The balance of power, globalization, and democracy: international relations theory in Northeast Asia

National audience ; This study focuses on worldwide governance. It will be related to the Assian approach of international relationships. This approach claiming by the Chinese is closed to the David Miller Nationalist and liberal way of thinking. But it remains very restrictive because it is only based on the liberal economic point of view. We will do a critical study of the principles which are regulating the governances and we will analyse a special sectorial field: the Sino-African relations. These thoughts and statements need to have a sectorial dimension of approaching matters. The management of the different governments can have effects on local realities of people's life and on investments. In thirty years China passed from an emerging country to the second worldwide economically powerful country just behind the United States. Now, they must have an interdependance relationship with the United States. It is very important and necessary to undermine this interdependance relationship in order to understand how its economic strategy has an influence upon the worldwide market. And from this study, we will understand how the Chinese relate to the balance of power they are dealing with. The state is that form of organization specific to human society even today, although several thousand years have passed since it was set up in the Ancient Orient. Over time the concept of state has evolved, perhaps even sometimes didn't evolve, on the contrary, it has certainly undergone complex adaptations generated by the challenges that have arisen over different historical periods, as well as by historical, political, social, economic, cultural phenomena, etc. Nowadays, globalization is a phenomenon or even a complex process generated by a multitude of causes, shared, more or less, by human society, but whose existence and effects can neither be ignored nor denied. In this briefly presented context, are witnessing the encounter of two different concepts, perhaps even antagonistic, concepts, namely the state, and globalization. These two concepts and more had to find a way to live together. We ask ourselves, however, whether this coexistence between the state and globalization is a temporary compromise or in time the nation-states will disappear leaving the place of another form of organization that responds better to globalization or, on the contrary, we will return to the classic nation-states, abandoning or diminishing the effects of globalization? We ask ourselves if nations, especially in the current international context, are ready to abandon the states they have created in favor of a multinational but unique international community. Using methods of scientific research, such as the comparative, historical, or teleological method, in this paper, we aim to identify possible answers to the previous questions.

This paper contends that globalization as framed and understood within the theoretical context of mainstream International Relations (IR) and International Political Economy (IPE) is largely incapacitated to reflect on contemporary changes in world politics and that the advent of 'globalization debate' in IR theory and IPE has been unrewarding. Nevertheless, rather than refuting globalization, this study redeems the concept by defining it in such a way that it is able to capture such changes in world politics which often evade traditional categories of analysis in IR. For this purpose, this study, drawing largely on critical sociological theorizing of globalization, attempts to develop a conception and framework of what it calls 'reflexive' globalization. Reflexive globalization puts special emphasis on the socio-cultural changes in the world and identifies three aspects of globalization: 'reflexivity', 'relativization' and 'deterritorialization'. Thus, the concept of globalization suggested in this study is more complex and holistic than either transnationalism, or interdependence or internationalization, and it rests on a different image of the world. It thereby resists being bounded by the analytical and theoretical limitations of the mainstream IR theory.
