Virtually all countries in the world are struggling to provide the necessary resources to Higher Education. The challenges are particularly complex for economically poor countries in Africa, which have recorded massive expansion in the past decade. This book analyzes the state of funding and financing higher education in Sub-Saharan Africa.

Higher education is in transition. On the one hand, over the last decades it has become politically and economically more important and thus also an object of reforms. On the other hand, higher education has become less special and is no longer able to justify its unique governance arrangements. This volume presents a collection of contributions that go beyond reform agendas as such and focus on the effects of reforms at all relevant levels in higher education systems. It is organised in four themes—education, research, governance, and academic profession—with a variety of levels of analysis, theoretical perspectives, methodological approaches and geographical foci. The topics in focus include the possible impact of latest national and European initiatives, changes in the primary processes (education and research) on the levels of institutions, professions and for individuals as well as higher education dynamics in contexts often overlooked in the literature (e. g. Africa). The aim is to 'take stock' of the growing knowledge basis with respect to higher education with a special focus on the influence of reforms on the key aspects of higher education

In recent decades, trends, such as educational expansion and globalization, have caused structural changes in higher education worldwide. To successfully place higher education institutions in an environment characterized by global competition, various nations have launched excellence initiatives that pursue the goal of producing universities that attain the label of "excellent", "world-class", or "elite". These institutions are perceived as developing future leaders who foster positive change in society. Against this background, initiatives that foster elite higher education institutions must include various institutional factors. To holistically design initiatives an understanding of what constitutes an elite higher education institution is necessary. Against the background of the institutions' relevance for developing leaders for society, investigating their connection to leadership education must be addressed as well. Today, universities are highly politicized mostly in all matters (Karim, 2007). The effects of political parties and their leaders spoil the strong educational system. Political interference ignores talented people and supports their political supporters. It's impossible to separate politics from education in Pakistan. The education system of Pakistan is headed by a minister of education who is a politician, not an educator. The educational policies of the whole education system are overwhelmingly impacted by political policies and practices the ruling party. Accordingly the existing study was intended to reveal the affects of politics on higher education in Pakistan. Therefore this study concluded that politics is a major factor which influences and does sometime very immoral things. Moreover, these political leaders make a lot of corruption in education, especially in Higher Education. From educational budgetary allocation to spending on it, all is under control of politics.
