Les quatre pays d'Europe centrale qui constituent la coopération de Visegrad, à savoir la Pologne, la République tchèque, la Slovaquie et la Hongrie, ont un intérêt commun pour tout ce qui concerne les questions de sécurité en rapport avec la Russie. Cependant, ils sont profondément divisés pour ce qui concerne la politique de l'énergie, les ambitions de politique étrangère et aussi de politique intérieure. Bien que des projets de diversification d'approvisionnement en énergie soient en cours, il faudra longtemps avant de faire décroître la dépendance stratégique envers la Russie. La politique intérieure peut également être particulièrement mise en évidence en ce qui concerne la Hongrie, où le premier ministre Viktor Orban considère la Russie comme un modèle idéologique, contrairement aux trois autres États. Cependant, ces divisions ne seront pas à même de remettre en cause la coopération de Visegrad elle-même, car cette organisation n'a jamais été entendue pour résoudre les problèmes à l'intérieur du groupe de Visegrad, mais bien pour représenter les intérêts communs lorsque ceux-ci sont présents. Aussi, la coopération de Visegrad dispose d'une large expérience pour gérer les désaccords internes au groupe.
