The OSCE Yearbook 2006 contains a wealth of informed writing on the Organization, its work, the issues that concern it, and the states whose participation bring it to life. Highlights of the twelfth edition include a consideration of the work of the OSCE Representative on Freedom of the Media, a review of the state of OSCE reform, and detailed analyses of the progress - or lack of progress - in resolving the "frozen conflicts" in the Caucasus. A special section on the Black Sea region looks at recent developments in Ukraine, Bulgaria's relations with the OSCE, the economic aspects of regional conflicts and the lack of a Black Sea "security complex". Readers are granted an inside view of the work of the OSCE's fi eld presences in Macedonia, Belarus, Moldova, Azerbaijan and Central Asia, as well as the Organization's growing involvement in fields such as counterterrorism and police reform. There are also considerations of the OSCE Document on Stockpiles of Conventional Ammunition, the role of the OSCE Parliamentary Assembly, the promotion of gender equality, EU-OSCE co-operation, and the relationship between the Organization and the ASEAN Regional Forum. The quantity of documents produced by the OSCE reflects the increasing number and range of its activities. The Conference on Security and Co-operation in Europe helps users access this important and continually metamorphosing body of law. Supplementing The Conference on Security and Co-operation in Europe: Analysis and Basic Documents, 1972-1993, a 1,200 page collection of official OSCE documents, this volume contains selected official documents from the last few years. It focuses on those containing substantive decisions which bind all or some of the OSCE states. In addition, letters and recommendations of the High Commissioner on National Minorities and the reactions to them by governments take up a large section of the book, reflecting the increasing activities of the HCNM. The OSCE Yearbook is the only independent academic publication dedicated to the Organization, its work, and the issues that concern it. The 2007 edition contains another broad selection of insightful contributions by academics, diplomats, and practitioners. It begins by considering two "Burning Issues" that greatly concerned the Organization during the year: Russia's suspension of the CFE Treaty and potential consequences of the failure of efforts to resolve the Kosovo status question. The special focus section on tolerance and non-discrimination includes a discussion by the OSCE Secretary General of the Organization's contribution to the UN "Alliance of Civilizations" initiative. There is also a review of the history of the OSCE's engagement in this field, a consideration of religion and the "dialogue of civilizations", and contributions on anti-Semitism, discrimination against Muslims, policing hate crime, and the work of ODIHR. States whose relations with the Organization are in the spotlight this year include Romania, Montenegro, and Kazakhstan, while further contributions look at the field presences in Croatia, Turkmenistan, Uzbekistan, and at the Organization's work in South-eastern Europe and Central Asia as a whole.
