, and directed NASA's program of medical research as a funded program of studies, which was carried out in not only NASA Center laboratories, but also in university, industry, and other government laboratories and hospitals all over the country. They postulated a non-existent orbiting laboratory to be designed according to the needs of future human flight crews and requirements for human spaceflight information. This would result in the creation of Skylab. ; He was also responsible for establishing the In-flight Medical Experiments Program in preparation for the Apollo series of manned space flights. This program was a series of carefully designed flight crew studies derived from proposals by qualified scientists both from within and outside NASA to evaluate human responses to spaceflight. ; In addition, Dr. Vinograd developed a supportive Research and Development Program necessary to provide pertinent ground-based data and to advance state-of-the-art medical measurement technology, a major development of which was the Integrated Medical and Behavioral Laboratory Measurement System (IMBLMS). This consisted of medical experiments and accompanying equipment necessary to perform them that was used from the Gemini through the Skylab manned space flight programs. Carried aboard virtually any post-Apollo space vehicle by virtue of its rack and module design, these designs were used well into the future. Massive waves of migrants fleeing poverty & refugees fleeing war have had a considerable effect on receiving countries. Focus here is on the emergence of latent resistance in 22 countries (based on 1995 survey data) to the influx of migrants, manifested in the negative attitudes & exclusionist reactions of their citizens toward the foreigners: the more citizens with negative attitudes, the greater the public support for immigration restriction. In a cross-country examination of this situation, a distinction is drawn between economic immigrants & refugees in search of safety. Various theories, especially those of ethnic competition or threat & localist orientation, support the findings that ethnic majority individuals who were less educated, self-employed, poorly employed (manual labor), unemployed, & poor were more likely to feel negatively toward immigrants in general, though attitudes were far less negative toward refugees than economic migrants. In this research, several improvements to the European Union Emissions Trading System (EU ETS) were analysed. The EU ETS is a market for emission allowances and the European Union's main instrument for reducing greenhouse gas emissions (of which CO2 is the main component). However, the CO2 allowance price in this market has been highly volatile and generally too low to stimulate significant long-term reductions in CO2 emissions. National and system-wide price floors and ceilings were investigated, prompted by the UK's implementation of a CO2 price floor through a supplementary CO2 tax. The effects of the "backloading" of CO2 allowances and the proposed Market Stability Reserve were also investigated. While the latter measures may increase dynamic efficiency, this research showed that a well-designed price corridor is even more efficient, while still achieving the long-term abatement targets and stabilising prices. Furthermore, different methods for adjusting the CO2 emissions cap in response to changes in renewable energy policies were investigated. Finally, the impact of investors' risk aversion on the functioning of the CO2 market was evaluated. The analyses were conducted with the use of EMLab-Generation, an agent-based model that simulates two interconnected electricity markets with a joint CO2 emissions trading system. In this model, the companies have limited knowledge about the future, which makes it possible to investigate the impact of public policy instruments on long-term investment dynamics. ; Engineering Systems and Services ; Technology, Policy and Management

Many governments want to realize wind power, because it is a technology that promotes sustainable energy. That is why there is need for locations for wind farms (groups of wind turbines). Dikes are good locations for wind farms, because of favourable wind conditions, the absence of cultivation and the presence of road infrastructure. However, wind turbines near dikes might have negative effects on their primary function: flood safety. A recent trend is that wind turbines become larger. This increases the possibility of damage if the superstructure fails. Current directives, handbooks and guidelines treat the topics of flood safety and failure of wind turbines separately. A custom-made overview of the risks is needed for each project to ensure an adequate risk reduction strategy. An integrated approach is required to assess flood risk resulting from failure of these superstructures. This paper presents an integrated risk approach for wind turbines on dikes based on new research. This approach consists of systematic steps and includes the life cycle of both structures (wind turbines and dikes), which are assuredly interlinked. One important risk during the exploitation phase is highlighted: the incident of a falling blade or nacelle. The probability of such an incident is very low. However, if it falls on an important dike even this small probability might become relevant. This is because the required minimum probability of dike failure is relatively low.
