AbstractCOVID‐related government outlays will increase the level of government debt. A macroeconomic model, calibrated to the US, quantitatively assesses potential responses to this higher debt. In terms of economic welfare, reducing debt through capital incomes tax hikes is the least desirable option considered: the associated tax base is small, and anticipating such a tax increase reduces capital accumulation. There is little to choose between fiscal austerity through government spending cuts versus raising labour income tax rates. Accommodating higher government debt is welfare‐improving but still requires substantial fiscal austerity owing to higher debt servicing costs.
Recent events in the Ukraine (2014/15) and the not-too-distant wars in former Yugoslavia (1991-2001) have shown that conflict can still occur right on the external frontiers of the European Union. The multifaceted problems that failing states pose, such as humanitarian catastrophes and resulting migration streams, proliferation threats and economic impairment, do not stop at the borders but affect the European Union in many ways. Additionally, European society and its foundational values are increasingly threatened by violent terrorist attacks. The decades of relative stability and peace during the Cold War are definitively over.
Since the end of the Cold War, the world entered the era of economic interdependence and cooperation. In contemporary times, no country in the world can exist in isolation. After a long period of hostile relations and negative foreign policy postures towards each other, Pakistan and Russia have acknowledged the need for pragmatic yet friendly relations with different states, globally in general and regionally in particular. They have realised that bilateral cooperation is extremely necessary to achieve their national security and foreign policy objectives. Russia, realising its global power status and its renewed drive to regain its past glorified position in international affairs, has made big changes in its foreign policy. It has adopted a new holistic foreign policy orientation towards South Asia while abandoning the country-specific policy that it had in the past. Pakistan on the other hand, after many tests and trials, have come to realise that it cannot depend on a single country in particular (to achieve its national security and foreign policy objectives) and have to expand its list of countries on whom it can depend on for support and have good relations with. Over the last decade, Pakistan and Russia bilateral relationship have commenced on the path of improvement, with both countries entering into multiple deals of cooperation in the domains of military, politics and economics. It is high time that Pakistan and Russia realise and accept the realities of international relations, learn from their past and further build upon the positive developments to solidify their bilateral relations for mutual benefits and for the good of the entire region.
In September 1990, the USSR and South Korea established full diplomatic relations. The paper explores the economic and political dictates of Soviet policy in respect of South Korea, deterioration of Soviet-North Korean relations after the improvement in Soviet-South Korean relations, Soviet concern about the dangers of the North Korean nuclear potential and the relaxation of tension between North and South Korea. By analysing public policies implemented in the context of sustainable development, this article emphasises the need for and the challenges of providing legitimate foundations for the rhetorical means used to encourage change; it is these foundations that determine a given policy's effectiveness. To do so, historical analyses are used, as well as socio-economic perspectives examined through textual analysis. The text concludes by showing the importance of a common framework for action based on shared values at the regional level for legitimising the political use of rhetoric to change behaviours and attitudes.

ABSTRACT Interest in the use of adjustment models has recently increased as analysts have come to see the value of these models in the study of regional growth processes. Adjustment models are especially useful in clarifying the nature and direction of population‐employment interactions. However, other models of regional growth suggest that employment should not be treated as a single homogeneous variable, as is the usual assumption in regional adjustment models. This paper looks at the issue of employment disaggregation, and suggests that adjustment models can be alternatively specified by making use of economic base theory to separate employment into at least two broad sectors. Alternative economic base specifications are tested using data for the nonmetropolitan counties (n=254) of the US. Rocky Mountain West during a recent time period. The results show that an economic base version of the adjustment model provides insights to regional change that are not available from the traditional version of the model.
