В рецензии проанализированы достоинства и недостатки монографии «Проблемы государственного строительства в Крыму в 1917-1922 годах» А.В. Ишина, дается оценка ее научной значимости. Автор рецензии приходит к выводу, что А.В. Ишин предоставил неряшливо выполненное и непрофессиональное исследование проблемы: в главе «Историография проблемы», в частности, основные работы по теме не упоминаются. А.В. Ишин не использует фонды РГАСПИ, ГАРФ, Дома Русского зарубежья; игнорирует важнейшие вопросы государственного строительства в Крыму: этнический и военный; неудачно использует термины; в монографии нет объективного подхода к фактам. Рецензент делает вывод, что А.В. Ишин не может быть принят в российском научном сообществе в качестве доктора исторических наук. ; This review analyses both merits and demerits of A.V. Ishin's monograph and assesses its scholarly importance. The author of this review comes to the conclusion that Ishin's research is negligent and unprofessional. Ishin attempts to reconstruct the history of Soviet Crimea without turning to the funds of the Russian State Archives of Sociopolitical History (RGASPI), State Archives of the Russian Federation (GARF), or Russian Émigré Community. He also ignores most important issues of state formation in the Crimea: the ethnic and military ones, uses inappropriate terms and fails to take an objective approach to the facts. In addition, the chapter "Historiography" fails to mention key works on the topic. Thus, the reviewer concludes that A.V. Ishin cannot be accepted in the Russian academic community as a doctor of history.

Автор использо- вал источники, выявленные во время занятий в Гуверовском архиве Стэнфордского университе- та и Бахметьевском архиве Колумбийского уни- верситета. В научный оборот вводятся новые све- дения об «акции РОВС» в Финляндии зимой 1939/40 гг., настроениях и намерениях русских военных эмигрантов в начальный период Второй мировой войны. Особое внимание автор уделил позиции генерала А.И. Деникина. На основании изученных источников сделан вывод о доминиру- ющих настроениях в среде русских военных эми- грантов в Европе летом 1941 г., которые пред- определили создание Отдельного Русского Кор- пуса в Сербии. ; The article deals with Russian military emigration in Europe mainly during the period from the autumn of 1939 to June of 1941. The author used the sources revealed by research in Hoover Institution Archives of Stanford University and Bakhmeteff Archive of Columbia University. New data on «ROVS action» in Finland during Winter war of 1939/40, state of public opinion, reactions and intentions of the Russian military emigrants in an initial stage of World War II are introduced into scientific circulation. The author paid special attention to a position of the general A.I. Denikin. On the basis of the studied sources has been done the conclusion about the dominating state of public opinion among the Russian military emigrants in Europe in the summer of 1941 which predetermined creation of the Separate Russian Corps in Serbia.

Газетные материалы о росте дороговизны рассматриваются как фактор роста инфляционных ожиданий и инфляционной паники в деникинском тылу. ; The article analyses materials on economic topics published in major newspapers circulating on the territory occupied by General A.I. Denikin's troops. The main attention is drawn to the information and assessments used in the articles which concerned increased prices for goods andservices. The press coverage of price growth issues is seen as a factor of increased inflation expectations and inflation panic in Denikin's rear.
Статья посвящена анализу институционального строительства на территории Ингушетии в 1919 начале 1920 г. с целью выяснения сущности национально-государственной политики руководителей белого движения в горских районах Северного Кавказа. Проведенный анализ позволил установить, что в своей политике в регионе они стремились учитывать интересы ингушского народа, предоставив ему автономию, однако непоследовательность проводимого деникинцами политического курса не позволила создать широкую социальную базу, что привело к кризису и падению белогвардейской модели государственности в регионе. ; The article is devoted to the state building on the territory of Ingushetia in 1919 early 1920 in order to find out the essence of the national state policy of White Guards in the mountain regions of the North Caucasus.The article analyzes the relations of White Guard administration with representatives of the Ingush society, considers the reasons which induced general A.I. Denikin for the first time in the history of Russia to grant autonomy to Ingushetia, the essence of the Ingush autonomy which existed less than a year. The author examines the nature of the political regime functioning in Ingushetia during the described period, offers the explanation for the failures and crash of White Guard policy in this region. The carried-out analysis allows establishing that the heads of the "White" movement in the south of Russia sought to consider the interests of the mountain people, in particular, Ingush, providing them with broad internal self-government. However, inconsistency of the policy conducted by the Denikinets didn''t allow creating a wide social base in the region that led to the crisis and falling of White Guard model of statehood in the region.

Деникина в конце 1918 - начале 1919 г.: экономические, военные и политические факторы, влиявшие на внешнюю торговлю, конфликт интересов между белыми властями, частными торговыми компаниями и кооперативными организациями. Дается оценка первому опыту военной диктатуры Деникина по регулированию внешней торговли. ; The article is focused on the foreign trade activity of general A.I. Denikins government in the end of 1918 in the beginning of 1919: economic, war and political factors, which influenced the foreign trade in the South of Russia, conflicts between the White authorities, private trade companies and co-operative organizations. For the first time in domestic historiography it contains analysis of the first experience of Denikins military dictatorship on trade controls.

В статье анализируются материалы на экономическую тематику, опубликованные в ведущих газетах, выходивших на территории Белого юга России в 1919 г. Главное внимание уделяется анализу образов спекуляции как экономического явления и спекулянтов, которые создавали в своих публикациях журналисты и экономисты. Рассматривается взаимовоздействие этих образов и общественных настроений. Делается вывод, что авторы статей о спекуляции разжигали общественное недовольство спекулянтами вообще и направляли его против торговцев, чтобы отвести общественное внимание от одной из первопричин спекуляции экономической политики правительства А.И. Деникина и казачьего правительства Области войска Донского. ; The article analyses materials on economic issues published in major newspapers on the territory of Russia's "White" South in 1919. The author focuses on the way in which speculation as an economic phenomenon and speculators were portrayed by journalists and economists in their publications. The created images are shown in their interaction with public sentiments. It is concluded that the authors of such articles about speculation aimed to stir up public discontent with speculators in general and directed it against vendors to divert the public attention from one of the main causes of speculation, the economic policies of A.I. Denikin's government and of the Cossack Government of the Don Cossack Oblast.
Рассматриваются основные мероприятия правительственных, военных и общественных учреждений и организаций белой Сибири по объединению и координации осведомительной, культурно-просветительной и издательской работы. ; An important feature of the Russian Civil War was the underlying clash of political beliefs, the conflict of ideologies. It was this ideological rift of social forces, which involved many millions of the inhabitants of the great empire, that gave the opposition a particularly violent and uncompromising character. In the early 1919, Omsk Government and the Headquarters had rather branched information and propaganda bodies. As a part of the Administration Council of Ministers, there was a press department (headed by A.I. Mankiewicz). The press department and a number of ministries were functioning. The military department had an informant department and a press department at the General Headquarters. In late January at the headquarters of the Supreme Commander a Special Office was formed (Oskanverh), headed by Captain P.N. Zubov. Propaganda (information) departments were functioning with the headquarters of separate armies; in early March, they were converted to special office (oskanarmy). In these conditions, there was a deliberate and systematic work to streamline and harmonize the activities of all promotional agencies of the Omsk Government, to outline their powers. The main form of coordination of anti-Bolshevik propaganda in the east of Russia in the spring and autumn of 1919 were departmental and interdepartmental meetings. On March 7, 1919 The Council of Ministers of the Omsk Government issued a decree on the establishment of a permanent Conference for the press. On the territory of the Volga, the Urals and Siberia, the Conference led all the publications. It defined a common government policy in the field of print, provided financial support for newspapers, magazines and publishers of the official directions, dealt with personnel issues, led the advocacy work abroad. During the spring and autumn of 1919 there were several inter-agency meetings organized by the military propaganda (the Press Department of the General Staff, Osvedverh) and the Russian press bureau. At these meetings, the issues particularly related to the spread of agitation and propaganda among the troops and the population were discussed. However, with all the initiatives, the real unification and harmonization of informative, cultural, educational and publishing trends in the activity of Kolchak's propaganda did not happen. The main obstacle was the lack of a comprehensive political program and a coherent ideological doctrine, which deprived the Omsk propaganda workers of the very basis for their activities.
The purpose of this article is to analyse the content of the projects substantiating the autonomy of the Urals and the composition of its territories reviewed by the Provisional Regional Government of the Urals (PRGU) in 1918. The presence of theses regarding the formation of a special Ural identity in them gives the study relevance not only due to an extremely fragmented coverage of these projects in the previous historiography but also in terms of filling the gaps in the history of the formation of the special regional social and political thought of the Urals in the context of the PRGU's coalition activity. Also, it is interesting to consider the projects from the point of view of the continuity of territorial planning practices by Soviet and post-Soviet Russia. To analyse the content and compare projects with each other to identify similarities, differences, and traces of manifestation of regional ideas, the author considers six notes submitted to PRGU by its main departments and the final report. Also, the article refers to individual views of L. A. Krol who initiated the establishment of PRGU, reconstructed according to his memoirs and minutes of the meetings of the PRGU Commission on Borders. It transpires that not all projects contained a reflection on the subject of a special regional identity, which is the essence of regionalism since the reason for the discussions was the pragmatic need to determine the electoral system for the regional parliament. A separate and unique project by Krol, which instrumentally justified the borders of the Urals, taking into account the current, but not the future political situation, cannot be considered regional. The discussion itself where Krol's proposals were ignored characterises the PRGU as a unique coalition body for 1917–1918 based on the principles of party dialogue. ; Целью статьи является анализ содержания проектов обоснования автономии Урала и состава его территорий, рассмотренных Временным областным правительством Урала (ВОПУ) 1918 г. Наличие в них тезисов о формировании особой уральской идентичности придает исследованию актуальность не только с точки зрения крайне фрагментарной изученности указанных проектов предшествующей историографией, но и в плане восполнения пробелов в истории формирования особой областнической общественно-политической мысли Урала в контексте деятельности коалиции ВОПУ. Обращение к проектам интересно и с точки зрения преемственности практик территориального планирования советской и постсоветской Россией. Для анализа содержания и сравнения проектов с целью выявления сходств, различий и следов проявления областнических идей рассмотрено шесть записок, поданных в ВОПУ его главными управлениями, и итоговый доклад. Исследуются также взгляды инициатора создания ВОПУ Л. А. Кроля, реконструируемые по его мемуарам и протоколам заседаний комиссии ВОПУ по границам. Выяснено, что не все проекты содержали рефлексию на предмет особой региональной идентичности, составляющей суть областничества, поскольку причиной дискуссий являлась прагматическая необходимость определить избирательную систему для регионального парламента. Отдельный и уникальный проект Кроля, инструментально обосновывавший границы Урала с учетом текущей, а не будущей политической конъюнктуры, областническим считать нельзя. Сама дискуссия, где предложения Кроля игнорировались, характеризует ВОПУ как уникальный для 1917–1918 гг. коалиционный орган на принципах партийного диалога.

Подробно рассматривается соотношение сил противостоящих сторон, оценивается роль советской мобилизационной политики и военного строительства в исходе противостояния с силами контрреволюции, анализируются причины поражения белых сил в ходе их наиболее успешного наступления. ; The article discusses one of the key episodes of the Civil War in Russia the summer-autumn offensive of the Armed Forces of the South of Russia on Moscow in 1919, white opposition to the Red Army that reached its peak in October, the defeat of white forces and their retreat to the Crimea in spring of 1920. It shows the relation of forces of opposing sides, assesses the role of the Soviet mobilization policy and military construction in the outcome of the confrontation with counterrevolution forces, analyzes the reasons for the defeat of the white forces during their most successful offensive blow.

In the conditions of the Civil War and economic collapse this inevitably led to the sharpening of the currency circulation crisis, the collapse of the ruble, the Inflation, Inflation Panic, and Speculation on the territory of Russia's "White South".
