The article deals with the strains in European-Israeli relations and also reports on the state of negotiations between the European Community and the Gulf Cooperation Council. As concerns the former topic it is underlined that the EC's support for Israel has slipped as the intifada has progressed. EC member states, however, vary towards the question of sanctions on Israel. The PLO's expectations are covered by an interview with its representative at Brussels, Shawki Armali. With respect to the latter issue of EEC and GCC trade relations the emphasis is on the Gulf states' efforts of reducing their trade imbalance by pressing Europe to lighten the tariffs it slaps on Gulf petrochemicals.
